Assessment of The Importance of The Drivers of Land-Use/Land-Cover Changes on The National Level: The Case of Serbia

AB  - In-depth knowledge about land-use/land-cover
changes, drivers and the driver's importance is nec-
essary both for understanding change processes in
the environment, economy and society as a whole
and further research, modelling and decision-makin g
related to land-use/land-cover changes. The study
assesses the importance of two biophysical and five
socio-economic drivers of land-use/land-cover
changes for six land-use/land cover change pro-
cesses during the 2000–2018 period in Serbia using
mixed methods, GIS and machine learning. The re-
sults indicate that socio-economic drivers, especially
the distance from roads, water and protected areas ,
are more important for national land-use/land cover
change processes than biophysical drivers. The study
gives insights into the drivers' usefulness for model-
ling future land-use/land-cover change processes on
the national level in Serbia. Furthermore, it could be
observed as one of the initial steps in the future anal-
ysis of the effects of land-use/land-cover changes on
landscape diversity, further development of the land-
use/land-cover changes research and related deci-
sion-making processes.

Using Geodesign Studio to Explore Alternative Local Spatial Development Scenarios in Serbia

AB  - Sustainable Developments Goals (SDGs) in Serbia are reduced to the pursuit of economic growth and spatial planning in local areas is reduced to a governance mechanism for attracting investment. Similarly, if existing, digital technologies in local spatial planning are mostly used as a source of digital spatial data and not as planning support systems. Planning reforms conducted in the last two decades produce secluded, largely digitized administrative activities and technical documentation elaboration driven by the narrow, mostly national government interests. These sidestep the localization of SDGs and enhance profit-oriented interventions of powerful actors in local areas. The aim of the geodesign teaching studio conducted at the University of Belgrade in 2021 was to engage students in the elaboration of the International Geodesign Collaboration (IGC) project for the Municipality of Ivanjica and use relevant digital technologies as alternative planning themes, methods and support systems. Complying to the IGC conventions, the selection of locally relevant assumptions and innovations for the future sustainable spatial development for 10 systems was made. The Steinitz’s Geodesign framework and Geodesignhub were used to design six scenarios, iteratively and collaboratively. Five scenarios differed in the starting year and intensity of implemented innovations, while the sixth reflected the “planning as usual” scenario. Consequently, the scenarios had different performance against the 17 SDGs achievement matrix. By collaboratively exploring Ivanjica’s alternative spatial development scenarios and their anticipated SDGs performance, students better understood the process of localizing SDGs and learned how local stakeholders can be empowered to advocate, plan and act towards a more sustainable future.

AB  - Negative trends in land use and land cover changes (LULCCs) are embodied in environmental, economic and social problems, keeping entire societies away from sustainable development goals (SDGs). This recognition incites a need for securing comprehensive and transdiciplinary knowledge on the complex interplay between LULCCs and their drivers. It should inform land use policy makers and produce adequate sustainable social responses. However, fragmentation in both academic and governmental arenas is an important impediment to the needed application of sustainability to land use policy. With this regard, the study offers a transdisciplinary, bottom-up and reproducible framework for understanding key drivers of LULCCs at the national/regional level where sustainable land use policies should be defined. Its main component is the repeated measure ANOVA of the experts’ survey data. The analysis allows aggregation of experts’ different disciplinary, professional and experiential perceptions and produces comparable results. It is tested in Serbia in three sub-periods during post-socialism. Main results confirm that LULCCs and drivers are complexly intertwined and need to be analysed within a comprehensive and transdisciplinary framework. Furthermore, the study should enable the transdisciplinary discussion, learning and knowledge coproduction that are required to inform land use policy makers about the needed trans-sectoral coproduction of policy responses towards SDGs.

AB  - The mutual relationship between spatial and development planning at the local level is a very current topic that has concrete consequences for development processes in local government units in the territory of Republika Srpska (RS). Although it is still unregulated from the legislative point of view, local development planning is much more present in practice, which is primarily manifested in the almost complete coverage of the territory of the RS by local development strategies. The connection of these documents to spatial and urban plans has not been treated in an appropriate way, which leads to a certain degree of their mutual inconsistency. The basic hypothesis of this paper arises from this statement, and that is that the lack of a clearly defined connection with spatial planning in the methodology of drafting local development documents leads to the inconsistency of these documents as the final result. As an auxiliary hypothesis, the assumption will be investigated that a large discrepancy in the coverage of the territory of the Republika Srpska between local development strategies and spatial plans of local government units also contributed to this inconsistency.

Weakening of spatial planning system in Serbia: Age of prevailing of spatial plans for special purpose areas (2010-2020)

AB  - In the first two decades of the 21st century, the spatial planning system in Serbia underwent a significant transformation following the general trends of change in Serbia. The neoliberal-market model of the economy has directly led to the apparent suppression of social services and of the environmental sector. After 2010, the formerly hierarchical organized system slowly began to marginalize national, regional and local planning. Instead of that, planning of special-purpose areas became dominant and almost ubiquitous. This plan, according to the Law, can cover all types of infrastructure, all types of mining, tourist facilities and areas, energy, protected nature objects and cultural and historical monuments, as well as the so-called Belgrade Waterfront and the National Stadium. The paper analyses the causal relationships that have led to the current state of planning, given the systematization of spatial plans of the special purpose areas so far prepared. Additionally, the paper also discusses the effectiveness of such a partial approach to the field of spatial planning and landscaping in Serbia.
AB  - U prve dve decenije 21. veka sistem prostornog planiranja u Srbiji doživeo je značajnu transformaciju prateći opšte trendove promena u Srbiji. Prevladavanje neoliberalnog - tržišnog modela ekonomije direktno je uslovilo potiskivanje socijalnih usluga po kvalitetu i obimu finansiranja, a slično se dogodilo i sa ekološkim sektorom. U okviru nekadašnje sređenog i hijerarhijski organizovanog sistema, koji se sastoji od četiri vrste prostornih planova - za Republiku, regione (i Autonomne pokrajine), opštine i područja posebne namene, nakon 2010. godine polako je počelo da se na marginu potiskuje nacionalno, regionalno i lokalno planiranje, dok je planiranje područja posebne namene ostalo i postalo dominantno. Prostorni plan područja posebne namene se na osnovu Zakona radi za sve vrste infrastrukture, sve vrste rudarstva, turističke objekte i područja, energetiku, zaštićene objekte prirode i kulturno-istorijske spomenike, ali i Beograd na vodi i Nacionalni stadion. U radu su analizirani kauzalni odnosi koji su doveli do sadašnjeg stanja u planiranju, data sistematizacija do sada urađenih prostornih planova područja posebne namene, te diskutovana efektivnost ovakvog parcijalnog pristupa oblasti planiranja i uređenja prostora u Srbiji.

AB  - Integrated local land use planning (ILLUP) is promoted as one of the planning instruments in giving territorial expression to societies' goals, such as sustainable development. Similar efforts were invested in Serbia twice - during the post-WWII socialist period and during the transition towards democratic capitalism after 2000. However, our research on local land use planning as an integrated approach revealed significant inconsistencies in the practice in Serbia with the intended ILLUP. This directed the literature search and review and helped conceptualize not only process-, but also system-related social ILLUP requirements needed for employing the instrument. Apart from offering the heterarchical structure of ILLUP requirements, the paper explains its evolution and advocates calibrating the contextualization with standardization during ILLUP research.

AB  - From the perspective of its inherent promises, difficulties, elusiveness, and relative discontinuity, the pursuit of integration in planning could be compared to the Quest for the Holy Grail. The aim of this paper is to identify the main commitments and impediments to pursued integration in the former Yugoslavia's planning from the late 1950s until the late 1980s, drawing on the theoretical discourse, legislative, and institutional framework and the case study of the spatial plan preparation in the Socialist Republic of Serbia. During the chosen period, different aspects of integrated approach to spatial and urban planning were pursued in a context of creating and failing to deliver a unique Yugoslav version of the welfare state -the selfmanagement socialism. In this light, the intended integration is contrasted to poor outcomes, which led to the loss of legitimacy and the final dissolution of the state, its ideology, governance, and socio-economic planning. The conclusion reflects on the main merits and pitfalls of the former Yugoslavia's experiment to illuminate some general risks associated with the integrated approach in planning.

AB  - Non-compliance of spatial plans of the highest rank in Bosnia and Herzegovina is a significant problem which has negative consequences to the territory of Bosnia and Herzegovina, which is particularly noticeable in the current debate on the route of Sarajevo-Belgrade motorway. This type of spatial plans includes spatial plans of the entities, cantons and Brčko District. This paper is an attempt to shed light on this problem by way of examining its genesis, characteristics and possible solutions. The emphasis was placed on the precise identification of the non-compliance rate of spatial plans of the highest rank in Bosnia and Herzegovina. The primary hypothesis states that the non-compliance rate of these documents is above 50%. The auxiliary hypothesis states that this non-compliance is the result of inadequate legal treatment of this matter and of the non-existence of policy framework in the field of spatial planning in Bosnia and Herzegovina.

AB  - The implementation of spatial plans in the Republic of Srpska is certainly the weakest phase of the process of spatial planning in this entity. It is particularly evident in the case of the Spatial Plan of the Republic of Srpska until 2015 which is the highest strategic spatial planning document in the Republic of Srpska. More precisely, the implementation of spatial plans has been defined as the carrying out of spatial planning documents, i.e. planning propositions as defined in the spatial plans. For the purpose of this paper, a quantitative analysis of the implementation of the planning propositions envisioned by this document has been carried out. The difference between what was planned and what was implemented at the end of the planning period (ex-post evaluation of planning decisions) is presented in this paper. The weighting factor is defined for each thematic field and planning proposition, where the main criterion for determining the weighting factor is the share of the planning proposition and thematic field in the estimated total costs of the plan (financial criterion). The paper has also tackled the issue of the implementation of the Spatial Plan of Bosnia and Herzegovina for the period 1981 - 2000, as well as of the Spatial Plan of the Republic of Srpska 1996 - 2001 - Phased Plan for the period 1996 - 2001, as the previous strategic spatial planning documents of the highest rank covering the area of the Republic of Srpska. The research results have proven primary hypothesis of the paper that the level of the implementation of Spatial Plan of the Republic of Srpska until 2015 is less than 10%.

The justification of the subject planning history

AB  - Over the last decade of the 20th century the history of the spatial planning was accredited as a subject at schools worldwide, gained its special periodical and accompanying professional organization. When it comes to the Belgrade school of planning, the subject called spatial planning was introduced by the accreditation of the new curriculum at the Department of Spatial Planning of the Faculty of Geography in Belgrade in 2007. Nowadays at the international level and in our country, a serious theoretical discussion on the reach, direction and practical purpose of this subject is underway, and the questions which are posed thereby are sometimes provocative, controversial and far-reaching. These are the most common questions: What is the definition of the planning history? Why teach it? Who can teach it? How to teach it? What is the suitable content of the curriculum of the planning history? Although, this paper aims at the consolidation of the topics and providing the logical connections between the answers to the above questions, it, at same time, reflects the diversity of the individual approaches to planning history, which are the result of the peculiar circumstances in which spatial planning is taught in some countries, with different traditions of planning and different value systems. Nevertheless, the aim of the paper is the definition of something which can be called "intellectual nucleus" of a great topic called history (of spatial and urban) planning and which should be based on the logical theoretical and methodological premises, and, at the same time, should be comprehensible to students, through the flexible curriculum, and it should be applicable in practice.

The failure of planning endevour in north east border area of Serbia towards Bulgaria

AB  - With the transition, spatial planning was supposed to mitigate the negative effects of the new player - market to the public interest. But, seems like our planning didn't find the mechanisms to mitigate those effects created by the market inside it. Planning institutions in pretransitional period were exclusively in public sector. We now have on one side, some big planning institution, partially financed from the state's budget usually with the monopoly over elaboration of one group of plans and on the other side, smaller ones which are being privatized. Both are thrown to the market and are trying to acquire as much engagements as possible in order to secure enough financing. They are producing more plans for less money in a shorter period of time. As a result, these former public agents diverted by the new hostile conditions given by undeveloped market and neoliberal environment are still presenting traditional rigid planning model, deterministic and inflexible, with fixed land use parameters and regulations. Seems like the turbulent times in which the most important task is to survive didn't give them a chance to develop and to introduce more innovative and novel models in view of participative, strategic and action plan oriented planning. The failure of planning enterprise to achieve at least some balance in regional inequity is clearly visible in peripheral, i.e. border areas. The paper discuss the main objectives and planning concepts in various overlapping planning documents on national, regional and local levels elaborated for Timocka krajina, a border region situated in NE Serbia towards a frontier to Bulgaria, and the obvious gap between planning optimism and accurate demographic, social and economic decline of the region, despite both local and European based, mostly cross border related projects and initiatives.

As a result, these former public agents diverted by the new hostile conditions given by undeveloped market and neoliberal environment are still presenting traditional rigid planning model, deterministic and inflexible, with fixed land use parameters and regulations. Seems like the turbulent times in which the most important task is to survive didn't give them a chance to develop and to introduce more innovative and novel models in view of participative, strategic and action plan oriented planning. The failure of planning enterprise to achieve at least some balance in regional inequity is clearly visible in peripheral, i.e. border areas. The paper discuss the main objectives and planning concepts in various overlapping planning documents on national, regional and local levels elaborated for Timocka krajina, a border region situated in NE Serbia towards a frontier to Bulgaria, and the obvious gap between planning optimism and accurate demographic, social and economic decline of the region, despite both local and European based, mostly cross border related projects and initiatives.",

AB  - This paper presents a series of "critical geographies": examples of economic, environmental and social challenges with a spatial dimension, and the way that policy has failed to respond adequately to them with place and space in mind. Kritičkih geografija, odnosno primera ekonomskih, ekoloških i socijalnih izazova sa prostornom dimenzijom, te prikaza neuspeha politika koje su na te izazove pokušale da odgovore usled zanemarivanja prostornog načina mišljenja. Zbog različitih razloga a pod svemoćnom senkom mondijalističkog koncepta, politike i odlučivanje retko obuhvataju posledice na način na koji koristimo zemljište i to na različitim mestima. Zanemarivanje mesta u geografskom smislu odnosno načina na koji politike imaju uticaj na konkretan prostor dovelo je do negativnih ekonomskih, socijalnih i ekoloških efekata. U radu su dati modaliteti u okviru kojih bi prostorni način mišljenja mogao bita inkorporiran u proces odlučivanja, sa posebnim osvrtom na razvoj prostornyh analitičkih karti za kreatore politika - jednu vrstu "GIS-a za političare". AB  - Uncertainty is the only thing we can count on in Serbia nowadays. It seems that never-ending transition and predominant neoliberal concepts in both economical and social issues are still leaning our spatial planning system against the wall. Moreover, nothing is clean from the planners' point of view: who are the main actors and referees, which are the rules of the planning game, and even where the playground boundaries are. Spatial planning has always been a kind of calculated risk, but here and now it seems like it is just pure and simple risk. The situation is critical on all levels, from national straight to local, due to the absence of the regional level. Most of the spatial planning institutions adhere to a traditional rigid planning model, which is deterministic, inflexible, with fixed land use regulations. The spatial planning system is predominantly planners' centered, implying that it is the planner who identifies the problems and seeks planning alternatives rooted exclusively in rational methods and objective determinants. There is little, or no room for different interests and ideas and consequently, hardly any room for various stakeholders and shareholders to take part in the planning process and the ensuing implementation phase. All these weaknesses are even more obvious when shown on the particular example: development planning of bolder area of Serbia toward Bulgaria. This paper deals with the basic social and economic frame in which planning is performed in Serbia in recent years together with the main problems within the planning practice itself, shown in the mentioned case study. It also argues for the necessary changes aiming to increase the spatial planning system efficiency.
AB  - Nesigurnost je jedina stvar na koju se danas može računati u Srbiji. Utisak je da su tranzicija kojoj CE ne vidi kraj i dominirajući neoliberalni koncept u ekonomskoj i socijalnoj sferi bukvalno priterali sistem prostornog planiranja uza zid. Štaviše, sa stanovišta planera gotovo da ništa nije jasno: ko su glavni učesnici u planiranju, ko donosi odluke, koja su pravila igre pa čak i gde su granice igrališta. Prostorno planiranje je, doduše, uvek predstavljalo jedan oblik proračunatog rizika, ali danas i ovde je ono prost i čist rizik. Situacija je kritična na svim nivoima planiranja, od nacionalnog, preko regionalnog do lokalnog. Sadašnja praksa planiranja u Srbiji je planer-centrična, u smislu da gotovo isključivo planeri identifikuju probleme u prostoru i nude alternative za njihovo rešavanje. Premalo je mesta ostavljeno za drugačije interese i ideje, međusektosku koordinaciju i sinhronizaciju partnerstva između javnog i privatnog sektora. Konsekventno, premalo je mesta ostavljeno za građane, intresne grupe i organizacije da u procesu planiranja učestvuju, te da učestvuju i u procesu planske implementacije. Dobar primer autističnosti sistema planiranja u Srbiji je planiranje pogranične zone prema Bugarskoj. U ovom radu su prikazani socijalni i ekonomski okvir u kome planiranje u Srbiji danas deluje skupa sa problemima koji su se mogli identifikovati unutar struke, plastično ilustrovani na pomenutoj studiji slučaja. Pored ovog, u radu se pledira za uvođenje nephodnih promena koje bi sistem prostornog planiranja učinile efikasnijim.

The possibility of improving the vertical integration in planning theory

AB  - Against the backdrop of globalization and decentralization, the strict division of the responsibilities among different territorial levels of governance, based on the top down or bottom-up principle, leads to the fragmentation in the decision-making process and disintegration in the total system of governance and planning of the (sustainable) development. Disintegration produces disfunctionality which has an adverse effect on the planning in general, endangers the efficacy of it, thereby calling the very purpose of its existence into question. Therefore, over the last few decades the modes for the application of the integral approach, by which the territorial levels would be adequately connect in the planning systems, have been tried searched for in the planning theory. This paper makes the basic recommendations for the improvement of the vertical integration of the territorial levels of governance based on the previous approaches and altered general context in which the planning takes place. They mainly imply the application of the principles of reciprocity and subsidiarity, as well as the concept of 'multi-level governance' during the division of responsibilities in the governance and planning among the territorial levels of governance, in the aim of shifting from their traditional hierarchal relation towards the partnership one.
AB  - U uslovima globalizacije i decentralizacije striktna podela nadležnosti između različitih teritorijalnih nivoa uprave po principu odozgo- nadole ili odozdo-nagore dovodi do fragmentacije u odlučivanju i dezintegracije u ukupnom sistemu upravljanja i planiranja (održivog) razvoja. Dezintegracija proizvodi disfunkcionalnost koja štetno utiče na planiranje u celini, ugrožava njegovu efikasnost, te dovodi u pitanje i samu svrhu njegovog postojanja. Zato se poslednjih decenija u teoriji planiranja pokušavaju pronaći načini za primenu integralnog pristupa kojim bi se teritorijalni nivoi adekvatno povezali u planskom sistemu. U radu se u odnosu na prethodne pristupe i promenjen ukupni kontekst u kojem se planiranje odvija daju osnovne preporuke za unapređenje vertikalne integracije teritorijalnih nivoa uprave. One se, pre svega odnose na primenu principa reciprociteta i supsidijarnosti i koncepta 'upravljanja na više nivoa' pri podeli nadležnosti u upravljanju i planiranju između teritorijalnih nivoa uprave, u cilju pomeranja od njihovog tradicionalnog hijerarhijskog ka partnerskom odnosu.

AB  - This paper explores the changes in the Serbian spatial planning legislation and system as they relate to the political, socio-economic and institutional context and reflect societal dynamics and broad democratization processes. Drawing on the literature on societal and institutional embedding of planning, evolution of planning systems and the theory of transition, we present the case study of the changing societal context and planning legislation in the Republic of Serbia by comparing the contents, processes, and tools prescribed by the laws enacted in 1985before the fall of communismand in 1995 and 2003in the post-communist era. We find that the societal context and the level of political centralization in particular, are strong determinants of spatial planning legislation and system in Serbia. Other factors, such as the economic system and circumstances, professional culture and institutional maturity also significantly influence planning laws and their implementation. Planning systems and laws, indeed, mimic the societal dynamics with tendencies in path-dependency and discontinuity as well as innovation and re-invention that evade easy qualifications. The case study exposes the complex nature and meaning of societal transition vis-a-vis evolutionary and transformational views of planning.

abstract = "This paper explores the changes in the Serbian spatial planning legislation and system as they relate to the political, socio-economic and institutional context and reflect societal dynamics and broad democratization processes. Drawing on the literature on societal and institutional embedding of planning, evolution of planning systems and the theory of transition, we present the case study of the changing societal context and planning legislation in the Republic of Serbia by comparing the contents, processes, and tools prescribed by the laws enacted in 1985before the fall of communismand in 1995 and 2003in the post-communist era. We find that the societal context and the level of political centralization in particular, are strong determinants of spatial planning legislation and system in Serbia. Other factors, such as the economic system and circumstances, professional culture and institutional maturity also significantly influence planning laws and their implementation. Planning systems and laws, indeed, mimic the societal dynamics with tendencies in path-dependency and discontinuity as well as innovation and re-invention that evade easy qualifications. The case study exposes the complex nature and meaning of societal transition vis-a-vis evolutionary and transformational views of planning.",

AB  - Within specific ecological condition of Orlovača cave existed living world failing rich and large in number. They are adapted on absentia light as well as the other characteristic ecology parameter. On an occasion of researching and organizing Orlovača cave, several representative organisms were discovered. They have been convalescent at the Faculty of Biology in Belgrade. Climate parameters like air temperature and air humidity have been measured in some parts of the cave system which has provided a better understanding of microclimatic characteristics of the Orlovača cave as a habitat of troglobites as a specific cave fauna. In addition, Orlovača cave is a paleontological locality of the cave bear. In this research we created web oriented data base for presenting results and teaching students.

AB  - Spatial planning has always been a kind of calculated risk, but the situation in Serbia is critical on all levels, from national straight to local, due to the absence of the regional level. Most of the spatial planning institutions adhere to a traditional rigid planning model with no room for different interests and ideas. This paper deals with basic social and economic frames in which planning is performed in Serbia in recent years. It also argues for the necessary changes aiming to increase the spatial planning system efficiency.

AB  - The task of this paper is to give an overview of the most influential models of planning that have been developed during the second half of the 20th century. We will present each model of planning just as it is discussed in the technical literature of planning theory. In doing so, we will only trace the main lines along which the planning - theoretical discussion has developed, even though there obviously are many different approaches to planning over and above what we will discuss here, i.e. any list of planning forms and styles could be extended almost indefinitely. Any approach that lies beyond these main lines of development will not be considered beyond this point. .
AB  - Zadatak ovog rada je da pruži pregled najuticajnijih modela planiranja koji su razvijeni u drugoj polovini 20. veka. Svaki od sedam modela je predstavljen na način na koji ga opisuje tzv. tehnička literatura teorije planiranja. To znači da su analizirane samo glavne niti oko kojih je pletena teorijska diskusija - ma kakav pokušaj da se barem delom osvetle svi aspekti formi i stilova planiranja u ovom periodu produžio bi ovaj pregled u beskonačnost. Stoga takvu detaljnost u ovom radu ne treba ni tražiti - modelima planiranja je u stvarnosti posvećen toliki broj knjiga da bi se njima mogla opremiti solidna biblioteka. .

AB  - This article intends to determine whether or not the extensive debate within the Planning Theory has led to a better understanding of the meaning 'planning' and a clarification of its role. Since the response to this question is negative, the article will examine: what are the reasons for that situation and under what conditions a further development of the debate and research can achieve a real contribution to what should be its main objectives - better understanding of planning and helping to perfect its methods.
AB  - U radu se pokušava odrediti da li je široka debata unutar teorije planiranja dovela do boljeg shvatanja značenja reči 'planiranje' i objašnjenja njegove uloge. Budući da je odgovor na to pitanje negativan, u radu će se ispitati: koji su razlozi za tu situaciju i pod kojim uslovima dalji razvoj debate i istraživanja može doprineti boljem razumevanju planiranja i unapređenju njegovih metoda.

AB  - The planners often forget fundamental, unsolved dilemmas of their profession due to the everyday request and needs, and because those huge problems have permanent nature and they are consequently rarely considered as a main issue. The dichotomy between planning on the one and (neo) liberalism and market mechanisms on the other hand, together with the similar relations between economic development and spatial development and protection of space are always shaping spatial planning. The aim of this paper is to reconsider all those basic questions within the frame of current economic, social and political circumstances the trends.

Mondialization: The negation of territory

AB  - The main objective of this paper is to present some weaknesses and inconsistence of the mondialization/globalization concept, especially regarding obvious negation of territoriality as a principle and a crude reality of uneven spatial distribution of resources, wealth and population on global scale. The domination of the globalism and neo-liberalism in the spheres of economy, society, culture and even language leads toward greater differences, in such intensity that some authors describe it as a "clash of civilizations". Loosing territoriality means loosing "raison d’etre" of spatial planning. Some efforts to introduce participation as a planning solution for the beginning of the new century is actually a Trojan horse and a step in the wrong direction.
AB  - Osnovni cilj ovog rada je da ukaže na neke slabosti i nedoslednosti koncepta mondijalizacije, posebno kada je reč o sve očitijem negiranju teritorijalnosti kao principa i surove realnosti neravnomerne prostorne raspodele resursa, bogatstva i stanovništva na globalnom nivou. Prevlast mondijalizma i neoliberalizma u ekonomskoj, ali i socijalnoj, kulturnoj pa i lingvističkoj sferi neminovno vodi ka još većem zaoštravanju razlika, takvom da ga neki autori nazivaju "sukobom civilizacija". Negiranjem teritorijalnosti praktično i prostorno planiranje gubi svoj elementarni smisao, a apostrofiranje participacije u planiranju kao rešenja za nagomilane probleme u prostoru zapravo predstavlja pogrešan recept u pogledu postizanja novog legitimiteta profesije.

The historical origin of spatial planning

AB  - Despite the fact that spatial planning is the souvenir of the second half of XXth century, as an organized activity it is rooted in early history, along with the efforts and visible traces of first civilizations trying to control and use their territory. Our investigation shifts from this first spatial enterprises during Antique, over medieval so called prehistory events in Netherlands and France, up to the first official state policies in the beginning of last century. We dare, as well, to give a planners interpretation of classical approach to geopolitics, trying to explain the means and ends that shaped the space through history. The aim of this paper is, using selected case studies, to show the historical origin of the discipline and to prove the continuity of spatial policies from ancient to modern times.
AB  - Iako je prostorno planiranje tekovina druge polovine dvadesetog veka, korene ove delatnosti treba tražiti u organizovanim aktivnostima prvih civilizacija koje su ostavile jasne tragove uređenja i uprave na velikim teritorijama koje su kontrolisale. Mada takva razmatranja uslovno pripadaju kompleksu geopolitičkih istraživanja, usudili smo se da damo i jednu interpretaciju geopolitike sa stanovišta prostornog planiranja, koju nasleđuju prapolitike planiranja u srednjem veku, da bi pregled bio završen u prvoj polovini prošlog veka prvim zvaničnim politikama prostornog razvoja. Cilj ovog rada je da izabranim primerima iz istorije prostornog planiranja pokaže poreklo savremenih shvatanja ove discipline i dokaže kontinuitet prostornih politika koje se sprovode od antičkih vremena do danas.

Cultural heritage issues within the Serbian planning system

AB  - Although many critical observations could be addressed to Serbian planning practice, it would be unjust to say that cultural heritage is excluded form the planning process, just on the contrary - planning in Serbia is not possible without taking into account a cultural dimension of a territory on which a planning activity is taking place. If there is an international influence on this approach, then it should be rather found in the Serbian school of planning than in convention-type obligations. However, European documents, such as European Spatial Development Perspective and Guiding Principles for Sustainable Spatial Development of the European Continent will, together with their cultural component, certainly become a framework for future national planning documents and policies.
AB  - Bez obzira na činjenicu što se na praksu prostornog planiranja u Srbiji mogu uputiti mnoge zamerke, bilo bi nepravedno reći da je problematika zaštite kulturnog nasleđa u njoj zanemarena – nasuprot, planiranje u Srbiji nije moguće bez razmatranja kulturne dimenzije prostora za koji se radi plan. Ukoliko se uopšte može govoriti o međunarodnom aspektu ove problematike, ona je više prisutna u školama planiranja nego u pozitivnim zakonskim propisima. Ipak, perspektive prostornog razvoja Evrope zajedno sa vodećim principima održivog razvoja Evropskog kontinenta biće nesumnjivo, sa svojom kulturnom komponentom, okvir za izradu planskih dokumenata i politika na nacionalnom nivou u budućnosti.
