Serbian Spatial Planning among Styles of Spatial Planning in Europe

AB  - The classification of spatial planning styles in Europe has been successively reviewed a few times. Most recently, it has been done in the framework of the European Spatial Planning Observatories Network (ESPON) 2.3.2 project dealing with the territorial governance. Based on national overviews for 29 European countries, this project uses the classification of spatial planning systems in four styles: comprehensive-integrated, regional-economic, land-use and urbanism. This study did not take into account the spatial planning system in Serbia since it is neither in the European Union nor a member of the ESPON similar to Norway and Switzerland. This article uses the form of national overviews elaborated for the ESPON project and puts Serbia in a comparative spatial planning perspective, classifying it between the comprehensive-integrated and land-use planning styles.

Strategy as planning document

AB  - The need for planning, as a process through which the future can be influenced to a certain extent, gave a new form of this activity, that has characteristics of generalization, flexibility and adaptability in time and in space which it refers to. That is strategic planning, which tends to coordinate the variety of development components and has for its aim successful implementation based on planning objectives. In the practice of spatial planning in Serbia, important differences can be recognized in perception of the term "strategy" as a planning document, and in consequence differences in perception of its form, content and aim. In that sense, this paper is dedicated to the interpretation of different approaches in strategic spatial planning in Serbia and it points out strengths and weaknesses of those approaches.
AB  - Neosporna potreba za planiranjem, kao procesom kojim se, u izvesnoj meri može uticati na budućnost, iznedrila je Jedan oblik ove aktivnosti, koji neizostavno nosi karakteristike opštosti, fleksibilnosti i prilagodljivosti vremenu, odnosno prostoru na koji se odnosi. To je strateško planiranje. U njegovoj osnovi je nastojanje da se usklade različite komponente razvoja kao i da se predložena rešenja uspešno implementiraju. U prostorno planerskim krugovima su prisutne značajne različitosti u shvatanju pre svega pojma "strategija", a posledično i njene for.me, sadržaja i cilja izrade kao planskog dokumenta, odnosno očekivanih rezultata. U tom smislu, rad je posvećen tumačenju različitih pristupa strateškom planiranju u Srbiji odnosno ukazivanju na prednosti ili mane pojedinih.
