AB - In the post-socialist period, there were many changes in the post-Yugoslav region. The dissolution of the state and the civil war were just some of the most important events. The successor states went through the post-socialist transition at a different pace. The political and economic transition had a significant impact on the social status of the population. According to numerous international urban studies, there is a causal relationship between the social status of the population and the housing situation. Looking at the social status of the population in Belgrade, it is obvious that the social status decreases from the centre to the periphery. The housing situation in Belgrade is very heterogeneous. First, there is a historical centre filled with buildings from different eras: from the pre-World War II period, from the socialist period and from the post-socialist period. Secondly, there are socialist neighbourhoods that surround the historic core of the city. Finally, there are the neighbourhoods on the periphery, which are mostly informally built. The withdrawal of the state and the reintroduction of market mechanisms in the housing sector, drastic proportions of owner-occupied housing, the expansion of illegal construction activity, international isolation during the 1990s and the subsequent reconnection to the global economy, albeit with extremely weakened institutions, characterised post-socialist housing and urban development in Belgrade. Added to this was another wave of demographic pressure from the former Yugoslav republics and Kosovo. Through the lens of social status and housing situation, we observe the patterns of residential segregation in the post-socialist period. Due to the incomparability of statistical data from different periods, we use a combination of sources and research approaches. The first two decades of the post-socialist period were analysed at the level of census units, using data on the education of the population as a proxy for their social status.

AB - This paper provides a comparative analysis of the regional competitiveness of the labour market and the regional concentration of employment in Serbia for the period 2015–2020. A shift-share analysis was used to measure the spatial competitiveness. Based on the results, we have drawn up a typology of 25 regions (NUTS 3 level) in Serbia, and the main processes regarding structural changes and regional employment differentiation were identified as indicators of regional economic development. On this basis, conclusions about the state’s location policy in the given period can be drawn, in the context of both its institutional conditions and the accepted model of economic growth. The article provides a brief insight into the main methodological issues of the shiftshare analysis and proposes a new typogram for the classification of territorial units, which is applied in the interpretation of the results and the discussion. The aim of this study is to analyse the structural changes and regional differentiation of the labour market. The results are important for determining dynamics in the spatial distribution of employment and the regional competitiveness of the labour market and for improving regional and sectoral policies, regional planning, and labour market management at the regional and national levels.

AB - This article examines the historical perspective of residential segregation in Belgrade and addresses the contextual factors responsible for the dynamics of this segregation. The article considers the decline in social status from the centre to the periphery as the main feature of citywide segregation in Belgrade, along with perpetuated peripheral informality. It also examines the impact of large-scale socialist estates, which were intended to contribute to an egalitarian society and counteract residential segregation. To examine the long-term patterns of residential segregation in Belgrade, we use a combination of sources and research approaches, due to the incomparability and lack of statistical data. Recent changes in segregation patterns during the first two decades of the post-socialist period were additionally analysed at the census-unit level, using data on the education of the population as a proxy for their social status.

AB - Most Europeans live in an urban environment, and the green future of cities is one of the most important issues for scientists and policy makers across the continent. Serbia is an EU candidate country in the process of incorporating EU legislation into national law, and environmental policy is an important part of this process. Belgrade, the dominant urban region in Serbia and its capital, should be a role model. A green future is recognized by city authorities as an important goal of urban planning and design. Moreover, the growing environmental awareness of citizens makes it necessary to create a more sustainable and livable city. In this article, we analyse the green development of the city of Belgrade, detect announcements and plans, and follow their implementation. We also raise some questions about the green urbanism in Belgrade. In recent years, construction activity in the housing sector has increased, although planning is often fragmented and guided by the profit-seeking interests of real estate investors. We ask for whom the green development is intended - is it part of sustainable development and does it improve the quality of life for city residents, or is it a mean to attract investment and increase investor profits?

Urban restructuring and the location dynamics of P-KIBS in postsocialist Belgrade

AB - Professional knowledge-intensive business services (P-KIBS) have emerged as one of the core elements of economic recovery and urban restructuring of many large cities during the postsocialist transition in Europe. However, studies about intrametropolitan patterns of P-KIBS in postsocialist cities are largely neglected. Against this backdrop, the aim of this study is to provide a better understanding of P-KIBS intraurban spatial patterns within a postsocialist urban environment by analyzing the location dynamics of P-KIBS in Belgrade. The research methodology includes using a micro-geographic dataset for the period 2011–2019 and distance-based methods, which are becoming increasingly popular in urban geography. The study demonstrates that in Belgrade, P-KIBS are spatially highly concentrated and centralized, with a strong center-periphery gradient as well as pronounced intraurban functional specialization and intrasectoral differences. In the observed period, the spatial reorganization of P-KIBS was characterized by spatially limited decentralization, reflected in the progressive dissolution of the traditional monocentric model and the creation of a centralized duocentric model through the emergence of a secondary CBD in New Belgrade. In particular, the research highlights the influence of the complex process of postsocialist urban restructuring in the shaping of the urban geography of P-KIBS.

AB - This chapter elaborates policies, processes and phenomena shaping the present housing stock and residential segregation in Belgrade, within historically defined political, economic and institutional contexts. The aim is to reveal drivers, mechanisms, and patterns of micro-segregation in Dorćol, Belgrade's central neighbourhood with housing stock differentiated in quality, age and market attractiveness. Data for this research were collected from official census, registry of purchased housing units, and semi-structured in-depth interviews with experts from real estate agencies, and local population. Besides providing insights in contemporary segregation and market differentiation of the housing stock in Dorćol, the chapter also lays the foundations for the forecasting of their future development trajectories.

AB - While it is widely acknowledged that foreign investments in knowledge-intensive business services (KIBS) play an important role in reshaping the economy and spatial structure of many postsocialist cities, there is a lack of research on their intra-urban locational behaviour, particularly in comparison with domestic investments in the same sector. This analysis is focused on the underlying factors that shape both foreign and domestic KIBS firms’ location choices in Belgrade, a city facing dynamic restructuring induced by the complexity of the postsocialist transition. For the modelling KIBS intra-urban location choices, this study uses disaggregated micro-geographic data on firms opened during 2011-2019 period. The findings suggest that domestic and foreign KIBS firms exhibit both similarities and differences in spatial behaviour. Firms from both groups are attracted by economies of localisation and commercial zones, while avoiding the densely populated areas in Belgrade. On the other hand, domestic KIBS firms are attracted by city’s main transportation arteries and the traditional CBD area, while foreign KIBS firms tend to agglomerate in the emerging new business district in New Belgrade, an area with plenty of new high-quality office buildings, high-status residential areas, good intra-urban accessibility and airport proximity. This study indicates that foreign KIBS firms produce a spatially bounded “global city zone” and raises a question about their local embeddedness and role in the development of the local economy.

AB - Urban shrinkage is a process that many European countries have been facing in recent decades. It had started in highly developed regions at the time of deindustrialisation, but since the 1990s, this process has also affected Central, Eastern and South-eastern Europe, with different patterns and dynamics of urban shrinkage. The political and economic crisis in Serbia during the 1990s, as well as the transition from a centrally governed and urban-based industrialisation to a neoliberal market economy, has brought significant changes in the development of cities, which faced declining demographic and economic vitality. This paper is focused on the analysis of the intensity and dynamics of demographic and economic aspects of urban shrinkage in Serbia and on classification of cities according to the different phases of urban shrinkage. Typological classification was performed using the K-means clustering algorithm. The cluster analysis is based on the use of relevant demographic and socio-economic indicators, for the period from 2002 to 2011. After identifying cities that recorded an increase in total population and relatively stable economic development, three types of shrinking cities were determined according to the intensity of demographic and economic shrinkage - cities with low, medium and high shrinkage intensity. The analysis of the main patterns and factors that influenced the different levels of urban shrinkage enabled a better understanding of this phenomenon in Serbia. The results indicate the heterogeneity of urban space due to different levels of demographic and economic shrinkage, thus it can serve as a starting point for future research of uneven urban development in Serbia.

AB - The aim of this dissertation is to analyse the types and trends of spatial concentration and distribution of knowledge intensive business services (KIBS) in Belgrade, examine the relations between processes of post-socialist urban restructuring and KIBS localisation, evaluate KIBS localisation factors and to generate a model of their intraurban location. Special attention is given to the intrasectoral differences of KIBS in patterns and dynamics of territorial distribution. The territory of the Master Plan Belgrade was taken as the scope of the study. The time span of the study refers to the period of “delayed” transition in Belgrade. This study is based on microgeographical data on KIBS firms and a complex methodology that includes various methods of spatial analysis of concentration, distribution and dynamics of economic activities, as well as the regression method used for modeling KIBS localisation. The results of the research indicate that the spatial distribution of KIBS in Belgrade is characterised by a high degree of concentration and centrality. The KIBS firms and employees are concentrated in the city core area, which consists of two centers: the central zone and the New Belgrade center, and their density gradually decreases from the center to the periphery of the city. The analysis of the dynamics of KIBS spatial distribution in Belgrade indicates a spatially limited decentralisation of low intensity, which further accentuates the dichotomy between the center and city periphery. Limited decentralisation indicates the transformation of the monocentric into a centralised duocentric model of KIBS spatial distribution. The differentiation of a new KIBS center in New Belgrade has followed fundamental post-socialist changes in the city's spatial and socio-economic structure. Also, the results of the research highlight the influence of intersectoral structure, ownership structure and size of firms on the process of KIBS localisation in Belgrade. The results of the KIBS localisation model indicate that the location of KIBS depends on the localisation economy, city’s business zones, commercial areas and major city roads, which have a positive impact, while population density has a negative impact on the localisation of KIBS.
AB - Ova disertacija bavi se analizom tipova i trendova prostorne koncentracije i razmeštaja znanjem intenzivnih poslovnih usluga (KIBS) u Beogradu, ispitivanjem veza i odnosa između procesa postsocijalističkog restrukturiranja gradskog prostora i lokalizacije KIBS-a, evaluiranjem faktora lokalizacije KIBS-a i generisanjem modela njihovog prostornog razmeštaja. Ograničena decentralizacija podrazumeva transformaciju monocentričnog u centralizovani duocentričani model prostornog razmeštaja KIBS-a.

AB - This research analyses the changes of hotel geography in Belgrade, from the middle nineteenth century to the present. It confirms the influence that major political and economic factors have on hotel distribution, size, ownership, and rank. Prominent Ashworth and Tunbridge's Tourist-historic city model is used as the foundation of hotel spatial analysis in Belgrade, which is historically divided into three periods. The statehood development period is characterized by highly centralized hotel locations, mostly dependent on ethnical divisions, trade and early transport development. During the socialist period, in the absence of a market economy and private property, dispersion of hotels was caused almost exclusively by centralized political decisions. The transition period started with a complete political and economic overhaul of Serbia and Belgrade in the 1990s. After this difficult time, the Belgrade hotel industry started to recover, with the geographical factors that represented a re-establishment of market mechanisms and entrepreneur initiatives, as well as a focus on both the historic city and urban periphery.

AB - At the beginning of the 20th century, along with the scientific foundation of anthropogeography, Jovan Cvijić developed an authentic anthropogeographical concept in the study of the settlements. The synthesis of anthropogeographic knowledge of rural settlements and the setting of complex theoretical and methodological tasks in this field gave innovative results that represent a significant heritage of Serbian anthropogeography. In this paper, the authors consider some questions that many scientists did, analyzing scientific actuality of Cvijić's concept in the research of rural settlements - the importance of the traditional anthropogeographical concept in the contemporary studies of rural settlements and applicability of a wide spectrum of methodological principles of the Serbian anthropogeographical school (the method of direct observation in the field, genetic, geographic-comparative, typological method, the method of ethno-psychical profiles etc.). The analysis of the authenticity and integrity of Cvijić's theoretical and methodological principles in the anthropogeographical studies of rural settlements in the Balkan Peninsula confirms the validity of concept, methodology and indicators that were used, as well as the scientific actuality and quality of the traditional anthropogeographical concept. By introducing modern qualitative and quantitative methods, while some of the new ones are not fundamentally different from traditional ones (for example methods of factor and cluster analysis, on the one hand, and the typological and space analysis method, on the other), the traditional anthropogeographical concept has not lost its scientific importance, and great attention from different positions should be dedicated to modern research of rural settlements and rural areas.

AB - For the purpose of destination planning, management and marketing it is imperative to understand the patterns of tourist spatial activities within cities; in the sense of delineating of tourist zones and major pathways, prognosis of the time spent at particular locations and realizing factors which shape the movement of tourists. The aim of this research is to outline the areas intensively used by tourists during their stay in Belgrade and to analyse the influence of various factors on their spatial behaviour. To collect relevant data, 325 foreign individual tourists were interviewed with the aim of collecting data regarding their spatial activities, visit specifics and socio-demographic characteristics. Independent t-test and one way variance analysis (ANOVA) procedures were conducted in order to explore statistically signifi cant differences in spatial behaviour of tourists based on their socio-demographic and visit characteristics. The study confirmed the importance of Belgrade's historical area for tourism and identifi ed various factors regarding internal characteristics of their visit to the influences characterizing spatial behaviour of tourists in Belgrade. The results can be used to create long-term strategies that would promote a polycentric and balanced distribution of tourist activities across Belgrade and in turn prevent negative effects on the city life itself.

AB - Belgrade is the most popular tourist destination in Serbia, whose tourism industry is rapidly recovering from the turbulent events of the 1990s. However, Belgrade's destination managers yet need to use to a greater extent its competitive advantages which would improve the city's ability to compete with more prominent cities in the international market. These managerial efforts should be based on relevant image assessments. The aim of this research is to offer a comprehensive insight into Belgrade's destination image by combining quantitative and qualitative data collection methods in order to identify the crucial components of its cognitive and affective images. Additionally, this study examines the influence of various tourists' socio-demographic characteristics on their perceptions of destination image, providing both theoretical and marketing implications. Cultural attractions, nightlife, gastronomy and history were identified in the qualitative study as the most important elements of Belgrade's cognitive image, while the most common affective associations were related to it being vibrant, authentic and relaxing. In the quantitative study, six factors of Belgrade's cognitive image were identified-Tourist Attractions, Services and Fun, Environment, Accessibility, Local Residents, and River Banks and Green Areas. Regarding the affective component, it was established that Belgrade was primarily perceived as pleasant, but also as exciting, cheerful and relaxing. Hypotheses testing indicated that tourists' affective responses towards Belgrade varied in relation to their gender and geographical origin, while some of their cognitive perceptions differed in relation to their gender, age, education and employment.
Cilj ovog istraživanja je pružanje sveobuhvatnog uvida u destinacijski imidž Beograda kombinacijom kvantitativnih i kvalitativnih metoda prikupljanja podataka, a u cilju identifikacije ključnih komponenti njegovog kognitivnog i afektivnog imidža. U kvantitativnoj studiji, identifikovano je šest faktora kognitivnog imidža Beograda – Turističke atrakcije, Usluge i provod, Okruženje, Dostupnost, Lokalno stanovništvo i Obale reka i zelene površine.

AB - Until the mid-20th century, the rural areas had a population of more than three-quarters of the total population of Serbia, which mainly based its existence on agriculture. Subsequent processes of industrialization and urbanization, combined with a declining agricultural sector, have resulted in marginalization, devaluation and devastation of the rural areas. Since the 1960’s, Socialist Yugoslavia has accepted the strategy of rapid, centrally governed industrialization, which strongly hanged the image of rural areas. With rural areas left out of focus in the socialist development trajectory, millions of inhabitants were moved from villages to towns and cities, causing massive depopulation. Focusing socioeconomic development on the urban-based industrialization and the employment of unskilled and semiskilled labour from the villages, rural areas have suffered intensive emigration as well as demographic and socio-economic shrinkage. Consequently, rural shrinkage has become one of the largest structural development problems of Serbian society.

AB - HOLSAT instrument measures tourist satisfaction by comparing tourists' expectations and experience regarding various destination attributes. Destination image influences tourists' expectations, while experience in the destination modifies tourists' image perceptions, creating differences between pre-visit and post-visit images. Based on these relationships, which are theoretically explored in its first part, this study argues that HOLSAT may be used for destination image research. The second part of the study represents a demonstration of how HOLSAT may be used for measurement of both tourist satisfaction and destination image, whereby the research was conducted in Belgrade, a developing urban destination. The city's tourism industry and destination image were severely damaged in the 1990s, whereby they have started to slowly recover since 2000. Based on the results of the conducted survey, satisfactory and unsatisfactory destination attributes were identified, as well as positive and negative components of city's pre-visit destination image. The most important positive components are related to the destination's affordability, while the negative components are related to safety, cleanliness and the arrival station. Modifications of destination image caused by the visit were also identified. The biggest image improvement after the visit was registered in attributes related to safety and the friendliness of the local residents, while the negative modifications related to the public transport were identified as the most important ones.

Dynamics Behind the Rise of a Creative Space? A Creative Quarter Development in Belgrade

AB - In post-transitional urban developments in Central and Eastern Europe, increasing importance of artists and other stakeholders of the creative sector has come with a delay. Particular in Serbia this delay is even more pronounced, because of the country’s complex situation at the end of the 20th century (civil war, isolation, late political transition etc.). Whereas the rise of creative milieus and the increasing role of artists in the shaping of city quarters became a widespread and well-known trend in Western cities, Southeastern European cities for a long time did not elaborate any strategies about involving artists in contemporary urban developments. Thus, city quarter development in regard to strengthen creativity and creative businesses is a new phenomenon in these cities. On the one hand these spaces are shaped by creative dynamics and inspired be artists, on the other, by governance mechanisms and by influence of different non-artistic stakeholders. This chapter presents a case study of the quarter of Savamala in Belgrade. In this case of an emerging creative neighborhood various stakeholders are involved in urban development of the district. Through interviews with stakeholders urban dynamics are identified, as well as governance mechanisms which lay behind the transformation of this quarter. The new development initiatives and the public image of Savamala as a quarter of creativity are reconsidered. The question of future development possibilities in regard to the various stakeholders involved, their interests, and powers is also posed.

The question of future development possibilities in regard to the various stakeholders involved, their interests, and powers is also posed.",

AB - Geographers have considered for a long time that the localisation of services is only the consequence, or just a reflection, of the positioning of industry in a certain area, i.e. that the spatial patterns of the positioning of services can be explained through distribution of industries. Influences by this opinion, geographers for a long time had no interest in services. Only with the modern internationalization of services and by appearing of thesis that wealth is not represented only by objects that could be owned, but also by the possibilities to satisfy one's needs, was this widespread opinion in geography confuted: the opinion that the services represent parasitic consumer of valuables created by the productive primary and secondary sectors, that can not be exported, but are exclusively tied to their area of origin. Geographic studies about the industry of services in the transitional countries are of utmost importance. The countries of former Eastern Bloc entered the transitional period with underdeveloped and limited sector of services, just for this sector to experience the most visible changes. During the centrally-planning system, the development of industry was favored. The companies were protected from national or international competition, and this in turn had negative influence on the development of entrepreneurship, innovations, etc. With the start of the reform process, new services (that were unavailable before) emerged, the market was opened for international companies; the services of large industrial companies were externalized, etc. Serbia, unlike many other former Eastern Bloc countries, entered this transitional process later (in the early 2000s), and this influenced the over-all development of country, as well as the development of the sector of services. The goal of this study is to research the effects of delayed transition process in Serbia on the development of service industry, the role of the services in this process in urban and regional development of Serbia, as well as to investigate the progress of the sector of services in Serbia, compared to the services of other transitional countries.

AB - The aim of the study is to analyse trends regarding the implementation of environmental education in teaching geography and to determine the existing correlation between the elements of the teaching process such as: the presence of environmental topics in teaching of geography, dominant teaching methods, levels of students knowledge, and teachers' attitudes towards the importance of environmental education. The results show that environmental content is not present enough in practical work of geography teachers in elementary schools, that environmental topics are usually considered only declaratively, and that in those circumstances the possibility for students to form any kind of conceptual and procedural knowledge has been reduced to minimum. Most commonly applied approach is the transmission approach, while the student-directed methods are used less often. More frequent application of active learning strategies in the classroom shows significant linear correlation with the intensity of study of environmental topics, as well as the implementation of an interdisciplinary approach that leads to formation of conceptual and procedural knowledge of students. Linear regression analysis also confirms that the positive attitudes of teachers towards the educational importance of environmental education do not have significant influence on the change in their usual way of teaching.

AB - Contemporary political and economic trends impose the necessity of an efficient inter-regional connection in Europe, which was the reason for establishing the network of Pan-European corridors. The aim is to indicate Pan-European corridors as necessary, but not sufficient condition for the formation of the overall Serbian touristic offer. It is one element of the touristic offer that only in synergy with other primary and secondary elements and factors gives full effects to the touristic trade. An endeavour was made to examine qualitative features of the Serbian touristic offer along corridors through comparative analysis. The conclusion has been derived by implementation of some quantitative indicators.
