AB  - Tourism  is  a  significant  segment  of  development  policy  at  the  national  level,  and  it  is  important  in  terms  of  contributing  to  the  Gross  domestic  product  (GDP)  diversifying  of  economy,  reducing   disparities   between   regions,   fostering   development   capital,   and   promoting   regional   development. Tourism greatly contributes to the sustainable development of a region and a unit of local self-government, in an environment where sometimes there are no other alternatives for achieving that goal. Theories of regional development and tourism have evolved over a similar period after the Second World War. The concept of regional development has undergone a significant transformation through various  theories.  The  paper  analyzes  the  main  principles  of  the  theory  of  endogenous  regional  development and the possibility of its application for tourism research as a development factor. Tourism development  policy  is  often  created  by  the  views  of  these  theories.  The  purpose  of  this  paper  is  to  indicate, based on the analysis of modern ideas and approaches to regional development, whether they are  suitable  for  the  study  of  tourism  and  which  factors  are  decisive  in  achieving  its  development  function.  The  paper  points  out  certain  elements  of  theories  that  can  individually  or  together  represent  the theoretical basis for tourism development planning in regions and local government units.

Impact of the War in Croatia (1991–1995) on the Differentiation of Age Structure between Serbs and Croats: A Case Study of the Banija Region

AB  - Aging is the subject of various studies by the scientific community and monitoring by responsible institutions. The intensity of aging and the proportion of age groups among various communities differ due to different socio-economic conditions and characteristics. This article researches the impact of the war in Croatia 1991–1995 and postwar living conditions on the divergence of population aging in the ethnically heterogeneous Banija region. The first postwar census in 2001 recorded population decline by 44.9% compared to the 1991 census. We analyze the effects of the war on changes in ethnic and age structure, as well as their interrelations. The quantitative and qualitative magnitude of these demographic changes in the inter-census period had a decisive influence on the correlation of age and ethnic structure. The article examines whether the relative share of Serbs or Croats in the total population of a settlement affects the average age of the settlement. The results confirmed that the Serbs are older than the Croats, as well as the Serbs are in the phase of the most advanced demographic age. These changes raise the question of the demographic future and the biological viability of the Serbs, who were the majority in the region before the war.

Međuzavisnost radne snage i strukture korišćenja zemljišnog fonda na teritoriji Zaječarskog okruga

AB  - Depopulacione regije se suočavaju sa brojnim problemima: smanjenjem  prirodnog priraštaja, povećanjem prosečne starosti stanovništva, nepovoljnom ekonomskom  strukturom stanovništva (povećanje izdržavanih lica). To dovodi do toga da se sve manje  koriste postojeći prirodni resursi. Jedan od pokazatelja je način korišćenja zemljišnog fonda,  koji u velikoj meri zavisi od demografskih karakteristika oblasti. U radu je analizirana uzročnoposledična veza između kontingenta radne snage i promene u strukturi korišćenja zemljišnog  fonda Zaječarskog okruga. Prostorni obuhvat istraživanja je ograničen na opštine koje su  u sastavu Zaječarskog okruga: Zaječar, Knjaževac, Boljevac i Sokobanja. Cilj rada je da se  izvrši regionalni raspored radne snage i promene u načinu korišćenja zemljišta Zaječarskog  okruga u funkciji identifi kovanja homogenizacije korišćenja zemljišta (smanjenje obradivog  zemljišta, povećanje šumskih površina) usled depopulacije. Razmatrana su i planska rešenja  koja je moguće implementirati sa idejom funkcionalnog oživljavanja ove oblasti.

AB  - Sa problemom depopulacije se suočavaju brojne države na lokalnom, regionalnom  i nacionalnom nivou. Intenziviranje procesa depopulacije usled negativnog prirodnog  priraštaja i emigracije je pogotovo izraženo u planinskim, perifernim i ruralnim oblastima.  U radu je analiziran prostorni raspored depopulacionih naselja u Pirotskom okrugu. Oblast  istraživanja obuhvata opštine koje su u sastavu Pirotskog okruga: Pirot, Dimitrovgrad,  Babušnica i Bela Palanka. Vremenski period istraživanja obuhvata razdoblje od 1948. do  2011. godine, u kojima su izdvojene promene broja stanovnika po naseljima. Cilj rada jeste  da se izdvoje napuštena naselja, kao i naselja kojima preti potpuno gašenje kako bi se  izvršila regionalizacija depopulaciono najugroženijih područja i identifi kovala područja za  koja postoji opasnost da budu napuštena. Izdvojene su posledice negativnih demografskih  trendova Pirotskog okruga, koji predstavljaju problem na regionalnom a u budućnosti i na  nacionalnom nivou, sa idejom ukazivanja na značaj revitalizacije seoskih naselja. U radu  su analizirane mogućnosti ruralne obnove naselja Pirotskog okruga i predložene su mere  kojima bi se mogla izvršiti njihova revitalizacija, uzimajući u obzir pozitivne primere iz drugih  zemalja koji bi se mogli implementirati na ovoj studiji slučaja.

AB  - Depopulated or abandoned spaces are a consequence of the emptying of settlements and the complete disappearance of the human factor in the use of space. The aim of this paper is to determine the size and structure of this space—clusters that can be considered abandoned at the regional level. In the focus of this paper is the space at the district level in Serbia, within which significant changes in land use occurred in the period 1990–2018. Time series of formal databases and data obtained by GIS tools were analysed in order to observe the changes in the structure of surfaces and to define the trend of merging or increasing the empty space during the last two decades. This paper analyses planning documents and strategies in order to determine with which problems the state identifies abandoned areas and what planning solutions are possible. A new method for calculating the homogenization of abandoned space is presented. The results indicate the homogenization of the abandoned space in the border regions in the south of Serbia, as well as major changes in land use, such as reforestation and reclamation of agricultural land.

AB  - Adequate disposal of municipal solid waste (MSW) is one of Serbia’s most complex environmental challenges. The problem is more serious in urban areas, since large amounts of waste are disposed of in locations that do not comply with environmental, technical, and socio-economic standards. Such is the case for the city of Kraljevo, where about 116,000 inhabitants do not have a sanitary landfill facility. This research includes a multi-criteria analysis, conducted with the help of geographic information systems, to find a suitable landfill site location. After data collection, the first step was to process 15 environmental and socio-economic factors utilizing the fuzzy analytic-hierarchy process method. The second step comprised the visual analysis and selection of the ten most suitable locations from the synthetic convenience map. The third step involved the final ranking of sites by means of the fuzzy multi-objective analysis by ratio, plus the full multiplicative form method, based on four additional beneficial and non-beneficial criteria. The results show that sanitary landfill candidate site A4 is the most suitable location for constructing a sanitary landfill site due to its large area (569 ha) and relatively short distance from the urban zone (8 km). This study is the first to integrate geographic information systems and the fuzzy analytic-hierarchy process, multi-objective analysis by ratio, and the full multiplicative form algorithm for sanitary landfill selection. The results of the research can be used as a reference for safe waste disposal in the city of Kraljevo.

AB  - Регија Јабланица представља комплексну просторну целину, која је издвојена на основу постулата савремене регионалне географије, у оквиру мезорегије Јужне Србије. Регија је диференцирана на пет микрорегија: Горња Јабланица, Доња Јабланица, Пусторечки крај, Поречје и Пољаница. Научно истраживање на нивоу микрорегија је омогућило анализу регионалногеографских компоненти, утврђивање унутаррегионалних разлика и дефинисање развојних потенцијала. Научни проблеми истраживања се везују за физиономске и функционалне промене у Јабланици, које су настале деловањем природних, демографских и социоекономских фактора и сложених процеса у другој половини 20. века и прве две деценије 21. века. Коришћењем научних метода и теренских истраживања утврђени су најважнији географски фактори који су утицали на физиономске и функционалне промене у регији, као и њихове узрочнопоследичне односе. Утврђивањем и анализом развојних промена и процеса у регији, дефинисане су и могућности за њихово решавање и смањење разлика у социоекономском развоју регије (посебно између брдско-планинског и равничарског дела). Економско-географска анализа је базирана на главним потенцијалима у регији: пољопривредно земљиште, шуме, минерални ресурси и геотермална енергија Сијаринске Бање. Користећи различите показатеље анализиране су промене у мрежи насеља Јабланице, током друге половине 20. века и у прве две деценије 21. века. Идентификоване су просторно-функционалне и социо-економске детерминанте регионалног развоја. Регионално повезивање са суседним територијалним целинама, представља неопходан предуслов за будући социо-економски развој, посебно у брдскопланинском делу регије. Предложене мере регионалног развоја би требало да допринесу економској и демографској ревитализацији регије и њених микрорегионалних целина.
AB  - The Jablanica region represents a complex spatial entity, which is identified on the basis of the postulates of modern regional geography, within the mesoregion of Southern Serbia. The region is differentiated into five micro-regions: Gornja Jablanica, Donja Jablanica, Pustorečki kraj, Porečje and Poljanica. Scientific research at the level of micro-regions enabled the analysis of regional-geographical components, identification of intra-regional differences and definition of development potentials. Scientific problems of research are related to physiognomic and functional changes in Jablanica, which were caused by natural, demographic and socioeconomic factors and complex processes in the second half of the 20th century and the first two decades of the 21st century. Using scientific methods and field research, the most important geographical factors that influenced the physiognomic and functional changes in the region, as well as their cause-and-effect relationships, were determined. By identifying and analyzing development changes and processes in the region, the possibilities for their solution and reduction of differences in the socio-economic development of the region (especially between lowland and hilly and mountainous areas of the region) have been defined. The economicgeographical analysis is based on the main potentials in the region: agricultural land, forests, mineral resources and geothermal energy of Sijarinska Banja. Using different indicators, the changes in the network of Jablanica settlements during the second half of the 20th century and in the first two decades of the 21st century were analyzed. Based on the analysis, the spatialfunctional and socio-economic determinants of regional development were identified. The regional connection of Jablanica with the neighboring territorial units is a necessary precondition for future socio-economic development, especially in the hilly and mountainous part of the region.The proposed regional development measures should contribute to the economic and demographic revitalization of the region and its micro-regional entities.

Jablanica region between 1971 and 2018, using the Gavrilović method. Study area
covers the catchment of three left tributaries of South Morava river, which have
vary unstable river regimes. Natural conditions have a negative impact on intensity
of the erosion process with unfavourable geological and pedological structure,
precipitation regime, high slope values and significant vertical dissection of the
terrain. Changes in erosion process are caused by changes in agricultural production
as well as anti-erosion works, that have been carried out during the second half of
the 20th century.

AB  - The municipality of Štrpce (Southern Serbia) is
an area located within Šar Mountain National Park, which
is of great ecological importance. Due to the vicinity of
settlements, it is necessary to analyze the terrain's susceptibility
to natural hazards. The main goal of this research
was to determine locations that are highly vulnerable at
times of natural hazards (such as earthquakes, erosion,
torrential flooding, snow avalanches, and forest fires).
The first step in this research was to analyze seismic
hazards for a 475 years return period (VII–VIII MCS for
the observed area), which was possible by means of
Geographic Information Systems. The second step was to
determine the intensity of erosion and total sediment production
using the Erosion Potential Model. The third step
was related to the analysis of the potential of torrential
floods using the Flash Flood Potential Index. The Avalanches
Potential Index method was used as the fourth step. The fifth
step included the analysis of a terrain susceptibility to the
occurrence of forest fires. Following the five criteria analysis,
weight coefficients were assigned to each of the analyzed parameters
by using the Analytical Hierarchy Process (AHP), which
provided results of the total susceptibility to natural hazards of
the territory of Štrpce. Results indicated that over 45% of the
municipality is highly or very highly susceptible to various
natural hazards. This article represents a significant step
toward a better understanding of natural hazards and it
provides a unique knowledge basis for establishing the
management and mitigation guidelines and measures,
not only within the researched area but at regional and
national levels as well.

AB  - Contemporary scientific literature and strategic documents suggest the concept of polycentricity as a key factor and the aim of regional development policies. One of the aims of this study is to analyze spatial relations between the nodal regions and to determine (calculate) the level of polycentricity in the region of Vojvodina (Northern Serbia). By quantifying spatial relations in the region (using selected methods), we pointed out the relevance of regional development policies, i.e., the extent to which the proposed measures for reducing regional inequalities are in line with the direction of contemporary spatial relations in the region of Vojvodina. We have used four different methodological tools: rank-size rule, urban primacy index, index of functional centrality, and commuting patterns (levels of functional dependence). The obtained results identified the existence of morphological polycentricity, but also the growing domination of the cities of Novi Sad and Belgrade in regulating and managing spatial and functional relations in the region of Vojvodina. These results are not completely in line with the development directions declared in the strategic documents. Our approach focuses on assessing the influence of the main nodal (sub)centers in managing further spatial and functional relations in the region of Vojvodina.

One of the aims of this study is to analyze spatial relations between the nodal regions and to determine (calculate) the level of polycentricity in the region of Vojvodina (Northern Serbia). By quantifying spatial relations in the region (using selected methods), we pointed out the relevance of regional development policies, i.e., the extent to which the proposed measures for reducing regional inequalities are in line with the direction of contemporary spatial relations in the region of Vojvodina. We have used four different methodological tools: rank-size rule, urban primacy index, index of functional centrality, and commuting patterns (levels of functional dependence). The obtained results identified the existence of morphological polycentricity, but also the growing domination of the cities of Novi Sad and Belgrade in regulating and managing spatial and functional relations in the region of Vojvodina. These results are not completely in line with the development directions declared in the strategic documents. Our approach focuses on assessing the influence of the main nodal (sub)centers in managing further spatial and functional relations in the region of Vojvodina.",

AB  - Climate is one of the most important factors of tourism development. Tourism trends and activities are largely determined by climatic conditions, as well as potential tourist investments. South Serbia is characterized by climate diversity on a relatively small territory. This region is characterized by heterogeneity and richness in geomorphological, hydrological, and cultural tourism resources. However, more intensive tourism development is limited by a weak financial tourism base. The aims of the work are to evaluate climatic conditions in the main tourism centers of South Serbia and to determine the impact of climate change on the development of tourism in the region. Bioclimatic indicators, primarily the tourism climatic index, were used as a statistical and qualitative method for the evaluation of climatological data for the needs of tourism. The results of the research will point to the advantages, but also to the deficiencies of the climate as a tourism resource of South Serbia.

Nodal centres – factors of regional integration: case study Vojvodina

AB  - Compared to other regions in the Republic of Serbia, Vojvodina had gone through different socio-historical stages of development. Until 1918, Vojvodina was a region within Austro – Hungarian monarchy, which had a clearly formulated policy of spatial and functional organisation of this region.  Due to the planning development of the region, a morphological polycentric settlements network had been created, which is characterized by functionally developed (and independent) rural settlements with a population  of several thousand inhabitants, as well as relatively large number of urban  centres. At the time of accession of Vojvodina to the Kingdom of Serbs, Croats and Slovenes (in 1918), there was no dominant urban centre in terms of  number of population and functional capacity. In the next 100 years Vojvodina retained identical morphological urban structure, but functional relations have changed considerably. With its central position in the region,  Novi Sad stands out as the dominant regional centre. Until the second decade of the 21st century, Novi Sad has developed into the urban centre of international rank and importance. In addition to Novi Sad, other cities (e.g. Subotica, Zrenjanin, Pančevo, Sombor, Sremska Mitrovica, Kikinda, Vršac, Inđija, etc.) also have an important role in functional organization of the region, as well as the realization, maintenance and consolidation of polycentric urban system of Vojvodina. The main aim of this paper is to use modern methods for the analysis of the level of spatial development of large urban  centres, as well as the possibilities for achieving functional polycentricity at  the regional level.

Depopulation and demographic aging of population: Case study municipality of Crna Trava

AB  - The municipality of Crna Trava is characterized by the most prominent demographic problems in the Republic of Serbia. The problem of depopulation and demographic aging of the population is one of the most important that Serbia faces and it represents one of the causes of regional inequalities. After the Second World War, the territory of the municipality of Crna Trava was affected by the great demogeographic changes that affected the transformation of this region. Demogeographic changes are clearly visible and are characterized by a decrease in the total population, population density and natural growth. As a consequence, there have been negative changes in the structural characteristics of the population. Depopulation is the dominant process, and the socio-economic situation in this municipality and the entire region does not provide opportunities for demographic and economic revitalization.

AB  - This paper represents the attempt to map and analyze spatial distribution of illegal landfills in the City of Belgrade. To make this happen the main tasks were to form the geospatial database of illegal landfills in the study area and to analyze the patterns in their spatial distribution. The data on the landfill locations were obtained from the Agency of Environmental Protection of the Republic of Serbia, while the ArcGIS software was used for their spatial analysis. The City of Belgrade, respectively the public utility companies use five landfills, which cover up the area of 89 ha. On the other hand, in the study area there are 223 illegal landfills. The spatial analysis showed two patterns: (1) increasing of the number of illegal landfills with distancing from the city urban center, and (2) increasing of their number with distancing from the municipal centers. This paper also showed that there is landfill clustering, or that their spatial distribution is not random.

AB  - Топлица је током историје прошла кроз неколико фаза демографског развоја, а свака од тих фаза је оставила последицe на данашње стање. Основна демографска одлика Топлице, на почетку друге деценије 21. века је интензиван процес депопулације, односно негативан природни прираштај, који доводи до брзог смањења броја становника. Демографски развитак регије Топлице је последица деловања великог броја фактора, пре свега њеног географског положаја, социо-економског развоја и историјских фактора. Интензиван процес демографских промена у регији обележио је другу половину 20. века. Негативни демографски процеси су нарочито заступљени у руралним подручјима регије, а њихова последица је 
смањивање броја становника села, неповољна старосна структура, угрожавање пољопривредне производње и потпуно демографско гашење појединих сеоских насеља. Привреда регије, која није развијена у складу са својим природним потенцијалима, није обезбеђивала адекватан стандард становништву, што је утицало на појаву миграција на релацији село – град, али и ван граница ове регије, према већим економским центрима (Нишу, Крушевцу и Београду).
