Rebuilding post-communist city identity: The case of Novi Pazar, Serbia

AB  - In line with contemporary urban policy to build a competitive city identity, this article deals with the post-communist identity of Novi Pazar, a medium-sized city in southwestern Serbia. Research attention is centred on building urban identity through the dynamic interaction between actors and socio-spatial structures. Following Bourdieu’s notion of habitus, the concept of a city’s habitus is employed as well as Lefebvre’s concept of the social production of space. Special focus is placed on the challenges that post-communist cities face in re-establishing their identity following the former promotion of the “communist (industrial) city” and its subsequent decline. The analysis is based on a survey of residents of Novi Pazar (n = 299) and interviews with experts employed in local government and other local institutions/organizations (n = 14), as well as content analysis of the city’s official website. Novi Pazar is a city with a potentially strong identity but also with considerable structural constraints that block the local agency needed to activate the city’s identity potential.

The Brand Potential of „Soft“ Factors of the Territorial Capital: A Study of Eight Medium Sized Cities in Serbia

AB  - The aim of this paper was to explore the brand potential of certain “soft” fac tors of territorial capital in the medium-sized cities in Serbia. The concept of territorial 
capital refers to the total city development potential that combines objective, “hard” 
and subjective, “soft” factors of an area, in order to attract investment and generate 
local development. As city branding has become an imperative of local development 
strategies, this paper aims at connecting these concepts in order to emphasize a po ssible brand potential of some “soft“ dimensions of territorial capital. The paper is 
based on the data obtained from the research conducted from 2013 to 2015 by the 
Institute for Sociological Research of University of Belgrade on a representative sam ple of population aged 18-65 in eight medium-sized cities in Serbia. The first part of 
the paper presents the concept of territorial capital and clarifies its connection with 
the city branding. The second part of the paper is dedicated to the analysis related to 
Serbia. It begins by summarizing the key features of its socio-spatial transformation in 
the post-socialist period and points to the discordance between the state of territorial 
capital and the city branding process. Then the method of research which focuses on 
the citizens’ perception (a neglected soft dimension of territorial capital) is presented. 
The obtained questionnaire results are analysed through the lens of the city branding 
approach and the application of somewhat modified dimensions (presence, pulse and 
people) of the City Brand Index (CBI). The concluding part briefly recaps how and 
why the observed soft dimensions of the territorial capital might be recognized as a 
relevant potential in the process of (re) branding of the researched cities.

Neoendogeni razvoj gradova i ekološki paradoks: studija slučaja šest gradova u Srbiji

AB  - Postindustrijski razvoj i postfordistički model kapitalizma uzrokovali su zaokret u razvojnim modelima gradova, od programa koji su bili strateški osmišljavani na nacionalnom nivou (top-down pristup) do koncepta koji insistira na lokalno zasnovanom, to jest neoendeogenom razvoju gradova. Cilj rada je da ukaže na različito konceptualno i kontekstualno promišljanje pojma lokalno zasnovanog razvoja u evropskim okvirima, a potom i da na primeru šest gradova u Srbiji (Kragujevac, Zrenjanina, Užice, Šabac, Sombor, Novi Pazar) utvrdi da li se posmatrani gradovi profilišu ka novom, neoendogenom razvojnom modelu. U fokusu analize su stavovi lokalnih eksperata, sa osvrtom na strateška dokumenta istraživanih gradova. U prvom delu teksta bliže se određuju pojmovi lokalizovanog i lokalno zasnovanog, to jest neoendogenog razvoja, a potom se uvode i pojmovi teritorijalnog kapitala, teritorijalizacije, ekološkog paradoksa. U drugom delu teksta ti pojmovi se razmatraju u kontekstu strateških opredeljenja Evropske unije i relevantnih karakteristika postsocijalističke transformacije evropskih zemalja, uključujući i društvo Srbije. U trećem delu teksta specifikuju se ciljevi i metod sprovedenog istraživanja i prikazuju njegovi rezultati. Zaključni deo ukratko sintetizuje sličnosti i razlike između posmatranih gradova u ispoljavanju ekološkog paradoksa, pri ocenjivanju razvojnih potencijala i prepreka u skladu sa modelom neoendogenog razvoja. U analizi su korišćeni kvalitativni podaci iz istraživanja koje je Institut za sociološka istraživanja Filozofskog fakulteta Univerziteta u Beogradu realizovao 2013/2014. godine.
