Održivi razvoj kao cilj – još jedan promašaj planiranja?

AB  - Prostorno planiranje je tokom približno 100 godina postojanja (prvi „pravi“  regionalni prostorni plan je urađen 1923. godine u Engleskoj) imalo više „neuspelih“  eksperimenata. Autori sa Zapada u pomenute eksperimente, pored centralističkog državnog  planiranja u SSSR-u, kineskih eksperimenata sa tržištem, samoupravnog planiranja u  SFRJ, svrstavaju i planiranje tokom i posle Velike depresije na Zapadu, Maršalov plan,  ali i planiranje u tzv. državi socijalnog blagostanja. Pojavivši se u doba punog trijumfa  neoliberalnog koncepta uređenja sveta, održivi razvoj je kao dogma nametnut odozgo i  praktično je oktroisan politički. Shodno tome, ma koliko bio opravdan, pod mamuzom nužde,  inagurisan je kao osnovni cilj prostornog planiranja, već tridesetak godina unazad. Od tada  se planeri u svetu, kao i na Balkanu, svojski trude da opšte principe održivosti prevedu u  operativne prostorne ciljeve, na osnovu kojih bi uslovi lokacije bili determinisani, a odluka o  građevinskoj dozvoli uslovljena „održivošću“ objekta. U praksi planiranja u Srbiji sveprisutna  održivost je u najvećoj mogućoj meri ostala na nivou deklarativnosti, prebačena u misije i  vizije, dok planeri, impresionirani projektovanjem, traže spas u četvrtoj tehnološkoj revoluciji  koja će, pored ostalog, dati odgovor na nagomilane socijalne probleme u prostoru koje  održivi razvoj još uvek uspešno zaobilazi. Rad analizira iskustva do kojih smo došli tokom  30 godina planiranja održivog razvoja i sumira ocenu koliko smo u tom pogledu bili uspešni.

AB  - Resilient cities have emerged as novel urban ecosystems that respond to the increasing
challenges of contemporary urban development. A new methodological approach is needed to
measure and assess the degree of resilience of the urban landscape during the ongoing planning
process, considering different planning and design scenarios. Based on this consideration, the first
attempt of this study was to develop a resilience index that summarizes the application of resilience
theory in urban landscape planning. Is geodesign an appropriate tool to assess urban resilience? This
was the main research question and the topic of the workshop ”IGC—Resilient City of Belgrade” at
the Faculty of Forestry, University of Belgrade (Master Landscape Studio). The main result of this
research is a model for urban resilience assessment with IGC geodesign, which allows to measure
scenario changes through developed resilience indicators (index), which are determined by a set of
parameters (area, redundancy, diversity, porosity, carbon sequestration, edge type, edge length, etc.).
The methodological approach allows quantifying the impact of adopted innovations in geodesign
scenario proposals, which plays a crucial role in strengthening the connection between landscape
planning and design. In the context of the novel urban ecosystem, future urban landscape planning
should focus on resilience as a measure to achieve sustainable development goals, supported by
geodesign as a collaborative and spatially explicit negotiation tool.

Uloga scenarija u planiranju na lokalnom nivou: razumevanje sistema i prepoznavanje javnog interesa

AB  - Prostorno planiranje, kao racionalno, vrednosno neutralno, sa pristupom  odozgo-nadole se pokazalo kao neuspešno prilikom suočavanja sa složenim problemima  pluralističkih društava u krizi. Povećanje heterogenosti društva dovelo je do stvaranja  različitih koncepata javnog interesa, koji i danas muče prostorno planiranje. Zajedno sa  krizom države blagostanja i demokratskog kapitalizma, došlo je do marginalizacije direktnog  razmatranja javnog interesa u planiranju, dok je sa druge strane povećano razmatranje  pitanja održivosti, otpornosti, nejednakosti, pravde, itd. Prepoznavanje različitih interesa  javnosti i pojedinaca na različitim nivoima, razumevanje njihovih odnosa u prostoru i kasnije  obezbeđivanje vertikalne i horizontalne koordinacije kroz usklađivanje planskih dokumenata,  je postalo ključni izazov planera u oblasti njihovog delovanja. Ova potreba je posebno izražena  na lokalnom nivou, gde je za razumevanje procesa u prostoru i javnog interesa potrebno  koristiti naučne metode, tehničke veštine i etičke principe uz pomoću kojih bi došli do drugih  vrsta znanja, kao što su lokalno, iskustveno i intuitivno. Međutim, prikupljanje različitih  vrsta saznanja nije cilj samo po sebi. Cilj je izgradnja i jačanje kapaciteta za sprovođenje  procesa tokom kojeg planeri uz participaciju javnosti, kreiraju nova znanja, koja su važna  za prepoznavanje i zaštitu javnog interesa na lokalnom nivou, postizanje konsenzusa i  donošenje odluka o akcijama i budućem pravcu prostornog razvoja. Metod scenarija, kao  proces oblikovanja mogućih budućnosti, nudi osnovu za ostvarenje prethodno pomenutog  cilja. Izrada scenarija ima ulogu da poveže racionalno planiranje sa uključivanjem javnosti  u proces planiranja, kroz zamišljanje normativne budućnosti. Ovom ulogom izrada scenarija  doprinosi boljem razumevanju procesa u prostoru i defi nisanju javnog interesa, tako što  upotrebom kvantitativnih i kvalitativnih analiza uz učešće javnosti dovodi do kreiranja  alternativnih ciljeva i planskih rešenja, do kojih se ne može doći isključivo korišćenjem  podataka ili predikcijom zasnovanoj na matematičkim modelima.

AB  - In-depth knowledge about land-use/land-cover

related to land-use/land-cover changes. The study
assesses the importance of two biophysical and five
socio-economic drivers of land-use/land-cover
changes for six land-use/land cover change pro-
cesses during the 2000–2018 period in Serbia using
mixed methods, GIS and machine learning. The re-
sults indicate that socio-economic drivers, especially
the distance from roads, water and protected areas ,
are more important for national land-use/land cover
change processes than biophysical drivers. The study
gives insights into the drivers' usefulness for model-
ling future land-use/land-cover change processes on
the national level in Serbia. Furthermore, it could be
observed as one of the initial steps in the future anal-
ysis of the effects of land-use/land-cover changes on
landscape diversity, further development of the land-
use/land-cover changes research and related deci-
sion-making processes.

Using Geodesign Studio to Explore Alternative Local Spatial Development Scenarios in Serbia

AB  - Sustainable Developments Goals (SDGs) in Serbia are reduced to the pursuit of economic growth and spatial planning in local areas is reduced to a governance mechanism for attracting investment. Similarly, if existing, digital technologies in local spatial planning are mostly used as a source of digital spatial data and not as planning support systems. Planning reforms conducted in the last two decades produce secluded, largely digitized administrative activities and technical documentation elaboration driven by the narrow, mostly national government interests. These sidestep the localization of SDGs and enhance profit-oriented interventions of powerful actors in local areas. The aim of the geodesign teaching studio conducted at the University of Belgrade in 2021 was to engage students in the elaboration of the International Geodesign Collaboration (IGC) project for the Municipality of Ivanjica and use relevant digital technologies as alternative planning themes, methods and support systems. Complying to the IGC conventions, the selection of locally relevant assumptions and innovations for the future sustainable spatial development for 10 systems was made. The Steinitz’s Geodesign framework and Geodesignhub were used to design six scenarios, iteratively and collaboratively. Five scenarios differed in the starting year and intensity of implemented innovations, while the sixth reflected the “planning as usual” scenario. Consequently, the scenarios had different performance against the 17 SDGs achievement matrix. By collaboratively exploring Ivanjica’s alternative spatial development scenarios and their anticipated SDGs performance, students better understood the process of localizing SDGs and learned how local stakeholders can be empowered to advocate, plan and act towards a more sustainable future.

abstract = "Sustainable Developments Goals (SDGs) in Serbia are reduced to the pursuit of economic growth and spatial planning in local areas is reduced to a governance mechanism for attracting investment. Similarly, if existing, digital technologies in local spatial planning are mostly used as a source of digital spatial data and not as planning support systems. Planning reforms conducted in the last two decades produce secluded, largely digitized administrative activities and technical documentation elaboration driven by the narrow, mostly national government interests. These sidestep the localization of SDGs and enhance profit-oriented interventions of powerful actors in local areas. The aim of the geodesign teaching studio conducted at the University of Belgrade in 2021 was to engage students in the elaboration of the International Geodesign Collaboration (IGC) project for the Municipality of Ivanjica and use relevant digital technologies as alternative planning themes, methods and support systems. Complying to the IGC conventions, the selection of locally relevant assumptions and innovations for the future sustainable spatial development for 10 systems was made. The Steinitz’s Geodesign framework and Geodesignhub were used to design six scenarios, iteratively and collaboratively. Five scenarios differed in the starting year and intensity of implemented innovations, while the sixth reflected the “planning as usual” scenario. Consequently, the scenarios had different performance against the 17 SDGs achievement matrix. By collaboratively exploring Ivanjica’s alternative spatial development scenarios and their anticipated SDGs performance, students better understood the process of localizing SDGs and learned how local stakeholders can be empowered to advocate, plan and act towards a more sustainable future.",

AB  - U radu se pod održivim planiranjem podrazumeva planiranje održivog prostornog razvoja, a Geodizajn koji se razvija u okviru Međunarodne geodizajn kolaboracije analizira se kao njegov instrument. Primena i analiza Geodizajna obavljene su tokom eksperimentalnog studija u letnjem semestru 2020/2021. godine na Geografskom fakultetu u Beogradu. Studio/projekat pod nazivom Ivanjica – rasadnik stabala i alternativa je postavljen kao alternativa etabliranom planiranju područja posebne namene, u kojim se ne vodi dovoljno računa o koristima lokalne zajednice od realizacije tih planova niti o ekosistemskim uslugama lokalnog prostora. Osnovni cilj bio je da studenti razumeju i iniciraju međuzavisnosti (pod)sistema u prostoru kako bi izradili scenarije budućeg prostornog razvoja i sagledaju značaj njihovih promena za realizaciju održivog razvoja. Ovo je posebno važno u kontekstu dugogodišnje profitno-orijentisane prakse planiranja. U njoj naša zajednica leluja između deklarativnog prihvatanja i kritičkog odbijanja održivog razvoja, bez prave operativne primene ili zamene koja bi nam pomogla da adekvatno podržimo donošenje odluka o budućem održivom (lokalnom) prostornom razvoju. Ova „adekvatnost“ koja zahteva strukturirani, transdisciplinarni, kolaborativni okvir rada i povećanu senzibilnost prema socio-ekološkim izazovima nalazi se u srži Geodizajna. U narednom periodu i u okviru akreditovanog programa, takav Geodizajn će se učiti u našoj školi.

AB  - U prve dve decenije 20. veka sistem prostornog planiranja u Srbiji doživeo je značajnu  transformaciju prateći opšte trendove promena u Srbiji. U okviru nekadašnje sređenog i hijerarhijski organizovanog sistema, koji se sastoji od četiri vrste prostornih planova - za Republiku,  regione (i Autonomne pokrajine), opštine i područja posebne namene, nakon 2010. godine  polako je počelo da se na marginu potiskuje nacionalno, regionalno i lokalno planiranje, dok je  planiranje područja posebne namene postalo dominantno. U ovom dodatku originalnom radu  objavljenom u Glasniku Srpskog Geografskog Društva iz 2020. godine, ažuriran je spisak urađenih Prostornih planova područja posebne namene i data karta njihovog položaja u prostoru Srbije.

Weakening of spatial planning system in Serbia: Age of prevailing of spatial plans for special purpose areas (2010-2020)

AB  - In the first two decades of the 21st century, the spatial planning system in Serbia underwent a significant transformation following the general trends of change in Serbia. The neoliberal-market model of the economy has directly led to the apparent suppression of social services and of the environmental sector. After 2010, the formerly hierarchical organized system slowly began to marginalize national, regional and local planning. Instead of that, planning of special-purpose areas became dominant and almost ubiquitous. This plan, according to the Law, can cover all types of infrastructure, all types of mining, tourist facilities and areas, energy, protected nature objects and cultural and historical monuments, as well as the so-called Belgrade Waterfront and the National Stadium. The paper analyses the causal relationships that have led to the current state of planning, given the systematization of spatial plans of the special purpose areas so far prepared. Additionally, the paper also discusses the effectiveness of such a partial approach to the field of spatial planning and landscaping in Serbia.
AB  - U prve dve decenije 21. veka sistem prostornog planiranja u Srbiji doživeo je značajnu transformaciju prateći opšte trendove promena u Srbiji. Prevladavanje neoliberalnog - tržišnog modela ekonomije direktno je uslovilo potiskivanje socijalnih usluga po kvalitetu i obimu finansiranja, a slično se dogodilo i sa ekološkim sektorom. U okviru nekadašnje sređenog i hijerarhijski organizovanog sistema, koji se sastoji od četiri vrste prostornih planova - za Republiku, regione (i Autonomne pokrajine), opštine i područja posebne namene, nakon 2010. godine polako je počelo da se na marginu potiskuje nacionalno, regionalno i lokalno planiranje, dok je planiranje područja posebne namene ostalo i postalo dominantno. Prostorni plan područja posebne namene se na osnovu Zakona radi za sve vrste infrastrukture, sve vrste rudarstva, turističke objekte i područja, energetiku, zaštićene objekte prirode i kulturno-istorijske spomenike, ali i Beograd na vodi i Nacionalni stadion. U radu su analizirani kauzalni odnosi koji su doveli do sadašnjeg stanja u planiranju, data sistematizacija do sada urađenih prostornih planova područja posebne namene, te diskutovana efektivnost ovakvog parcijalnog pristupa oblasti planiranja i uređenja prostora u Srbiji.

Compliance with social requirements for integrated local land use planning in Serbia

AB  - Integrated local land use planning (ILLUP) is promoted as one of the planning instruments in giving territorial expression to societies' goals, such as sustainable development. Similar efforts were invested in Serbia twice - during the post-WWII socialist period and during the transition towards democratic capitalism after 2000. However, our research on local land use planning as an integrated approach revealed significant inconsistencies in the practice in Serbia with the intended ILLUP. This directed the literature search and review and helped conceptualize not only process-, but also system-related social ILLUP requirements needed for employing the instrument. Apart from offering the heterarchical structure of ILLUP requirements, the paper explains its evolution and advocates calibrating the contextualization with standardization during ILLUP research.

The justification of the subject planning history

AB  - Over the last decade of the 20th century the history of the spatial planning was accredited as a subject at schools worldwide, gained its special periodical and accompanying professional organization. When it comes to the Belgrade school of planning, the subject called spatial planning was introduced by the accreditation of the new curriculum at the Department of Spatial Planning of the Faculty of Geography in Belgrade in 2007. Nowadays at the international level and in our country, a serious theoretical discussion on the reach, direction and practical purpose of this subject is underway, and the questions which are posed thereby are sometimes provocative, controversial and far-reaching. These are the most common questions: What is the definition of the planning history? Why teach it? Who can teach it? How to teach it? What is the suitable content of the curriculum of the planning history? Although, this paper aims at the consolidation of the topics and providing the logical connections between the answers to the above questions, it, at same time, reflects the diversity of the individual approaches to planning history, which are the result of the peculiar circumstances in which spatial planning is taught in some countries, with different traditions of planning and different value systems. Nevertheless, the aim of the paper is the definition of something which can be called "intellectual nucleus" of a great topic called history (of spatial and urban) planning and which should be based on the logical theoretical and methodological premises, and, at the same time, should be comprehensible to students, through the flexible curriculum, and it should be applicable in practice.

AB  - The entire work is based on the assumption that the root of the planning crisis at the global level is largely found in the inadequate development of planning theory. The purpose of this research is to find a theoretical basis that would allow better theory and practice linking within a more efficient planning system. By applying the method of analysis and synthesis, historical and descriptive method, the development of theoretical thinking about problems and issues in the planning is presented, then the current state of theory in view of the dominant models and their 'critical' points. In this paper, namely, it is pointed out that because of these points, planning, as a mechanism of state intervention, still does not respond adequately to current and future challenges and demands of society. Accordingly, and with the realization of the basic objectives and applying the method of induction and deduction, planning theory reconstruction has been proposed, which is the main result of the work.
AB  - Celokupan rad je zasnovan na pretpostavci da se koren krize planiranja na svetskom nivou velikim delom može pronaći u neodgovarajućem razvoju teorije planiranja. Stoga je cilj ovog istraživanja da se pronađe teorijska osnova koja bi omogućila bolje povezivanje teorije i prakse u okvirima jednog efikasnijeg planskog sistema. Primenom metoda analize i sinteze, istorijskog i opisnog metoda, prikazan je razvoj teorijske misli o problemima i temama u planiranju, zatim sadašnje stanje u teoriji kroz prikaz dominantnih modela i njihovih 'kritičnih' tačaka. U radu se, naime, ističe da upravo zbog tih tačaka planiranje, kao mehanizam državne intervencije, još uvek ne odgovara na adekvatan način na savremene i buduće izazove i zahteve društva. U skladu sa tim i sa realizacijom osnovnog cilja, a primenom metoda indukcije i dedukcije dat je predlog rekonstrukcije teorije planiranja koji predstavlja osnovni rezultat rada.
