AB  - This report aims to give findings from comparative research on Green Transition processes through developed policies, engaged actors, and implemented practices and initiatives, identified on the territories of five Western Balkan countries (AL, BA, ME, MK, RS). It builds upon 5 datasets, which serve as indications for the prospective results of the green transition as well as the immediate and long-term effects that society can anticipate. The mapping report's specific goal is to highlight the elements of the Western Balkans’ Green Agenda that are more embedded in the current national policy frameworks and those that require additional support in reaching the 2030 GT targets.

AB  - Teritorijalne strategije su u fokusu održivog i integralnog urbanog i teritorijalnog  razvoja u savremenoj praksi planiranja u Evropskoj uniji. One odražavaju trenutno shvatanje  strateškog planiranja kao adaptivnog procesa koji zahteva upravljanje promenama. U okviru  tehničke podrške Programa Evropske unije za lokalni razvoj (EU PRO Plus) testirana je  primena dva instrumenta u lokalnom kontekstu - Integrisana teritorijalna ulaganja (eng. -  ITI) i Održivi urbani razvoj (eng. - SUD). U pitanju su savremeni instrumenti, koji su efi kasno  sredstvo za integraciju prioritetnih ulaganja, tematskih ciljeva i različitih izvora fi nansiranja u  okviru teritorija. Teritorijalne strategije se usmeravaju na ekonomske, ekološke, klimatske,  socijalne i demografske izazove teritorija. U radu su prikazana iskustva iz procesa izrade  dvanaest strategija za trideset i jedan grad i opštinu u Srbiji. Ovi instrumenti urbanog i  teritorijalnog razvoja podstiču veće učešće lokalnih aktera u sprovođenju održivog razvoja i promovišu promenu u kulturi planiranja ka inkluzivnim, kolaborativnim praksama, i kao efekat proizvode kvalitetnija rešenja.

AB  - This dataset contributed to deliverable 4.2 Regional Mapping Report and shows the Serbian mapping. This report is the second deliverable of WP4 – Measuring and assessing impacts and costs of a just green transition in the WB, of the GreenFORCE project. It was jointly authored by the WB project partners, as well as 2 subcontracted parties from the region.

The EU Economic and Investment Plan for the WB includes a green agenda for the WB, with pillars to be pursued for transitioning towards a carbon-neutral economy. Such a shift will surely challenge the economies and societies in the WB. The social and policy context is yet fragile to allow for the development and mass distribution of green transition technologies, while human resources are not prepared and/or are insufficient to produce and implement innovation. Yet, the green transition also paves the way towards new development and resilience opportunities. The research will inform on the readiness/potential of societal actors (industry, academia, policymakers, civic society) to embrace the pathways to transformation, and will propose a framework for continuous monitoring of impacts and costs. The key findings and lessons learnt derived within WP4 will be transferred into the scientific papers and policy briefs (WP 2 & 3) and published under the dissemination events (WP5).

Regional mapping is a key task for the research, contributing to initial data gathering and the refinement of the research proposal, and to the sub-question on the identification of sectors and territories affected by the transitions and current progress of transition practices. This is a participatory mapping, engaging local stakeholders and communities to reveal local knowledge. Each WB partner will produce the respective country report, and Co-PLAN will work on the final regional report.

This deliverable is the final regional report. It will also include the mapping frame used to conduct the mapping process. The WB partners will do the mapping for their own countries. The PC will subcontract data gathering for the remaining countries. The mapping is done for actors, practices and policies in place, territories upon the level of relevance and potential for engaging in green transition; and sectors. All partners will design the mapping frame, using also knowledge from other mapping processes. The frame will contain the type of information to be collected, the standardisation of data entry, and the tailored instruments to be deployed for accessing information.

AB  - Ubrzani razvoj gradova i transformacija njihovih fi zičkih struktura usled pritiska  nove izgradnje, proširenja naselja ili promene njegove ranije namene, zahteva suočavanje  sa novim izazovima kontrole i usmeravanja ovakvih pojava. U radu će biti prikazan kratak  istorijski razvoj Beograda, sa posebnim obeležjima, sa akcentom na deo oko obala Dunava  i Save, njegove najatraktivnije delove i najvišu zonu interesa. Posebno je značajan period  nakon 2000. godine, kada je uspostavljena nova generacija planova i dugoročnih strateških  dokumenata (Regionalni prostorni plan grada Beograda, Master plan Beograda i dr.) i  kada je razvijen novi projektni ciklus posebno vezano za gradsko jezgro. Na veoma malim  udaljenostima defi nisano je nekoliko akcija kapitalnog planiranja, ali neke od njih još uvek  nisu sprovedene. (Most na Adi, Beton hala, Marina Dorćol, Luka Beograd, Ada Huja). Od  2012. godine krajnji, ali kontroverzni projekat Beograd na vodi, od velikog je interesovanja  za lokalnu (i državnu) vlast. Takođe, u završnom delu rada biće predstavljena uloga planskih  dokumenata za validaciju (kvazi)javnog interesa.

AB  - A prerequisite to the development of rural areas is the establishment of a stable ecological, economic and social environment that provides employment for the local population and investments aimed at environmental protection. In modern times, the natural and living environment of rural areas is greatly endangered by the process of urbanization and its attendant effects, which is reflected in particular by changes in the socio-economic status of villages. The paper presents possible ways to revive villages and rural economies in Serbia in line with the concept of sustainable development. Relevant indicators are used to classify urban and rural areas, providing a data base for planners and decision makers when creating future development strategies and other documents, ranging from local communities to entire national territories. Attention is focused on applying the mechanisms of small development nucleuses as potential bases to keep the population in rural areas, with the production of health food, energy from alternative sources, ecologically acceptable waste treatment technology, etc.

AB  - Turizam je način da se svet vidi i oseti sopstvenim kompletom čula, tehnika i  estetskim senzibilitetom. Više ili manje, svi živimo u regionima u kojima je širenje lokalnog  turističkog razvoja na mnoge načine promenilo obrazac i uticaj slobodnog vremena.  Paradoksalno je da je lokalno stanovništvo sada više izloženo arheologijama turizma - više  dobijaju znanja o svom lokalitetu, prošlosti, geografi ji, ekonomiji i prirodi. Stoga, turizam  svakodnevnog života nije samo funkcija promene lokalne kulture uhvaćene u tok globalizujućih  trendova. Kako ne postoji nijedna grupa zainteresovanih strana koja je isključivo odgovorna  za ostvarivanje ekonomskih rezultata ili očuvanje prirodne i kulturne baštine kroz turizam,  potrebna je saradnja između sektora kako bi se katalizirale promene potrebne za očuvanje  zdravih turističkih destinacija. Zaista je potrebno inovativno razmišljanje, kako bi se odredio  način upravljanja sa rastućim brojem posetilaca, takođe, potrebno je rešavati promene  očekivanja putnika, zatim se mora poboljšati i iskustvo posetilaca i domaćina kroz održivi  turizam. Avala može biti dobar primer održivog turizma u zaštićenom području. Kupastog  oblika, bogate fl ore i faune, jedno je od najomiljenijih prestoničkih izletišta. 1859. godine  počinje se sa zaštitom ovog prostora. Gotovo vek kasnije, 1947. godine, proglašena je za  Nacionalni park, a danas spada u predeo izuzetnih odlika. Međutim, da li je Avala zaista  dobar primer održivog turizma? To jeste upravo suština ovog rada, gde ćemo pokušati da  predstavimo prednosti i nedostatke ovog predela.

AB  - The sights of the City of Kruševac are numerous and they enable the realization of various aspects of tourism: cultural-historical, religious, sport, mountainous, spa, rural, and event tourism. This paper contains an analysis of the existing and planned tourism infrastructure, as well as the potential and limitations it is facing on the territory of the City of Kruševac. The subject of the research is tourism destinations in the vicinity of Kruševac – Jastrebac mountain and Ribarska Banja spa, as well as the most impor­tant sites in the tourism offer of the City of Kruševac. Tourism offer has sig­nificantly been improved by the investment into the development of sec­ondary tourism centers – Jastrebac and Ribarska Banja. For quite a short period Jastrebac has become a favorite tourism destination of the citizens of Kruševac and the tourists from other settlements of Serbia and the neigh­boring countries. For its health-care purposes, Ribarska Banja has long been popular among the older population, and recently among younger genera­tions as well, thanks to recreational tourism and natural beauties.

AB  - У току је израда Просторног плана Града Требиње. Експертски тим са
Географског факултета у Београду носилац је израде стручног дела Плана. Детаљне
анализе подручја и дефинисање оперативних циљева коме тежи планско подручје,
детерминисало је развојну концепцију у којој једну од најважнијх улога има туристичка привреда. Захваљаујући изразито повољном положају територије Града, регионална сарадња са атрактивним туристичким окружењем представља прворазредну
претпоставку развоја целокупне територије. Да би се она остварила неопходно је
саобраћајну и комуналну инфраструктуру подићи на највиши ниво, а приступачност Требиња омогућити на несметан, ефикасан и безбедан начин. Рехабилитација
железнице, унапрећење путне мреже, изградња аеродрома, квалитетнијих нивоа
смештајних капацитета, а најпре подизање атрактивности подручја, отворености
ка сарадњи и размени информација и знања са ближим и даљим окружењем, омугући ће остварење зацртаних приоритета развоја. Непосредна близина високо афирмисаних туристичких дестинација и подручја (дубровачког и херцегновског), повољно утиче и на развој приморског залеђа, где град Требиње предњачи. Зато су у
раду истакнуте постојеће и планиране активности у смеру повезивања и формирања регионалне туристичке сарадње и подизање конкурентости читавог подручја.

AB  - Model for evaluating the attractiveness and competitiveness of a tourist destinations (ATD) is developed and applied to six competitive mountain destinations in the Balkans, which have not been the subject of similar research. Authors proposed a 15 indicators of ATD model, and classified them into two basic value groups: tourist and functional values. The model is based on survey research with focus on respondents -tourists, who are familiar with all destinations that are the subject of the survey. This study, in addition to the scientific contribution reflected in the presented indicators for assessing the attractiveness of mountain tourist destinations and the developed ATD model, also has a practical contribution. It is seen in the results, which should clearly indicate the attractiveness of the destination, their mutual competitiveness, as well as the segments to which the tourist destinations management should focus in the future when planning and creating a tourist offer, The results indicate differences and similarities among the analyzed tourist destinations, and could help define the development strategies for the destinations, The positioning of mountain tourist destinations in the same field of tourist attraction on the ATD Matrix, indicates that these destinations are competitive.

AB  - Rad se bavi promišljanjem odgovarajućeg analitičkog aparata za razumevanje urbanih konflikata kao sastavnog dela savremenog procesa upravljanja prostornim razvojem, sa  akcentom na značaj kreiranja modela njihovog produktivnog rešavanja za uspostavljanje društvenog konsenzusa o javnom interesu. U radu će biti prikazan model Integralne analize teritorijalnog razvoja koji je uspešno testiran u okviru projekta „Ka kolaborativnom upravljanju“. Sam  projekat ima za cilj preispitivanje okvira profesionalne delatnosti u savremenom kontekstu,  promociju koncepta kolaborativnog upravljanja prostornim razvojem, kao i kreiranje platforme  za razvoj kulture komunikacije. Prve dve faze projekta realizovane su na bazi pet, odnosno tri  studije slučaja. U ovom radu prikazana je studija slučaja Makiškog polja, rađena kroz prvu fazu istraživanja koja nosi naziv „Urbanizam suproststavljenih interesa“ i obuhvata integralnu analizu  hronološkog razvoja posmatranog područja kao model za razumevanje nastalog konflikta. Analiza je vršena kroz paralelno sagledavanje zakonodavnog i planskog okvira, odluka od značaja za  područje, prostornih dešavanja, kao i eventualnih aktivnosti građanskih inicijativa. Kroz ovakvu  integralnu analizu moguće je mapirati uzročno posledične veze i određene indikativne momente  nastanka konfliktnog narativa. Sam razvoj Makiškog polja tako karakterišu paralelni razvojni  procesi naizgled u međusobnoj koliziji, nizak nivo transparentnosti procedura, kao i mali broj  aktivnosti građana u periodu donošenja odluka od značaja, uz eskalaciju konflikta na samom  kraju planske procedure. Pored konkretnih zaključaka u okviru pomenute studije slučaja, u radu  će biti prikazana univerzalnost doprinosa integralne analize teritorijalnog razvoja razumevanju,  a samim tim i produktivnom rešavanju urbanog konflikta. Rezultati pet različitih studija slučaja  prikazuju mogućnost primene istraživačkog postupka na raznorodnim urbanim procesima. abstract = "Rad se bavi promišljanjem odgovarajućeg analitičkog aparata za razumevanje urbanih konflikata kao sastavnog dela savremenog procesa upravljanja prostornim razvojem, sa  akcentom na značaj kreiranja modela njihovog produktivnog rešavanja za uspostavljanje društvenog konsenzusa o javnom interesu. U radu će biti prikazan model Integralne analize teritorijalnog razvoja koji je uspešno testiran u okviru projekta „Ka kolaborativnom upravljanju“. Sam  projekat ima za cilj preispitivanje okvira profesionalne delatnosti u savremenom kontekstu,  promociju koncepta kolaborativnog upravljanja prostornim razvojem, kao i kreiranje platforme  za razvoj kulture komunikacije. Prve dve faze projekta realizovane su na bazi pet, odnosno tri  studije slučaja. U ovom radu prikazana je studija slučaja Makiškog polja, rađena kroz prvu fazu istraživanja koja nosi naziv „Urbanizam suproststavljenih interesa“ i obuhvata integralnu analizu  hronološkog razvoja posmatranog područja kao model za razumevanje nastalog konflikta. Analiza je vršena kroz paralelno sagledavanje zakonodavnog i planskog okvira, odluka od značaja za  područje, prostornih dešavanja, kao i eventualnih aktivnosti građanskih inicijativa. Kroz ovakvu  integralnu analizu moguće je mapirati uzročno posledične veze i određene indikativne momente  nastanka konfliktnog narativa. Sam razvoj Makiškog polja tako karakterišu paralelni razvojni  procesi naizgled u međusobnoj koliziji, nizak nivo transparentnosti procedura, kao i mali broj  aktivnosti građana u periodu donošenja odluka od značaja, uz eskalaciju konflikta na samom  kraju planske procedure. Pored konkretnih zaključaka u okviru pomenute studije slučaja, u radu  će biti prikazana univerzalnost doprinosa integralne analize teritorijalnog razvoja razumevanju,  a samim tim i produktivnom rešavanju urbanog konflikta. Rezultati pet različitih studija slučaja  prikazuju mogućnost primene istraživačkog postupka na raznorodnim urbanim procesima. Kroz  razumevanje postojećih konflikata, moguće je prepoznati ključne tačke razvojnog procesa u  kojima se prelamaju različite pozicije zainteresovanih strana prema prostornim ishodima. AB  - In the light of making a new Spatial plan of the Republic of Serbia 2021-2035 (SPRS), the paper is elaborating on the current state and prospects of spatial development of the urban systems in Serbia. With reference to previous SPRS and implementation programs, the importance of the urban systems in the interregional and intraregional integration of Serbia and its environment is critically considered. In the SPRS from 1996., the roles between the specific centers in the organization of the territory of Serbia were not clearly divided, nor was there a clear division between the spatial plans` jurisdictions of the local communities, regions or state. The SPRS from 2010, among other things, advocated the principle of subsidiarity, which supports the functional organization of space and is based on concentration of the functions in certain centers. How the new plan perceived the position and role of urban systems, for the purpose of rational territorial organization of the Republic of Serbia and what changes enacted to establish a coherent space in the Republic of Serbia, are some of the questions this paper tried to answer.

AB  - The problems of climate change and the concepts of resilient cities and resilience to climate change have gained considerable attention and interest in Serbia over recent years, especially after the catastrophic floods that hit Serbia in 2014. Now the improvement of resilience in the face of natural, socioeconomic, and political uncertainty and risks has captured the attention of researchers and decision-makers in almost all disciplines and sectors. This paper, through an analysis of the literature on climate change, with a special focus on Serbia, as well as Serbian legal regulations, strategies and planning documents, will show the awareness and understanding of resilience in the Serbian planning policy arena. Special attention is paid to local governments and the issue of climate change, and the problem of how planners, planning policy and decision-makers take into account or deal with the risks that it presents.

AB  - Our study analyses the effects of wind farm investments on sustainable development in Serbia after the political changes in 2000. With the purpose of creating the conditions for the inflow of renewable energy investments, the institutional and legal frameworks, as well as energetic and economic reforms, were initiated after 2000. The new laws and strategy were the impetus for the promotion of utilization of and investing in renewable energy sources (RES) in Serbia. The new Law on Energy (2011) defines an action plan for the utilization of RES and systematically regulates the position of electricity producers in Serbia. Hence, the energy legislative framework harmonized with the European Union, as well as the new economic conditions in Serbia, was finally defined. It was an opportunity for foreign direct investment in the RES sector.

AB  - This paper presents part of the research in the field of human bioclimatology and refers to biothermal conditions in different geographical environments in Serbia: an urban area and a mountain of medium height. The goal of the paper was to show bioclimatic differences during the summer between the city of Belgrade (116 m a.s.l.) and the mountain resort of Zlatibor (1498 m a.s.l.). The basic principle of bioclimatic analysis is the human heat balance between man and environment. This methodological approach is a combination of physiological and meteorological parameters that result in thermophysiological bioclimatic indices: heat load (HL) in man and the Universal Thermal Climate Index (UTCI). For this analysis, weather data for July, as the warmest month, was obtained, using daily meteorological data for the decade from 2000 to 2010. Results for July indicate a considerable difference between the two abovementioned environments. HL in Belgrade was dominated by degrees of comfort "hot" and "extremely hot, with the highest value of 4.540, while for Zlatibor the dominant degree of comfort was "warm". The UTCI in Belgrade has dominated by strong heat stress and moderate heat stress, compared to Zlatibor where the UTCI is dominated by moderate heat stress. In addition, a significant part of the monitored decade on Mt. Zlatibor was without heat stress, with the exception of 2006 and 2007, indicating favorable biothermal characteristics. Therefore, compared to Belgrade, with its considerably lower overall heat stress Zlatibor has the characteristics of a site with favorable bioclimatic qualities.

AB  - Development of sustainable mountain tourism is based on the principles of harmonising economic development with conservation of natural resources, environmental protection and preservation of authentic cultural identity of local communities in tourist areas, with an increasingly important need to consider the issues of how and how much the current and future climate change will affect the attractiveness, and in some cases even the survival itself of the basic motives in mountain tourist destinations. In order to determine a potential impact of climate change on the planning of mountain tourism development, this paper first provides a brief overview of the hitherto research from the area of climate change and their influence on tourism and mountain tourism in particular; the data on characteristic climate indicators from the meteorological stations on the mountains Kopaonik and Zlatibor (the leading tourist mountains in Serbia) are then presented and analysed; finally the appropriate conclusions are drawn from the consideration of basic theoretical and methodological and practical issues of mountain tourism planning and their relationship with climate change and potential actions to improve the situation in this area are recommended.

abstract = "Development of sustainable mountain tourism is based on the principles of harmonising economic development with conservation of natural resources, environmental protection and preservation of authentic cultural identity of local communities in tourist areas, with an increasingly important need to consider the issues of how and how much the current and future climate change will affect the attractiveness, and in some cases even the survival itself of the basic motives in mountain tourist destinations. In order to determine a potential impact of climate change on the planning of mountain tourism development, this paper first provides a brief overview of the hitherto research from the area of climate change and their influence on tourism and mountain tourism in particular; the data on characteristic climate indicators from the meteorological stations on the mountains Kopaonik and Zlatibor (the leading tourist mountains in Serbia) are then presented and analysed; finally the appropriate conclusions are drawn from the consideration of basic theoretical and methodological and practical issues of mountain tourism planning and their relationship with climate change and potential actions to improve the situation in this area are recommended.",

AB  - This paper analyses the impact of infrastructure planning on carrying capacity assessment in mountain tourist areas, aiming to define the procedure, as well as to present an algorithm that could enable the application of carrying capacity methods in the process of developing planning documents. This would, in addition to the common practice of the hitherto used research methods, pay appropriate attention to the impact of infrastructure systems. In this regard, the paper first presents the basic theoretical and methodological problems of carrying capacity assessment, and then it considers the basic characteristics of evaluating carrying capacity in mountain tourist areas. Following this is a review of the basic principles of infrastructure planning, which gives practical recommendations for the infrastructure planning process in mountain tourist areas, with a particular emphasis on the impact of infrastructure on carrying capacity assessment. The example of Tara National Park, a mountainous area in Serbia which served as a place for verification of this procedure, shows the need to review the current planning solutions defined for this protected area.

AB  - Developed transport network is a precondition for economic and tourism development of areas and largely follows and allows the development of human activities. The aim of research was to define developmental basis for the revitalization, improvement and construction of transport infrastructure in the municipality of Negotin. The paper will present the mutual interaction and functional connectivity of planning solutions for development of transport infrastructure and development of economic and tourism, as well as the impact which planning solutions have on the evolvent of other spatial and city functions.
AB  - Razvijena saobraćajna mreža predstavlja preduslov privrednog i turističkog razvoja prostora i u velikoj meri prati i omogućava razvoj ljudskih delatnosti. Ukoliko se razvija neplanski, stihijski i bez koordinacije može predstavljati ograničenje sveukupnom razvoju. Cilj istraživanja je definisanje razvojnog osnova za revitalizaciju, unapređenje i izgradnju saobraćajne infrastrukture na prostoru opštine Negotin. U radu će se predstaviti međusobna uslovljenost i funkcionalna povezanost planskih rešenja razvoja saobraćajne infrastrukture i razvoja privrede i turizma, kao i uticaj koji planska rešenja imaju na razvoj ostalih prostornih i gradskih funkcija.

AB  - Our study analyzes the transition period of Serbia from a centrally planned to a market economy with a special view to the political, social and economic conditions during the 1990s, and the economic circumstances after the 'democratic revolution' through the inflow of FDI, GDP, GDP per capita, GDP growth rate, exports, imports, trade balance, and unemployment rate. The economic decline in the 1990s was a consequence of war, international sanctions and mismanagement of economic policy. Serbia witnessed one of the greatest hyperinflations in modern history. With the purpose of creating the conditions for an inflow of FDI, economic reforms started in 2000 in Serbia. Since the 'democratic revolution', most FDI has entered the sector of non-exchangeable goods. That has had negative effects on Serbia from the development viewpoint, since the country needs FDI to the sector of exchangeable goods, as they encourage productivity and technological progress. Foreign investors to Serbia were primarily interested in profiting from the privatization of former state-owned companies. The benefits that Serbia has had from the inflow of FDI since 2000 relate to significant transfer of technology, enhancement of competition on the local market, the training of employees, etc.

The settlement network of Serbia: From the past to the prospective

AB  - Serbia is suffering the consequences of crucial geopolitical changes during last decades, up to date. The very fact that the political position of Serbia has been under permanent changes in terms of borders and political systems of 7 (seven!) states (After the WW2 the states have been in sequel: NRJ, DFRJ, FNRJ, SFRJ, Serbia and Montenegro, and finally Republic of Serbia.) clearly indicates to permanent demographic changes, changes within the settlement network and transformations in settlement structures. From the geographic aspect the settlement is determined by: population duration (the presence or history of the settlement), organised and utilised functional areas and its territorial boundary in the narrower (border settlement) and broader sense (the boundaries of the settlement territory), the name, form and physiognomy, demographic, and internal and regional functional properties. Serbia was, at the end of the twentieth century, a centralised state at all levels, with the largest municipalities in Europe and no mid-level administration, with the exception of two provinces and the City of Belgrade. The new attempts with decentralisation of Serbia, two-level regionalisation (regions and districts), the new proclaimed policy of polycentrism and functional networking of municipalities around 24 cities could open new prospective for more dynamic system of settlement networking based on functional interests. The role of smaller towns and linking villages in wider urban systems should therefore be one of the major contributions to a more developed Serbia in the future.

AB  - The territory of Serbia is vulnerable to various types of natural hazards and the risk is not equal across the entire territory, it varies depending on the type of hazard and the expected potential for damage. The first aim of this research was to determine the geographical distributions of the major types of natural hazards. Seismic hazards, landslides, rock falls, floods, torrential floods, excessive erosion, droughts and forest fires are the most significant natural hazards within the territory of Serbia. Areas vulnerable to some of these natural hazards were singled out using analytical maps; their area relative to the total area of Serbia was defined, along with the total surface area that is vulnerable to each type of natural hazard. Upper intensity values for single natural hazards were measured; these values represent the limiting factor for land-use planning at the given level. Based on these analyses, an integral map of the natural hazards of the territory was created using multi-hazard assessment. Hence, a recent state of the natural hazard vulnerabilities of the territory of Serbia was created and then an integral map was made. The integral map showed spatial distribution of the different types of hazards that are considered to be limiting factors for the highest level of land-use planning. The results presented in this article are the first mufti-hazard assessment and the fast version of the integral map of natural hazards distribution in Serbia for land-use planning, which is important both nationally and regionally.

AB  - The atmosphere is part of the environment in which the human body constantly seeks balance with the external environment. The reaction of an organism is a response to various physics and chemical processes in the atmosphere. By analyzing these aspects of environment, relevant to health, there is variety of complex effects presented with the bioclimatological indices. One of those indices is humidex used to describe how hot the weather feels to the average person by combining heat and humidity. The aim of the paper is to present how weather variables come together in order to give a elementary climate meaning for recreation within the health tourism. In this analysis, daily meteorological data were used for two extreme warm months, July and August (weather station in Banjo Luka). The final results show distribution of different degree of comfort caused by actual weather conditions. The idea is to show how weather can be evaluated for recreational needs in the health resorts around the city of Banja Luka.

Experiences and problems in implementing the spatial plans of municipalities

AB  - Since the adoption of the Planning and Construction Law, 2003., started the producing of the series of spatial plans, among which the most dominant position have the spatial plans of municipalities. Legal obligation and, less frequently, the understanding of the necessity of adopting and implementing this type of plan, contributed to the fact that they are made today in the most cases. Compliance with the procedures of making the local (municipal) spatial plan is an assumption to his adoption, while its implementation is left to the decision makers at the local level and capacities that local self-governments has. In order to implement the plan as much as possible, necessary is to prescribe the clear measures and instruments for his realization and to define the precise implementation mechanisms that will contribute to his implementation. For this reason this paper aims to highlight some examples of the past practice in making the planning documentation and to point out some problems in their implementation that may occur due to a different understanding of the municipal spatial plan importance and his implementation mechanisms. The intention is to emphasis the strategic component of the municipal spatial plan and its developmental importance, in relation to the technical and regulatory dimension that such kind of a document has and which can be often found in practice through the insistence on the rules of planning and construction as the only implementation mechanisms.
AB  - Od donošenja Zakona o planiranju i izgradnji, 2003. godine, započeta je izrada serije prostornih planova među kojima najdominantnije mesto imaju prostorni planovi opština. Zakonska obaveza i, ređe, shvatanje o neophodnosti donošenja i sprovođenja ovakve vrste plana, doprinela je tome da se oni rade u najvećem broju slučajeva. Poštovanje procedure izrade PPO je pretpostavka njegovom usvajanju, dok je njegova implementacija prepuštena donosiocima odluka na lokalnom nivou i kapacitetima sa kojima lokalna samouprava raspolaže. Da bi se plan što je moguće više realizovao neophodno je u samom dokumentu propisati jasne mere i instrumente za njegovu realizaciju i definisati precizne implementacione mehanizme koji će doprineti njegovom sprovođenju. Radi toga ovaj rad ima za cilj da istakne neke primere dosadašnje prakse izrade planske dokumentacije i ukaže na probleme u njihovom sprovođenju koji mogu doći usled različitih shvatanja važnosti samog PPO i njegovih implementacionih poluga. Namera je da se akcentira strateška komponenta PPO i njegov razvojni značaj u odnosu na tehničko-regulatornu dimenziju ovakve vrste dokumenta koja se kroz insistiranje na pravilima uređenja i građenja, kao jedinog implementacionog mehanizma, često sreće u praksi.

AB  - Planning of tourism development and its spatial disposition in Europe and world today are an important segment of the overall economic development. Having in mind its important economic and social functions, as well as its capability to intensify its other economic branches (agricultural and economic potentials, services of various types, transport and other) in a certain territory, it is necessary to realize a precise valorization of tourist values in the spatial plan of municipality and to conclude at what point and at which places the tourism can represent on of development components of the entire economy of the territory to be planed. The example of the spatial plan of Subotica and main guidelines, concept and planning priorities which can be expected in the forthcoming period are presented in this paper. It is without any doubt that the municipality of Subotica with its geostrategic position, the proximity of the EU and important natural and cultural tourist potentials is a suitable space for application of contemporary principles of the tourism development planning and their correlation with other segments of integral development for the whole municipality.
AB  - Planiranje razvoja turizma i njegovog prostornog razmeštaja danas je u Evropi i svetu značajan segment ukupnog privrednog razvoj. Imajući u vidu njegove izražene ekonomske i sociološke funkcije, kao i njegovu sposobnost da intenzivira i ostale privredne grane (poljoprivredne i privredne potencijale, usluge raznog tipa, saobraćaj i dr.) na određenom prostoru je, u PPO je najpre neophodno izvršiti preciznu valorizaciju turističkih vrednosti i potencijala i zaključiti u kojoj meri i na kojim mestima turizam može predstavljati jednu od razvojnih komponenti čitave privrede planiranog područja. U ovom radu prikazan je primer PPO Subotica i osnovne smernice, koncepcija i planski prioriteti koje je moguće očekivati u narednom periodu. Nesumnjivo opština Subotica sa svojim geo- strateškim položajem, blizinom EU i značajnim prirodnim i kulturnim turističkim potencijalima je pogodan teren za primenu savremenih principa planiranja razvoja turima i njihove korelacije sa ostalim segmentima integralnog razvoja čitave Opštine.

Village renewal in spatial plans of the community: Example of the SP of Subotica community

AB  - Spatial plans of communities, returned to legal framework in 2003 and imposed as obligation for all local communities in Serbia, present a strategic document for development, organization and protection of the whole territory of the community. The base for integral observation and treatment of the urban and rural settlements, within the local administrative area, has been set thereby. The current function of villages has been significantly changed regarding traditional organization and the essential role, that they used to have in the past. First of all, it is a consequence of an intensive deagrarization and industrialization/ urbanization, as a result of official (state) strategy in the middle of the 20. century. As a rule, these processes were painful for villages, leaving them depopulized, with varied age structure of the population and with new relation to agriculture, which led to economic stagnation, social fallow and unclear development perspectives as a consequence. The reconstruction of these areas is, therefore, of enormous interest for development of the whole territory of a community, as well as even intra-communal and broader, intra-regional and intra-national development.
AB  - Prostorni planovi opština, vraćeni u zakonski okvir 2003. godine i nametnuti kao obaveza izrade za sve lokalne zajednice, svojim karakterom predstavljaju strateški dokument koji tretira razvoj, organizaciju i zaštitu čitave teritorije opštine. Samim tim, postavljen je osnov za integralno sagledavanje i tretiranje i gradskih i seoskih naselja unutar lokalnog administrativnog područja. Današnja funkcija sela u mnogome je promenjena u odnosu na tradicionalnu organizaciju i suštinsku ulogu koju su ova naselja imala u prošlosti. Ovo je pre svega posledica intenzivne deagrarizacije i industrijalizacije/urbanizacije koja je nastala kao rezultat državne strategije u drugoj polovinini 20. veka. Ovakvi procesi su po pravilu bili bolni za sela ostavljajući ovaj prostor depopulacionim, sa promenjenom starosnom strukturom stanovništva i promenjenim odnosom prema poljoprivredi, koje je za posledicu imalo ekonomsku stagnaciju, socijalni ugar i nejasnu perspektivu razvoja. Zato je danas obnova ovih područja od prvorazrednog interesa za razvoj celokupne teritorije opštine, ravnomerni unutaropštinski i, šire, unutarregionalini i unutardržavni razvoj.

AB  - The characteristics of existing environmental conditions are basis for any kind of further environmental investigation in certain area. Special attention must be dedicated to the problem of water pollution and their protection, in view of water as one of the most valuable recourse in this area. This paper analyses existing water conditions in the Municipality of Kladovo and proposes mitigation measures.
AB  - Karakteristike postojećeg stanja životne sredine predstavljaju osnov za svako dalje istraživanje problematike životne sredine na određenom prostoru. Pri tome, problemu zagađivanja i zaštite površinskih i podzemnih voda mora se posvetiti posebna pažnja, s obzirom na to da je voda jedan od najvrednijih resursa na ovom području. U radu je izvršena analiza postojećeg stanja kvaliteta voda u opštini Kladovo, a zatim predložene mere zaštite.
