AB  - Sastavni deo turističkih aktivnosti jeste putovanje, odnosno dolazak do  destinacije. U skladu sa tim jedna od osnovnih funkcija infrastrukture je da to omogući.  Pored toga turizam podrazumeva i boravak turista, sa korišćenjem različitih usluga. Budući  da infrastrukturne resurse pored turista koristi i lokalno stanovništvo, teško je napraviti  razliku između opšte (tehničke i društvene) i turističke infrastrukture, odnosno one  infrastrukture koja je namenjena prvenstveno turistima. Postojanje opšte infrastrukture  je preduslov za život na određenom mestu, a time i za razvoj turizma, dok postojanje  turističke infrastrukture predstavlja nadogradnju usmerenu prevashodno ka razvoju turizma  (Лукић и сар., 2021). Turistička i opšta infrastruktura predstavljaju osnovne elemente koji  utiču na pristupačnost, opremljenost i mogućnosti boravka i korišćenja usluga na turističkoj  destinaciji. Održivi razvoj turizma trebao bi biti prioritet za sve oblike turizma i u svim  tipovima destinacija. Principi održivosti odnose se na ekološke, ekonomske i socio-kulturne  aspekte razvoja turizma i mora se uspostaviti odgovarajuća ravnoteža između ove tri  dimenzije kako bi se garantovala njegova dugoročna održivost (Протић и сар., 2022). Ovaj  rad kroz kraći pregled literature koja tretira problematiku turističke infrastrukture i razvoja  turizma prikazuje značaj turističke infrastrukture za održivi razvoj turizma.

AB  - This report aims to give findings from comparative research on Green Transition processes through developed policies, engaged actors, and implemented practices and initiatives, identified on the territories of five Western Balkan countries (AL, BA, ME, MK, RS). It builds upon 5 datasets, which serve as indications for the prospective results of the green transition as well as the immediate and long-term effects that society can anticipate. The mapping report's specific goal is to highlight the elements of the Western Balkans’ Green Agenda that are more embedded in the current national policy frameworks and those that require additional support in reaching the 2030 GT targets.

AB  - The Working Package 1 'Project Management and Coordination", Task 1.3 "Data Management Plan (DMP), open science practices and Research Data Management" of the GreenFORCE project comprises the Deliverable 1.5 – Data Management Plan (DMP). This document is the first Version of the DMP, which, as per the Grant Agreement, is to be submitted within the 6th month of the GreenFORCE Project, more precisely, within 31/12/2022. In case needed, an updated second version of the DMP shall be shared in the 18th month of the project duration. The DMP produced in the framework of the GreenFORCE Project is a living document that describes how to research information (research documents and data) will be managed during and after the project duration (the data life cycle). The document is prepared based on the Horizon DMP Template1 and reflects the Grant Agreement and Consortium Agreement requirements. Furthermore, the DMP describes the data that will be generated/created/used, how the generated/created/used data will be shared and preserved in the short and long term, and what restrictions (if any) will be applied. The approach for the DMP preparation evolved in steps. Preliminarily, all partners in the GreenFORCE Project provided information regarding data management policy and practices in respective institutions through a structured questionnaire. Part of the information provided has been embedded in the current version of the DMP. In a second step, the draft DMP was shared with all partners, providing information regarding research documents and data used/produced in the framework of the GreenFORCE Project. Once all comments were addressed, the DMP was submitted to the Ethics Advisor for clearance. Finally, the DMP was finalised and uploaded into the system on 31/12/2022. In its first Version (V1), the DMP provides the general approach and policy to the data management of the GreenFORCE Project. It is expected that during the GreenFORCE Project implementation, the DMP will be updated regularly and accordingly, gaining precision and substance.

AB  - This dataset contributed to deliverable 4.2 Regional Mapping Report and shows the Serbian mapping. This report is the second deliverable of WP4 – Measuring and assessing impacts and costs of a just green transition in the WB, of the GreenFORCE project. It was jointly authored by the WB project partners, as well as 2 subcontracted parties from the region.

The EU Economic and Investment Plan for the WB includes a green agenda for the WB, with pillars to be pursued for transitioning towards a carbon-neutral economy. Such a shift will surely challenge the economies and societies in the WB. The social and policy context is yet fragile to allow for the development and mass distribution of green transition technologies, while human resources are not prepared and/or are insufficient to produce and implement innovation. Yet, the green transition also paves the way towards new development and resilience opportunities. The research will inform on the readiness/potential of societal actors (industry, academia, policymakers, civic society) to embrace the pathways to transformation, and will propose a framework for continuous monitoring of impacts and costs. The key findings and lessons learnt derived within WP4 will be transferred into the scientific papers and policy briefs (WP 2 & 3) and published under the dissemination events (WP5).

Regional mapping is a key task for the research, contributing to initial data gathering and the refinement of the research proposal, and to the sub-question on the identification of sectors and territories affected by the transitions and current progress of transition practices. This is a participatory mapping, engaging local stakeholders and communities to reveal local knowledge. Each WB partner will produce the respective country report, and Co-PLAN will work on the final regional report.

This deliverable is the final regional report. It will also include the mapping frame used to conduct the mapping process. The WB partners will do the mapping for their own countries. The PC will subcontract data gathering for the remaining countries. The mapping is done for actors, practices and policies in place, territories upon the level of relevance and potential for engaging in green transition; and sectors. All partners will design the mapping frame, using also knowledge from other mapping processes. The frame will contain the type of information to be collected, the standardisation of data entry, and the tailored instruments to be deployed for accessing information.

Testing a New Ensemble Vegetation Classification Method Based on Deep Learning and Machine Learning Methods Using Aerial Photogrammetric Images

AB  - The objective of this research is to report results from a new ensemble method for
vegetation classification that uses deep learning (DL) and machine learning (ML)
techniques. Deep learning and machine learning architectures have recently been used
in methods for vegetation classification, proving their efficacy in several scientific
investigations. However, some limitations have been highlighted in the literature, such
as insufficient model variance and restricted generalization capabilities. Ensemble DL and
ML models has often been recommended as a feasible method to overcome these
constraints. A considerable increase in classification accuracy for vegetation classification
was achieved by growing an ensemble of decision trees and allowing them to vote for the
most popular class. An ensemble DL and ML architecture is presented in this study to
increase the prediction capability of individual DL and ML models. Three DL and ML
models, namely Convolutional Neural Network (CNN), Random Forest (RF), and biased
Support vector machine (B-SVM), are used to classify vegetation in the Eastern part of
Serbia, together with their ensemble form (CNN-RF-BSVM). The suggested DL and ML
ensemble architecture achieved the best modeling results with overall accuracy values
(0.93), followed by CNN (0.90), RF (0.91), and B-SVM (0.88). The results showed that the
suggested ensemble model outperformed the DL and ML models in terms of overall
accuracy by up to 5%, which was validated by the Wilcoxon signed-rank test. According to
this research, RF classifiers require fewer and easier-to-define user-defined parameters
than B-SVMs and CNN methods. According to overall accuracy analysis, the proposed
ensemble technique CNN-RF-BSVM also significantly improved classification
accuracy (by 4%).

abstract = "The objective of this research is to report results from a new ensemble method for
vegetation classification that uses deep learning (DL) and machine learning (ML)
techniques. Deep learning and machine learning architectures have recently been used
in methods for vegetation classification, proving their efficacy in several scientific
investigations. However, some limitations have been highlighted in the literature, such
as insufficient model variance and restricted generalization capabilities. Ensemble DL and
ML models has often been recommended as a feasible method to overcome these
constraints. A considerable increase in classification accuracy for vegetation classification
was achieved by growing an ensemble of decision trees and allowing them to vote for the
most popular class. An ensemble DL and ML architecture is presented in this study to
increase the prediction capability of individual DL and ML models. Three DL and ML
models, namely Convolutional Neural Network (CNN), Random Forest (RF), and biased
Support vector machine (B-SVM), are used to classify vegetation in the Eastern part of
Serbia, together with their ensemble form (CNN-RF-BSVM). The suggested DL and ML
ensemble architecture achieved the best modeling results with overall accuracy values
(0.93), followed by CNN (0.90), RF (0.91), and B-SVM (0.88). The results showed that the
suggested ensemble model outperformed the DL and ML models in terms of overall
accuracy by up to 5%, which was validated by the Wilcoxon signed-rank test. According to
this research, RF classifiers require fewer and easier-to-define user-defined parameters
than B-SVMs and CNN methods. According to overall accuracy analysis, the proposed
ensemble technique CNN-RF-BSVM also significantly improved classification
accuracy (by 4%).",

Landscape suitability assessment and mapping of potential land use conflicts in the function of sustainable landscape management: a case study of Branicevo district, Serbia

AB  - In this study, the landscape suitability assessment was used to quantify and map the relationships between landscape functions (agriculture production, recreational tourism and mineral resources exploitation). Obtained results can be treated in two ways. The greatest potentials for conflict are observed in the multifunctional landscapes of Branicevo District, where the mapped landscape functions carry high values. In the same way, the values obtained by determining the degree of suitability reflect development opportunities, and indicate terrains most suitable for the development of agriculture production and recreational tourism. The methodological approach is based on the combined application of the Relative Relief Evaluation Method and V-Wert method. GIS data processing produced synthesis maps, which presented spatial units, grouped into categories with values conditioned by the heterogeneous landscape structure. Spatial units indicating high and conditionally high level of potential conflict between agriculture production and recreational tourism occupy an area of 16.01%, while spatial units where high and conditionally high level of potential conflict between all three landscape functions occupy 4.91% of the district. The most suitable terrains for agriculture production development occupy 23.17% of the area, while the spatial units indicating terrains most valuable for recreational tourism development occupy 7.43% of the study area.

AB  - Our study analyses the effects of wind farm investments on sustainable development in Serbia after the political changes in 2000. With the purpose of creating the conditions for the inflow of renewable energy investments, the institutional and legal frameworks, as well as energetic and economic reforms, were initiated after 2000. The new laws and strategy were the impetus for the promotion of utilization of and investing in renewable energy sources (RES) in Serbia. The new Law on Energy (2011) defines an action plan for the utilization of RES and systematically regulates the position of electricity producers in Serbia. Hence, the energy legislative framework harmonized with the European Union, as well as the new economic conditions in Serbia, was finally defined. It was an opportunity for foreign direct investment in the RES sector.

Biothermal conditions on Mt. Zlatibor based on thermophysiological indices

AB  - This paper presents part of the research in the field of human bioclimatology and refers to biothermal conditions in different geographical environments in Serbia: an urban area and a mountain of medium height. The goal of the paper was to show bioclimatic differences during the summer between the city of Belgrade (116 m a.s.l.) and the mountain resort of Zlatibor (1498 m a.s.l.). The basic principle of bioclimatic analysis is the human heat balance between man and environment. This methodological approach is a combination of physiological and meteorological parameters that result in thermophysiological bioclimatic indices: heat load (HL) in man and the Universal Thermal Climate Index (UTCI). For this analysis, weather data for July, as the warmest month, was obtained, using daily meteorological data for the decade from 2000 to 2010. Results for July indicate a considerable difference between the two abovementioned environments. HL in Belgrade was dominated by degrees of comfort "hot" and "extremely hot, with the highest value of 4.540, while for Zlatibor the dominant degree of comfort was "warm". The UTCI in Belgrade has dominated by strong heat stress and moderate heat stress, compared to Zlatibor where the UTCI is dominated by moderate heat stress. In addition, a significant part of the monitored decade on Mt. Zlatibor was without heat stress, with the exception of 2006 and 2007, indicating favorable biothermal characteristics. Therefore, compared to Belgrade, with its considerably lower overall heat stress Zlatibor has the characteristics of a site with favorable bioclimatic qualities.

AB  - The general aim of this research is to contribute to sustainable land management and urban planning practices. An approach for building an urban planning-oriented information platform that could support a sustainable (i.e. environmentally sustainable), socially responsible and economically efficient decision-making process in the future at the municipal level is proposed. The proposed information platform approach relies on and is built for the Geographic Information System (GIS) but includes basic data management principles and the standards of the Spatial Data Information (SDI) concept, namely, INSPIRE. Thus, a model with the two following technical elements for building land management and urban planning based on a general platform or database is proposed in this article: (1) a conceptual Unified Modeling Language (UML) data model for urban planning metadata and data for different types of urban plans and (2) lists of land-use classes and types at the municipal level (included in the UML data model). The proposed approach includes a land-use model and the standardization of urban planning data to build a GIS platform to better integrate various types of data (social, economic, environmental, etc.) and is based on general and detailed urban regulation plans and land governance practices in the City of aak, Republic of Serbia. Once implemented, the proposed approach is expected to create preconditions for decision making regarding future sustainable land development in aak and other municipalities in Serbia.

Hiatus in global warming - the example of water temperature of the Danube river at Bogojevo gauge (Serbia)

AB  - The research included trends in water temperature of the Danube River at Bogojevo gauge and surface air temperature at the nearby meteorological station Sombor, as well as an analysis of the results obtained in relation to the claims of the existence of the hiatus in global air temperature increase in the period 1998-2012. In the period 1961-2013, there was a statistically significant increase in the mean annual water temperature (0.039 degrees C per year), as well as all the average monthly values. However, with annual values for the period 1998-2013, there was a decrease. The longest periods of negative trend (27 years) were recorded for January and February. A high correlation was found between the surface air temperature and water temperature for all monthly and seasonal values. In the mean annual air temperature the presence of the hiatus is not observed, but a negative trend is recorded in March (32 years), December (43 years), and February (49 years). The highest correlations between water temperature and North Atlantic Oscillation (NAO), Arctic Oscillation (AO), and Atlantic Multidecadal Oscillation (AMO) were obtained for the NAO in January (0.60), the AMO in autumn (0.52), and the NAO in winter (0.51). For surface air temperature, the highest correlations were registered for the AMO in summer (0.49) and the NAO in winter (0.42). The results indicate the dominant role of natural factors in the decrease of winter air temperature and water temperature of the Danube.

abstract = "The research included trends in water temperature of the Danube River at Bogojevo gauge and surface air temperature at the nearby meteorological station Sombor, as well as an analysis of the results obtained in relation to the claims of the existence of the hiatus in global air temperature increase in the period 1998-2012. In the period 1961-2013, there was a statistically significant increase in the mean annual water temperature (0.039 degrees C per year), as well as all the average monthly values. However, with annual values for the period 1998-2013, there was a decrease. The longest periods of negative trend (27 years) were recorded for January and February. A high correlation was found between the surface air temperature and water temperature for all monthly and seasonal values. In the mean annual air temperature the presence of the hiatus is not observed, but a negative trend is recorded in March (32 years), December (43 years), and February (49 years). The highest correlations between water temperature and North Atlantic Oscillation (NAO), Arctic Oscillation (AO), and Atlantic Multidecadal Oscillation (AMO) were obtained for the NAO in January (0.60), the AMO in autumn (0.52), and the NAO in winter (0.51). For surface air temperature, the highest correlations were registered for the AMO in summer (0.49) and the NAO in winter (0.42). The results indicate the dominant role of natural factors in the decrease of winter air temperature and water temperature of the Danube.",

AB  - In this paper we identified and scientifically explained modern concepts of cartographic modeling of infrastructure systems in spatial planning and we defined the algorithm of cartographic modeling of infrastructure systems in spatial planning, all in accordance with the subject and purpose of this research, on the basis of relevant theoretical and methodological postulates of modern spatial planning, cartography and its disciplines, taking into account the principles of geographic information systems. This paper indicates that it is necessary to improve on the theory and practice of spatial planning in Serbia, by enabling that the sectors of spatial planning, cartography and geographic information systems be linked and integrated. The paper has the character of a multidisciplinary research, particularly since the organizational, technical and technological context is going through significant changes on a global level, as is the case these days. We presented the results of research work based on well recognized methods. In accordance with the existing hypotheses and the nature of the problem in question and its characteristics, while also having in mind that it is an interdisciplinary (relating to spatial planning) and applied research, we used the deductive method, the inductive method, cartographic methods, as well as the principles of common scientific methods, primarily the modeling method. We also applied other methods such as the method of analysis and synthesis. We used analytical methodological approach to observe certain elements of cartographic models and the synthesis approach to define the models of their improved future use: defining and classifying, comparative method, cartographic method, modeling, system analysis, functional analysis, time and spatial correlation. The following hypothesis were set in this paper: Adequate cartographic modeling of infrastructure systems during the process of producing spatial plans significantly improves the implementation process of spatial plans and makes the decision making process better. Two secondary hypotheses were derived from this basic hypothesis and  they are related to improving the efficiency of the making process of cartographic supplements and the importance of cartographic modeling on the overall quality of the spatial plan. The first secondary hypothesis states that adequate cartographically modeled infrastructure systems in spatial plans, obtained with the use of GIS or other tools, and which support digital cartography, enable a more efficient further elaboration of spatial plans through creating the infrastructure system development program. The second secondary hypothesis states that bad cartographically modeled infrastructure systems in spatial plans lead to inadequate interpretations of the spatial plan and aggravate further planning and implementation of the plan. In the theoretical-methodological sense, this paper analyzes modern concepts of cartographic modeling of infrastructure systems in spatial planning, it considers the problems of creating analog and digital referral maps of infrastructure systems in spatial plans, the possibilities for its improvement and standardization, as well as the effects stemming from all this. Next, the paper insists on further linking, shaping, modeling and the creative synthesis of cartographic modeling approaches, on the improvement of the approach to creating referral maps in spatial plans and particularly on the cartographic modeling of infrastructure systems in spatial planning. At the same time, it identifies the basic terms that need to be defined, policies to be introduced, levels of data exchange to be established, costs and benefits to be expected, institutions to be engaged and/or reorganized in the system of planning in Serbia and the management of space with an aim of improving the quality of space and the existing practices in the area of spatial and urban planning. We defined a new methodology of creating analog and digital referral maps of infrastructure systems in spatial plans, recommendations for choosing optimal signs and guidelines for further improvement and exploration of the cartographic method. We proposed a meta-model, i. e. a prototype of a standardized database model and a standardized key for cartographic signs applicable in referral maps and spatial plans.
AB  - Svrsishodno predmetu i cilju istraživanja, na temelju relevantnih teorijskih i metodoloških postavki savremenog prostornog planiranja, kartografije i njenih disciplina, uz uvažavanje principa geografskih informacionih sistema, u radu su utvrđeni i naučno obrazloženi savremeni koncepti kartografskog modelovanja infrastrukturnih sistema u prostornom planiranju i definisan je algoritam kartografskog modelovanja infrastrukturnih sistema u prostornom planiranju. Prikazan je i fizički model podataka infrastrukturnih sistema za potrebe izrade referalne karte infrastrukturnih sistema GIS tehnologijom. Rad ukazuje na neophodnost unapređivanja teorije i prakse prostornog planiranja u Srbiji, omogućavajući povezivanje i integrisanje sektora prostornog planiranja, kartografije i geografskih informacionih sistema. Rad ima karakter multidisciplinarnog istraživanja, naročito kada se u značajnijoj meri menja organizaciono-tehničko-tehnološki kontekst na globalnom nivou, kao što je to slučaj danas. Predstavljeni su rezultati istraživačkog rada zasnovanog na priznatim metodama. U skladu sa postavljenim hipotezama i prirodom postavljenog problema i njegovih karakteristika, a imajući u vidu da se radi o interdiscplinarnom (prostorno planerskom) i primenjenom istraživanju korišćeni su deduktivni metod, induktivni metod, kartografske metode, kao i principi opštih naučnih metoda, u prvom redu metoda modelovanja. Primenjene su i druge metode kao što su metod analize i sinteze. Analitičkim metodološkim postupkom posmatrani su pojedini elementi kartografskih modela, a sinteznim definisani modeli njihove kvalitetnije buduće primene: definisanje i klasifikovanje, komparativni metod, kartografski metod, modelovanje, sistemska analiza, funkcionalna analiza, vremenska i prostorna korelacija. U radu su postavljene sledeće hipoteze: Adekvatno kartografsko modelovanje infrastrukturnih sistema u procesu izrade prostornih planova značajno unapređuje proces implementacije prostornih planova i čini kvalitetnijim proces donošenja odluka. Iz osnovne hipoteze razvijene su dve sekundarne hipoteze koje se odnose na podizanje efikasnosti procesa izrade kartografskih priloga i značaj kartografskog modelovanja na ukupni kvalitet prostornog plana. Prva sekundarna hipoteza glasi: Kvalitetno kartografski modelovani infrastrukturni sistemi u prostornim planovima upotrebom GIS-a ili drugih alata, koji podržavaju digitalnu kartografiju omogućavaju efikasniju dalju razradu prostornih planova kroz izradu programa razvoja infrastrukturnih sistema. Druga sekundarna hipoteza glasi: Pogrešno kartografski modelovani infrastrukturni sistemi u prostornim planovima dovode do neadekvatnih tumačenja prostornog plana i otežavaju dalji proces planiranja i implementaciju plana. U teorijsko-metodološkom smislu rad sagledava savremene koncepte kartografskog modelovanja infrastrukturnih sistema u prostornom planiranju, razmatra problematiku kreiranja analognih i digitalnih referalnih karata infrastrukturnih sistema u prostornim planovima, mogućnosti njihovog unapređivanja i standardizacije kao i efekte koji iz toga proizilaze. Rad insistira na daljem povezivanju, oblikovanju, modeliranju i kreativnoj sintezi pristupa kartografskog modelovanja, unapređenju pristupa kreiranju referalnih karata u prostornim planovima a posebno kartografskom modelovanju infrastrukturnih sistema u prostornom planiranju. Istovremeno ukazuje na osnovne pojmove koje je potrebno definisati, politike koje treba propisati, nivoe razmene podataka koje treba uspostaviti, troškove i koristi koje treba očekivati, institucije koje treba angažovati i/ili prestruktuirati u sistemu planiranja u Srbiji i upravljanja prostorom sa ciljem unapređenja kvaliteta prostora i postojeće prakse prostornog i urbanističkog planiranja. Definisana je nova metodologije kreiranja analognih i digitalnih referalnih karata infrastrukturnih sistema u prostornim planovima, preporuke za izbor optimalnih znakova i smernice za dalje unapređivanje i istraživanje kartografskog metoda. Predložen je metamodel, odnosno prototip standardizovanog modela baze podataka i standardizovanog ključa kartografskih znakova primenjivih u referalnim kartama u prostornim planovima.

The role of the road transport at the application of methodological conception of transport accessibility in the spatial plan of the Republic of Serbia

AB  - 'Good accessibility of European regions improves their competitive position, but also the competitiveness of Europe as a whole' (ESDP European Spatial Development, 1999). The accessibility of the Republic of Serbia territory and its regional entities presents one of the key criteria for success of spatial development and it is one of the most important indicators for determining the spatial aspects of the transport system. The development of transport networks may differently affect the spatial distribution of population and economic activity. The quantity and quality of existing regional infrastructure, as well as the distance (travel time) of the population, play major role in that. It can contribute their spatial distribution on one side through the improvement of transport accessibility in relation to the centers of international significance, and on the other side it may cause even bigger problems, i.e. large distance from connection points to the transport network may lead to the formation of 'empty spaces'. These areas have limited access, which leads to stagnation in development. Quality of the secondary networks is very important here, i.e. such outcome can be avoided by adjusting the density of secondary transportation network, regional and sub-regional, so they follow the expansion of the national network. Thus, with the increase of speed on national networks, the dimensions of space and the importance of the secondary network increase, on one side, while on the other distance between regions and urban centers served by these networks proportionally reduces (Europe 2000+: Cooperation for European territorial development, 1994).
AB  - 'Dobrom pristupačnošću evropske regije poboljšavaju svoju konkurentnu poziciju, ali i konkurentnost Evrope kao celine ' ( ESDP- European Spatial Development, 1999.god.). Pristupačnost teritorije Republike Srbije i njenih regionalnih celina predstavlja jedan od ključnih kriterijuma za merenje uspešnosti prostornog razvoja i jedan je od najvažnijih indikatora za određivanje prostornih aspekata saobraćajnih sistema. Razvoj saobraćajne mreže može različito da utiče na prostornu distribuciju stanovništva i ekonomskih aktivnosti. Kvantitet i kvalitet postojeće regionalne infrastrukture kao i udaljenost (vreme putovanja) stanovništva, u tome igraju veliku ulogu. Može s jedne strane da doprinese njihovoj prostornoj distribuciji, kroz poboljšanje saobraćajne pristupačnosti u odnosu na centre međunarodnog značaja, a s druge strane unapređenje saobraćajne mreže može da izazove još veće probleme, u smislu da velike udaljenosti do priključnih tačaka na saobraćajnu mrežu, dovode do formiranja 'praznih međuprostora'. Tu prostori imaju ograničene mogućnosti pristupa, što dovodi do stagnacije u razvoju. Tu dobija na značaju kvalitet sekundarnih mreža, tj. ovakvi ishodi mogu se izbeći korigovanjem gustina sekundarnih saobraćajnih mreža, regionalne i subregionalne, tako da prate širenje nacionalnih mreža. Znači, sa povećanjem brzina na nacionalnim mrežama, povećavaju se i dimenzije međuprostora i značaj sekundarne mreže, s jedne strane, dok se proporcionalno smanjuju udaljenosti između regija i urbanih centara opsluženih ovom mrežom, s druge strane Europe 2000+: Cooperation for European territorial development, 1994).

Thus, with the increase of speed on national networks, the dimensions of space and the importance of the secondary network increase, on one side, while on the other distance between regions and urban centers served by these networks proportionally reduces (Europe 2000+: Cooperation for European territorial development, 1994)., 'Dobrom pristupačnošću evropske regije poboljšavaju svoju konkurentnu poziciju, ali i konkurentnost Evrope kao celine ' ( ESDP- European Spatial Development, 1999.god.). Pristupačnost teritorije Republike Srbije i njenih regionalnih celina predstavlja jedan od ključnih kriterijuma za merenje uspešnosti prostornog razvoja i jedan je od najvažnijih indikatora za određivanje prostornih aspekata saobraćajnih sistema. Razvoj saobraćajne mreže može različito da utiče na prostornu distribuciju stanovništva i ekonomskih aktivnosti. Kvantitet i kvalitet postojeće regionalne infrastrukture kao i udaljenost (vreme putovanja) stanovništva, u tome igraju veliku ulogu. Može s jedne strane da doprinese njihovoj prostornoj distribuciji, kroz poboljšanje saobraćajne pristupačnosti u odnosu na centre međunarodnog značaja, a s druge strane unapređenje saobraćajne mreže može da izazove još veće probleme, u smislu da velike udaljenosti do priključnih tačaka na saobraćajnu mrežu, dovode do formiranja 'praznih međuprostora'. Tu prostori imaju ograničene mogućnosti pristupa, što dovodi do stagnacije u razvoju. Tu dobija na značaju kvalitet sekundarnih mreža, tj. ovakvi ishodi mogu se izbeći korigovanjem gustina sekundarnih saobraćajnih mreža, regionalne i subregionalne, tako da prate širenje nacionalnih mreža. Znači, sa povećanjem brzina na nacionalnim mrežama, povećavaju se i dimenzije međuprostora i značaj sekundarne mreže, s jedne strane, dok se proporcionalno smanjuju udaljenosti između regija i urbanih centara opsluženih ovom mrežom, s druge strane Europe 2000+: Cooperation for European territorial development, 1994).",

AB  - This paper introduces the distribution background and unique characteristics of 137Cs in cultivated and undisturbed areas. The samples were taken from three measuring points of the depth of 1 m. We examined all visible horizons and determined their classifications. There were four horizons in one profile. All four horizons had a different zone thickness. 137Cs is an artificial radionuclide that has been produced primarily as a result of atmospheric thermonuclear weapon tests since the 1950. Also, the great amount of 137Cs (~85 PBq) was released in the atmosphere during the Chernobyl accident. So, 137Cs has been globally distributed, with fallout rates generally related to latitude and precipitation depth. The movement of 137Cs in soil is primarily controlled by soil erosion processes, such as processes caused by water, wind, and tillage. Thus, 137Cs is a valuable tracer to study soil erosion. The specific activity of 137Cs in soil and sediment samples was determined by using the gamma-spectrometric method.
AB  - U ovom radu prikazana je rasprostranjenost i jedinstvene karakteristike cezijuma-137 kako u obradivim tako i u neobradivim zemljištima. Uzorkovanje je vršeno na tri merna mesta do 1 m dubine. Ispitani su svi vidljivi horizonti i utvrđeno je postojanje 4 horizonta u jednom profilu, koji su različitih debljina. Cezijum-137 je veštački radioizotop koji je nastao kao posledica termonuklearnih reakcija ispitivanog oružja u atmosferi zemlje kao i neželjeni proizvod nuklearnih akcidenata (Černobil, 1986). Ovaj radioizotop je široko rasprostranjen u celom svetu, gde se njegova migracija u zemljištu prati pomoću intenziteta erozije potpomognutim vodom i vetrom. Stoga je cezijum-137 važan faktor pri određivanju intenziteta erozije kako u zemljištu tako i u sedimentima, te je određena njegova specifična aktivnost korišćenjem gama spektrometrije.

Village renewal in spatial plans of the community: Example of the SP of Subotica community

AB  - Spatial plans of communities, returned to legal framework in 2003 and imposed as obligation for all local communities in Serbia, present a strategic document for development, organization and protection of the whole territory of the community. The base for integral observation and treatment of the urban and rural settlements, within the local administrative area, has been set thereby. The current function of villages has been significantly changed regarding traditional organization and the essential role, that they used to have in the past. First of all, it is a consequence of an intensive deagrarization and industrialization/ urbanization, as a result of official (state) strategy in the middle of the 20. century. As a rule, these processes were painful for villages, leaving them depopulized, with varied age structure of the population and with new relation to agriculture, which led to economic stagnation, social fallow and unclear development perspectives as a consequence. The reconstruction of these areas is, therefore, of enormous interest for development of the whole territory of a community, as well as even intra-communal and broader, intra-regional and intra-national development.
AB  - Prostorni planovi opština, vraćeni u zakonski okvir 2003. godine i nametnuti kao obaveza izrade za sve lokalne zajednice, svojim karakterom predstavljaju strateški dokument koji tretira razvoj, organizaciju i zaštitu čitave teritorije opštine. Samim tim, postavljen je osnov za integralno sagledavanje i tretiranje i gradskih i seoskih naselja unutar lokalnog administrativnog područja. Današnja funkcija sela u mnogome je promenjena u odnosu na tradicionalnu organizaciju i suštinsku ulogu koju su ova naselja imala u prošlosti. Ovo je pre svega posledica intenzivne deagrarizacije i industrijalizacije/urbanizacije koja je nastala kao rezultat državne strategije u drugoj polovinini 20. veka. Ovakvi procesi su po pravilu bili bolni za sela ostavljajući ovaj prostor depopulacionim, sa promenjenom starosnom strukturom stanovništva i promenjenim odnosom prema poljoprivredi, koje je za posledicu imalo ekonomsku stagnaciju, socijalni ugar i nejasnu perspektivu razvoja. Zato je danas obnova ovih područja od prvorazrednog interesa za razvoj celokupne teritorije opštine, ravnomerni unutaropštinski i, šire, unutarregionalini i unutardržavni razvoj.

New planning infrastructure concept, except concerning the fact of constant physical and technological increasing of this systems, maintains exact analyses of sufficit and deficit infrastructure, real needs and possibilities to create bigger economical, social and ecological benefit with already exiting systems. Also, there is a question of chronological development inner and very expensive systems, who in most cases don’t have possibilities of fast pay-out neither direct economical profit, but otherwise their external and strategist value is evident. In that light, we can see a new concept of planning infrastructure in Serbia, witch contains modified experience of developed countries, adjusted to economical and social possibilities and needs of our community.
AB  - Upravljanje prostornim razvojem zahteva mobilizaciju celokupnih upravljačkih i stručnih resursa. Planiranje i razvijanje infrastrukture u prostoru, najčešće podrazumeva stalno fizičko-tehničko povećavanje mreža i objekata. Međutim, zanemarena je uslovljenost i jasna povezanost sa pokretačkim strukturama, na prvom mestu stanovništva, privrednih i ostalih aktivnosti i potreba. Novi koncept planiranja infrastrukture, osim uvažavanja stalnog fizičkog i tehnološkog povećavanja obima ovih sistema, podrazumeva egzaktnu analizu suficita i deficita infrastrukture, realnih potreba i mogućnosti da se sa postojećim sistemima ostvari veća privredna, socijalna i ekološka korist. Takođe se postavlja pitanje hronološkog razvijanja inertnih i veoma skupih sistema koji najčešće nemaju mogućnost brze isplativosti niti direktnog ekonomskog profita, ali je zato njihova eksterna i strateška korist evidentna. U tom svetlu se daje novi koncept planiranja infrastrukture u Srbiji, koji predstavlja modifikovana iskustva razvijenih zemalja, primerena ekonomskim i socijalnim mogućnostima i potrebama naše zajednice. Teži se na konstituisanju PLANIRANOG I PROGRAMIRANOG RAZVIJANjA INFRASTRUKTURE umreženog sa planiranim i programiranim razvojem svih ostalih prostornih struktura. Ipak, zbog nagomilanih tranzicionih problema u manjem obimu za ograničene prostore i korisnike primenjivaće se RAZVIJANjE INFRASTRUKTURE KAO REZULTAT STATISTIČKE VELIČINE, sa svim mogućim neizvesnostima i nepredviđenim negativnim efektima.

AB  - The crossborder cooperation takes very important place in integration processes in Europe. Establishing the crossborder regions is one of prerequisites for more efficient cooperation. Many examples prove the whole spectrum of positive effects generated by such cooperations. Based on sound methodological foundations, crossborder spatial planning is the first step towards successful spatial integration and a prerequisites for other forms of cooperation, economic and political in particular. The territory of Serbia is characterized by a large number of border regions with different features and potentials. The Drina area, with its very specific physical social, economic and historic features and above all, with natural resources and potentials, asks for a creative methodology to enable adequate spatial integration of this crossborder region. The paper is elaborating the idea of forming a crossborder region as indispensable for the future, compared with sectorial planning up to date. The example of crossborder region "Drina-Sava-Majevica" offers positive initiatives in functional integrating communes alongside the river Drina.
AB  - Transgranična saradnja zauzima izuzetno značajno mesto u integrativnim procesima u Evropi a formiranje transgraničnih regiona predstavlja preduslov efikasne saradnje. Mnogobrojni pozitivni primeri ukazuju na čitav spektar pozitivnih efekata koji generiše ovaj vid saradnje. Metodološki dobro postavljeno, transgranično prostorno planiranje prvi je korak ka uspešnoj prostornoj integraciji i preduslov ostalih vidova saradnje, a posebno ekonomske i političke. Teritoriju Srbije karakteriše veliki broj graničnih regiona različitih karakteristika i potencijala. Prostor Podrinja sa svojim specifičnim fizičkim, socijalnim, ekonomskim i istorijskim karakteristikama ali i, pre svega, prirodnim potencijalima zahteva poseban metodološki obrazac koji bi omogućio adekvatnu prostornu integraciju na ovom prostoru. U radu je postavljena osnovna hipoteza kod definisanja metodologije prostornog planiranja Podrinja. Rad naglašava i objašnjava neophodnosti formiranja regiona, njihovog povezivanja i saradnje kao i značaj integralnog prostornog planiranja i njegove prednosti u odnosu na sektorsko prostorno planiranje. Na primeru regiona"Drina-Sava-Majevica" pokazane su pozitivne inicijative funkcionalnog povezivanja opština oko reke Drine.
