Demographic Aspects of Urban Shrinkage in Serbia: Trajectory, Variety, and Drivers of Shrinking Cities

AB  - Many European countries have faced the process of urban shrinkage in recent decades.
Due to the various theoretical aspects of urban shrinkage, there are numerous approaches to the
interpretation of this process. The most widely accepted of these refers to the demographic component as the starting point for defining this phenomenon, with the decline of the total population as the main indicator. The demographic shrinkage of cities in Serbia is a process that has been in place since the 1960s, with the dynamics of spatial-demographic and socioeconomic transformation during the post-socialist transition having exacerbated urban shrinkage. As a result, over 80% of urban settlements are affected by it. This paper identifies the trajectory and spatio-temporal patterns of the intensity and dynamics of urban shrinkage for the period from 1961 to 2022. The aim of this work is to show the diversity of shrinking cities and to explore the driving forces behind this process in Serbia. In this study, we conducted an analysis of population trends in 167 urban settlements in Serbia. Further analysis included the identification of contrasting spatio-temporal and demographic dynamic patterns characterized by either natural losses or out-migration. Due to the complex urban trajectories, a typology was created that distinguishes four different types of shrinking cities: continuously shrinking cities, episodically shrinking cities, recently shrinking cities, and resurgent cities. The results are important to achieving a better understanding of how patterns of local population trends change over time and space. The result will thus be a step towards explaining the main demographic factors causing population change and inter- and intra-regional differences between shrinking cities in Serbia, as well as towards examining urban renewal opportunities in the future.

AB  - The issue of urban sustainability and sustainable management of cities has become an important topic. On the one hand, urbanization and the expansion  of larger metropolitan areas are expected to increase in the future, while other regions and cities are simultaneously shrinking. For the first time in Serbia, the “Program for Sustainable Urban Development until 2030” is adopted with the requirements for sustainable urban planning. The main issues of urban development focus on sustainable economic development, urban settlement  planning, social well-being, environmental quality and urban development management. However, the complex spatial-demographic and socioeconomic changes during the post-socialist transition have determined the demographic development of urban settlements in Serbia towards shrinkage. At the beginning  of the 21st century, the total population of cities in Serbia has slightly increased, but disproportions in population development between urban settlements have deepened, leading to urban polarization. As a result, more than 80% of urban settlements are shrinking. None of the key problems identified in the program address urban shrinkage as a main trend. In this study, we conducted an analysis  of the development of the total population trends and age structure in 167 urban  settlements in Serbia in the period 2011-2022. The aim of this study is to show the demographic dimension of urban development and its importance for the sustainability of the city. Linking urban shrinkage and urban sustainability is one of the main objectives of this research.

AB  - Shrinking cities have become almost ubiquitous during the long transition of post-social Serbia, 
but the trajectory of urban shrinkage is both spatially and temporary uneven. Since the middle of 
the 20th century, various patterns of urban population development of cities in Serbia have been 
observed. The very first cities to record a decline in the total population appeared in the 1960s, 
but in recent years the majority of cities experienced drastic shrinkage. Since the process of 
urban shrinkage does not follow a universal pattern, typological classification of cities is of great 
importance in understanding and delineating the variety of cities shrinking over time. Urban 
shrinkage trajectory typologies classify cities that have experienced population loss by the path 
of their population change over time. Set against this background, this paper offers evidence on 
urban population change, to assess their demographic transformation over the studied period 
from the 1961 to 2020. The aim of this paper is to reveal the diversity of shrinking cities in 
Serbia. In this study, we conducted an analysis about population change of 167 urban 
settlements in Serbia. Towards understanding and comparing the transformation of cities, the 
typology was performed. Thus, it was possible to distinguish cities with population growth and 5 
types of shrinking cities, all of them with various features of urban shrinkage – cities with longterm shrinkage, cities with episodic shrinkage, cities with recent shrinkage, potentially shrinking cities and resurgence cities. Thereby, the outcome of the paper will be the step towards the comprehension of transformations of cities and divergences or similarities between shrinking 
cities in Serbia. The results are important for a better understanding of the spatio‐temporal 
patterns and the main factors driving urban shrinkage and its regional differentiation in different historical contexts.

AB  - Ефекти и последице процеса глобализације на развој градова и туристичких токова предмет су растућег научног интересовања. Као једне од најдинамичнијих црта савремене цивилизације, глобализација и урбанизација имају вишеструке, како позитивне, тако и негативне ефекте на развој туризма у градовима. Компаративна анализа феномена урбанизације, глобализације и градског туризма показује да период интензивне урбанизације, динамичног раста урбаних агломерација и доминације глобалних градова кореспондира са убрзаним развојем градског туризма и јачањем његове позиције у развоју 
урбаних региона. Истовремено, континуирано интензивирање туристичких токова на глобалном нивоу вишеструко је утицало на обликовање и преображај урбаних пејзажа. Широк спектар могућности развоја туризма у глобалном окружењу, као и разлике које постоје на релацији велики – мали туристички градови, отворили су бројна питања која се односе на конкурентност између светских туристичких градова, али и позиционирање и опстанак малих 
туристичких градова са циљем очувања њиховог локалног идентитета, разноликости и аутентичности. Из тог разлога је овим радом обухваћено сагледавање комплексних утицаја и интеракција урбанизације и глобализације на развој различитих типова урбаних туристичких дестинација.
AB  - The effects and implications of globalization on cities and tourism have been studied through various scientific researches. As some of the most dynamic processes of the modern world, from the tourism perspective globalization, together with urbanization, have both positive as well as negative effects on tourism. Comparative analysis of the urbanization, globalization and urban tourism phenomenon, shows that the period of intensive urbanization, dynamic growth of urban agglomerations and dominance of global cities corresponds with the rapid development of urban tourism and strengthening its position in the development of urban regions. At the same time, the continued growth of tourism on a global level has become a significant factor for shaping and changing the urban areas. However, different tourism development possibilities between large cities and small towns in the global setting arises a questions of the competitiveness of world tourist cities, as well as positioning and survival of small tourist towns and the preservation of their 
local identity, diversity and authenticity. Thus, this paper addresses the complex impacts and effects of urbanization and globalization processes on understanding the phenomenon of tourism development within the different urban environments.

Širenje rudarskog basena vs ruralna obnova - stanje i perspektive razvoja ruralnih naselja u opštini Lazarevac

AB  - Na području rudarskih basena dolazi do velikih promena prirodne i društvene sredine jer sa 
jedne strane postoji velika naseljenost i izgrađenost prostora, a sa druge strane specifični zahtevi 
površinske eksploatacije. Rudarski basen „Kolubara” je važan nosilac srpske energetike, a otkopavanje uglja se u najvećoj meri obavlja na teritoriji opštine Lazarevac, pa se usled planiranog razvoja površinskih kopova očekivano na ovom prostoru događaju najintenzivnije promene preseljavanja stanovništva, naselja ili delova naselja. U radu se analizira dinamika preseljavanja stanovništva, karakter i tip raseljavanja naselja. Težište rada predstavlja prikaz transformacije mreže naselja na teritoriji opštine Lazeravac, analizom fizionomskih, demografskih, funkcionalnih i dr. promena uslovljenih širenjem rudarskog basena „Kolubara“. Cilj rada je detaljno sagledavanje uticaja rudarskog basena „Kolubara“ na sveobuhvatni razvoj naselja na teritoriji opštine Lazarevac, kao i uočavanje mogućnosti i ograničenja razvoja ruralnih naselja na proučavanom prostoru.

AB  - Urban shrinkage is a process that many European countries have been facing in recent decades. It had started in highly developed regions at the time of deindustrialisation, but since the 1990s, this process has also affected Central, Eastern and South-eastern Europe, with different patterns and dynamics of urban shrinkage. The political and economic crisis in Serbia during the 1990s, as well as the transition from a centrally governed and urban-based industrialisation to a neoliberal market economy, has brought significant changes in the development of cities, which faced declining demographic and economic vitality. This paper is focused on the analysis of the intensity and dynamics of demographic and economic aspects of urban shrinkage in Serbia and on classification of cities according to the different phases of urban shrinkage. Typological classification was performed using the K-means clustering algorithm. The cluster analysis is based on the use of relevant demographic and socio-economic indicators, for the period from 2002 to 2011. After identifying cities that recorded an increase in total population and relatively stable economic development, three types of shrinking cities were determined according to the intensity of demographic and economic shrinkage - cities with low, medium and high shrinkage intensity. The analysis of the main patterns and factors that influenced the different levels of urban shrinkage enabled a better understanding of this phenomenon in Serbia. The results indicate the heterogeneity of urban space due to different levels of demographic and economic shrinkage, thus it can serve as a starting point for future research of uneven urban development in Serbia.
AB  - Опадање градова (енг. urban shrinkage) је процес са којим се последњих
деценија суочавају многе земље у Европи и свету. Започет у високоразвијеним
регионима у време деиндустријализације, овај процес је од 1990-их година
интензивиран у постсоцијалистичким земљама Европе, у којима је испољио
различите просторне обрасце и динамику. Политичка и економска криза у Србији
током 1990-их година, као и прелазак са централизоване економије базиране на
индустријализацији на неолибералну тржишну економију, донели су значајне
промене у развоју градова, а пре свега опадање демографске и економске виталности.
Тежиште рада представља утврђивање степена и динамике демографског и
економског опадања градова у Србије и детерминисање различитих типова градова
сходно интензитету урбаног опадања. Типолошка класификација је извршена
применом "K-means" методе кластер анализе. Методолошки поступак је заснован на
коришћењу релевантних демографских и социоекономских индикатора, за период од
2002. до 2011. године. Након идентификовања градова који су забележили пораст
укупног становништва и релативно стабилан економски развој, детерминисано је три
типа градова сходно динамици и интензитету демографског и економског опадања -
градови са ниским, умереним и високим интензитетом опадања. Анализом
регионалних разлика и фактора који су условили различиту динамику и степен
опадања омогућено је јасније сагледавање овог феномена на простору Србије.
Резултати истраживања указују на хетерогеност урбаног простора сходно различитом
степену демографског и економског опадања градова, те могу послужити као полазна
основа за будућа истраживања неравномерног урбаног развоја Србије.

AB  - Razvijena saobraćajna mreža predstavlja važnu komponentu regionalnog razvoja. Njen značaj ogleda se u pružanju mogućnosti za društveno-ekonomski i socijalni razvoj, čime se doprinosi razvoju naselja, efikasnijoj prostornoj organizaciji, uspostavljanju povoljnih unutraregionalnih odnosa i regionalnoj integraciji. Razvojne strategije Republike Srbije podržavaju tezu da je dobro izgrađena saobraćajna mreža preduslov održivog razvoja. U tom kontekstu, u postojećim strategijama i planovima teži se izgranji autoputeva čime se očekuju pozitivni efekti na regionalni razvoj. Težište rada predstavlja analiza postojeće drumske saobraćajne infrastrukture na prostoru Banata, kao i planiranih trasa, sa osvrtom na autoput Beograd-Zrenjanin-Novi Sad. Cilj rada je ukazivanje na značaj drumske saobraćajne infrastrukture kao jednog od najvažnijih faktora lokalnog i regionalnog razvoja Banata, ali i uloge koju planirane saobraćajnice imaju u integraciji i ublažavanju regionalnih razlika na proučavanom prostoru.

The role of industry for economic development of settlements in South Banat's Danube municipalities

AB  - After the World War II and the restoration of the country, the rapid industralization process started. In many settlements, predominantly urban, employment increased due to the new factories that were opened. During the political and economic system in Yugoslavia in that time, all enterprises were state-owned, while the private sector consisted of only smaller, mainly craft shops. Until the end of the eighties of the 20th century the industry was the dominant economic activity in Serbia. However, in the 1990's due to the unfavorable political situation the process of balkanization, disintegration of the SFRY, followed by wars and sanctions of the United Nations towards the FRY, the industry began to stagnate, some of the leading companies were operating increasingly difficult due to the impossibility of exporting finished products and importing raw materials. After the end of sanctions and changes in the political system, Serbia is entering the transition process, which is still running today. All these processes did not go beyond the South Banat's Danube municipalities (Pancevo, Kovin, Bela Crkva). The industry of South Banat is characterized by major changes in 21st century. Some companies are bankrupt while other are newly opened. The number of employes in industry has declined, and small and medium-sized enterprises have become dominant in relation to large ones. The aim of this paper is to analyse the development of industry in South Banat settlements in Danube municipalities in the 21st century. The analysis will show polarization on the territory, which led to forming several poles of development and concentration of industry in urban areas.

AB  - U radu se analizira značaj seoskog turizma u očuvanju i unapređivanju demografske, ekonomske i ekološke vitalnosti ruralnog prostora u zaštićenim prirodnim i kulturnim dobrima. Težište rada je da se na primeru seoskih naselja u Parku prirode „Stara planina“ sagleda na koji nači je moguće kroz ekonomsku diverzifikaciju i razvoj ruralnog turizma angažovati raspoložive ljudske resurse kao potencijalne nosioce demografskog, ekonomskog, socijalnog i kulturnog razvoja. U radu su predstavljeni prirodni i antropogeni potencijali Stare planine, glavni trendovi razvoja ruralnog turizma i njegov značaj u procesu ruralne revitalizacije i kreiranja odgovarajućih modela i strategija ruralnog razvoja, sa posebnim osvrtom na mogućnostima obezbeđivanja demografske održivosti i vitalnosti ruralnih prostora i seoskih naselja.

AB  - At the beginning of the 21st century the phenomenon of shrinking cities across Europe was widely discussed since a large number of urban areas find themselves amongst the cities losing population. The problems that Central, Eastern and South-Eastern Europe is facing today (declining population, internal migration from underdeveloped regions, increasingly population ageing) did not go beyond Serbia. In Serbia shrinking and outmigration has become one of the leading process, as a consequence of economic restructuring and demographic change in the last decades. The economic development the city of Pančevo is characterized by major changes during the transition process initiated with the collapse of industry and declining the number of employees. These changes led to demographic and socio-economic restructuration of population, reflecting in urban shrinkage. The paper focus is to examine the influence of economic and demographic drivers on shrinking the city of Pančevo. Thereby, the spatial distribution of different trajectories of shrinking in the period from 1991 to 2011, as well as the causes and consequences of urban shrinkage will be presented.

AB  - Prostorna koncentracija stanovništva jedan je od bitnih činioca teritorijalne organizacije. Ona podrazumeva koncentrisanje strukturnih elemenata demografskih sistema u pojedinim rejonima, centrima ili delovima posmatrane teritorije. Stoga demografska analiza mora biti zasnovana na sistematičnim i preciznim podacima o karakteristikama stanovništva date oblasti. U prilog tome i cilj ovog rada jeste predstavljanje osnovnih metoda koncentracije i razmeštaja stanovništva na primeru naselja Južnog Banata. Pravilan izbor i upotreba navedenih metoda je u skladu sa potrebama savremenog digitalnog društva koje nameće neophodnost vizuelizacije tretiranih fenomena. Predstavljanje populacionih fenomena na kartama povećava njihovu razumljivost i primenljivost u različitim sferama društvene prakse. Takođe, primena određenih metoda može poslužiti kao polazište za sprovođenje redistributivnih mera koje bi uslovile uspostavljanje ravnomernog prostornog razmeštaja stanovništva i usklađenijih prostorno-demografskih odnosa.

AB  - The existing spatial organization and current demographic situation of
settlements in South Banat are the result of the synchronized processes of
industrialization, urbanization and deagrarization, which determined the selective
transformation of urban and rural areas. The processes mentioned above led to the
concentration of population in urban and suburban zones, municipal centers and
functionally most developed rural settlements, but also to depopulation of their rural
hinterland. The paper discusses changes in the spatial-demographic settlement
organization and examines the socioeconomic conditions of settlements transformation.
Changes in the population development of settlements were considered based on the
analysis of the net relative change in the number of inhabitants in urban and rural
settlements, for period from 1961 to 2011. In this way, four main types of settlements were
determined: progressive, stagnant, regressive and dominantly regressive type. In order to
show the correlation between demographic changes and socioeconomic transformation of
settlements, the method of successive (alternating) coefficients was applied. By
comparative analysis of these quantitative and qualitative indicators (types), with the
application of geographical and historical-genetic methods, a clearer view of changes in the
population development of settlements was made, which was the goal of the research.
AB  - Постојећа просторна организација и актуелна демографска ситуација
насеља Јужног Баната резултат су синхронизованог деловања процеса
индустријализације, урбанизације и деаграризације, који су условили селективну
трансформацију урбаног и руралног простора. Услед поменутих процеса дошло је до
концентрације становништва у градским, приградским зонама, општинским
центрима и функционално најразвијени-јим сеоским насељима, али и до
депопулације њиховог руралног залеђа. Рад разматра промене у просторнодемографској организацији насеобинског простора и сагледава социоекономске
услове трансформације насеља. Промене у популационом развоју насеља сагледане
су на основу анализе нето релативне промене броја становника у урбаним и
руралним насељима, за период од 1961. до 2011. године. На тај начин детерминисана
су четири главна типа насеља: прогресивни, стагнантни, регресивни и доминантно
регресивни тип насеља. Ради показивања корелације између демографских промена
и социоекономске трансформације насеља примењен је метод сукцесивних
(наизменичних) делитеља. Компаративном анализом ових квантитативних и
квалита-тивних показатеља (типова), уз примену географског и историјско-генетског
метода, омогућено је јасније сагледавање промена популационог развоја насеља што
је био циљ истраживања.

AB  - Територијална концентрација становништва представља
важну компоненту организације геопростора. Њен значај се огледа у томе
што показује везе и односе елемената демографских система у простору
и нове релације са елементима осталих просторних система. Простор Србије
карактеришу негативна демографска обележја која су последица, пре свега,
социо-економског развоја. Такво стање јасно упућује на укупно смањење
и неравномерну концентрацију становништва која се манифестује у регионалној и унутаррегионалној неједнакости. Употребом одабраних мера,
техника и метода може се прецизно утврдити степен концентрације становништва на одређеној територији. Циљ овог рада је да прикаже и објасни
регионалне разлике у концентрацији становништва Републике Србије
применом изабраног метода, индекса концентрације. Анализом резултата
датог индекса јасно се могу издвојити зоне концентрације и деконцентрације, односно дисперзије становништва, као и неколико варијација између
њих, на основу којих се могу детаљно образложити регионалне разлике у
концентрацији становништва Републике Србије.
AB  - For understanding the demographic, economic and social development of the researched area, studying the distribution and concentration of population has a great importance. Spatial concentration of population of Serbia is a result of the rapid economic transformation after the Second World War. The intensive migration flows from villages to cities in the 1960s, on the first place, accompanied by a negative trend of natural population change, on the second, led to the redistribution and creation of regional and interregional differences in spatial distribution of population. By applying the chosen measure, concentration index, on the smallest level of the territorial structure of Serbia (settlements), the degree of population concentration is precisely determined and presented. Based on these results, the regional differences in concentration of population in Serbia are explained, which was the aim of this paper. Analyzing the results in the study area, four zones were distinguished: deconcentration i.e. the zone of dispersion, the zone of moderate, the zone of high and of extremely high concentration. A comparative study of a chosen indicator pointed to a certain territorial changes in the distribution of population for the observed period (from 1961 to 2011). At the interregional level, the most intensive spread of dispersion zone is noticed in the regions of South and East Serbia, Šumadija and Western Serbia and Vojvodina, while the highest average value of a given indicator, which records a constant increase as well, is established in the Belgrade region. Micro-level data showed concentration trend in 11.3% of settlements, but population dispersion in 88.7% of settlements. The dispersion zone covers the largest part of Serbia (84.2% of all rural settlements) and the directions of dispersion are clearly noticeable moving from the state border to the interior of the territory, and then from larger regional and municipal centres to the periphery. However, the zone of moderate concentration has decreased in spatial and demographic terms almost three times. Intensified processes of concentration led to the creation of the zone with extremely high concentration of population (41.4% of the total population of Serbia), but it includes only 1.7% of settlements. Areas with a high population concentration are limited to the industrialized and urbanized settlements with favourable traffic-geographical position on the axes of the state development (corridors). The application of concentration index to the settlement level of the Republic of Serbia outlined the differentiation of space, with a significant spatial-demographic imbalance, resulting in uneven distribution and territorial and demographic polarization.

Population dynamics of rural settlements and tourism development in the Stara planina mountain area (Serbia)

AB  - The process of depopulation represents one of the biggest development problems 
in Serbia, whereby it is particularly present in its peripheral, mountainous and rural areas, 
characterized by economic underdevelopment. Given the fact that such areas often possess 
preserved natural assets, development of tourism industry has been recognized by the 
decision-makers as an instrument for stimulation of their socio-economic and demographic 
development. The aim of this paper is to consider the potential influence of tourism on 
improvement of demographic features of rural settlements, as well as to explore the human 
resources constraints for tourism development in the subject area. The research 
encompasses the Stara planina area in the south-eastern part of Serbia, representing not 
only an example of a mountainous area with a particularly large population decline, but also 
an example of a tourist destination pointed out by the state authorities as a tourism 
development priority. The largest part of the area has been protected as a nature park with 
numerous natural tourist attractions, as well as infrastructure for recreational activities. 
Starting with the 1960s, due to industrialization in urban centres, this area has been 
affected by mass rural-urban migrations, which caused depopulation, demographic 
emptying and changes in vital characteristics and population structures of rural settlements, 
even their spontaneous termination. The research focused on 50 rural settlements in the 
area, belonging to four municipalities – Zaječar, Knjaževac, Dimitrovgrad and Pirot, whereby 
22 of these settlements already possess accommodation facilities which provide services in 
tourism. Demographic analysis was used to present the population dynamics of each

abstract = "The process of depopulation represents one of the biggest development problems 
in Serbia, whereby it is particularly present in its peripheral, mountainous and rural areas, 
characterized by economic underdevelopment. Given the fact that such areas often possess 
preserved natural assets, development of tourism industry has been recognized by the 
decision-makers as an instrument for stimulation of their socio-economic and demographic 
development. The aim of this paper is to consider the potential influence of tourism on 
improvement of demographic features of rural settlements, as well as to explore the human 
resources constraints for tourism development in the subject area. The research 
encompasses the Stara planina area in the south-eastern part of Serbia, representing not 
only an example of a mountainous area with a particularly large population decline, but also 
an example of a tourist destination pointed out by the state authorities as a tourism 
development priority. The largest part of the area has been protected as a nature park with 
numerous natural tourist attractions, as well as infrastructure for recreational activities. 
Starting with the 1960s, due to industrialization in urban centres, this area has been 
affected by mass rural-urban migrations, which caused depopulation, demographic 
emptying and changes in vital characteristics and population structures of rural settlements, 
even their spontaneous termination. The research focused on 50 rural settlements in the 
area, belonging to four municipalities – Zaječar, Knjaževac, Dimitrovgrad and Pirot, whereby 
22 of these settlements already possess accommodation facilities which provide services in 
tourism. Demographic analysis was used to present the population dynamics of each 
settlement in the period from 2002 to 2011, whereby the population census data were

AB  - At the beginning of the 20th century, along with the scientific foundation of anthropogeography, Jovan Cvijić developed an authentic anthropogeographical concept in the study of the settlements. The synthesis of anthropogeographic knowledge of rural settlements and the setting of complex theoretical and methodological tasks in this field gave innovative results that represent a significant heritage of Serbian anthropogeography. In this paper, the authors consider some questions that many scientists did, analyzing scientific actuality of Cvijić's concept in the research of rural settlements - the importance of the traditional anthropogeographical concept in the contemporary studies of rural settlements and applicability of a wide spectrum of methodological principles of the Serbian anthropogeographical school (the method of direct observation in the field, genetic, geographic-comparative, typological method, the method of ethno-psychical profiles etc.). The analysis of the authenticity and integrity of Cvijić's theoretical and methodological principles in the anthropogeographical studies of rural settlements in the Balkan Peninsula confirms the validity of concept, methodology and indicators that were used, as well as the scientific actuality and quality of the traditional anthropogeographical concept. By introducing modern qualitative and quantitative methods, while some of the new ones are not fundamentally different from traditional ones (for example methods of factor and cluster analysis, on the one hand, and the typological and space analysis method, on the other), the traditional anthropogeographical concept has not lost its scientific importance, and great attention from different positions should be dedicated to modern research of rural settlements and rural areas.

Contemporary migration processes in Rural Areas of South Banat

AB  - The period after the Second World War is characterized by intensive processes of industrialization and deagrarization followed by uncontrolled urbanization. The newly formed socio-economic conditions triggered emigration from villages to towns. As a result of these processes deruralization, depopulation and rural and agrarian exodus have occurred, which is especially noticeable in the border part of South Banat. The consequences of these, especially the migration processes, have left strong and deep traces on the demographic development of rural settlements in this area, which are still visible. The following paper discusses characteristics of migration processes on the territory of South Banat, according to the census 2011, with special focus on the processes in rural areas. The aim of this paper is to show the importance and impact of modern migration processes in the demographic development of rural settlements. With a cartographic representation of the most vulnerable areas affected by the negative migration process, it will be pointed out the potential development trends of rural settlements in the study area in the future.

Geography of service industries in Serbia

AB  - Geographers have considered for a long time that the localisation of services is only the consequence, or just a reflection, of the positioning of industry in a certain area, i.e. that the spatial patterns of the positioning of services can be explained through distribution of industries. Influences by this opinion, geographers for a long time had no interest in services. Only with the modern internationalization of services and by appearing of thesis that wealth is not represented only by objects that could be owned, but also by the possibilities to satisfy one's needs, was this widespread opinion in geography confuted: the opinion that the services represent parasitic consumer of valuables created by the productive primary and secondary sectors, that can not be exported, but are exclusively tied to their area of origin. Geographic studies about the industry of services in the transitional countries are of utmost importance. The countries of former Eastern Bloc entered the transitional period with underdeveloped and limited sector of services, just for this sector to experience the most visible changes. During the centrally-planning system, the development of industry was favored. The companies were protected from national or international competition, and this in turn had negative influence on the development of entrepreneurship, innovations, etc. With the start of the reform process, new services (that were unavailable before) emerged, the market was opened for international companies; the services of large industrial companies were externalized, etc. Serbia, unlike many other former Eastern Bloc countries, entered this transitional process later (in the early 2000s), and this influenced the over-all development of country, as well as the development of the sector of services. The goal of this study is to research the effects of delayed transition process in Serbia on the development of service industry, the role of the services in this process in urban and regional development of Serbia, as well as to investigate the progress of the sector of services in Serbia, compared to the services of other transitional countries.

AB  - Koncentracija stanovništva podrazumeva teritorijalnu koncentraciju odnosno koncentrisanje 
strukturnih elemenata demografskih sistema u pojedinim rejonima, centrima ili delovima 
posmatrane teritorije. Savremeni demografski procesi na prostoru Vojvodine manifestuju se 
kontinuiranim smanjenjem ukupne populacije gotovo na čitavom prostoru. Ovaj trend zahvatio 
je većinu opština izuzev tri opštine koje u poslednjoj deceniji beleže manji ili veći porast 
stanovnika. Socioekonomske i društvene prilike u drugoj polovini dvadesetog veka uslovile su 
redistribuciju i koncentraciju stanovnštva u opštinskim centrima, urbanim naseljima i, na prvom 
mestu, pokrajinskom centru. Stoga, prostor Vojvodine se odlikuje izraženom nehomogenošću, 
disperzijom i različitim tipovima koncentracije stanovništva. U ovom radu biće analizirano i 
izvršeno rangiranje vojvođanskih opština prema tipovima koncentracije stanovništva, u periodu 
od 1961. godine do 2011. godine. Cilj rada jeste utvrđivanje trenda i prikaz dostignutog nivoa 
razmeštaja i koncentracije stanovništva posmatranog prostora
AB  - The concentration of population implies territorial concentration ie. the concentration of the 
structural elements of the demographic system in some regions, centers or parts of the study 
area. Contemporary demographic processes on the territory of Vojvodina have been manifesting 
by continuous reduction of the total population of almost the entire area. This trend has swept 
most municipalities except three municipalities which recorded lower or greater increase in 
population in the last decade. Socio-economic and social conditions in the second half of the 
twentieth century caused the redistribution and concentration of population in municipal centers, 
urban areas and in the first place, the provincial center. Therefore, the area of Vojvodina is 
characterized by a clear inhomogeneity, dispersion and the different types of population 
concentration. The following paper analyzes and classifies Vojvodina municipalities according 
to the type of concentration, in the period from 1961 to 2011. The aim of this paper is to 
determine the trend and to show the achieved level of distribution and concentration of the 
population in the study area.

Природни ресурси као фактор социо-економског развоја руралних насеља општине Горњи Милановац

AB  - Подручје општине Горњи Милановац поред повољног географског и саобраћајног положаја располаже великим природним богатством. Вековима уназад, са почецима експлоатације руда на планини Рудник, још у доба неолита, општина постаје простор интензивног насељавања становништва, формирања насеља и економског развоја. Савремену мрежу насеља општине Горњи Милановац чине једно урбано и 62 рурална насеља. Рурална насеља општине захваћена су негативним демографским и социо-економским трендовима. У раду је дат приказ најзначајнијих природних ресурса општине, њихов просторни размештај и значај за социо-економски развој насеља. Поред тога, неравномерна насељаност и концентрација становништва у граду негативно се одражава на демографску структуру руралних насеља. Да би се указало на потенцијале које рурална насеља поседују извршено је функционално поређење руралних насеља са градским центром. Анализом, картографским и графичким приказом показатеља предочиће се значај природних ресурса, њихова улога и место као фактора социо-економског развоја руралних насеља проучаваног простора.
AB  - Territory of Gornji Milanovac municipality along with favorable geographical and traffic situation has plenty of natural resources. Ages ago, with the beginnings of exploitation of mineral resources on the Rudnik mountain, in Neolithic times, municipality became area of intensive settling of people, forming settlements and economic development. Contemporary settlements network in Gornji Milanovac municipality contains one urban and 62 rural settlements. Rural settlements are affected with negative demographic and social-economic trends. This paper shows the most important natural recourses of municipality, their distribution and significance for social-economic development of settlements. Furthermore, unevenly population and concentration in the city has negative effect on demographic structure of rural settlements. To show that rural settlements have potential, we preformed the functional comparison of the rural settlements and urban centre. Cartographic analysis and graphical display of indicators will show the importance of natural resources and their function as a factor of social-economic   development of rural settlements in the study area.
