Territory of Serbia as Indicator of Transboundary and Domestic Waters of Southeastern Europe

AB  - Water is an essential determinant of natural, social and landscape characteristics. It generates opportunities and limitations, chances and threats, negative and positive phenomena and processes including environmental, economic, political, social as well technical aspects. Problems relating to water security, water protection, equitable access to water as well as upstream and downstream interests are increasingly present from micro to macro level. Such trends are recognized in Southeastern Europe, with regional and local specificities conditioned by natural, social, geopolitical and other characteristics. Although relatively rich in water resources, the region shows a high degree of sensitivity and vulnerability. The causes are numerous, and most often they are recognized in the unfavorable natural regime of waters, poor ecological status, geopolitical and interest driven fragmentation of space, climate changes, and lack of development of water management infrastructure. Unfortunately, floods (May-June) and droughts (July-August) are almost regular seasonal occurrences in Serbia, often with catastrophic consequences. Floods are frequent, from overflowing rivers with predominantly transboundary waters (Tamiš – 2005, Danube 2006 and 2013) as well as domestic ones (Velika Morava – 2005, Nišava, Vlasina and Jablanica – 2007, Zapadna 
Morava and Veliki Rzav – 2009, Timok – 2010 etc.). The floods in 2014 were particularly disastrous, with estimated economic damage of 1.7 billion euros, and also in 2023. Floods, as a rule, cause landslides that threaten population, settlements, infrastructure, agricultural areas and crops. Droughts are a frequent phenomenon during summers (2000, 2003, 2009, 2011, 2015, 2021, 2022), causing serious disruption of agricultural and manufacturing industries, drinking water supply, energy and, in extreme cases, inland waterway transportion system. As for Serbia, the state and assessment of water resources are a basic segment of quality and capacity of environment, but also the perspective of existence and overall development of society. The territory of Serbia offers a good field for research of trends of change in the quality and quantity of transboundery and domestic waters in Southeast Europe.

Geographic Medical Overview of Noncommunicable Diseases (Cardiovascular Diseases and Diabetes) in the Territory of the AP Vojvodina (Northern Serbia)

AB  - The objective of this study was a geographic medical analysis of noncommunicable diseases (cardiovascular diseases from 2010 to 2020 and diabetes from 2010 to 2019) in the AP Vojvodina (northern Serbia) in order to identify the most and least burdened counties as well as to present trends in the mentioned diseases. The Mann-Kendall trend test, a cluster analysis, and Getis–Ord Gi* method for hot spot analysis were applied in this analysis. Regarding acute coronary syndrome and myocardial infarction, the North Backa County had a lower mortality rate although the number of newly reported cases was above average. The largest number of new cases of unstable angina pectoris was in the North Backa, North Banat, and Middle Banat Counties, while the West Backa County was identified as a county with a higher mortality rate. The cluster analysis showed that the number of death cases from diabetes in the Srem County is significantly higher than that in the other counties. Likewise, the West Backa County had a high number of new diabetes patients, but also a much lower mortality rate. Chronic noncommunicable diseases are predominant in newly diagnosed incidences and death cases in the AP Vojvodina. Studies of this kind promote public health and healthcare systems in the researched area and in the Republic of Serbia, as well as in other countries.

Korišćenje DPSEEA modela u istraživanju veze između zagađenja vazduha i zdravlja stanovništva na teritoriji AP Vojvodine

AB  - U ovom radu prikazana je veza između stanja kvaliteta vazduha i zdravlja stanovništva na teritoriji AP Vojvodine korišćenjem modela DPSEEA. Upotrebom modela DPSEEA na primeru zagađenja vazduha na teritoriji AP Vojvodini identifikovaće se pokretači zagađenja vazduha, pritisci na prostor, stanje kvaliteta vazduha, izloženost populacije zagađenju, zdravstveni efekti, kao i mere zaštite koje bi trebalo sprovesti. Stanovništvo AP Vojvodine dominantno je izloženo čestičnom zagađenju vazduha, kao i organskim materijama, oksidima sumpora i negativnom dejstvu prizemnog ozona. Najznačajniji zdravstveni problem stanovništva Vojvodine su hronične nezarazne bolesti koje se u velikoj meri dovode u vezu sa zagađenim vazduhom (kardiovaskularne bolesti, maligna oboljenja, kao i hronične bolesti organa za disanje). Cilj rada je da prikaže povezanost između navedenih elemenata DPSEEA modela, sa predupređenjem i otklanjanjem negativnih posledica po zdravlje stanovništva predmetne teritorije. Korišćenjem DPSEEA modela i angažovanjem stručnjaka različitih specijalnosti, moguće je u velikoj meri uticati na smanjenje bolesti koje se dovode u vezu sa zagađenim vazduhom, kao i uticati na održivo planiranje i korišćenje prostora na teritoriji AP Vojvodine.

AB  - Relacija vodni resursi – ljudsko društvo doživljava kontinuiranu i izrazitu  progresiju složenosti odnosa. Nikada do sada voda nije podržavala ovoliku ekonomsku  aktivnost, složenu tehnologiju, brojno i ekološki destruktivno þoveþanstvo. Odnos izmeÿu  raspoloživih i formiranih potreba za vodnim resursima je sve nepovoljniji – od lokalnog  do globalnog nivoa. Kroz agrarnu i industrijsku revoluciju, ali i socijalni i demografski  razvoj voda je postala prvorazredna ekološka, ekonomska i socijalna kategorija, odnosno  univerzalni resurs i kapital svake teritorije i društvene zajednice. Konkurencija i borba za  njeno obezbedjenje prerasta u specifþan vid antropopresije koja se vremenom ekspanzivno  širi po horizontali i vertikali prostora. Ovaj rad ima za cilj da analizira vodne resurse opštine  Aleksandrovac i da ukaže na osnovne probleme u njihovom planiranju i upravljanju.

Drinking water resources as a source of the Israeli-Arab conflicts

AB  - The Jordan river basin is a part of the Middle East which has for centuries been a site of great religious, cultural, political and other upheavals. Bearing in mind that the resources of drinking water in this arid region are naturally limited, and that since 1930s there has been a rapid increase in population, expansion of urban areas, agricultural development and increase in industrial production, along with consequences caused by climate change, it is no wonder that limited resources of drinking water are a stumbling block and a source of tension, conflicts and clashes between countries in the region, i.e. Israel on one side, and the Arab states on the other. The paper especially highlights the geographical situation and the condition of drinking water resources in the basin of the Jordan river; factors and actors that jeopardize the drinking water resources; and conflicts and consequences of Israel's hegemony applied in resolving the division of drinking water resources in this basin.
AB  - Basen reke Jordan predstavlja onaj deo Bliskog istoka koji je tokom vekova bio centar velikih religijskih, kulturnih, političkih i drugih previranja. Imajući u vidu da su resursi pijaće vode u ovom aridnom regionu prirodno ograničeni, a da je od 30-ih godina prošlog veka došlo do ubrzanog porasta populacije, širenja urbanih sredina, razvoja poljoprivredne i uvećanja industrijske proizvodnje, uz posledice izazvane klimatskim promenama, nije čudo što ograničeni resursi pijaće vode predstavljaju kamen spoticanja i izvor tenzija, konflikata i sukoba između država u regionu, odnosno Izraela sa jedne strane i arapskih država sa druge. U radu je posebno naglašen geografski položaj i stanje resursa pijaće vode u basenu reke Jordan, faktori i činioci koji ugrožavaju resurse pijaće vode, konflikti i posledice primene hegemonije Izraela u rešavanju podele resursa pijaće vode u ovom basenu.

abstract = "The Jordan river basin is a part of the Middle East which has for centuries been a site of great religious, cultural, political and other upheavals. Bearing in mind that the resources of drinking water in this arid region are naturally limited, and that since 1930s there has been a rapid increase in population, expansion of urban areas, agricultural development and increase in industrial production, along with consequences caused by climate change, it is no wonder that limited resources of drinking water are a stumbling block and a source of tension, conflicts and clashes between countries in the region, i.e. Israel on one side, and the Arab states on the other. The paper especially highlights the geographical situation and the condition of drinking water resources in the basin of the Jordan river; factors and actors that jeopardize the drinking water resources; and conflicts and consequences of Israel's hegemony applied in resolving the division of drinking water resources in this basin., Basen reke Jordan predstavlja onaj deo Bliskog istoka koji je tokom vekova bio centar velikih religijskih, kulturnih, političkih i drugih previranja. Imajući u vidu da su resursi pijaće vode u ovom aridnom regionu prirodno ograničeni, a da je od 30-ih godina prošlog veka došlo do ubrzanog porasta populacije, širenja urbanih sredina, razvoja poljoprivredne i uvećanja industrijske proizvodnje, uz posledice izazvane klimatskim promenama, nije čudo što ograničeni resursi pijaće vode predstavljaju kamen spoticanja i izvor tenzija, konflikata i sukoba između država u regionu, odnosno Izraela sa jedne strane i arapskih država sa druge. U radu je posebno naglašen geografski položaj i stanje resursa pijaće vode u basenu reke Jordan, faktori i činioci koji ugrožavaju resurse pijaće vode, konflikti i posledice primene hegemonije Izraela u rešavanju podele resursa pijaće vode u ovom basenu.",

Coonceptualization of environmental refugees

AB  - The term 'environmental refugees' include migrants forced to leave their place of residence, temporarily or permanently, as a result of environmental degradation. In order to create an appropriate framework for environmental refugees, typology must be first determined. It would comprise different conditions, as well as a combination of interactive and cumulative effects which make many areas on the planet being unproductive and unsuitable for life. This paper will give an overview of the attempts and problems related to finding an appropriate definition of environmental refugee. These challenges, which the international community needed to address, could finally lead to the recognition of environmental refugees in the legal system.
AB  - Pod pojmom 'ekološke izbeglice' se podrazumevaju lica prisiljena da napuste mesto boravka, privremeno ili trajno, usled promena nastalih u životnoj sredini. Da bi se stvorio odgovarajući okvir za ljude koji bi pripadali grupi ekoloških izbeglica, mora se prvo odrediti tipologija koja bi ne samo pod svoje okrilje stavila različite uslove, nego i kombinaciju interaktivnih i kumulativnih efekata koji čine mnoge oblasti na planeti neproduktivnim i nepogodnim za život. U ovom radu biće dat osvrt na pokušaje i probleme sa kojima se susreće međunarodna zajednica u smislu pronalaženja adekvatne definicije koja bi finalno mogla da vodi ka prepoznavanju ekoloških izbeglica u pravnom smislu.

AB  - The aim of this research is to examine the effects of the post-1990 transition on the relocation of tourism and changes in the structure of tourism over the last 20 years in Belgrade. Economic and social development altered spatial relations of tourist factors and elements. Apart from the old city core, new tourist zones and directions appeared. Tourist flows and economic challenges influenced the rationalisation of doing business and relocating the hotels outside the central city municipalities. Belgrade has been acknowledged as a low-cost destination of fun and nightlife and the city's new image has attracted more foreign tourists. Both the volume of foreign tourists and their countries of origin have changed significantly over the last several years. However, there have been negligible economic effects on the city's economy, despite this increase in the number of foreign tourists. In conclusion, we examine the implications of new directions in tourism development for the future position of Belgrade as a tourist destination in a competitive European market.
