Spatial planning systems in Europe

AB  - The paper aims to present the most significant classifications of spatial planning systems and territorial management in Europe. After the first attempts, from the end of the last century, at the beginning of the new millennium, extensive analyses of the spatial planning system were carried out through several ESPON projects. Their results were based on the dominance of one of four approaches: urbanism, land use, regional-economic or comprehensive integrated planning. Some countries have a combination of two or three approaches. The second research also refers to the development trends observed in the national systems of territorial management and spatial planning. Recent research include the classification of states according to the way of management, the level of integration of sectoral policies, the degree of adaptability in planning, as well as the degree of engagement of citizens in the planning process. Knowing the basic characteristics of the spatial planning system, as well as the classifications based on them, creates a clearer perspective of spatial planning as a socially important activity and makes it easier for every country to review and improve its planning practice.
AB  - Рад има за циљ да прикаже најзначајније класификације система просторног планирања и територијалног управљања на подручју Европе. Након првих покушаја крајем прошлог века, почетком новог миленијума опсежне анализе система просторног планирања рађене су кроз више ЕSPON пројеката. На основу њихових резултата извршено је груписање држава према доминацији једног од четири приступа у планирању: урбанистичког, коришћења земљишта, регионалноекономског или интегралног. У великом броју држава евидентирана је комбинација два или три приступа. У раду је, такође, дат приказ резултата истраживања која се односе на развојне трендове у националним системима територијалног управљања. Новија истраживања обухватају и класификацију држава према нивоу интеграције секторских политика, степену адаптибилности у планирању, као и степену ангажованости грађана у процесу планирања. Познавањем основних карактеристике система просторног планирања и територијалног управљања, као и на основу њих извршених класификација, ствара се јаснија перспектива просторног планирања као друштвено важне активности и олакшава се свакој земљи да преиспита и унапреди своју планерску праксу.

The nature of urban sprawl in Western Balkan cities

AB  - The paper draws attention to the process of urban growth in the
Western Balkans, which is principally reflected in the physical
expansion into the surrounding area, leading to the conversion of
land into urban fabric – urban sprawl. According to the principles
of sustainable development, this process is considered unjustified,
especially if it is not a consequence of population growth. The
features and the intensity of urban sprawl in the Western Balkans
have been determined by mathematical and statistical methods,
using data from the Urban Atlas database. The main common
features and differences related to urban sprawl in the analyzed
cities are determined by several factors, which are discussed in
the paper. The purpose of the analysis of the intensity of urban
sprawl between 2012 and 2018 is to ensure a better
understanding of future processes that pose a potential ‘threat’ in
environmental terms, but also of other aspects of sustainable
development, relevant for bodies and individuals responsible for
urban planning. In accordance with the methodology used, the
results of the research confirm the presence of urban sprawl in
Western Balkan cities, although it has not been proven that there
are features common to all cities for any of the analyzed indicators.

AB  - U radu se daje prika z savremenih evropskih smernica u planiranju ruralnog  razvoja na lokalnom nivou, sa ocenom mogućnosti njihove primene u Srbiji. Period 2020-ih  godina, osim već poznatih ciljeva, donosi i nove vizije koje bi doprinele budućem održivom  razvoju ruralnih, kao značajnih državnih područja, koja zahtevaju kompleksan, integralni  pristup, sa davanjem prednosti lokalnom nivou u procesu planiranja i upravlјanja. U radu  se objašnjava koncept pametnih sela kroz koji se promovišu inovativna rešenja sa ciljem  da se pobolјša ekološka održivost, odnosno otpornost na prirodne nepogode i ekonomsku  krizu, koristeći lokalne potencijale. Taj evropski instrument planiranja ruralnog razvoja,  zasnovan je, pre svega, na participativnom pristupu, korišćenju digitalnih tehnologija, kao i  teritorijalnoj, institucionalnoj i međusektorskoj saradnji. Intenzivnije uključivanje građana u  procese donošenja odluka bi doprinelo uspešnijem upravljanju na lokalnom nivou.

AB  - The paper outlines the features of the spatial planning systems worldwide, on different continents, based on countries where legislative frameworks for the planning and methodology of preparing and implementing planning documents are defined. In order to define global features of a spatial planning systems it is necessary to address several issues: the implementation of sustainability principles, the development of regional planning, the importance of an urban planning approach, management system, implementation problems, participation, the share of strategic spatial planning and transnational cooperation, etc. The determination of the planning system by numerous and various factors influenced the different degree of development of the planning process. In many countries, planning practice faces problems associated with the disrespect of the law, corruption and illegal land use, resolving regional development imbalances in almost all countries etc. At a global level, addressing environmental issues is becoming a dominant goal in most planning systems.
AB  - Рад даје приказ карактеристика система планирања простора у свету, на
различитим континентима, на основу држава код којих постоје дефинисани легисла-
тивни оквири организације и методологије израде и реализације планских докуме-
ната. Глобалне карактеристике система просторног планирања се разликују по више
основа: примена принципа одрживости, развијеност регионалног планирања, значај
урбанистичког приступа, систем управљања, проблеми имплементације, примена
партиципације, заступљеност стратешког планирања, транснационална сарадња и
сл. Детерминисаност система планирања бројним и разноврсним факторима утицала
је на различит степен развијености планског процеса. У планерској пракси у великом
броју држава испољени су слични проблеми који се односе на: непоштовање закона,
корупцију, нелегално коришћења простора, неспровођење планских мера, решавање
регионалне развојне неуравнотежености у скоро свим државама, итд, а све већи зна-
чај добијају питања везана за заштиту животне средине.

Urban Shrinkage in Serbia: The Domination of Economic over Environmental Causes

AB  - Although present in Serbia, the phenomenon of urban shrinkage has not been identified as a problem by local decision-makers. The purpose of this study is to present this phenomenon and to 
show the causes and consequences of urban shrinkage in Serbia. The analysis covers a recent 
period, 2002-2011, when this process was the most intensive. This study employs the method of 
grouping towns affected by the shrinkage process. The multi-criteria evaluation method was used to determine the types of towns according to the cause of shrinking, the intensity of the shrinkage factors and the character of the process. In the study of urban shrinkage in the territory of Serbia, 
environmental factors were considered as one of the causes. Environmental problems are an important factor of urban shrinkage in the developed world. Nevertheless, in Serbia, the economic causes are so dominant that they overpower major environmental issues as potential factors of the shrinking process. Apart from the key factors in this process in most East European and South-East European countries, urban shrinkage in Serbia has its roots in other factors – namely, the political instability caused by inter-ethnic conflicts in the Western Balkans during the 1990s.

The Interdependence Between Activity Structure and Level of Economic Development – Case Study of Serbia

AB  - The goal of the paper is to examine the hypothesis whereby a higher level of diversification
in the structure of activities of a certain settlement indicates a higher level of its economic
development. The absolute predominance of employment in the tertiary-quaternary sector
in the total employment in Serbia’s municipal centres has been brought in correlation
with their level of economic development. The nature of this interdependence has been the
subject of a detailed analysis in this paper. Using the methods elaborated for the needs of
this research, conclusions have been drawn indicating the emergence of a large number of
centres where the quantitative prevalence of the tertiary-quaternary sector, along with the
distinct incidence of employment in public services, is not accompanied by corresponding
qualitative and quantitative changes that would result in a higher level of economic
development. Insufficiently developed centres have been identified in order to facilitate
decision makers to take proper and timely actions and enable relevant institutions and
organisations to apply adequate measures to support balanced economic development.

abstract = "The goal of the paper is to examine the hypothesis whereby a higher level of diversification
in the structure of activities of a certain settlement indicates a higher level of its economic
development. The absolute predominance of employment in the tertiary-quaternary sector
in the total employment in Serbia’s municipal centres has been brought in correlation
with their level of economic development. The nature of this interdependence has been the
subject of a detailed analysis in this paper. Using the methods elaborated for the needs of
this research, conclusions have been drawn indicating the emergence of a large number of
centres where the quantitative prevalence of the tertiary-quaternary sector, along with the
distinct incidence of employment in public services, is not accompanied by corresponding
qualitative and quantitative changes that would result in a higher level of economic
development. Insufficiently developed centres have been identified in order to facilitate
decision makers to take proper and timely actions and enable relevant institutions and
organisations to apply adequate measures to support balanced economic development.",

AB  - The process of rural neglect leads to massive abandonment of rural areas throughout the Balkans. The paper provides an insight into the situation in the rural environment of Serbia. The aim of the study is to identity the reasons for rural abandonment in Serbia in order to define the optimal ways to overcome the current situation. An integrated questionnaire was designed for all respondents, and there were also several separate questionnaires. The results indicate the difficult situation in the rural area of Serbia and that the current trend of rural abandonment will continue.

Transforming metropolitan regions - evidence from Belgrade

AB  - The paper seeks to identify and assess the polarising, indirect and direct favourable influence of Belgrade, as the capital and the largest city in Serbia, in the development of settlements and centres within its administrative area, i.e. the territory administratively named the City of Belgrade. The paper includes an analysis of demographic trends, including commuting trends, and the functional and morphological changes in the settlements of the Belgrade region between 1971 and 2011. Various analytical and synthetic methods have been used to assess the investigated territory's degree of transformation, including both positive effects and the negative consequences of the impact of various factors. Suburban areas are not clearly delimited. Belgrade's urban area is not marked by social segregation. The initial hypothesis that the Belgrade region underwent a complex and multifaceted transformation has been confirmed, which will significantly determine future planning solutions, especially as regards the identified causes of the transformation, the factors of which have not been significantly changed in the transition, post-socialist period. The appropriateness of development planning measures and governing policies in this area is of crucial importance for the country as a whole.

Evaluation of the urban regions of Serbia: Functional polycentricity

AB  - The subject of this paper is an evaluation of defined urban regions in Serbia, with an aim towards identifying their basic features, with special emphasis on the measurement of their functional polycentricity. These features include methods with following indicators: share of settled inhabitants to overall population number in the centre of urban region and surrounding area, according to the outcome; concentration level of employees in centres and structure of activities of active population performing an occupation, functional dependence of settlements in the area of the region and determining the functional polycentricity index of the urban region. Therefore, the goal of the paper is to clarify the difference between the urban regions that have developed in the area of Serbia, which are significant factors for further planning of polycentric and balanced regional development. The results of the survey show differences between urban regions. Almost half of the urban regions in Serbia have characteristics of monocentricity, while few polycentric urban regions differ in number of secondary centers. Certain differences between urban regions refer to the results related to share of the employees in primary centres in connection with the secondary centre region, if refers to a polycentric region, or in comparison to the region as a whole, if it implys to monocentric urban regions. All in all, primary differences between urban regions pertain to the degree of functional polycentrism.

AB  - The paper contains an analysis and assessment of the planning system of three countries, Montenegro, Republic of North Macedonia and Republic of Serbia, located in the area of Southeastern Europe and the Western Balkans. Comparative analysis of development of the planning system includes several aspects - the level of the presence of the strategic and legal approach to the planning documents, adhering to the principle of sustainable development with a developed system of the preservation of environment, the types of plans and planning competence at different territorial levels with an assessment of achieved decentralization and democratization, connection between the private and the public sector, land management. The issue of vertical and horizontal coordination, including territorial cooperation, the existence of monitoring and implementation of plans, the coherence of planned objectives and developments in the area, the degree of representation of theoretical methodology in planning documents, the classification of three countries into one of the four European planning systems, as well as other numerous problems and challenges for the future in planning and in the space of the three states are contained in this paper.

AB  - This paper analyzes the basic characteristics of Serbia's urban system after World War II. The term urban system is largely determined by the use and functioning of the space in which it exists. We used the methods common in urban geography, notably the Rank-Size Rule and the Law of the Primate City with the aim of identifying the basic regularities, as the first step in an in-depth study of an under-researched topic. The research seeks to contribute to explaining the causes of the previous and current situation in the national settlement network, as a prerequisite for planning the future organization of the settlement network. Our study, conducted in Serbia, finds polarization apparent in the prominent domination of the capital city in terms of population, and this is a key feature of Serbia's urban system. The current situation is the result of an intensive process of urbanization, but also of the establishment of new administrative boundaries after the disintegration of Yugoslavia. The study also seeks to suggest the most appropriate development model for Serbia's urban system that could help overcome the extreme population concentration in Belgrade and create a basis for organizing an optimal system of centers. Keeping in mind that uneven regional development is determined by the features of the urban system, polycentric development is a common model for overcoming extreme polarization on a global level.

AB  - The aim of this paper is to analyze and assess direction and intensity of changes in structure of activities in urban settlements in Serbia with more than 20,000 inhabitants, to determine the tendencies of that process, as well as the moment or the period of achieving their equilibrium structure of development activities. In addition, this paper defines the regularities of functional urban areas changes depending on their demographic size, on one hand, and depending on the period of exercising their convergent - uniform structure, on the other hand. Results of the analysis were used for testing the hypotheses put forward in the context of previous research related to the period of most intense industrialization - 60s and 70s of the last century. While in this paper, for comparison, that period of time was covered, the focus of the research refers to the period 1981-2011.

The need of harmonising the administrative and the functional metropolitan area: The case of Belgrade

AB  - The aim of this paper is to highlight the lack of correspondence between the administrative borders of the Belgrade region on the one hand, and its functional gravitational area, on the other. The paper seeks to define the boundaries of the functional area of Belgrade using several available criteria, where the key one is the body of data on the daily commuting of the employed population, students and pupils. In Serbia, commuting was taken into consideration as a criterion for delimiting urban areas, or an instrument in planning and achieving a decentralised and balanced regional development only in the most recent generation of spatial plans. Compared to the boundaries of the functional area, the current, inadequate, administrative boundaries of the Belgrade region reveal problems in the consolidation of the metropolitan region and they have a negative effect on the planning of this area, as well as on the territorial cohesion in Serbia.

Multiple-criteria analysis as a method for defining medium-sized cities: the example of central Serbia

AB  - Decentralization and the inclination towards a balanced regional development bring about a redistribution of cities' functions: certain responsibilities are transferred from centres at higher hierarchy levels to regional centres (mostly medium-sized cities). In this context, the authors have analysed the importance of medium-sized cities in the settlement network and discussed the issue of their identification within the national urban system. The purpose of this study is to establish a method for the identification of the set of medium-sized cities within the network of urban settlements, with particular reference to Central Serbia. The authors also compare the method with the one used in Slovenia in order to demonstrate that the phrase "medium-sized city" may have different meanings depending on the context in which it is defined. Along with the demographic size as the most important indicator in defining medium-sized cities, economic, social, functional, infrastructural and institutional criteria have also been taken into consideration.

Possibilities and limitations of territorial cooperation among Serbian and European towns

AB  - This paper deals with the significant European aims of the process of intra-continental integration, as well as the role of the urban centers in its transregional cooperation. Although the process of transborder cooperation of towns exists also in other parts of the world, the roots of that complex form of cooperation appeared rather early in Western Europe. The area of Central Europe, especially the politically unstable southeastern part of the continent, are considerably late in this process. Serbia, especially its western and southern parts, is even more late in transborder regional cooperation of towns. The paper emphasizes that towns of Serbia, as development carriers with their intellectual potentials, have to express the ideas on starting the international actions. The possibilities are extensive: activation of neglected cooperation relations, improvement of technological and economical development, modernization of infrastructural systems, cooperation in culture, education, sports and recreation, environmental protection, etc. Towns need to find the ways for all kinds of cooperation with surrounding towns, if such cooperation gives the results which are favourable for both parties. Isolation from the world courses would lead to long-term stagnation.
AB  - Rad obuhvata značajne evropske ciljeve procesa unutarkontinentalne integracije, kao i ulogu gradskih centara u transregionalnoj saradnji. Iako se proces transgranične saradnje gradova nalazi i u drugim delovima sveta, koreni tog složenog oblika saradnje na području Zapadne Evrope javljaju se veoma rano. Područje Centralne Evrope, a naročito politički nestabilni jugoistočni deo kontinenta, znatno kasne u ovom procesu, pa evropske integracije gradova su rezultat inicijativa EU koje izrazitije podržavaju njihovo formiranje. Srbija, posebno u svojim zapadnim i južnim delovima, još više kasni kad je u pitanju uključivanje u transgranični oblik regionalne saradnje gradova. Rad ističe da gradovi Srbije, kao nosioci razvoja sa svojim intelektualnim potencijalima, moraju da izraze ideje u vezi sa pokretanjem međunarodnih tokova. Te mogućnosti obuhvataju aktiviranje zapostavljenih i formiranje novih veza saradnje, unapređivanje tehnološkog i ekonomskog razvoja, modernizaciju infrastrukturnih sistema, saradnju na polju kulture, obrazovanja, sporta i rekreacije, zaštite životne sredine i dr. Gradovi treba da iznađu puteve za saradnju svake vrste sa gradovima u okruženju, ako takva saradnja daje obostrane pozitivne rezultate. U suprotnom, izolovanost od svetskih tokova će značiti stagnaciju na duže vreme.

AB  - This paper contains the aspects of spatial cooperation between the two neighboring countries - Serbia and Bulgaria. The projects of cooperation in the 1990s have been specified, as well as those taking part in the final phase of European international cooperation in the period 2007-2013. In the last period two spatial integration aspects stand out - cross-border and transnational cooperation, as well as cooperation based on Euro-regions - border associations of neighboring countries that have defined the development projects of mutual interest. Possibilities for future cooperation will largely depend on external factors initiated by the European Union, and initiatives of local actors from the border areas of both countries.
AB  - Rad sadrži vidove prostorne saradnje dve susedne zemlje - Srbije i Bugarske. Navedeni su projekti saradnje od 1990-ih godina, kao i oni koji se odvijaju u poslednjoj fazi međunarodne evropske saradnje, u periodu 2007-2013. godina. U poslednjem periodu izdvajaju se dva vida prostornih integracija - transnacionalna i prekogranična saradnja, kao i saradnja koja se bazira na evro- regionima - pograničnim asocijacijama susednih država koje su definisale razvojne projekte od obostranog interesa. Mogućnosti buduće saradnje u velikoj meri će zavisiti od spoljnih faktora koje inicira Evropska unija, ali i od inicijative lokalnih aktera pograničnih područja obe države.

AB  - The classification of spatial planning styles in Europe has been successively reviewed a few times. The Danube region in Serbia within the process of transnational cooperation and interregional functional connections

AB  - The paper covers presentation of ways of international cooperation of Danube region on the territory of Republic of Serbia and its spatial integration levels of the immediate and wider environment (cross-border or trans-border aspect of cooperation, transnational cooperation and interregional cooperation). Danube region is space with the most active current integration processes, which take place under the initiative of the European Union and the definition of European instruments supporting cooperation of states along the Danube River flow, as well as more specific territorial entities that are directly related to the river. In addition to European strategies and programs, the cooperation includes cross-border cooperation activities of Serbia based on resolving socio-economic problems, issues related to infrastructure, environmental protection and other areas of cooperation that include spaces Euroregional Association. The grounds for the implementation of planned measures for further Danube region development also include functional connections on regional and local level within the territory of the Republic of Serbia.
AB  - Rad obuhvata prikaz vidova mađunarodne saradnje prostora Podunavlja na području Srbije i nivoe njegove prostorne integracije u neposredno i šire okruženje (prekogranični ili transgranični vid saradnje, transnacionalna saradnja i interregionalna saradnja). Podunavlje predstavlja prostor sa dosadašnjim najaktivnijim procesima integracije, koja se odvija pod inicijativom Evropske unije definisanjem evropskih instrumenata i programa koji podržavaju saradnju država kroz koje prolazi reka Dunav, kao i užih teritorijalnih celina koje su neposredno vezane za tu reku. AB  - As one form of population mobility, daily commuting represents very complex phenomenon of the spatial separation of the place of work and the place of residence of the part of employed population. The paper deals with changes in scope, directions and structure of commuting flows in Serbia, as well as the interdependence of commuting with other demographic and socio-economic development processes. The comparison was made between the basic characteristics of commuting in Serbia and Slovenia and their catchment areas of employment attraction. The differences in methodology used in the census questionnaires referring to commuters in the last population censuses of Serbia and Slovenia in year 2002 were also discussed.

AB  - Regionalization of Serbia, as an instruments whose adequate use would contribute to a decrease in interregional differences in development of certain parts, represents a complex task, which is only to some extent finished by adopting bigger territorial parts in Serbia. This work is made for the purpose of presenting the problems with regional planning process deriving from inconsistency which exists between administrative territorial organization into districts of the Republic of Serbia and functional areas of regional centers defined by The Spatial Plan of the Republic of Serbia, issued in 1996, then functional urban areas presented in The Strategy of Spatial Development of the Republic of Serbia in 2009-2013-2020 and in The Draft Law of Spatial Plan of the Republic of Serbia in 2010-2014-2021. Moreover, the work compares the above mentioned spatial areas with planned regions, for which the drawing up of regional spatial plans is scheduled, namely with statistical macroregions, whose defining is one of the recently adopted decisions in the Republic of Serbia. The aim of pointing out to the above mentioned inconsistency in so far used concepts of regionalization, is to contribute to the quality of regional planning of development, as well as to finding solutions which would refer to establishing borders of smaller, meso-regional totalities, and also to the determination of authorities of both middle levels of administration in our country. .
AB  - Regionalizacija Srbije, kao jedan od instrumenata čija bi adekvatna primena i korišćenje doprineli smanjenju međuregionanih razlika u stepenu razvijenosti, predstavlja kompleksan zadatak koji je samo donekle okončan usvajanjem većih teritorijalnih celina Srbije. Cilj rada je da ukaže na probleme u procesu regionalnog planiranja koji proističu iz izvesnih nepoklapanja koja postoje između administrativno teritorijalne podele Republike Srbije na okruge i funkcionalnih područja regionalnih centara definisanih Prostornim planom Republike Srbije iz 1996, a zatim funkcionalno urbanih područja prezentovanih u Strategiji prostornog razvoja Republike Srbije 2009-2013-2020, odnosno u Nacrtu Prostornog plana Republike Srbije 2010-2014-2021. godine. Osim toga, rad poredi pomenute prostorne celine sa planskim regionima za koje je predviđena izrada regionalnih prostornih planova, odnosno, sa statističkim makro-regionima čije definisanje predstavlja jedno od najnovijih usvojenih rešenja Republike Srbije. Settlements of undeveloped areas of Serbia

AB  - Analytical part of the paper comprises the basic demo-economic, urban-geographic and functional indicators of the state of development, as well as changes in the process of development in the settlements and their centres on undeveloped area of Serbia in the period in which they most appeared. The comparison is made on the basis of complex and modified indicators2, as of undeveloped local territorial units mutually, so with the republic average. The basic aims were presented in the final part of the paper, as well as the strategic measures for the development of settlements on these areas, with a suggestion of activating and valorization of their spatial potentials. The main directions are defined through the strategic regional documents of Serbia and through regional policy of the European Union.

abstract = "Analytical part of the paper comprises the basic demo-economic, urban-geographic and functional indicators of the state of development, as well as changes in the process of development in the settlements and their centres on undeveloped area of Serbia in the period in which they most appeared. The comparison is made on the basis of complex and modified indicators2, as of undeveloped local territorial units mutually, so with the republic average. The basic aims were presented in the final part of the paper, as well as the strategic measures for the development of settlements on these areas, with a suggestion of activating and valorization of their spatial potentials. The main directions are defined through the strategic regional documents of Serbia and through regional policy of the European Union.",

The qualification degree of workers as a factor of commuting in Serbia

AB  - This article deals with education as an important determinant of the spatial mobility of population. Degree of migrants' education is associated with decision about migration and also with distance and direction of migration flows. This can be seen both in the case of definite migration as well as in the case of commuting. In this research we have carried out the rating and categorization of Serbian municipalities according to the share of convergent commuters in the total number of commuters, the share of convergent workers - commuters with college and university education, as well as according to average qualification degree of workers - commuters that live in those municipalities. Calculated index scores of dissimilarities of convergent and divergent commuters according to the achieved qualification degree presents the share of population which has to be reallocated among the educational groups in order to make educational structure of commuters who move towards individual municipalities the same as the structure of labor force that has these municipalities as the starting points.
AB  - Obrazovanje je veoma važan faktor uticaja na proces prostorne pokretljivosti stanovništva. Stepen obrazovanja migranata povezan je ne samo sa verovatnoćom učešća već i sa razdaljinom i smerom migracije, kako kada je reč o definitivnoj tako i kada je reč o dnevnoj migraciji. U radu je izvršena ocena i kategorizacija opština Srbije prema udelu ulaznih dnevnih migranata, prema udelu više i visoko obrazovanih koji dolaze na posao u druge opštine, kao i prema prosečnoj kvalifikaciji radnika prema mestu stanovanja. Izračunate vrednosti indeksa različitosti konvergentnih dnevnih migranata prema dostignutom stepenu stručne spreme pokazuju udeo u populaciji koji bi se morao preraspodeliti između obrazovnih grupa da bi obrazovna struktura dnevnih migranata koji idu u smeru pojedinačnih opština bila ista kao struktura radne snage kojoj su ove opštine polazište.
