AB  - Predmet istraživanja rada su teorijske osnove komunalne higijene. Analizirana je literatura i
definisanje komunalne higijene kao zasebne discipline. U domaćoj i inostranoj literaturi postoje i
razlike u definisanju pojedinih termina i teorijskih osnova. Moderna komunalna higijena je grana
medicinske discipline higijene, ali je tokom godina evoluirala što je i zadatak istraživanja, odnosno
geneza komunalne higijene. Cilj istraživanja je prikazati moderne tendencije i pravce razvoja
komunalne higijene, utvrditi pojedine segmente koje su u potpunosti zamenili novi okviri shvatanja
upravljanja komunalnom higijenom. Ubrzani razvoj komunalnih sistema ili sa druge strane
nerealizacije komunalnih sadržaja pozitivno ili negativno utiču na svakodnevni život. Pojedini
segmenti upravljanja doživeli su dinamične promene u prethodnim godinama, dok su pojedine
delatnosti pridodate komunalnim delatnostima što je zahtevalo izmenu i zakonskog okvira i
podzakonskih odredbi. Komunalna higijena zauzima značajno mesto u upravljanju savremenim
gradovima (urbani razvoj i zeleni gradovi) i rezultati ovog istraživanja treba da prikažu razvoj
komunalne higijene.

Оцена потенцијала заштићених кањона и клисура у Србији за потребе развоја екотуризма

AB  - Савремени начин живота урбаног становништва је подстакао потребу људи за боравком у природи и тиме повећао интересовање туриста за активан одмор на локалитетима који својим уникатним и визуелно препознатљивим природним вредностима омогућавају аутентичан одмор и рекреацију. Пешачке едукативне туре (уз посматрање птица, препознавање елемената флоре и сл.), спортско пењање, активности у и око воде, издвајају кањоне и клисуре као потенцијално атрактивне дестинације у туристичкој понуди Србије. Компаративном анализом оцене атрибута 10 заштићених кањона и клисура Србије (нпр. Ђердапска, Овчарско-кабларска, клисура реке Градац и др.) биће извршено вредновање постојећег стања које је могуће презентовати као аутентичан туристички производ љубитељима екотуризма, али и других облика селективног туризма оријентисаног ка природним вредностима (геотуризам, авантуристички туризам итд.). Применом географских информационих система (ГИС) и Fuzzy MULTIMOORA методе биће извршена анализа вреднованих критеријума на основу којих су кањони и клисуре рангирани према потенцијалу за развој екотуризма. Ова методологија ће омогућити аутентичан приступ објективној оцени природних и антропогених садржаја издвојених атрактивних објеката геонаслеђа. Циљ рада је да резултати добијени применом ове компаративне анализе буду једна од смерница за дефинисање будуће стратегије развоја туристичке понуде Србије. На тај начин би кањони и клисуре као маркантни објекти геонаслеђа били означени као престижне екотуристичке дестинације.

AB  - Predmet istraživanja rada je revitalizacija braunfi lda (brownfi eld) kao faktor rešavanja komunalno-higijenskih problema na teritoriji gradskog naselja Beograd. Pod braunfi ldima se najčešće podrazumevaju napušteni industrijski kompleksi, nekadašnji vojni kompleksi, železnički koridori i stanice, napuštene javne ustanove, nehigijenska naselja. Prilikom istraživanja analizirana je planska dokumentacija i obavljena su terenska istraživanja kako bi se utvrdilo recentno stanje. Dominantni komunalno-higijenski problemi koji se javljaju u zonama braunfi lda su: izostanak uređenja prostora, formiranje smetlišta, problem opasnog otpada i materija i mogućnost pojave akcidenata, formiranje nehigijenskih naselja, zagađenje zemljišta, neprijatni mirisi, narušavanje estetike predela. Osim komunalno-higijenskih problema, braunfi ldi mogu proizvesti i ekonomske i socijalne probleme. Cilj istraživanja je utvrđivanje činjenica i potvrde hipoteze da je revitalizacijom braunfi lda u urbanoj zoni moguće umanjiti ili otkloniti komunalno-higijenske probleme, ali i da je neadekvatnom revitalizacijom braunfi lda moguće stvoriti nove komunalno-higijenske probleme.

PPPPN zaštićenih dobara - uslovljenost konfliktnih situacija namenom zemljišta

AB  - Zaštita prostora sastavni je i nerazlučivi deo planiranja i uređenja prostora svake države. Teorijska i praktična iskustva u prostornom planiranju ukazuju na neophodnost sagledavanja zaštite prirodnih područja u širem kontekst. U tom smislu predmet rada su Prostorni planovi područja posebne namene za zaštićena područja, sa osvrtom na zakonodavni okvir njihove izrade. Takođe, predmet je i njihov sadržaj sa naglaskom na pravilima uređenja i građenja, koja su često vrlo restriktivna i stoga uzrok brojnih konfliktnih situacija u prostoru. Sa druge strane, raznovrsni su i brojni i konflikti koji se javljaju mimo delova teritorije na kojima je planirana gradnja. Upravo je brojnost i raznovrsnost ograničenja sa kojima se suočava stanovništvo, kao korisnik prostora koji je u nekom režimu zaštite, predmet posebne analize u ovom radu. Ne ulazeći u preispitivanje opravdanosti ograničenja koja zaštita „donosi“ pokušana je njihova sistematizacija i dovođenje u veza sa namenom zemljišta.

Urban Shrinkage in Serbia: The Domination of Economic over Environmental Causes

AB  - Although present in Serbia, the phenomenon of urban shrinkage has not been identified as a problem by local decision-makers. The purpose of this study is to present this phenomenon and to 
show the causes and consequences of urban shrinkage in Serbia. The analysis covers a recent 
period, 2002-2011, when this process was the most intensive. This study employs the method of 
grouping towns affected by the shrinkage process. The multi-criteria evaluation method was used to determine the types of towns according to the cause of shrinking, the intensity of the shrinkage factors and the character of the process. In the study of urban shrinkage in the territory of Serbia, 
environmental factors were considered as one of the causes. Environmental problems are an important factor of urban shrinkage in the developed world. Nevertheless, in Serbia, the economic causes are so dominant that they overpower major environmental issues as potential factors of the shrinking process. Apart from the key factors in this process in most East European and South-East European countries, urban shrinkage in Serbia has its roots in other factors – namely, the political instability caused by inter-ethnic conflicts in the Western Balkans during the 1990s.

show the causes and consequences of urban shrinkage in Serbia. The analysis covers a recent 
period, 2002-2011, when this process was the most intensive. This study employs the method of 
grouping towns affected by the shrinkage process. The multi-criteria evaluation method was used to determine the types of towns according to the cause of shrinking, the intensity of the shrinkage factors and the character of the process. In the study of urban shrinkage in the territory of Serbia, 
environmental factors were considered as one of the causes. Environmental problems are an important factor of urban shrinkage in the developed world. Nevertheless, in Serbia, the economic causes are so dominant that they overpower major environmental issues as potential factors of the shrinking process. Apart from the key factors in this process in most East European and South-East European countries, urban shrinkage in Serbia has its roots in other factors – namely, the political instability caused by inter-ethnic conflicts in the Western Balkans during the 1990s.",

AB  - The application of GIS enables easier and more efficient spatial analysis, modelling of phenomena and processes, as well as predicting future events, and is especially important when investigating processes that degrade environment and endanger humans, other living beings and material goods. Landslides and flash floods are among the natural disasters that cause enormous consequences and often cause human casualties in the territory of the Republic of Serbia. In spite of this fact, for the most part of its territory vulnerability assessment zoning to these disasters was not carried out. The basin of Lužnica River, the right tributary of Vlasina River, is located in the southeast of Serbia, in one of the poorest parts of Serbia. The occurrence of the aforementioned disasters would further burden local communities, which is why a vulnerability analysis in order to reduce the risk is necessary. Using GIS, landslide and flash flood susceptibility zoning was carried out, and based on that, the vulnerability of settlements and road infrastructure was then analyzed. Very high landslide susceptibility was determined on 23.5% of the total basin area, while high landslide susceptibility have share of 20.5%. About 47.4% of the Lužnica River basin territory belongs to the classes of very high and high flash flood susceptibility. Territories of 19 settlements were determined to be of very high or high landslide vulnerability, and it is similar in the case of flash flood vulnerability. Almost 44% of total state roads length is in the very high and high landslide susceptibility classes, and almost all intersections between rivers and roads are considered to be in the class of very high and high flash flood vulnerability.

AB  - Komunalna higijena ima za cilj uspostavljanje sistema upravljanja određenim prostorom i komunalnim delatnostima u funkciji stvaranja kvalitetnijih uslova za život pojedinaca. Ipak, izostanak planiranja komunalnih sadržaja kao posledica izostanka planske dokumentacije dovodi do problema koje je naknadno teško otkloniti (izgradnja kanalizacije, toplovoda, zelenih površina i sl.). Upravo prostor leve obale Dunava u Beogradu (analiziran prostor koji pripada gradskom naselju Beograd) je primer mnogih komunalno-higijenskih problema prouzrokovanih nedostatkom odgovarajuće komunalne infrastrukture, a najveći problemi su nedostatak kanalizacije i sistema za odvođenje viška vode, zatim zagađeni kanali, zagađenje vazduha iz individualnih ložišta, nedostatak zelenih površina, ugrožavanje priobalja (posebno Reva bare, a zatim i budućeg PIO „Forland leve obale Dunava u Beogradu”), problem parkiranja, buke, zagađenja zemljišta i dr. Predmet rada su komunalno-higijenski problemi stambenih kvartova na levoj obali Dunava u gradskom naselju Beograd i analiza uzročnih posledica nedostatka planske dokumentacije. AB  - The municipality of Štrpce (Southern Serbia) is
an area located within Šar Mountain National Park, which
is of great ecological importance. Due to the vicinity of
settlements, it is necessary to analyze the terrain's susceptibility
to natural hazards. The main goal of this research
was to determine locations that are highly vulnerable at
times of natural hazards (such as earthquakes, erosion,
torrential flooding, snow avalanches, and forest fires).
The first step in this research was to analyze seismic
hazards for a 475 years return period (VII–VIII MCS for
the observed area), which was possible by means of
Geographic Information Systems. The second step was to
determine the intensity of erosion and total sediment production
using the Erosion Potential Model. The third step
was related to the analysis of the potential of torrential
floods using the Flash Flood Potential Index. The Avalanches
Potential Index method was used as the fourth step. The fifth
step included the analysis of a terrain susceptibility to the
occurrence of forest fires. Following the five criteria analysis,
weight coefficients were assigned to each of the analyzed parameters
by using the Analytical Hierarchy Process (AHP), which
provided results of the total susceptibility to natural hazards of
the territory of Štrpce. Results indicated that over 45% of the
municipality is highly or very highly susceptible to various
natural hazards. This article represents a significant step
toward a better understanding of natural hazards and it
provides a unique knowledge basis for establishing the
management and mitigation guidelines and measures,
not only within the researched area but at regional and
national levels as well.

Rooftop and vertical greenery – the improvement concept of community hygiene conditions in the cities of Serbia

AB  - In conditions of overpopulated urban centers, one of the main issues is to ensure new green spaces. Vertical and rooftop greenery in urban centers is often the only possibility to increase the green areas, as well as the factor of creating better living conditions, which is the subject of this paper analysis. The greening concept of vertical surfaces and rooftops has also been proved as the factor for creating better community hygiene conditions (landscaping of neglected buildings’ rooftops and solving communal problems, as well as landscaping of slopes, repairing of bridge structures, retaining walls, concrete riverbanks and canals). In addition, it has been the significant environmental protection factor (increase of green areas, decrease of climate extremes and mitigation of city “heat island”, energy efficiency of buildings, increase of biodiversity, etc.). This research includes the analysis of relevant literature, scientific papers, monographs and planning documents, as well as the specific examples of various cities around the world. The aim of this paper is to determine the possibilities for implementation of the rooftop and vertical greenery concept, as the improvement factor of community hygiene conditions in the cities of Serbia.

AB  - The territory of the Republic of Serbia is vulnerable to various natural disasters, among which forest fires stand out. In relation with climate changes, the number of forest fires in Serbia has been increasing from year to year. Protected natural areas are especially endangered by wildfires. For Nature Park Golija, as the second largest in Serbia, with an area of 75,183 ha, and with MaB Reserve Golija-Studenica on part of its territory (53,804 ha), more attention should be paid in terms of forest fire mitigation. GIS and multi-criteria decision analysis are indispensable when it comes to spatial analysis for the purpose of natural disaster risk management. Index-based and fuzzy AHP methods were used, together with TOPSIS method for forest fire susceptibility zonation. Very high and high forest fire susceptibility zone were recorded on 26.85% (Forest Fire Susceptibility Index) and 25.75% (fuzzy AHP). The additional support for forest fire prevention is realized through an additional Internet of Thing (IoT)-based sensor network that enables the continuous collection of local meteorological and environmental data, which enables low-cost and reliable real-time fire risk assessment and detection and the improved long-term and short-term forest fire susceptibility assessment. Obtained results can be applied for adequate forest fire risk management, improvement of the monitoring, and early warning systems in the Republic of Serbia, but are also important for relevant authorities at national, regional, and local level, which will be able to coordinate and intervene in a case of emergency events.

AB  - Predmet istraživanja rada je identifikacija komunalno-higijenskih problema priobalja reke Save na teritoriji gradskog naselja Beograd. Prilikom istraživanja analizirani su planska i zakonska regulativa i delatnost rada nadležnih preduzeća (državnih i gradskih), korišćen je odgovarajući softverski paket za izradu tematske karte, a sprovedena su i terenska istraživanja. Dominantni komunalno-higijenski problemi koji su identifikovani u priobalju reke Save su: ispuštanje komunalnih otpadnih voda bez prethodnog prečišćavanja, nelegalna izgradnja, neadekvatan rad inspekcijskih organa, izostanak koordinacije nadležnih državnih javnih preduzeća i gradskih javnih komunalnih i vodoprivrednih preduzeća, nerešavanje komunalnih problema (evakuacija otpada, posebno nakon povlačenja visokih voda i oko splavova), izostanak uređenja prostora, specifični problemi na ušću Topčiderske reke i nizak nivo ekološke svesti građana. Cilj istraživanja je utvrđivanje predloga postupaka i mera pomoću kojih bi se unapredilo upravljanje priobaljem reke Save na teritoriji gradskog naselja Beograd, sa mogućnošću šire implementacije, pre svega u priobalju Dunava na istom istraživanom prostoru.

Research possibilities of extreme hydrological phenomena in Serbia in the function of climate change adaptation

AB  - Many natural disasters are nowadays interpreted as consequences of climate changes. They represent a form of extreme occurrences, i.e. deviation of normal conditions. They are recognized as deviation in the intensity, frequency or spatial distribution of a phenomenon from normal conditions. Thus, they represent a threat to ecosystems, economic stability and can lead to social and political problems. So far, there is no generally accepted classification of the disasters. This paper starts from the fact that a special grouping represents disasters that are happening as result of interaction of atmosphere and hydrosphere, due to the mutual interconnections. It is considered that the genetic grouping of climatehydrological extremes represents the majority of natural disasters. In the near past, the Southeast Europe countries were exposed to hydrological extremes whose causes were atmospheric occurrences. Due to the region's compactness and similar geographical conditions, these countries were sensitive to similar phenomena. The paper discusses about the hydrological extremes in Serbia that represents the result of extreme climatic conditions in relation to the consequences they have in the geographical surrounding. A total of 19 extreme hydrological phenomena have been outlined in this paper. Based on the level of destructiveness, they are classified into five categories: exceptional, significant, dangerous, strong and catastrophic. Each of them can be identified using statistical thresholds as physical parameters. The type of distribution basically determines the way in which thresholds are calculated. Four methods for their detection are outlined: the normal distribution method, the peaks method, the deciles method and the recurrence interval method. Defining each unfavorable phenomenon, their classification and determination of methods for detection are conditions for recognition and announcement. This allows an adequate reaction from the social community and the risks of disasters are reduced.

AB  - Zaštićena prirodna dobra na teritoriji gradskog naselja Beograd zauzimaju  približno 10.58km2, odnosno 2,72% ukupne površine (Samardžić I., 2017). Postoje  mogućnosti proširenja zaštite i proglašenja novih zaštićenih prirodnih dobara (Forland  leve obale Dunava, Stepin lug i dr.). Ipak, u postojećim zaštićenim prirodnim dobrima  postoje problemi upravljanja što je i predmet istraživanja ovog rada. Ti problemi su:  administrativno-organizacioni (politika zaštite životne sredine i proglašenje zaštite  prirodnih dobara, neprofesionalni menadžment i kadrovska politika, nesprovođenje planskih  dokumenata, neadekvatan rad inspekcijskih organa, izostanak koordinacije komunalnih  preduzeća, nerešavanje komunalnih i drugih problema poput nelegalne gradnje, seče  šuma, pošumljavanja, uklanjanja smetlišta i dr.), neefikasna kaznena politika (niske kazne  ili izostanak kazni, obuka sudija), kapaciteti upravljača (ljudski resursi, mehanizacija),  nedovoljna materijalna ulaganja, nizak nivo ekološke svesti stanovništva i specifični problemi  zaštite pojedinačnih stabala. Cilj istraživanja je utvrđivanje predloga mera unapređenja  upravljanja zaštićenim prirodnim dobrima na teritoriji gradskog naselja Beograd na osnovu  analize planskih dokumenata i terenskih istraživanja.

AB  - This paper evaluates the application of the Normalised Difference Vegetation Index (NDVI) in the monitoring and assessment of temporal vegetation cover changes (from 2006 to 2014) in three municipalities of Central Serbia: Topola, Jagodina and Kursumlija. Additionally, special focus is placed on the analysis of the forest areas and the possible use of NDVI in the forest management sector. Results of the NDVI applied through Idrisi software identify all vegetation cover types and their typical values for presented case studies and observed periods. Obtained results for Serbian case studies indicate two major observations outlined for the investigated period. It was noticed that vegetation cover is experiencing a certain decrease, and that certain discrepancies exists between the NDVI and official forest area statistics for certain municipalities. The study outlines the positive outcomes of the applied remote sensing techniques, especially for southern Serbian municipalities where illegal logging activities are pronounced. Hence, this method proved very promising for countries performing national forest inventories, such as Serbia, providing local forest managers with several essential up-to-date information about vegetation cover changes on an annual basis.

abstract = "This paper evaluates the application of the Normalised Difference Vegetation Index (NDVI) in the monitoring and assessment of temporal vegetation cover changes (from 2006 to 2014) in three municipalities of Central Serbia: Topola, Jagodina and Kursumlija. Additionally, special focus is placed on the analysis of the forest areas and the possible use of NDVI in the forest management sector. Results of the NDVI applied through Idrisi software identify all vegetation cover types and their typical values for presented case studies and observed periods. Obtained results for Serbian case studies indicate two major observations outlined for the investigated period. It was noticed that vegetation cover is experiencing a certain decrease, and that certain discrepancies exists between the NDVI and official forest area statistics for certain municipalities. The study outlines the positive outcomes of the applied remote sensing techniques, especially for southern Serbian municipalities where illegal logging activities are pronounced. Hence, this method proved very promising for countries performing national forest inventories, such as Serbia, providing local forest managers with several essential up-to-date information about vegetation cover changes on an annual basis.",

AB  - Among the numerous factors that trigger landslide events, the anthropogenic impact caused by inadequate planning and faulty land use in urban areas is increasing. The Zemun settlement on the northern outskirts of Belgrade has experienced a number of landslides in the last three decades, endangering buildings and roads, and claiming human lives, particularly in the case of the 2010/2011 landslides. Selected meteorological parameters were used to calculate rainfall erosivity indices such as Precipitation Concentration Index and Modified Fournier Index over the period 1991-2015. Drought indices, Lang aridity index and Palfai Drought Index were calculated as well. Mann-Kendall trend test was applied to identify potential rising and/or declining trends both in meteorological parameters and calculated indices. Trend analysis of the annual and seasonal scales yielded a statistically significant trend in the spring time series. Stable arid and pronounced drought conditions were recorded. The modified Fournier index based on monthly mean values yields moderate aggressiveness, with several extreme values indicating very high erosivity classes, especially for 2010/2011. The geological substrate is predominantly loess and hence highly susceptible to erosion and slope failure when climatological conditions are suitable. Accelerated urbanization at the end of the last century reduced vegetation cover, intensified pressure on the vertical loess slope, and lacked suitable rain drainage systems so that surface-water runoff was directed into the porous loess, thereby endangering slope stability. We proposed a geomorphic model to describe the nature of the erosional processes on the loess cliffs of the Zemun loess plateau. Results from this study have implications for mitigation strategies.

Extreme Precipitation Events in Serbia: Defining the Threshold Criteria for Emergency Preparedness

AB  - Considering recent weather events in Serbia (especially the floods in 2014), a need has arisen for research that would help in identifying extreme weather phenomena. Therefore, the aim of this paper is to determine the thresholds above which intense precipitation can be considered as extreme precipitation events in Serbia. In this study, we determined the frequency of precipitation occurring at an intensity above the threshold of an extreme phenomenon (1961-2015), as well as the frequency of precipitation occurring at or above the absolute daily maximum in the reference period (1961-1990). The study sample included daily rainfall observations from 28 stations from the national meteorological network in Serbia. Applying a decile method, all the stations recording precipitation above the threshold of dangerous phenomena on the same day are classified into the corresponding decile. The threshold value was determined as the average value of the extreme annual precipitation in the analyzed period. The cases that are due to the high prevalence listed in the last decile are considered extreme. The results showed that the critical number of observation points above which an event is considered extreme precipitation event is 6.21, and a warning of the danger could be ensured only in the case of neighboring stations in the network. The threshold of extreme precipitation events for the individual stations ranges up to 130 mm. The obtained results might be used to mitigate the effects of extreme precipitation events in Serbia in the future.

AB  - Izvori zagađivanja životne sredine su lokacijski određeni i prostorno ograničeni  tačkastim, linijskim i površinskim izvorima zagađenja. Sa jedne strane, katastar izvora zagađenja predstavlja polaznu osnovu za monitoring životne sredine, kako bi najkvalitetnije  bilo realizovano posmatranje, kontrola i prognoziranje mogućih promena u prirodi pod uticajem eksternih činilaca, mere regulisanja stanja sredine i upravljanje životnom sredinom. Sa  druge strane, katastar izvora zagađivanja životne sredine jeste skup sistematizovanih informacija o vrstama, količinama, načinu i mestu unošenja, ispuštanja ili odlaganja zagađujućih  materija u gasovitom, tečnom i čvrstom agregatnom stanju ili ispuštanja energije (buke,  vibracija, toplote, jonizujućeg i nejonizujućeg zračenja) iz tačkastih, linijskih i površinskih  izvora zagađivanja u životnu sredinu. Ova činjenice su glavni razlog za uvođenje katastra  zagađivača u planove i programe zaštite životne sredine u Srbiji.  Zadatak koji se postavio pred autore je da ukažu na probleme u vezi izrade planova i programa zaštite životne sredine u Srbiji, a vezano za nepostojanje informacija o katastru zagađivača. Primarni cilj koji je postavljen u radu je način na koji bi se implementirao katastar  zagađivača u planove i programe zaštite životne sredine.

AB  - The research subject of the doctoral dissertation is the geospatial aspect of community hygiene and the problems that exist in protecting and improving the quality of the environment on public surfaces in the Belgrade settlement. The methodology used can also be applied to other urban settlements in the Republic of Serbia. In addition to the consideration of the institutional framework (hierarchical levels of the state government, the authorities of the City of Belgrade, competent institutions and enterprises, etc.), an overview of the local self-government competencies, legal and strategic framework for the environmental management and community hygiene is given, as well as the natural-geographic and socio-economic characteristics of the Belgrade settlement. The quality of the environmental media (water, air, soil, etc.) is analyzed along with the analyzed factors affecting their quality, as well as projects and activities that will improve the community-hygiene conditions in some parts of the city in the following period. The community-hygiene problems were analyzed separately. Recommendations for their mitigation or complete removal were given. On the other hand, the community-hygiene problems of urban greenery and waste management were analyzed through the special chapters. The proposal for the integral model of the community-hygiene management at the territory of Belgrade settlement given in the dissertation, represents complex and interdisciplinary approach (measures, procedures, etc.) for solving concrete community-hygiene problems in the environmental protection system, information system, politics, economy, and technical and technological solutions.
AB  - Predmet istraživanja doktorske disertacije je geoprostorni aspekt komunalne higijene i problemi koji postoje u zaštiti i unapređenju kvaliteta životne sredine na javnim površinama u gradskom naselju Beograd. Korišćena metodologija može biti primenjena i za druga gradska naselja u Republici Srbiji. Osim sagledavanja institucionalnog okvira (hijerarhijski nivoi vlasti u državi, organi Gradske uprave Grada Beograda, nadležne institucije, preduzeća i dr.), dat je pregled nadležnosti jedinice lokalne samouprave i zakonski i strateški okvir upravljanja životnom sredinom i komunalnom higijenom, kao i prirodno-geografske i socioekonomske karakteristike gradskog naselja Beograd. Analizirani su kvalitet medijuma životne sredine (voda, vazduh, zemljište, itd.) i faktori koji utiču na njihov kvalitet, kao i projekti i aktivnosti koji će u narednom periodu unaprediti komunalno-higijenske uslove u pojedinim delovima grada. Pojedinačno su analizirani komunalno-higijenski problemi na javnim površinama i navedene su preporuke za njihovo ublažavanje ili potpuno uklanjanje, dok su kroz posebna poglavlja analizirani komunalno- higijenski problemi gradskog zelenila i upravljanja otpadom. Predlog integralnog modela upravljanja komunalnom higijenom na teritoriji gradskog naselja Beograd koji je dat u disertaciji, predstavlja kompleksan i interdisciplinaran pristup (mere, postupci i dr.) rešavanju konkretnih komunalno-higijenskih problema u sistemu zaštitite životne sredine, informacionog sistema, politike, ekonomije i tehničko-tehnoloških rešenja.

abstract = "The research subject of the doctoral dissertation is the geospatial aspect of community hygiene and the problems that exist in protecting and improving the quality of the environment on public surfaces in the Belgrade settlement. The methodology used can also be applied to other urban settlements in the Republic of Serbia. In addition to the consideration of the institutional framework (hierarchical levels of the state government, the authorities of the City of Belgrade, competent institutions and enterprises, etc.), an overview of the local self-government competencies, legal and strategic framework for the environmental management and community hygiene is given, as well as the natural-geographic and socio-economic characteristics of the Belgrade settlement. The quality of the environmental media (water, air, soil, etc.) is analyzed along with the analyzed factors affecting their quality, as well as projects and activities that will improve the community-hygiene conditions in some parts of the city in the following period. The community-hygiene problems were analyzed separately. Recommendations for their mitigation or complete removal were given. On the other hand, the community-hygiene problems of urban greenery and waste management were analyzed through the special chapters. The proposal for the integral model of the community-hygiene management at the territory of Belgrade settlement given in the dissertation, represents complex and interdisciplinary approach (measures, procedures, etc.) for solving concrete community-hygiene problems in the environmental protection system, information system, politics, economy, and technical and technological solutions., Predmet istraživanja doktorske disertacije je geoprostorni aspekt komunalne higijene i problemi koji postoje u zaštiti i unapređenju kvaliteta životne sredine na javnim površinama u gradskom naselju Beograd. Korišćena metodologija može biti primenjena i za druga gradska naselja u Republici Srbiji. Osim sagledavanja institucionalnog okvira (hijerarhijski nivoi vlasti u državi, organi Gradske uprave Grada Beograda, nadležne institucije, preduzeća i dr.), dat je pregled nadležnosti jedinice lokalne samouprave i zakonski i strateški okvir upravljanja životnom sredinom i komunalnom higijenom, kao i prirodno-geografske i socioekonomske karakteristike gradskog naselja Beograd. Analizirani su kvalitet medijuma životne sredine (voda, vazduh, zemljište, itd.) i faktori koji utiču na njihov kvalitet, kao i projekti i aktivnosti koji će u narednom periodu unaprediti komunalno-higijenske uslove u pojedinim delovima grada. Pojedinačno su analizirani komunalno-higijenski problemi na javnim površinama i navedene su preporuke za njihovo ublažavanje ili potpuno uklanjanje, dok su kroz posebna poglavlja analizirani komunalno- higijenski problemi gradskog zelenila i upravljanja otpadom. AB  - Flowing through Belgrade (Serbia), are the two most significant rivers Sava and Danube, both characterized as the flatland flow-type rivers, with a large number of river islands. According to the aspects of land use the three most important islands can be singled out, but at the same time the existence of certain environmental problems can be determined. The purpose and use of the islands completely differs. The present research aims, at first, to analyze the state and problems of the environment and land use of the "three islands' sites" and to present concrete recommendations for future activities in those areas, with particular emphasis on the area of Ada Huja island, and secondly, to present environmental quality of Ada Huja in the most reliable way, through the valorization method. In the field of protection and improvement of the environment, strategic goal is the restoration and enhancement of degraded environment, revitalization of construction land and activation of brownfields. It can also be a preventive protection of all planned activities that could endanger the existing environmental quality of the "three islands' sites".

AB  - Both environmental control and appropriate measurement results present basis for the quality protection of geospatial elements. Providing environmental monitoring activities and creating control network is the obligation of each state, whereas local communities provide observation and control of air quality, water quality, waste quality, soil quality, vegetation and land cover control, etc. This has been the reason for the analysis of vegetation of the municipality of Jagodina in Serbia. By processing satellite images, data on the sources of pollution and polluting materials of the vegetation have been discovered. These include spot (stationary), linear (mobile and stationary) and surface (stationary and mobile) sources. While processing satellite images by the Idrisi software, we have acquired results that indicate certain vegetation modifications (images obtained through infrared spectral imaging). Results obtained through remote sensing indicate the necessity to define adequate vegetation monitoring, to complete a register of pollutants, to set up information system and define ways of data presentation in order to manage a single, complete register of environmental pollutants in the municipality of Jagodina.
