AB  - Основни циљ истраживања је сагледавање савремених процеса регионалног диференцирања и интегрисања насељског система Србије и указивање на изазове будућег просторног развоја. Теоријски фундамент истраживања представљају приступи и концепти засновани на функционално-процесној парадигми. У фокусу истраживања је утицај сниженог демографског потенцијала и процеса деиндустријализације на развој градских и општинских центара и њихове везе са окружењем, односно на капацитет центара да буду носиоци просторног и друштвеног развоја у 21. веку. Анализа је у великој мери заснована на обради анонимизираних микроподатака Пописа становништва и обухвата период од 2002. до 2011. године. Резултати анализе упућују на закључак да су развојне тенденције на почетку 21. века у већој мери биле усмерене ка диференцирању урбаног система на прогресивна и подручја која карактеришу стагнација у развоју и регресија, него ка његовом просторно-функцијском интегрисању. Поларизациони ефекти су били израженији од ефеката ширења развојних утицаја централних насеља, како на интеррегионалном, тако и на интрарегионалном нивоу. Концентрација становништва и економских активности у великој мери је била ограничена на Београд и Нови Сад, и њихово непосредно регионално окружење. Најчешћа су била пресељавања становништва на релацији центар - центар, а развојне диспропорције су условиле редистрибуцију становништва на штету мањих центара и слабије развијених урбаних подручја, а у корист развијенијих центара. Нагло слабљење индустријске функције негативно се одразило на капацитет функције рада већине центара и њихове могућности да подстичу развој свог окружења. Очекује се да ће и у будућности миграциони токови у великој мери бити одраз развоја и редистрибуције економских активности.
AB  - The main goal of the research is to examine regional differentiation and integration of the settlement system in Serbia and to indicate the challenges in future development of these systems. Theoretical background of the research is based on the functional paradigm. In this research particular focus is given on the impact that reduced demographic potential and deindustrialization have on the capacity of the municipal centers to be carriers of spatial and social development in the 21st century. Main input into the analysis are anonymized microdata of the Population Census covering the period from 2002 to 2011. The results suggest that the tendencies of development at the beginning of the 21st century were more directed towards the differentiation of the urban system into progressive areas and areas characterized by stagnation in development and regression than towards its spatial-functional integration. The polarization effects were stronger than the development influences of the central settlements at the interregional and intraregional levels. The concentration of population and economic activities was to a great extent limited to Belgrade and Novi Sad including their regional surroundings. The most frequent were the population relocations from one center to another, and development disproportions caused the redistribution of the population from smaller centers and less developed urban areas to more developed centers. The weakening of the industrial function had a negative impact on the functional capacity of most centers and their ability to stimulate the development of their environment. It is expected that migration flows in the future will predominantly reflect the development and redistribution of economic activities.

AB  - A prerequisite to the development of rural areas is the establishment of a stable ecological, economic and social environment that provides employment for the local population and investments aimed at environmental protection. In modern times, the natural and living environment of rural areas is greatly endangered by the process of urbanization and its attendant effects, which is reflected in particular by changes in the socio-economic status of villages. The paper presents possible ways to revive villages and rural economies in Serbia in line with the concept of sustainable development. Relevant indicators are used to classify urban and rural areas, providing a data base for planners and decision makers when creating future development strategies and other documents, ranging from local communities to entire national territories. Attention is focused on applying the mechanisms of small development nucleuses as potential bases to keep the population in rural areas, with the production of health food, energy from alternative sources, ecologically acceptable waste treatment technology, etc.

AB  - Although present in Serbia, the phenomenon of urban shrinkage has not been identified as a problem by local decision-makers. The purpose of this study is to present this phenomenon and to 
show the causes and consequences of urban shrinkage in Serbia. The analysis covers a recent 
period, 2002-2011, when this process was the most intensive. This study employs the method of 
grouping towns affected by the shrinkage process. The multi-criteria evaluation method was used to determine the types of towns according to the cause of shrinking, the intensity of the shrinkage factors and the character of the process. In the study of urban shrinkage in the territory of Serbia, 
environmental factors were considered as one of the causes. Environmental problems are an important factor of urban shrinkage in the developed world. Nevertheless, in Serbia, the economic causes are so dominant that they overpower major environmental issues as potential factors of the shrinking process. Apart from the key factors in this process in most East European and South-East European countries, urban shrinkage in Serbia has its roots in other factors – namely, the political instability caused by inter-ethnic conflicts in the Western Balkans during the 1990s.

AB  - The goal of the paper is to examine the hypothesis whereby a higher level of diversification
in the structure of activities of a certain settlement indicates a higher level of its economic
development. The absolute predominance of employment in the tertiary-quaternary sector
in the total employment in Serbia’s municipal centres has been brought in correlation
with their level of economic development. The nature of this interdependence has been the
subject of a detailed analysis in this paper. Using the methods elaborated for the needs of
this research, conclusions have been drawn indicating the emergence of a large number of
centres where the quantitative prevalence of the tertiary-quaternary sector, along with the
distinct incidence of employment in public services, is not accompanied by corresponding
qualitative and quantitative changes that would result in a higher level of economic
development. Insufficiently developed centres have been identified in order to facilitate
decision makers to take proper and timely actions and enable relevant institutions and
organisations to apply adequate measures to support balanced economic development.

AB  - This paper analyzes the basic characteristics of Serbia's urban system after World War II. The term urban system is largely determined by the use and functioning of the space in which it exists. We used the methods common in urban geography, notably the Rank-Size Rule and the Law of the Primate City with the aim of identifying the basic regularities, as the first step in an in-depth study of an under-researched topic. The research seeks to contribute to explaining the causes of the previous and current situation in the national settlement network, as a prerequisite for planning the future organization of the settlement network. Our study, conducted in Serbia, finds polarization apparent in the prominent domination of the capital city in terms of population, and this is a key feature of Serbia's urban system. The current situation is the result of an intensive process of urbanization, but also of the establishment of new administrative boundaries after the disintegration of Yugoslavia. The study also seeks to suggest the most appropriate development model for Serbia's urban system that could help overcome the extreme population concentration in Belgrade and create a basis for organizing an optimal system of centers. Keeping in mind that uneven regional development is determined by the features of the urban system, polycentric development is a common model for overcoming extreme polarization on a global level.

Resilient Functional Urban Regions: Spatial Planning in the Light of Climate Change

AB  - In European documents, practice and policies of regional and spatial development, functional urban regions (FURs) are recognized as the regions with one or more urban settlements and their in (direct) impact zone(s). The historical connection of the city and its surroundings, as well as the contemporary trends in networking of cities and their hinterland, imply the issues of better modalities for the establishment of such FURs that would be economically more productive, socially inclusive and more environmentally sustainable. The concept of urban governance, along with supporting segments, is proposed as the model for future planning of resistant FURs. It was considered what cities and their functional areas should take in order to prospectively enable an establishing the sustainable spatial and regional development of the Republic of Serbia. The paper tries to answer how much are FURs adjustable, what is their “threshold” of vulnerability, to which they can face the side effects of climate change.

abstract = "In European documents, practice and policies of regional and spatial development, functional urban regions (FURs) are recognized as the regions with one or more urban settlements and their in (direct) impact zone(s). The historical connection of the city and its surroundings, as well as the contemporary trends in networking of cities and their hinterland, imply the issues of better modalities for the establishment of such FURs that would be economically more productive, socially inclusive and more environmentally sustainable. The concept of urban governance, along with supporting segments, is proposed as the model for future planning of resistant FURs. It was considered what cities and their functional areas should take in order to prospectively enable an establishing the sustainable spatial and regional development of the Republic of Serbia. The paper tries to answer how much are FURs adjustable, what is their “threshold” of vulnerability, to which they can face the side effects of climate change.",

AB  - Belgrade urban region, as complex and dynamic system of settlements, is the space of the
largest population and functions concentration on the territory of the Republic of Serbia. The
starting point of this paper is the importance of this region for the development and integration
of Serbian territory, as well as for Serbia's integration into the wider regional surroundings.
Spatial expansion of urban areas and the population concentration within this
region imposes an important issue of direction and consequences of its recent and future
development. In order to observe contemporary development trends in Belgrade urban region
relevant demographic and spatial indicators are taken into consideration in the period from
1990 to 2012. Research is focused on the impact of population dynamics, i.e. natural
movement of population and migrations, on the expansion of built-up areas and changes in
the urban form. The intention of the research is also to examine potential correlation between
population dynamics and expansion of built-up areas on the one hand and settlements position
and intensity of its functional relations with urban core on the other hand, in order to identify
possible directions of planning interventions towards achieving more sustainable urban
development in the future.

AB  - The aim of this paper is to analyze and assess direction and intensity of changes in structure of activities in urban settlements in Serbia with more than 20,000 inhabitants, to determine the tendencies of that process, as well as the moment or the period of achieving their equilibrium structure of development activities. In addition, this paper defines the regularities of functional urban areas changes depending on their demographic size, on one hand, and depending on the period of exercising their convergent - uniform structure, on the other hand. Results of the analysis were used for testing the hypotheses put forward in the context of previous research related to the period of most intense industrialization - 60s and 70s of the last century. While in this paper, for comparison, that period of time was covered, the focus of the research refers to the period 1981-2011.

AB  - Informal development is a specific form of urban sprawl and one of the main challenges for the sustainable development of major cities in Serbia. In this paper we examine this phenomenon with regard to the influence of spatial and urban vulnerabilities of the informal settlements on the housing and environmental deprivation, especially in the context of inhabitants' vulnerability to fuel poverty. The empirical research was carried out on the example of Belgrade's suburban settlement kaluderica. The statistical analysis of the results has shown that the observed energy characteristics of housing have no relevant influence on households' financial burden of energy expenditure, but that they considerably influence households' perception on thermal comfort. The relation between a limited access to public services and the lack of amenities in the settlement and noted high household expenditure on transport has proved to be a particularly important indicator. Based on the perception on overall life commodities, a poor quality of the environment has been recognized as a key factor of deprivation related to housing.

AB  - U urbanom sistemu Srbije, Beograd, tj. njegovo metropolsko područje, zauzima posebno mesto. Novija istraživanja koja se odnose na urbanu formu, ali i na urbani razvoj metropolskog područja grada, uporedo sa uvažavanjem koncepta održivog urbanog razvoja, uvode i teoriju urbane fleksibilnosti/“gipkosti“. Fokusirajući se na urbanu formu grada i prostorne obrasce razvoja u okviru šireg područja grada Beograda, u radu su kritički razmatrane teorije kompaktnosti, nekontrolisanog/neplanskog širenja grada i urbane „fleksibilnosti“. U sprezi sa analizom procesa transformisanja urbane matrice, analizirana je društvena dinamika (demografske promene, disbalans centra i periferije i dr.) u tranzicionom periodu. Osnovni nalazi ukazuju na rast kao i na kompaktizaciju Urbane morfološke zone beogradskog metropolskog područja, koja je determinisana za potrebe ovog istraživanja. Sa aspekta „fleksibilnosti“ urbane forme Beograda, ukazuje se na potrebu istraživanja unutrašnjeg razvoja Urbane morfološke zone, naročito u pogledu njenog „implozivnog nekontrolisanog širenja“.

Spatial organization of the settlement network of the municipality of Čačak and tendencies of its development

AB  - The balanced and sustainable development of the functional area of Čačak is a precondition for greater integration of geospace. Based on the fact that settlements are the most striking elements of the cultural landscape and they are the holders of the functional organization and spatial transformation of geospace, there will be a special emphasis placed on the networking of these settlements and the analysis of its determinants. Both demographic and socioeconomic indicators were analyzed in order to determine the dominant spatial and functional processes occurring in the area that relate to the development of the municipality. Emphasis is placed on the changes in the type of population movement, functional transformation of the settlements, and changes in the level of social geographic transformation of settlements. Analysis of the demographic and socio-economic indicators showed that the settlement network of Čačak is, to a large extent, incoherent. Socio-geographic and functional transformation of settlements is articulated and directed entirely from the municipal center, and consequently the most affected settlements of periurban zone of Čačak and settlements along major roads. Adjusting to the modern development processes requires new spatial-functional relations at the municipality level in order to strengthen territorial cohesion and equal conditions of life.
AB  - Равномеран, уравнотежен и одржив развој града Чачка и његовог функционалног подручја је предуслов јаче интеграције геопростора. Полазећи од чињенице да су насеља носиоци функционалне организације и жаришта преображаја геопростора, посебан нагласак је стављен на њихову мрежу и анализу њених детерминанти. У циљу одређивања доминантних просторно-функцијских процеса и односа у Граду анализирани су демографски и социоекономски показатељи. Акценат је стављен на функционалну трансформацију насеља, на промене у типу кретања становништва и на промене у степену социогеографске трансформације насеља. Анализом је утврђено да је мрежа насеља града Чачка у великој мери некохерентна. Социогеографска и функционална трансформација насеља артикулисана је и усмеравана искључиво из градског центра, па је, последично, највише захватила насеља периубраног прстена Чачка и насеља дуж важнијих саобраћајница. Прилагођавање савременим развојним токовима захтева успостављање нових просторно-функционалних односа на нивоу Града ради јачања територијалне кохезије и уједначавања услова живота.
