AB  - This research presents a methodological framework for assessing the attractiveness of natural resources and landscapes and their importance for tourism development. The research is conducted in the area of Kopaonik Mountain in Serbia, which is partly, due to its natural values, declared a natural heritage of exceptional importance Protection Category I, i.e. the National Park. The goal of this paper is to identify and assess the tourist attractiveness of the natural resources (relief, hydrological and climatological characteristics, and vegetation) and landscapes in the National Park (NP) Kopaonik area. There are two independent methods used to assess the tourist attractiveness of natural resources and landscapes in this study. The first method is based on numerical and statistical analysis and quantitatively expresses the attractiveness of natural resources/elements (relief, climate, hydrology and vegetation) separately and all together, indicating the overall attractiveness of natural resources for tourism development. The second method envisages 8 criteria according to which natural landscapes are scored on a scale from 0 to 3. Based on a clearly defined model for assessing the attractiveness of natural resources and landscapes, we conclude that the area of Kopaonik National Park has a high level of tourist attractiveness.

Značaj turističke infrastrukture za održivi razvoj turizma

AB  - Sastavni deo turističkih aktivnosti jeste putovanje, odnosno dolazak do  destinacije. U skladu sa tim jedna od osnovnih funkcija infrastrukture je da to omogući.  Pored toga turizam podrazumeva i boravak turista, sa korišćenjem različitih usluga. Budući  da infrastrukturne resurse pored turista koristi i lokalno stanovništvo, teško je napraviti  razliku između opšte (tehničke i društvene) i turističke infrastrukture, odnosno one  infrastrukture koja je namenjena prvenstveno turistima. Postojanje opšte infrastrukture  je preduslov za život na određenom mestu, a time i za razvoj turizma, dok postojanje  turističke infrastrukture predstavlja nadogradnju usmerenu prevashodno ka razvoju turizma  (Лукић и сар., 2021). Turistička i opšta infrastruktura predstavljaju osnovne elemente koji  utiču na pristupačnost, opremljenost i mogućnosti boravka i korišćenja usluga na turističkoj  destinaciji. Održivi razvoj turizma trebao bi biti prioritet za sve oblike turizma i u svim  tipovima destinacija. Principi održivosti odnose se na ekološke, ekonomske i socio-kulturne  aspekte razvoja turizma i mora se uspostaviti odgovarajuća ravnoteža između ove tri  dimenzije kako bi se garantovala njegova dugoročna održivost (Протић и сар., 2022). Ovaj  rad kroz kraći pregled literature koja tretira problematiku turističke infrastrukture i razvoja  turizma prikazuje značaj turističke infrastrukture za održivi razvoj turizma.

AB  - This report aims to give findings from comparative research on Green Transition processes through developed policies, engaged actors, and implemented practices and initiatives, identified on the territories of five Western Balkan countries (AL, BA, ME, MK, RS). It builds upon 5 datasets, which serve as indications for the prospective results of the green transition as well as the immediate and long-term effects that society can anticipate. The mapping report's specific goal is to highlight the elements of the Western Balkans’ Green Agenda that are more embedded in the current national policy frameworks and those that require additional support in reaching the 2030 GT targets.

AB  - This dataset contributed to deliverable 4.2 Regional Mapping Report and shows the Serbian mapping. This report is the second deliverable of WP4 – Measuring and assessing impacts and costs of a just green transition in the WB, of the GreenFORCE project. It was jointly authored by the WB project partners, as well as 2 subcontracted parties from the region.

The EU Economic and Investment Plan for the WB includes a green agenda for the WB, with pillars to be pursued for transitioning towards a carbon-neutral economy. Such a shift will surely challenge the economies and societies in the WB. The social and policy context is yet fragile to allow for the development and mass distribution of green transition technologies, while human resources are not prepared and/or are insufficient to produce and implement innovation. Yet, the green transition also paves the way towards new development and resilience opportunities. The research will inform on the readiness/potential of societal actors (industry, academia, policymakers, civic society) to embrace the pathways to transformation, and will propose a framework for continuous monitoring of impacts and costs. The key findings and lessons learnt derived within WP4 will be transferred into the scientific papers and policy briefs (WP 2 & 3) and published under the dissemination events (WP5).

Regional mapping is a key task for the research, contributing to initial data gathering and the refinement of the research proposal, and to the sub-question on the identification of sectors and territories affected by the transitions and current progress of transition practices. This is a participatory mapping, engaging local stakeholders and communities to reveal local knowledge. Each WB partner will produce the respective country report, and Co-PLAN will work on the final regional report.

This deliverable is the final regional report. It will also include the mapping frame used to conduct the mapping process. The WB partners will do the mapping for their own countries. The PC will subcontract data gathering for the remaining countries. The mapping is done for actors, practices and policies in place, territories upon the level of relevance and potential for engaging in green transition; and sectors. All partners will design the mapping frame, using also knowledge from other mapping processes. The frame will contain the type of information to be collected, the standardisation of data entry, and the tailored instruments to be deployed for accessing information.

AB  - Zanemarujući činjenicu da je infrastrukturna opremljenost preduslov budućeg  razvoja, mnogobrojne pretpostavke opstanka, obnove i razvoja ruralnih područja zasnovane  su na privrednom razvoju (diversifi kaciji, modernizaciji i multifunkcionalnosti poljoprivrede,  ruralnom preduzetništvu, ruralnom turizmu i ostalim alternativnim ruralnim ekonomijama),  bez uticaja infrastrukture. Međutim, mnogobrojna istraživanja ruralnih prostora i naselja  Srbije, ističu da stepen infrastrukturne opremljenosti ovih prostora i naselja uglavnom  nije na odgovarajućem nivou. Stoga je ovo apostrofi rano kao glavni problem i ograničenje  ruralne obnove i ruralnog razvoja. Seoska naselja razlikuju se po stepenu infrastrukturne  opremljenosti što je u direktnoj vezi sa njihovim položajem, istorijskim, prirodnim,  demografskim, kulturno/socijalnim, privrednim i prostornim karakteristikama kao i političkim  uslovima. Izrazita heterogenost ruralnih prostor i naselja isključuje mogućnost unifi ciranog  i jednostranog pristupa u procesu planiranja i razvoja infrastrukture. Cilj ovog istraživanja je da izvrši detaljnu analizu infrastrukturne opremljenosti ruralnih  naselja i prostora Srbije i utvrdi ulogu i značaj infrastrukture za ruralnu obnovu. Analizom  će se utvrditi stepen infrastrukturne opremljenosti ruralnih naselja i prostora, mogućnosti  i potrebe opremanja kao i prioriteti planiranja infrastrukture. Istraživanje predstavlja i  polazište za racionalno, usmereno i svrsihodno planiranje infrastrukture kao determinante  ruralnog razvoja i obnove. Naročito ako se uzme u obzir da je planiranje razvoja  infrastrukture neizostavni segment integralnog ruralnog razvoja, inicijator demografskog i  privrednog razvoja, da doprinosi zaštiti i unapređenju životne sredine i predstavlja osnovnu  determinantu ruralne obnove i održivog ruralnog razvoja.

Analizom  će se utvrditi stepen infrastrukturne opremljenosti ruralnih naselja i prostora, mogućnosti  i potrebe opremanja kao i prioriteti planiranja infrastrukture. Istraživanje predstavlja i  polazište za racionalno, usmereno i svrsihodno planiranje infrastrukture kao determinante  ruralnog razvoja i obnove. Naročito ako se uzme u obzir da je planiranje razvoja  infrastrukture neizostavni segment integralnog ruralnog razvoja, inicijator demografskog i  privrednog razvoja, da doprinosi zaštiti i unapređenju životne sredine i predstavlja osnovnu  determinantu ruralne obnove i održivog ruralnog razvoja.",

AB  - Ubrzani razvoj gradova i transformacija njihovih fi zičkih struktura usled pritiska  nove izgradnje, proširenja naselja ili promene njegove ranije namene, zahteva suočavanje  sa novim izazovima kontrole i usmeravanja ovakvih pojava. U radu će biti prikazan kratak  istorijski razvoj Beograda, sa posebnim obeležjima, sa akcentom na deo oko obala Dunava  i Save, njegove najatraktivnije delove i najvišu zonu interesa. Posebno je značajan period  nakon 2000. godine, kada je uspostavljena nova generacija planova i dugoročnih strateških  dokumenata (Regionalni prostorni plan grada Beograda, Master plan Beograda i dr.) i  kada je razvijen novi projektni ciklus posebno vezano za gradsko jezgro. Na veoma malim  udaljenostima defi nisano je nekoliko akcija kapitalnog planiranja, ali neke od njih još uvek  nisu sprovedene. (Most na Adi, Beton hala, Marina Dorćol, Luka Beograd, Ada Huja). Od  2012. godine krajnji, ali kontroverzni projekat Beograd na vodi, od velikog je interesovanja  za lokalnu (i državnu) vlast. Takođe, u završnom delu rada biće predstavljena uloga planskih  dokumenata za validaciju (kvazi)javnog interesa.

AB  - The sights of the City of Kruševac are numerous and they enable the realization of various aspects of tourism: cultural-historical, religious, sport, mountainous, spa, rural, and event tourism. This paper contains an analysis of the existing and planned tourism infrastructure, as well as the potential and limitations it is facing on the territory of the City of Kruševac. The subject of the research is tourism destinations in the vicinity of Kruševac – Jastrebac mountain and Ribarska Banja spa, as well as the most impor­tant sites in the tourism offer of the City of Kruševac. Tourism offer has sig­nificantly been improved by the investment into the development of sec­ondary tourism centers – Jastrebac and Ribarska Banja. For quite a short period Jastrebac has become a favorite tourism destination of the citizens of Kruševac and the tourists from other settlements of Serbia and the neigh­boring countries. For its health-care purposes, Ribarska Banja has long been popular among the older population, and recently among younger genera­tions as well, thanks to recreational tourism and natural beauties.

AB  - Osetljivost Evropskog kontinenta na promene klime potvrđuje značajan broj analiza i studija, a ukazuju i na to da će vremenom biti sve izraženije, posebno u slučaju odsustva  adaptacije. Jedan od prvih koraka uspešne adaptacije odnosi se na usvajanje zakona i strateških  razvojnih dokumenata iz oblasti klimatskih promena, kao i drugih oblasti koje su pod njihovim  direktnim ili indirektnim uticajem. Kako bismo utvrdili postojeće stanje u usvojenim strateškim  i zakonodavnim okvirima Republike Srbije i zemalja u regionu – Republike Srpske, Crne Gore,  Hrvatske i Makedonije izvršena je analiza osnovnih karakteristika i strukturnih formi strateških  dokumenata iz oblasti klimatskih promena. Glavni cilj jeste identifikovanje razlika i sličnosti u  strateškim pravcima razvoja zemalja koje su članice Evropske Unije (Republika Hrvatska) i ostalih zemalja kojima je članstvo u Evropskoj Uniji jedno od glavnih prioriteta (Republika Srbija,  Crna Gora, Severna Makedonija i Republika Srpska).

AB  - The classification of rural and urban areas presents an important topic both in scientific research and in the practice of spatial planning, regional policy making, and territorial governance. Taking into account the multidimensionality of these areas, this paper aims to provide a classification framework design for rural areas in Serbia. After selecting the relevant indicators, which were included to reflect the main demographic, economic, and physio-geographical characteristics of the Serbian rural areas, multivariate analysis (principal component method and factor analysis) was used to determine the main factors in the delimitation and classification of rural and urban areas. The last step of the conducted methodology used cluster analysis (CA) that identified six types of areas with similar characteristics. The results of this study and applied methodology can improve the existing rural-urban classifications and help planners and policy makers in the adaptation of strategic development documents.

Analysis of the Universal Thermal Climate Index during heat waves in Serbia

AB  - The objective of this paper is to assess the bioclimatic conditions in Serbia during summer in order to identify biothermal heat hazard. Special emphasis is placed on the bioclimatic index UTCI (Universal Thermal Climate Index), whose purpose is to evaluate the degree of thermal stress that the human body is exposed to. For this research, mean daily and hourly (07:00 and 14:00 CET) meteorological data from three weather stations (Zlatibor, Novi Sad and Nig) have been collected for the period from 1998 to 2017. In order to identify patterns of biothermal heat stress conditions, the thresholds of the daily UTCI (UTCI >= 38 degrees C, referred to as very strong heat stress, VSHS) at 14:00 CET are compared with the thresholds of daily maximum air temperature (t(max) >= 35 degrees C, referred to as hot days, HDs), which are further termed as heat wave events (HWEs). The findings show that the UTCI heat stress category "very strong heat stress" at 14:00 CET indicates heat waves. The most extreme heat wave events occurred in 2007, 2012, 2015 and 2017. Moreover, three HWEs at Nis that occurred in July 2007 lasted 3, 10 and 4 d. HWEs and very strong heat stress events (VSHSEs) recorded in July 2007 (lasted 10 d each), 2012 (lasted 9 and 12 d) and 2015 (lasted 7 and 10 d) were of the longest duration and are considered to be the indicators of biothermal heat hazard. The daily UTCI14h heat stress becomes more extreme in terms of severity and heat wave duration up to very strong heat stress.

For this research, mean daily and hourly (07:00 and 14:00 CET) meteorological data from three weather stations (Zlatibor, Novi Sad and Nig) have been collected for the period from 1998 to 2017. In order to identify patterns of biothermal heat stress conditions, the thresholds of the daily UTCI (UTCI >= 38 degrees C, referred to as very strong heat stress, VSHS) at 14:00 CET are compared with the thresholds of daily maximum air temperature (t(max) >= 35 degrees C, referred to as hot days, HDs), which are further termed as heat wave events (HWEs). The findings show that the UTCI heat stress category "very strong heat stress" at 14:00 CET indicates heat waves. The most extreme heat wave events occurred in 2007, 2012, 2015 and 2017. Moreover, three HWEs at Nis that occurred in July 2007 lasted 3, 10 and 4 d. HWEs and very strong heat stress events (VSHSEs) recorded in July 2007 (lasted 10 d each), 2012 (lasted 9 and 12 d) and 2015 (lasted 7 and 10 d) were of the longest duration and are considered to be the indicators of biothermal heat hazard. The daily UTCI14h heat stress becomes more extreme in terms of severity and heat wave duration up to very strong heat stress.",

AB  - The problems of climate change and the concepts of resilient cities and resilience to climate change have gained considerable attention and interest in Serbia over recent years, especially after the catastrophic floods that hit Serbia in 2014. Now the improvement of resilience in the face of natural, socioeconomic, and political uncertainty and risks has captured the attention of researchers and decision-makers in almost all disciplines and sectors. This paper, through an analysis of the literature on climate change, with a special focus on Serbia, as well as Serbian legal regulations, strategies and planning documents, will show the awareness and understanding of resilience in the Serbian planning policy arena. AB  - The bioclimatic analysis of the central area of the city of Nis conducted in this paper is based on the use of the bioclimatic index Humidex, which represents subjective outdoor temperature that one feels in warm and humid environment. The purpose of this research is to observe the index change on a daily basis during the hottest part of the year (June, July, and August) over the period from 1998 to 2017. For the purposes of this analysis, hourly (7:00, 14:00), maximum and mean daily values of meteorological parameters (air temperature and relative humidity) were used, for the period of 20 years (1998-2017), which were measured at Nis weather station (43 degrees 19'N, 21 degrees 53'E, at an altitude of 202 meters). The findings indicate a gradual change in the bioclimatic characteristics of this area during this period, especially over the last decade. After 2007 there has been a decrease in the total number of the days described as "comfortable". However, there has been an increase in the index values in all the other heat stress categories characterized by a higher or lower degree of thermal discomfort. The years 1998, 2000, 2003, 2007, 2011, 2016, 2015, and 2017 stand out as adverse years.

AB  - In the last decades, the development of transport infrastructure has been necessary because of the population increase and expansion of urban centres. Infrastructure development leads to modification and changes in areas characterized by high human population density. The lack of adequate transport infrastructure inhibits local economic and social performance. In the period of economic stability (from 1970 to 1990), important roads that increased the connectedness of the Kolubara District (Western Serbia) with other parts of the country and the surrounding countries were built, but there is still a need for the construction of new roads. In order to examine the attitude of the local population in regard to transport infrastructure, a survey was conducted using a questionnaire consisting of closed questions. This topic is one that has not previously been examined. The data obtained were analyzed statistically and showed that local people have a positive attitude towards the existing infrastructure and towards the construction of new roads. There are statistically significant differences between the attitudes of the local population in different municipalities. The results from this research offer an opportunity to develop guidelines which can influence traffic development in these and similar areas.

AB  - Identification of urban and rural areas has been a widely present topic in the past decades, both in scientific research and in the policy and practice of spatial/regional development and territorial governance. The internationally accepted OECD definition does not produce appropriate results that are able to include the multidimensionality of these territories. In this context, the aim of this paper is the analysis and selection of relevant criteria and indicators of urbanity/rurality that may be significant for the establishment of a methodological framework for identifying urban and rural areas in Serbia. Multivariate analysis (PCA, FA and CA) was used to group local self-government units (LSGU) in Serbia that share similar characteristics. The research resulted in five types of areas which indicate that rural and urban areas in Serbia are very diverse in terms of physiogeographical, socio-economic and functional characteristics. The results of this paper offer a more detailed analysis based on scientifically and empirically selected indicators and can be applied in the practice of spatial and urban planning, and in the adaptation of strategic development documents at the regional or national level.

Similarities and differences of the system in analyzed countries are shown through the analysis of planning documents, legal and other legal regulations referring to nature protection, with special emphasis on problems of protection of areas of natural parks. The aim is to indicate to the possibilities of improvement and future direction of development of the system of protection of national parks in Serbia on the basis of examples of good practice of EU member countries.",
