Risk management of unexploded ordnance in the Republic of Serbia for environmental protection - Borovac case study

AB  - Introduction/purpose: Decades of dealing with unexploded ordnance (UXO) in some areas of the Republic of Serbia have confirmed that it presents a substantial hazard to the security of people, property, and the environment. Even though the terrain has been cleaned, various threats from difficult-tofind UXO components remain serious. Inadequate systemic solutions for UXO management can have significant harmful consequences. Methods: Based on the spatial distribution analysis and different UXO types and quantities, this article studies the effects of dangerous components of unexploded ordnance on human lives and the environment. Two different geospatial analyses were performed including the guidelines for risk management through risk elimination based on multiple criteria, the GIS, and the Remote Sensing analysis. Results: Two different geospatial analyses resulted in the areas at high risk of remaining UXO. Conclusion: The article significantly contributes to creating an environmental risk management strategy for UXO-contaminated regions. It presents an effective technique for addressing risk assessment challenges in such sites. The analysis considers both risk analysis and environmental protection options. Using the multi-criteria analysis and the GIS, it estimates the exposure of built structures, people, soil types, and plant species to UXO dangers in key locations. This paper serves as a guideline for environmental risk assessment.

AB  - Vegetation plays an active role in ecosystem dynamics, and monitoring its patterns and changes is vital for effective environmental resource management. This study explores the possibility of machine learning techniques and remote sensing data to improve the accuracy of forest detection. The research focuses on the southeastern part of the Republic of Serbia as a case study area, using Sentinel-2 multispectral bands. The study employs publicly accessible satellite data and incorporates different vegetation indices to improve classification accuracy. The main objective is to examine the practicability of expanding the input parameters for forest detection using a machine learning approach. The classification process is performed by employing support vector machines (SVM) algorithm and utilising the SVM module in the scikit-learn package. The results demonstrate that including vegetation indices alongside the multispectral bands significantly improves the accuracy of vegetation detection. A comprehensive assessment reveals an overall classification accuracy of up to 99.01% when the selected vegetation indices (MCARI, RENDVI, NDI45, GNDVI, NDII) are combined with the Sentinel-2 bands. This research highlights the potential of machine learning and remote sensing in forest detection and monitoring. The findings underscore the importance of incorporating vegetation indices to enhance classification accuracy using the Python programming language. The study’s outcomes provide valuable insights for environmental resource management and decision-making processes, particularly in regions with diverse forest ecosystems.

Testing a New Ensemble Vegetation Classification Method Based on Deep Learning and Machine Learning Methods Using Aerial Photogrammetric Images

AB  - The objective of this research is to report results from a new ensemble method for
vegetation classification that uses deep learning (DL) and machine learning (ML)
techniques. Deep learning and machine learning architectures have recently been used
in methods for vegetation classification, proving their efficacy in several scientific
investigations. However, some limitations have been highlighted in the literature, such
as insufficient model variance and restricted generalization capabilities. Ensemble DL and
ML models has often been recommended as a feasible method to overcome these
constraints. A considerable increase in classification accuracy for vegetation classification
was achieved by growing an ensemble of decision trees and allowing them to vote for the
most popular class. An ensemble DL and ML architecture is presented in this study to
increase the prediction capability of individual DL and ML models. Three DL and ML
models, namely Convolutional Neural Network (CNN), Random Forest (RF), and biased
Support vector machine (B-SVM), are used to classify vegetation in the Eastern part of
Serbia, together with their ensemble form (CNN-RF-BSVM). The suggested DL and ML
ensemble architecture achieved the best modeling results with overall accuracy values
(0.93), followed by CNN (0.90), RF (0.91), and B-SVM (0.88). The results showed that the
suggested ensemble model outperformed the DL and ML models in terms of overall
accuracy by up to 5%, which was validated by the Wilcoxon signed-rank test. According to
this research, RF classifiers require fewer and easier-to-define user-defined parameters
than B-SVMs and CNN methods. According to overall accuracy analysis, the proposed
ensemble technique CNN-RF-BSVM also significantly improved classification
accuracy (by 4%).

O razlozima, toku i drugim detaljima ovog rata do sada je objavljen veći broj radova multidisciplinarnog pristupa. U ovom radu daje se sistematizacija podataka i događaja iz ugla problematike životne sredine, bez obzira na činjenicu da su neki od njih već objavljeni. Od rada se očekuje da skrene pažnju i podstakne diskusiju i dileme domaćoj i široj javnosti o obimu posledica zagađenja životne sredine izazvane NATO bombardovanjem Republike Srbije 1999. godine. Radom se posebno ističe problem produženog delovanja izazvanih posledica i neophodnost šireg naučnog pristupa u proceni sadašnjeg stanja životne sredine. Poruka rada je da se u budućnosti ovakva i slična ratna dejstva ne ponove bilo gde u svetu.

Assessment of ecological damage from the NATO bombing of the Republic of Serbia in 1999

AB  - In 1999, NATO bombed the Republic of Serbia, which inflicted irreparable environmental damage on ecosystems and habitats. The topic of this paper is the method of determining and analyzing the assessment of inflicted ecological damage. Its quantification is possible, but it requires an integrated approach, since the exact value can be estimated only on a case-by-case basis. The financial valorization of environmental damage is an open and complex issue and it implies moral and ethical parameters. The paper presents in general the assessment of ecological damage, and also the assessment of the damage inflicted on endemic and other types of habitats and ecosystems. A special emphasis is paid on the environmental damage assessment and the assessment of human health consequences that have arisen from the use of munitions with depleted uranium. The problem of determining ecological damage and its consequences for ecosystems, habitats and humans due to the NATO bombing of Serbia in 1999 is particularly pointed out.

Ecological consequences of warfare

AB  - During 20th century several wars were conducted in the world. It can be claimed that these wars caused serious ecological consequences, which affected the quality of the environment, the health and life of people, a decrease in population, slowing down the development of economy and many others. Four wars were waged solely at the territory of the Republic of Serbia: from the Balkan Wars via World War I and II to the NATO aggression in 1999. The NATO bombing caused the most severe consequences for the environment. Due to a rather negative effect of warfare on the environment, such effect is visible at the beginning of most famous wars. However, it was present in some wars and remained the threat for many years. This paper deals with the examples of warfare in the world that data and concrete indicators exist for and it focuses public attention to problems and consequences of warfare.

abstract = "During 20th century several wars were conducted in the world. It can be claimed that these wars caused serious ecological consequences, which affected the quality of the environment, the health and life of people, a decrease in population, slowing down the development of economy and many others. Four wars were waged solely at the territory of the Republic of Serbia: from the Balkan Wars via World War I and II to the NATO aggression in 1999. The NATO bombing caused the most severe consequences for the environment. Due to a rather negative effect of warfare on the environment, such effect is visible at the beginning of most famous wars. However, it was present in some wars and remained the threat for many years. This paper deals with the examples of warfare in the world that data and concrete indicators exist for and it focuses public attention to problems and consequences of warfare.",

AB  - This paper analyzes the impact of planning and designing large power systems on the environment, such as the DSP 400 kV optical cable from the Montenegrin coast to Pljevlja. It is a very complex and multidisciplinary project, and involves the analysis of a number of important factors and cause-effect relationships that such a system can produce. The analysis was guided by the fact that this is an atypical example, from the planned and implemented aspect unknown both on the national and wider regional level. For this reason, it is challenging to shed light on the consequences of any such system and structure, which is specific in many ways, and whose repercussions in the near future are still vague. The paper discussed European and international experiences as well as their perceptions of problems with similar solutions in practice.
AB  - U radu se analizira uticaj planiranja i projektovanja velikih elektroenergetskih sistema na životnu sredinu, kao što je Detaljni prostorni plan (DPP) postavljanja 400 kV optičkog kabla od Crnogorskog primorja do Pljevalja. To predstavlja vrlo kompleksan i multidisciplinaran posao i podrazumeva analizu niza bitnih faktora, kao i uzročnoposledičnih veza koje jedan takav sistem može proizvesti. U analizi se rukovodilo činjenicom da se radi o atipičnom primeru, s planerskog i izvedbenog aspekta nepoznatog na nacionalnom, ali i širem regionalnom nivou. Zbog toga je bilo potrebno rasvetliti posledice jednog ovakog sistema i konstrukcije, koji je specifičan po mnogo čemu, i čije se reperkusije u bližoj budućnosti tek mogu nazreti. U istraživanju su razmatrana evropska i svetska iskustva, i njihova percepcija posmatranja problema sa sličnim rešenjima u praksi.

AB  - The subject of this work is the protection zone and the 'Kula' area of outstanding features in Vršac Mountains. Soil samples were taken at certain locations and were later detailed laboratory processed. Regarding the site of the 'Kula area' and degree of protection, the main goal of this study was to determine the degree of degrading soil covering surface. For the studied territory, the presence of high Fe and Mn and low Cu in the samples is proven.

AB  - Besides geographic maps, atlases represent the most important cartographic models of environment. Nowadays, contemporary geographic information systems (GIS)are increasingly used ' in planning, designing and predicting the conditions and processes of complex dynamic spatial systems. Collecting data and information for a specific geographical map and GIS represents its basis.
AB  - Atlasi i GIS važni su elementi prikaza modela životnog prostora. U radu je predstavljen model upotrebe GIS tehnologije u izradi određenih elemenata atlasnih karata. To podrazumeva definisanje osnovnih matematičkih elemenata karata digitalnog atlasa i mogućih struktura i formi baza prostornih podataka. Geografski elementi atlasnih karata, pretprocesiranje u GIS i strukturiranje karata digitalnog atlasa podržano GIS-om čine osnovne teme rada. Naglašava se mesto GIS tehnologije u procesu izrade atlasnih karata sa dva aspekta. Jedan aspekt predstavlja okvir geografskih informacionih sistema i mogućnosti koje pružaju, a drugi aspekt predstavljaju kartografske metode, odnosno sistem kartografskih metoda u čijem okruženju se izrađuju atlasne karte.

Methodology of environmental risk assessment management

AB  - Successful protection of environment is mostly based on high-quality assessment of potential and present risks. Environmental risk management is a complex process which includes: identification, assessment and control of risk, namely taking measures in order to minimize the risk to an acceptable level. Environmental risk management methodology: In addition to these phases in the management of environmental risk, appropriate measures that affect the reduction of risk occurrence should be implemented: - normative and legal regulations (laws and regulations), - appropriate organizational structures in society, and - establishing quality monitoring of environment. The emphasis is placed on the application of assessment methodologies (three-model concept), as the most important aspect of successful management of environmental risk. Risk assessment methodology - European concept: The first concept of ecological risk assessment methodology is based on the so-called European model-concept. In order to better understand this ecological risk assessment methodology, two concepts - hazard and risk - are introduced. The European concept of environmental risk assessment has the following phases in its implementation: identification of hazard (danger), identification of consequences (if there is hazard), estimate of the scale of consequences, estimate of consequence probability and risk assessment (also called risk characterization). The European concept is often used to assess risk in the environment as a model for addressing the distribution of stressors along the source - path - receptor line. Risk assessment methodology - Canadian concept: The second concept of the methodology of environmental risk assessment is based on the so-called Canadian model-concept. The assessment of ecological risk includes risk arising from natural events (floods, extreme weather conditions, etc.), technological processes and products, agents (chemical, biological, radiological, etc.) and industrial activities that may pose threats to ecosystems, flora, fauna and humans. This model-concept gives a three-phase assessment where the assessor tries to determine whether a specific place may be subject to assessment, to characterize the level of risk and to confirm or refute the findings of the first phase, collecting information and corrective measures, or to establish basic requirements for environment protection. Risk assessment methodology - American concept: The third methodological approach to environmental risk assessment is developed by the U.S. Agency for Environmental Protection, 'U.S. EPA'. This model primarily involves the implementation of environmental risk assessment under the conditions of anthropogenic impact on environment, without aiming at solving problems of natural environmental risks, although this methodology can be applied in this environment segment as well. The methodology gives a clear distinction between a scientific (phase of estimation) and a non-scientific (planning) part of assessment. The phases of estimation given by this model are: problem formulation, risk analysis and risk characterization. Conclusion: Concepts and methodologies of all three models-concepts of assessment are mostly reduced to a common goal: how to reduce existing or avoid potential risks. However, it should be noted that the implementation of appropriate management and ecological risk assessment does not guarantee that risks will be avoided or that the implementation of these processes will be successful.
AB  - Uspešna zaštita životne sredine najvećim delom počiva na kvalitetnoj proceni mogućih i prisutnih rizika. Upravljanje ekološkim rizikom je kompleksan proces koji obuhvata: identifikaciju rizika, procenu rizika i kontrolu rizika, odnosno preduzimanje mera da se taj rizik svede na prihvatljiv nivo. Težište rada je na primeni metodologije procene (tri modela - koncepta), kao najvažnijeg aspekta uspešnog upravljanja ekološkim rizikom.

AB  - This paper proposes an appropriate methodology for ecological risk assessment. The methodology has been applied in the region of Boka Kotorska Bay (Bay), Montenegro. The emphasis of the research is on the analysis of the impact of various stressors on the ecological components of Bay. The consequences of that impact can be seen in an increased level of eutrophication of water environment, mostly through the influence of nitrogen and its compounds. The actual research at/about the region of Boka Kotorska Bay was performed in the period of 2008. The study emphasized the importance of the acquisition, processing and analysis of various ecologically related data for more efficient monitoring and management of the environment. The suggested methodology of the ecological risk assessment is, therefore, a remarkable scientific and expert contribution in the area of environmental protection in our country and in general.
AB  - U radu je predstavljena primena metodologije procene ekološkog rizika. Metodologija je primenjena na primeru Bokokotorskog zaliva (Zaliv). Istraživanjem je razmatrana procena uticaja većeg broja stresora na ekološke komponente Zaliva. Posledice ovih uticaja ispoljene su kroz povećan stepen eutrofikacije vodene sredine i dovode se u vezu sa koncentracijom azotnih jedinjenja (nitrata i nitrita) Konkretna merenja vršena su u 2008. godini. Istraživanjem je posebno ukazano na značaj razvoja sistema prikupljanja i obrade ekoloških i drugih informacija radi efikasnijeg upravljanja životnom sredinom datog prostora. Primenjena metodologija procene ekološkog rizika trebalo bi da u naučnom i stručnom pogledu predstavlja doprinos u oblasti zaštite životne sredine,kako kod nas, tako i u svetu.

AB  - U delatnosti Ministarstva odbrane (MO) Republike Srbije potrebno je da se uvede i sistematski pristup u proceni ekološkog rizika od uticaja vežbovnih aktivnosti Vojske Srbije na prirodne resurse. Na osnovu postojeće naučno zasnovane metodologije, u radu su date preporuke za razvoj okvira procene. Takvim pristupom MO uticalo bi na poboljšanje politike upravljanja zaštitom životne sredine i integrisanu ekološku bezbednost Republike Srbije. Da bi se ispunili ciljevi procene, potrebno je adekvatno zalaganje MO i osoblja (menadžment) odgovornog za njenu primenu.

AB  - This paper analyzes the affected parts in municipality Ub by remote sensing. On the basis of determining the recent state of environmental elements of the municipality with the clip, suggestions were made for the protection and control. Special attention is devoted to the analysis of the most vulnerable parts of the municipality, located in the eastern and northeastern part of the municipality. In those parts of the observed traces of heavy metals in the images, and partly visible, and erosion processes. For the purposes of monitoring environmental elements in Ub, the results of remote sensing analysis are presented.
AB  - U radu su analizirani ugroženi delovi opštine Ub teledetekcionim metodama. Na bazi utvrđivanja recentnog stanja elemenata životne sredine opštine sa snimka, dati su predlozi za zaštitu i kontrolu. Posebna pažnja je posvećena analizi najugroženijih delova opštine, lociranih u istočnom i severoistočnom delu opštine. U tim delovima su zapaženi tragovi teških metala na snimcima, a delimično su vidljivi i erozivni procesi. Za potrebe monitoringa i oditinga elemenata životne sredine opštine Ub, dobijeni rezultati teledetekcione analize su informatizovani.

AB  - The paper clarifies issues of negative environmental impact from aspects of ecological security. Issues of possible consequences of the lack of ecological security nationally and globally and the role in achieving the required level of the ecological security are also discussed. The role of the military in solving environmental problems as an important factor of national security are particularly examined. The impacts of climate changes and acid rains, as well as current and possible consequences of global environmental problems are also exemplified.
AB  - U radu se rasvetljavaju pitanja negativnih uticaja na životnu sredinu sa aspekata ekološke bezbednosti. Takođe, razmatrane su moguće posledice nedostatka ekološke bezbednosti na nacionalnom i globalnom planu i uloge u ostvarenju njenog potrebnog nivoa. Posebno je razmatrana uloga vojske u rešavanju ekoloških problema kao važnog činioca nacionalne bezbednosti. Navedeni su i uticaji klimatskih promena i kiselih kiša, kao i sadašnje i moguće posledice nekih od globalnih ekoloških problema.
