AB  - The Western Balkans region is significantly impacted by climate change and pollution. Over the past decades, warming has accelerated, and throughout the 21st century, it is projected to be higher than the world average (Alfthan, B et.al, 2015). The observed changes in precipitation over the last few decades are less clear, but almost all climate models agree that the region's countries will experience a significant decrease in precipitation by the twenty-first century, accompanied by an increase in drought conditions and, thus, water availability.
In the absence of adequate adaptation measures, key risks for the region arising from these hazards are manifested to a vast extent and include economic and livelihood losses, increased mortality and morbidity, decreased public safety, impaired ecosystem functioning and the loss of species, and decreased energy security due to water scarcity. Many of these impacts are not only future issues but also present-day concerns.

While the Just Green Transition concept and approaches are embraced at a global level, the process towards this transition in the WBs is progressing at a very slow pace and little is done in regard to societal preparedness for JGT. The “transition” itself signals epochal change, and at the same time unfolds uncertain futures for the affected economies. In this context, the WB countries have long been in the loop of the post-socialism transition, what Smith et al. (2005) call a ‘purposive transition’, characterised by a deliberate goal pursued as of the outset of transformation, with an explicit set of societal expectations and drawing heavily on external resources, aid and political orientation.

Confronting this, the green transition is equally purposive (Geels, 2011) for the Western Balkans, considering its embeddedness within the EU green agenda, the EU integration process, and the structural and technical weaknesses in the region which inhibit it from producing bottom-up niches of change. Petrov (2014) characterises the post-socialist purposive transition as ‘teleological’ for the CEE, with the regime change appearing as “purposeful, preordained, and therefore predictable, virtually unstoppable, and impelled by a future goal”, which serves as the “defined end of the transition process” (p.30).

The contextual territorial factors, should be accounted for in the respective local and regional strategies. Carothers (2002, p.8) would call the latter “the underlying conditions … the economic level, political history, institutional legacies, ethnic make-up, sociocultural traditions, or other ‘structural’ features”, all of which are equally relevant and important in defining how this new transition would evolve within the Western Balkans region. These underlying factors correspond with the sociotechnical landscape in which regimes are set and change (transition), and count for the spatial structure of cities, economic growth and social factors, normative values and environmental problems, as well as potential disasters and political dynamics. In the Western Balkans, the underlying conditions, coupled with the fatigue from a stagnating process of EU integration, conflicting narratives, dominant-power politics, corrupted institutions, and huge territorial disparities, have produced an agony of ‘never-ending transition’, which suggests that resistance to change may be notably present for the green transitions as well.

On a policy level, to achieve climate neutrality by 2050 the EU adopted a new growth strategy, called The European Green Deal, (COM (2019) 640 final), which among others requires amending and creating transformative regulations, directives and decisions focused on eight main elements. The EGD has laid forward a Green Agenda for the Western Balkans (GAWB), not only in terms of fulfilling the acquis conditions but also as an emergent need for societies to interact and cooperate in view of climate changes. Yet, Western Balkan countries still fall behind the EU in fighting, mitigating and adapting to climate change, lacking at the same time a holistic approach for transforming all relevant policies (national and regional) into climate-sensitive. A lack of general knowledge and awareness persists in the region, there are no studies on the impact of the limited JGT practices so far as well; and to date, no ex-ante assessment on the effects of future interventions is undertaken.

On a methodological note, this document makes its first attempt in unravelling key theoretical concepts related to Just Green Transition, while provides at a same time a summary of Green Transition efforts in the WB to date, in the frame of the EU Green Deal and defines common key elements for the just and inclusive Green Transition of the WB. Additionally, it builds on two methodological processes undertaken in the frame of GreenFORCE: i) the mapping of policies and current initiatives in the WBs and ii) The co-design processes bringing together the discussion of various stakeholders on JGT in the region.
To deepen the discussion and further the efforts towards the conceptualisation of JGT in WBs, a research case study approach is presented and introduced in the document. The need for these (5) JGT research cases, as proposed in the specific chapter fie below, stems directly from one of the specific objectives of GreenFORCE, which focuses on generating knowledge through carrying out exploratory and comparative research on JGT processes, policies, costs and impacts, and their relation to the spatial and regional setting in the WB. 

The research is an empirical effort in terms of observing the interrelation between just green transition and place specificity, with a particular focus in the Western Balkans as countries and as a region. The selection of cases (presented in detail below) does not intend to achieve full comparison between each other, rather aims to identify common elements at the regional level and list key aspects that could be used to formulate policy recommendations for each of the sectors addressed by the cases. Therefore, while no one unique research question could be formulated for all of the cases, all of them would seek to respond in varying degrees and through different sectorial and country perspectives to a set of questions which we identified based on the theoretical conceptualization.

In this way, we hope not only to bring salient answers on the potential future impacts of green transitions in the Western Balkans societies but also shed light on the regime-landscape interaction and how such an interaction can vary depending on its spatiality.
Finally, the research efforts aimed at identifying the endogenous potential for just green transition in the Western Balkan and contextual factors that define the related prospects and trajectories of innovation (Maassen, 2017), ensuring social justice.

This report is the second deliverable of WP4 – Measuring and assessing impacts and costs of a just green transition in the WB, of the GreenFORCE project. It was jointly authored by the WB project partners, as well as 2 subcontracted parties from the region.

The EU Economic and Investment Plan for the WB includes a green agenda for the WB, with pillars to be pursued for transitioning towards a carbon-neutral economy. Such a shift will surely challenge the economies and societies in the WB. The social and policy context is yet fragile to allow for the development and mass distribution of green transition technologies, while human resources are not prepared and/or are insufficient to produce and implement innovation. Yet, the green transition also paves the way towards new development and resilience opportunities. The research will inform on the readiness/potential of societal actors (industry, academia, policymakers, civic society) to embrace the pathways to transformation, and will propose a framework for continuous monitoring of impacts and costs. The key findings and lessons learnt derived within WP4 will be transferred into the scientific papers and policy briefs (WP 2 & 3) and published under the dissemination events (WP5).

Regional mapping is a key task for the research, contributing to initial data gathering and the refinement of the research proposal, and to the sub-question on the identification of sectors and territories affected by the transitions and current progress of transition practices. This is a participatory mapping, engaging local stakeholders and communities to reveal local knowledge. Each WB partner will produce the respective country report, and Co-PLAN will work on the final regional report.

This deliverable is the final regional report. It will also include the mapping frame used to conduct the mapping process. The WB partners will do the mapping for their own countries. The PC will subcontract data gathering for the remaining countries. The mapping is done for actors, practices and policies in place, territories upon the level of relevance and potential for engaging in green transition; and sectors. All partners will design the mapping frame, using also knowledge from other mapping processes. The frame will contain the type of information to be collected, the standardisation of data entry, and the tailored instruments to be deployed for accessing information.

AB  - The key problem of rural settlements in the South Banat district lasted into the 21st century
through the spread of depopulated areas. Considering that settlements give a cultural
landscape its basic features, that they are the main bearers of functional organization, and
the hotspots of geo-spatial transformation, based on quantitative-qualitative indicators this
paper analyzes the spatial-demographic determinants of the development of 94
settlements, and the impact of depopulation on the changes in the surrounding forest
cover. The time span included in the analytical-statistical research of the demographic
components and forest dislocation lasted from 1990 to 2018. Geo-spatial data for forest
areas were taken from the Corine Land Cover database. The data obtained were then
turned into visual representations, or maps, using the GIS ArcMap 10.8. software. The
results indicated that total depopulation has been an ongoing, 30-years process in this
area on the one hand, while the forest cover in the depopulated settlements located on the
outskirts of the Deliblato sands (a special nature reserve) has decreased, and the forest
cover in the depopulated settlements in the zone of the Vršac mountains has increased, on
the other. These analyses are useful for obtaining more detailed insight into the state of
forested areas in this part of Serbia, which is the least afforested one.

AB  - Ubrzani razvoj gradova i transformacija njihovih fi zičkih struktura usled pritiska  nove izgradnje, proširenja naselja ili promene njegove ranije namene, zahteva suočavanje  sa novim izazovima kontrole i usmeravanja ovakvih pojava. U radu će biti prikazan kratak  istorijski razvoj Beograda, sa posebnim obeležjima, sa akcentom na deo oko obala Dunava  i Save, njegove najatraktivnije delove i najvišu zonu interesa. Posebno je značajan period  nakon 2000. godine, kada je uspostavljena nova generacija planova i dugoročnih strateških  dokumenata (Regionalni prostorni plan grada Beograda, Master plan Beograda i dr.) i  kada je razvijen novi projektni ciklus posebno vezano za gradsko jezgro. Na veoma malim  udaljenostima defi nisano je nekoliko akcija kapitalnog planiranja, ali neke od njih još uvek  nisu sprovedene. (Most na Adi, Beton hala, Marina Dorćol, Luka Beograd, Ada Huja). Od  2012. godine krajnji, ali kontroverzni projekat Beograd na vodi, od velikog je interesovanja  za lokalnu (i državnu) vlast. Takođe, u završnom delu rada biće predstavljena uloga planskih  dokumenata za validaciju (kvazi)javnog interesa.

AB  - A prerequisite to the development of rural areas is the establishment of a stable ecological, economic and social environment that provides employment for the local population and investments aimed at environmental protection. In modern times, the natural and living environment of rural areas is greatly endangered by the process of urbanization and its attendant effects, which is reflected in particular by changes in the socio-economic status of villages. The paper presents possible ways to revive villages and rural economies in Serbia in line with the concept of sustainable development. Relevant indicators are used to classify urban and rural areas, providing a data base for planners and decision makers when creating future development strategies and other documents, ranging from local communities to entire national territories. Attention is focused on applying the mechanisms of small development nucleuses as potential bases to keep the population in rural areas, with the production of health food, energy from alternative sources, ecologically acceptable waste treatment technology, etc.

AB  - Turizam je način da se svet vidi i oseti sopstvenim kompletom čula, tehnika i  estetskim senzibilitetom. Više ili manje, svi živimo u regionima u kojima je širenje lokalnog  turističkog razvoja na mnoge načine promenilo obrazac i uticaj slobodnog vremena.  Paradoksalno je da je lokalno stanovništvo sada više izloženo arheologijama turizma - više  dobijaju znanja o svom lokalitetu, prošlosti, geografi ji, ekonomiji i prirodi. Stoga, turizam  svakodnevnog života nije samo funkcija promene lokalne kulture uhvaćene u tok globalizujućih  trendova. Kako ne postoji nijedna grupa zainteresovanih strana koja je isključivo odgovorna  za ostvarivanje ekonomskih rezultata ili očuvanje prirodne i kulturne baštine kroz turizam,  potrebna je saradnja između sektora kako bi se katalizirale promene potrebne za očuvanje  zdravih turističkih destinacija. Zaista je potrebno inovativno razmišljanje, kako bi se odredio  način upravljanja sa rastućim brojem posetilaca, takođe, potrebno je rešavati promene  očekivanja putnika, zatim se mora poboljšati i iskustvo posetilaca i domaćina kroz održivi  turizam. Avala može biti dobar primer održivog turizma u zaštićenom području. Kupastog  oblika, bogate fl ore i faune, jedno je od najomiljenijih prestoničkih izletišta. 1859. godine  počinje se sa zaštitom ovog prostora. Gotovo vek kasnije, 1947. godine, proglašena je za  Nacionalni park, a danas spada u predeo izuzetnih odlika. Međutim, da li je Avala zaista  dobar primer održivog turizma? To jeste upravo suština ovog rada, gde ćemo pokušati da  predstavimo prednosti i nedostatke ovog predela.

AB  - Various socio-historical and cultural influences that have permeated the territory of Serbia have created a specific cultural heritage composed of interesting architecture, spatial and environmental units, folklore, gastronomy, lifestyle, and other specifics, which are usually under protection and are significantly visited by tourists.The value of resources and the state of development determine the overall tourist potential of the area. In this research, two methods were used to assess the tourist potential for six spatial, cultural, and historical units in Serbia: the analytical hierarchical process and the mathematical model, which is based on the du Cros method. The aim of the research is to determine the validity of the obtained results through their comparison and to record the shortcomings. The same indicators and sub-indicators were used in both methodologies, while the weighting coefficients differed according to the methodology. The importance of the research is reflected in the confirmation of the fact that there is a need to develop new methods that would eliminate all the shortcomings and increase the level of objectivity in the assessment of tourism potential.

abstract = "Various socio-historical and cultural influences that have permeated the territory of Serbia have created a specific cultural heritage composed of interesting architecture, spatial and environmental units, folklore, gastronomy, lifestyle, and other specifics, which are usually under protection and are significantly visited by tourists.The value of resources and the state of development determine the overall tourist potential of the area. In this research, two methods were used to assess the tourist potential for six spatial, cultural, and historical units in Serbia: the analytical hierarchical process and the mathematical model, which is based on the du Cros method. The aim of the research is to determine the validity of the obtained results through their comparison and to record the shortcomings. The same indicators and sub-indicators were used in both methodologies, while the weighting coefficients differed according to the methodology. The importance of the research is reflected in the confirmation of the fact that there is a need to develop new methods that would eliminate all the shortcomings and increase the level of objectivity in the assessment of tourism potential.",

AB  - У току је израда Просторног плана Града Требиње. Експертски тим са
Географског факултета у Београду носилац је израде стручног дела Плана. Детаљне
анализе подручја и дефинисање оперативних циљева коме тежи планско подручје,
детерминисало је развојну концепцију у којој једну од најважнијх улога има туристичка привреда. Захваљаујући изразито повољном положају територије Града, регионална сарадња са атрактивним туристичким окружењем представља прворазредну
претпоставку развоја целокупне територије. Да би се она остварила неопходно је
саобраћајну и комуналну инфраструктуру подићи на највиши ниво, а приступачност Требиња омогућити на несметан, ефикасан и безбедан начин. Рехабилитација
железнице, унапрећење путне мреже, изградња аеродрома, квалитетнијих нивоа
смештајних капацитета, а најпре подизање атрактивности подручја, отворености
ка сарадњи и размени информација и знања са ближим и даљим окружењем, омугући ће остварење зацртаних приоритета развоја. Непосредна близина високо афирмисаних туристичких дестинација и подручја (дубровачког и херцегновског), повољно утиче и на развој приморског залеђа, где град Требиње предњачи. Зато су у
раду истакнуте постојеће и планиране активности у смеру повезивања и формирања регионалне туристичке сарадње и подизање конкурентости читавог подручја.

AB  - Although present in Serbia, the phenomenon of urban shrinkage has not been identified as a problem by local decision-makers. The purpose of this study is to present this phenomenon and to 
show the causes and consequences of urban shrinkage in Serbia. The analysis covers a recent 
period, 2002-2011, when this process was the most intensive. This study employs the method of 
grouping towns affected by the shrinkage process. The multi-criteria evaluation method was used to determine the types of towns according to the cause of shrinking, the intensity of the shrinkage factors and the character of the process. In the study of urban shrinkage in the territory of Serbia, 
environmental factors were considered as one of the causes. Environmental problems are an important factor of urban shrinkage in the developed world. Nevertheless, in Serbia, the economic causes are so dominant that they overpower major environmental issues as potential factors of the shrinking process. Apart from the key factors in this process in most East European and South-East European countries, urban shrinkage in Serbia has its roots in other factors – namely, the political instability caused by inter-ethnic conflicts in the Western Balkans during the 1990s.

AB  - Prilikom elaboracije naseljenosti u obuhvatu RPPPPN turističke regije Kučajske planine uočena je velika raznolikost u pogledu veličine, geneze, morfologije i funkcija naselja  Regiona. U radu su dati konceptualni predlozi za uspostavljanje racionalne mreže naselja ovog  prostor koji u razvojnom smislu ograničavaju oni centri koji, nalik mnoštvu seoskih naselja u  Srbiji, ne poseduju osnovne institucije socijalne infrastrukture. Posebna pažnja je usmerena na  međusobno usaglašavanje interesa korisnika prostora u Regionu, a naročito na usaglašavanje  interesa razvoja turizma i naseljenosti, istraživanja i eksploatacije mineralnih sirovina, planiranih infrastrukturnih sistema sa interesima odbrane zemlje, zaštite životne sredine, zaštite  prirode, prirodnih i kulturno-istorijskih dobara.

AB  - In the light of making a new Spatial plan of the Republic of Serbia 2021-2035 (SPRS), the paper is elaborating on the current state and prospects of spatial development of the urban systems in Serbia. With reference to previous SPRS and implementation programs, the importance of the urban systems in the interregional and intraregional integration of Serbia and its environment is critically considered. In the SPRS from 1996., the roles between the specific centers in the organization of the territory of Serbia were not clearly divided, nor was there a clear division between the spatial plans` jurisdictions of the local communities, regions or state. The SPRS from 2010, among other things, advocated the principle of subsidiarity, which supports the functional organization of space and is based on concentration of the functions in certain centers. How the new plan perceived the position and role of urban systems, for the purpose of rational territorial organization of the Republic of Serbia and what changes enacted to establish a coherent space in the Republic of Serbia, are some of the questions this paper tried to answer.

AB  - The problems of climate change and the concepts of resilient cities and resilience to climate change have gained considerable attention and interest in Serbia over recent years, especially after the catastrophic floods that hit Serbia in 2014. Now the improvement of resilience in the face of natural, socioeconomic, and political uncertainty and risks has captured the attention of researchers and decision-makers in almost all disciplines and sectors. This paper, through an analysis of the literature on climate change, with a special focus on Serbia, as well as Serbian legal regulations, strategies and planning documents, will show the awareness and understanding of resilience in the Serbian planning policy arena. Special attention is paid to local governments and the issue of climate change, and the problem of how planners, planning policy and decision-makers take into account or deal with the risks that it presents.

AB  - Integrated local land use planning (ILLUP) is promoted as one of the planning instruments in giving territorial expression to societies' goals, such as sustainable development. Similar efforts were invested in Serbia twice - during the post-WWII socialist period and during the transition towards democratic capitalism after 2000. However, our research on local land use planning as an integrated approach revealed significant inconsistencies in the practice in Serbia with the intended ILLUP. This directed the literature search and review and helped conceptualize not only process-, but also system-related social ILLUP requirements needed for employing the instrument. Apart from offering the heterarchical structure of ILLUP requirements, the paper explains its evolution and advocates calibrating the contextualization with standardization during ILLUP research.

AB  - In European documents, practice and policies of regional and spatial development, functional urban regions (FURs) are recognized as the regions with one or more urban settlements and their in (direct) impact zone(s). The historical connection of the city and its surroundings, as well as the contemporary trends in networking of cities and their hinterland, imply the issues of better modalities for the establishment of such FURs that would be economically more productive, socially inclusive and more environmentally sustainable. The concept of urban governance, along with supporting segments, is proposed as the model for future planning of resistant FURs. It was considered what cities and their functional areas should take in order to prospectively enable an establishing the sustainable spatial and regional development of the Republic of Serbia. The paper tries to answer how much are FURs adjustable, what is their “threshold” of vulnerability, to which they can face the side effects of climate change.

AB  - Development of sustainable mountain tourism is based on the principles of harmonising economic development with conservation of natural resources, environmental protection and preservation of authentic cultural identity of local communities in tourist areas, with an increasingly important need to consider the issues of how and how much the current and future climate change will affect the attractiveness, and in some cases even the survival itself of the basic motives in mountain tourist destinations. In order to determine a potential impact of climate change on the planning of mountain tourism development, this paper first provides a brief overview of the hitherto research from the area of climate change and their influence on tourism and mountain tourism in particular; the data on characteristic climate indicators from the meteorological stations on the mountains Kopaonik and Zlatibor (the leading tourist mountains in Serbia) are then presented and analysed; finally the appropriate conclusions are drawn from the consideration of basic theoretical and methodological and practical issues of mountain tourism planning and their relationship with climate change and potential actions to improve the situation in this area are recommended.

AB  - Based on the types of population movement model, in the paper is determined the extent of demographic processes that influenced the formation of functional urban regions in Serbia. Demographic processes expressed by immigration-emigration and the natural component of the population development in the settlements of the Republic of Serbia from 1981 to 2002, aimed to identify spatial, demographic and functional changes and determine the degree of spatial differentiation of the Republic of Serbia through respecting the specificity of its territorial parts. Especially is emphasized the period from 1991 to 2002 when Republic of Serbia had a demographic decline in its entirety, with certain differences in the spatial manifestation but also in the intensity of relationship between natural and migration component of regional areas of the country. In Vojvodina, the migration balance had high values with whom he was able to compensate the consequences of negative natural growth. In the settlements of central Serbia the low values of migration balance even more emphasized negative natural increase, which together reflected on the overall demographic decline at the national level. Functional urban regions are recognized as the instruments of balanced regional development of Serbia. Generally are given the possible directions of further functional spatial development that could perspectively influence the rational organization of the territory of the Republic of Serbia.

AB  - This paper presents the results of analysis of the genetic variability of seven Scots pine (Pinus sylvestris L.) populations in Serbia using SSR markers. Genomic DNA was isolated from seed tissue of all seven populations. The concentration of DNA samples was within the range of 1-4 mg/ml. Different PCR protocols were used depending on the type of SSR markers. The total number of fragments obtained by SSR analysis with 4 selected primers was 17 (only bands of strong and medium intensity were considered), of which 6 fragments were polymorphic (35.29%). In order to analyze the genetic similarity of the analyzed populations, graphs of correspondence analysis and UPGMA clusters were produced. By comparative analysis of the obtained dendrograms, the dependence of population genetic differentiation and spatial distance was observed, i.e. their isolation by natural barriers. The results indicate that in further research of interpopulation variability it is necessary, when graphically interpreting genetic distances, to use both methods of statistical analysis (UPGMA analysis and correspondence analysis).

AB  - Предмет истраживања докторске дисертације је утврђивање могућности примене теорије и методологије функционалне регионализације у детерминисању и делимитирању значаја и улоге функционално урбаних региона (који имају различите територијалне и демографске величине) у 
просторно-функционалној организацији Србије. На бази релевантних теоријских и методолошких 
поставки савременог просторног планирања, друштвене географије и њених социјалних и 
економских дисциплина, уз поштовање принципа функционалне регионализације и новијих 
доктрина регионалног развоја, дат је модел одрживог функционално урбаног региона који у скорој будућности може да постане инструмент полицентричног просторног развоја Србије. Тим 
моделом створиће се услови за рационалну децентрализацију функција и за нову просторно-функционалну организацију и регионализацију Србије. Полазећи од познате и у науци и пракси 
географије, просторне економије и регионалног просторног планирања потврђене чињенице да 
функционално урбани региони имају изузетну улогу у интеграцији и повезивању хетерогених 
просторних структура и система у природногеографском, социоекономском и функционалном 
смислу, акценат у раду је стављен на утврђивање и планирање њиховог утицаја на полицентричну просторну организацију Србије.
Теоријско-методолошки оквир рада заснован је на научним приступима просторно планерских и 
географских истраживања функционалне организације простора у досадашњој историји и 
могућности примене ових знања на примеру дефинисања система насеља у Републици Србији. 
Извршена истраживања у раду потврдила су да је у поступку делимитације и планирања будуће 
функционалне организације простора Србије најпогоднији концепт нодалног региона (који има 
своје теоријско методолошко исходиште у теорији централних насеља Валтера Кристалера), 
односно функционално урбаног региона који полази од чињенице да градска насеља својим 
деловањем утичу на регионалну интеграцију и диференцијацију природноеколошки, 
социоекономски, насеобинско демографски, физиономски и функцијски хетерогеног простора. 
Њиховим заједничким деловањем формирају се специфични просторни системи- нодални-чворишни, односно функционално урбани региони. Ово је нарочито изражено у условима убрзане урбанизације која је условила социоекономску и функционалну трансформацију насеља у ближој или даљој околини градских центара, тј. формирани су градски региони као нове регионалне структуре.
У ширем смислу, временски оквир спроведеног аналитичко синтезног поступка у докторској 
дисертацији обухвата период од 1948 год. (први послератни Попис) до претпоследњег пописа из 
2002 год. У ужем смислу, приликом детерминисања појединих проблема везаних за формирање 
просторно-функцијске структуре истраживаног простора, или појава и процеса који се у њој 
одвијају, а у зависности од динамике и трајања, узети су краћи или дужи временски периоди. 
Прелиминарни резултати Пописа из 2011 год. су коришћени у мањем обиму, сходно доступним 
подацима. Као основни временски оквир аналитичко синтезног поступка узет је период од 1960 
год. до данас, с тим да је акценат стављен на пописни међупериод од 1971-1981 год., када су се 
процеси у развоју и трансформацији просторно-функционалне организације Србије, односно у 
развоју просторно-функцијских односа и веза у њеним функционално урбаним регионима 
најинтензивније одвијали.
Основне хипотезе докторске дисертације своде се на следеће: (1) Функционално урбани регион је главни фактор регионалне интеграције и диференцијације простора Републике Србије; (2) Модел функционално урбаних региона је један од основних инструмената децентрализације и 
уравнотеженог развоја Европске уније. Просторно-функционална организација Србије треба да се темељи на концепту нодалне регионализације односно, на моделу функционално урбаног региона као инструменту децентрализације и полицентричног просторног развоја Републике; (3) Урбани систем Републике Србије треба да буде компатибилан са урбаним системима у ближем или даљем окружењу те је неопходно при његовом формирању применити европске принципе, методе, моделе и инструменте, прилагођене географској стварности и аутентичности и специфичности српског простора; (4) У Србији су данас приметне разлике у степену урбанизације условно полицентричне и урбанизоване Војводине, нешто слабије урбанизоване централне Србије и ниско урбанизованог Косова и Метохије; (5) Дневни урбани системи су кључни индикатори за издвајање функционално урбаних региона. Зоне из којих је најизраженије дневно кретање запослене радне снаге ка централном насељу у региону имају висок степен аналогије са зонама највећег степена социоекономске трансформације; (6) Просторно-функцијски односи и везе у мрежама насеља, територијално и социоекономски, изражавају се кроз различите форме и видове урбаних тј. градских региона или функционално урбаних региона. Функционално урбани региони су производ сложених интеракција између градских насеља и окружења у којима су се она развила и егзистирају. Степен њиховог утицаја на регионално-функцијску интеграцију и диференцијацију геопростора је у директној зависности са транзиционом фазом урбанизације, у којој се дати простор налази. Урбани региони се развијају у условима сталних и динамичких процеса концентрације и децентрализације функција, становништва, радних места, јавних и социјалних служби тј. у условима сукцесивног смењивања поларизацијске урбанизације, субурбанизације, дезурбанизације и реурбанизације. Они се развијају кроз више еволутивно-развојних фаза синхроних са урбанизацијом и економским развитком.
У циљу испуњења задатака постављених предметом и научним проблемом докторске тезе, у раду су аналитичким методолошким поступком посматрани поједини елементи просторне и 
функционалне структуре мреже функционално урбаних региона Србије (елементи, везе, процеси). У највећој мери су примењивани методе, модели и технике демографско-статистичког, 
економетријског и картографског карактера. Квалитативно-квантитативни показатељи о степену 
развијености просторно-функцијских односа и веза који су успостављени или се одвијају на 
унутаррегионалним и међурегионалним нивоима, обрађени су ГИС методологијом подржаном 
ArcGis софтвером, која је омогућила артикулацију истраживаног простора, егзактно моделовање 
процеса формирања, развоја и трансформације функционално урбаних региона Србије, као и 
планског усмерења њиховог даљег повезивања и интегрисања у кохерентне мреже и системе. 
Синтезним методолошким поступком је утврђен карактер и територијални домет њиховог 
заједничког деловања, односно дефинисан је стохастички модел њиховог просторног и функционалног умрежавања.
На бази спроведеног истраживања, утврђено је да су природни, друштвено историјски, привредно економски, управно административни, социјални и други фактори имали опредељујући значај за настанак и развој функционално урбаних региона на територији Републике Србије. Разлике у генези су ипак уочљиве између макроцелина. 
Постојеће тенденције у кретању, размештају и структурама становништва резултат су узрочно-последичних релација и односа између физичког-географске основе и демографских, насељских, 
социоекономских и просторно функцијских појава и процеса на територији Републике Србије који 
су условили јаку поларизацију у простору. Она се манифестује кроз концентрисање становништва у великом броју градских насеља и све већој депопулацији у сеоским. Кључну улогу у иницијацији и модификацији просторно-демографских и (дез)интеграционих процеса на територији Србије у последњих неколико деценија имали су јаки индустријски центри, пре свега Београд (али и Нови Сад, Ниш, Крагујевац и др). Тренутно стање указује да су процеси демографске, социјалне, економске и друге поларизације и даље јако наглашени, са тенденцијом да се наставе (пре него да се умање), јер противтежа Београду још увек не постоји.
Рецесијом привреде и свеукупним друштвено економским стањем у земљи дошло је и до 
поларизације простора Србије центрима (тржиштима) рада те се уочавају значајне диспропорције које наводе на закључке да су јача тржишта рада задржала запослене али и да се њихово учешће у укупном ст. перманентно смањује што директно утиче на (пре)усмеравање дневних миграција контингента радне снаге а индиректно на размештај становништва и насељеност у простору. 
Дневни урбани системи на територији Републике Србије развијали су се у складу са општим 
демографским, социоекономским и друштвеним приликама у држави. Дневни урбани системи ће 
перспективно наставити да се скупљају, а дневна миграција из периурбаног прстена ће јачати на 
рачун оног што је раније било рурално. Сходно томе је могуће очекивати и да ће се функционално урбани региони смањивати, изузев делова око великих центара попут Београда, Ниша, Новог Сада и др.
На бази свега претходно истакнутог, функционално урбани региони на територији Републике 
Србије имају следећу хијерархијску структуру: (1) У врху пирамидалне хијерархијске структуре је моноцентрични функционално урбани регион насеља Београд који је изразито централизован али за израженом унутрашњом диференцијацијом на субцентре и субурбије различитих карактера и хијерархијских рангова; (2) У другој хијерархијској равни је моноцентрични функционално урбани регион насеља Нови Сад који се састоји од снажног језгра и њему комплементарних стамбених приградских насеља;(3) У трећој хијерархијској равни су полицентрични мултинодални функционално урбани региони дунавско-савског развојног правца, те Западног и Јужног Поморавља; (4) У четвртој хијерархијској равни су: а) моноцентрични функционално урбани региони Крагујевца, Сомбора, Сремске Митровице, Ваљева, Лознице, Пирота, Кикинде и Вршца; б) полицентрични функционално урбани региони Суботице, Зајечара-Бора, Смедерева-Пожаревца, Зрењанина, Шапца, Лесковца, Јагодине и Новог Пазара; (5) У петој хијерархијској равни су остали мањи општински центри који имају од 5.000 до  10.000ст. и још увек недовољно издиференцирану своју велику зону утицаја, те представљају „острва урбаности“ или мале урбане енклаве у руралном окружењу.
AB  - The subject of the doctoral dissertation research is determining the possibility of applying the theory and methodology of functional regionalization in defining and delimiting the importance and role of functional urban regions (which have different territorial and demographic sizes) in the spatial-functional organization of Serbia. Based on the relevant theoretical and methodological conceptions of modern spatial planning, human geography and its social and economic disciplines, respecting principles of functional regionalization and new doctrines of regional development, given is the model of sustainable functional urban region who may become, in the near future, an instrument of polycentric spatial development of Serbia. This model will create the conditions for rational decentralization of functions and for new spatial and functional organization and regionalization of Serbia. Starting from the known and proven fact, in the science and practice of geography, spatial economics and regional spatial planning, that the functional urban regions have a unique role in integrating and connecting heterogeneous spatial structures and systems in the physical-geographic, socio-economic and functional terms, the emphasis in this paper is to establish and plan their impact on the polycentric spatial organization of Serbia.
The theoretical and methodological framework of dissertation is based on the scientific approaches to spatial planning and geographical studies of functional organization of territory in the past history and opportunities to apply these knowledge on the example of defining the system of settlements in Serbia. Research carried out in this paper confirmed that, in process of delimitating and planning the future functional organization of Serbian space, the most suitable is the concept of nodal region (which has its theoretical and methodological bases in the Walter Christaller’s theory of central places), that is, functional urban region which is based on the fact that urban settlements are influencing the regional integration and differentiation of socio-economically, demographically, physiognomically and functionally heterogeneous space. Influencing together, formed are specific physical systems-nodal or functional urban regions. This is especially evident in conditions of rapid urbanization that has caused socioeconomic and functional transformation of settlements in the near or distant cities’ environment, i.e. urban regions are formed as the new regional structures.
In broader terms, timeframe of the conducted analytical synthesis procedure in doctoral dissertation covers the period from 1948. (The first post-war Census) up to the Census in 2002. In the shorter terms, while determining the certain problems related to the formation of spatial and functional structure of the study area, or phenomena and processes taking place in it, depending on the pace and duration, longer or shorter periods of time were taken. Preliminary results from the 2011 Census were used to a lesser extent, according to available data. As a basic time frame of the analytical synthesis procedure, taken is the period from 1960 up to now, with the emphasis on the Census interim period of 1971-1981., when the processes in the development and transformation of spatial and functional organization of Serbia, that is, in the development of spatial-functional relationships and connections in their functional urban regions most intensively occurred.
The basic hypotheses of the doctoral dissertation are summarized to following: (1) functional urban region is a major factor in regional integration and differentiation of the Serbian territory; (2) Functional urban region model is one of the main instruments of decentralization and balanced development of the European Union. Spatial and functional organization of Serbia should be based on the concept of nodal regionalization, that is, on the model of the functional urban region as an instrument of decentralization and polycentric spatial development of the Republic, (3) urban system of the Republic of Serbia should be compatible with the urban system in the near or far environment and it is necessary, during its forming, to apply European principles, methods, models and tools, customized to geographical reality, authenticity, and the peculiarities of Serbian space; (4) In Serbia today are noticeable differences in the urbanization degree of conditionally polycentric and urbanized Vojvodina, somewhat less urbanized central Serbia and the low urbanized Kosovo and Metohija; (5) Daily urban systems are the key indicators in delimiting the functional urban regions. Zones from which the most prominent daily movements of the employed labor force is to the central town in the region have a high degree of analogy with the zones of the highest degree of socioeconomic transformation; (6) Spatial functional relationships and connections in the network of settlements, territorial and socioeconomic, are expressed in different forms and types of urban, i.e., metropolitan regions or functional urban regions. Functional urban regions are the product of complex interactions between urban areas and the environment in which they developed and exist. Their impact on the regional-functional integration and differentiation of geographical space is directly dependent on the transitioning phase of urbanization, in which the given place is. Urban regions are developed in terms of continual and dynamic processes of concentration and decentralization of functions, population, working places, public and social services, i.e. in terms of successive replacement of polarization urbanization, suburbanization, desurbanisation and re-urbanization. They evolve through a number of evolutionary and developmental phases, synchronous with urbanization and economic development.
In order to fulfill the tasks defined by the object and scientific problem of the doctoral thesis, in the paper are observed, by analytical methodological approach, an individual elements of the spatial and functional structure of the functional urban regions’ network in Serbia (elements, relations, processes). For the most part of dissertation were applied methods, models and techniques of demographic and statistical, econometric and mapping character. Qualitative and quantitative indicators on the degree of development of spatial and functional relationships and connections that have been or are being carried out on intraregional and interregional levels were analyzed by GIS methodology supported by ArcGIS software, which enabled an articulation of the space studied, exact modeling of the formation, development and transformation of the functional urban regions of Serbia, as well as the spatial planning orientation of their future networking and integrating into coherent networks and systems. With synthesis methodological approach is determined the character and territorial scope of their collective influences, that is, defined is the stochastic model of their spatial and functional networking. Based on the conducted research, it was found that the natural, social-historical, economical, governing-administrative, social and other factors have a decisive importance for development of functional urban regions in the Republic of Serbia. However, differences in genesis are still visible between the macro regions.
The current trends in the movement, distribution and population structures are the result of cause effect relationships, and the connections between the physical-geographic base and demographic, 
socioeconomic and spatial- functional phenomena and processes on the territory of the Republic of Serbia that led to a strong polarization in the space. It is manifested through population concentration in large number of urban and increasing depopulation in rural areas. The key role in initiating and modifying the demographic and spatial (dis)integration processes in Serbia in the last few decades have had the strong industrial centers, notably Belgrade (as well as Novi Sad, Niš, Kragujevac, etc.). Current situation indicates that the processes of demographic, social, economic and other polarization remain very pronounced, with a tendency to continue (rather than minimize), as counterweight to Belgrade still do not exist.
Economic recession and the overall socio-economic situation in the country, led to polarization of Serbian space by centers (markets) of work, so the significant discrepancies are observed, leading to the conclusions that the stronger labor markets retained employees, but that their share in the total population is permanently reducing, which is directly influencing the (re)orientation of commuting contingent workforce and indirectly on distribution and density of the population in the area.
Daily urban systems in the Republic of Serbia were developed in accordance to the general demographic, socio-economic and social conditions in the country. Daily urban systems will prospectively continue to aggregate, and daily migration from periurban ring will strengthen at the expense of what used to be rural. Consequently, it is possible to expect that functional urban regions will reduce, except the parts around the large centers such as Belgrade, Niš, Novi Sad, and ext.
On the basis of all previously emphasized, functional urban regions in the territory of the Republic of Serbia have the following hierarchical structure: (1) At the top of the pyramidal hierarchical structure is monocentric functional urban region of Belgrade which is highly centralized, but with pronounced inner differentiation on suburbs and subcenters of different characters and hierarchical rank; (2) In the second hierarchical level is monocentric functional urban region of Novi Sad that consists of a strong core and its complementary residential suburban areas; (3) In the third hierarchical level are multinodal polycentric functional urban regions of Danube-Sava and West and South Morava development axes; (4) In the fourth hierarchical level are: a) monocentric functional urban regions of Kragujevac, Sombor, Sremska Mitrovica, Valjevo, Loznica, Pirot, Kikinda and Vršac, b) polycentric functional urban regions of Subotica, Zaječar-Bor, Smederevo-Požarevac, Zrenjanin, Šabac, Leskovac, Jagodina and Novi Pazar, (5) In the fifth hierarchical level are other smaller municipality centers that have from 5,000 to 10.000 inhabitants and still insufficiently differentiated larger zone of its influence, so they represent the "islands of urbanity" or small urban enclaves in a rural environment.

Србије имају следећу хијерархијску структуру: (1) У врху пирамидалне хијерархијске структуре је моноцентрични функционално урбани регион насеља Београд који је изразито централизован али за израженом унутрашњом диференцијацијом на субцентре и субурбије различитих карактера и хијерархијских рангова; (2) У другој хијерархијској равни је моноцентрични функционално урбани регион насеља Нови Сад који се састоји од снажног језгра и њему комплементарних стамбених приградских насеља;(3) У трећој хијерархијској равни су полицентрични мултинодални функционално урбани региони дунавско-савског развојног правца, те Западног и Јужног Поморавља; (4) У четвртој хијерархијској равни су: а) моноцентрични функционално урбани региони Крагујевца, Сомбора, Сремске Митровице, Ваљева, Лознице, Пирота, Кикинде и Вршца; б) полицентрични функционално урбани региони Суботице, Зајечара-Бора, Смедерева-Пожаревца, Зрењанина, Шапца, Лесковца, Јагодине и Новог Пазара; (5) У петој хијерархијској равни су остали мањи општински центри који имају од 5.000 до  10.000ст. и још увек недовољно издиференцирану своју велику зону утицаја, те представљају „острва урбаности“ или мале урбане енклаве у руралном окружењу., The subject of the doctoral dissertation research is determining the possibility of applying the theory and methodology of functional regionalization in defining and delimiting the importance and role of functional urban regions (which have different territorial and demographic sizes) in the spatial-functional organization of Serbia. Based on the relevant theoretical and methodological conceptions of modern spatial planning, human geography and its social and economic disciplines, respecting principles of functional regionalization and new doctrines of regional development, given is the model of sustainable functional urban region who may become, in the near future, an instrument of polycentric spatial development of Serbia. This model will create the conditions for rational decentralization of functions and for new spatial and functional organization and regionalization of Serbia. Starting from the known and proven fact, in the science and practice of geography, spatial economics and regional spatial planning, that the functional urban regions have a unique role in integrating and connecting heterogeneous spatial structures and systems in the physical-geographic, socio-economic and functional terms, the emphasis in this paper is to establish and plan their impact on the polycentric spatial organization of Serbia.
The theoretical and methodological framework of dissertation is based on the scientific approaches to spatial planning and geographical studies of functional organization of territory in the past history and opportunities to apply these knowledge on the example of defining the system of settlements in Serbia. Research carried out in this paper confirmed that, in process of delimitating and planning the future functional organization of Serbian space, the most suitable is the concept of nodal region (which has its theoretical and methodological bases in the Walter Christaller’s theory of central places), that is, functional urban region which is based on the fact that urban settlements are influencing the regional integration and differentiation of socio-economically, demographically, physiognomically and functionally heterogeneous space. Influencing together, formed are specific physical systems-nodal or functional urban regions. This is especially evident in conditions of rapid urbanization that has caused socioeconomic and functional transformation of settlements in the near or distant cities’ environment, i.e. urban regions are formed as the new regional structures.
In broader terms, timeframe of the conducted analytical synthesis procedure in doctoral dissertation covers the period from 1948. (The first post-war Census) up to the Census in 2002. In the shorter terms, while determining the certain problems related to the formation of spatial and functional structure of the study area, or phenomena and processes taking place in it, depending on the pace and duration, longer or shorter periods of time were taken. Preliminary results from the 2011 Census were used to a lesser extent, according to available data. As a basic time frame of the analytical synthesis procedure, taken is the period from 1960 up to now, with the emphasis on the Census interim period of 1971-1981., when the processes in the development and transformation of spatial and functional organization of Serbia, that is, in the development of spatial-functional relationships and connections in their functional urban regions most intensively occurred.
The basic hypotheses of the doctoral dissertation are summarized to following: (1) functional urban region is a major factor in regional integration and differentiation of the Serbian territory; (2) Functional urban region model is one of the main instruments of decentralization and balanced development of the European Union. Spatial and functional organization of Serbia should be based on the concept of nodal regionalization, that is, on the model of the functional urban region as an instrument of decentralization and polycentric spatial development of the Republic, (3) urban system of the Republic of Serbia should be compatible with the urban system in the near or far environment and it is necessary, during its forming, to apply European principles, methods, models and tools, customized to geographical reality, authenticity, and the peculiarities of Serbian space; (4) In Serbia today are noticeable differences in the urbanization degree of conditionally polycentric and urbanized Vojvodina, somewhat less urbanized central Serbia and the low urbanized Kosovo and Metohija; (5) Daily urban systems are the key indicators in delimiting the functional urban regions. Zones from which the most prominent daily movements of the employed labor force is to the central town in the region have a high degree of analogy with the zones of the highest degree of socioeconomic transformation; (6) Spatial functional relationships and connections in the network of settlements, territorial and socioeconomic, are expressed in different forms and types of urban, i.e., metropolitan regions or functional urban regions. Functional urban regions are the product of complex interactions between urban areas and the environment in which they developed and exist. Their impact on the regional-functional integration and differentiation of geographical space is directly dependent on the transitioning phase of urbanization, in which the given place is. Urban regions are developed in terms of continual and dynamic processes of concentration and decentralization of functions, population, working places, public and social services, i.e. in terms of successive replacement of polarization urbanization, suburbanization, desurbanisation and re-urbanization. They evolve through a number of evolutionary and developmental phases, synchronous with urbanization and economic development.
In order to fulfill the tasks defined by the object and scientific problem of the doctoral thesis, in the paper are observed, by analytical methodological approach, an individual elements of the spatial and functional structure of the functional urban regions’ network in Serbia (elements, relations, processes). For the most part of dissertation were applied methods, models and techniques of demographic and statistical, econometric and mapping character. Qualitative and quantitative indicators on the degree of development of spatial and functional relationships and connections that have been or are being carried out on intraregional and interregional levels were analyzed by GIS methodology supported by ArcGIS software, which enabled an articulation of the space studied, exact modeling of the formation, development and transformation of the functional urban regions of Serbia, as well as the spatial planning orientation of their future networking and integrating into coherent networks and systems. With synthesis methodological approach is determined the character and territorial scope of their collective influences, that is, defined is the stochastic model of their spatial and functional networking. Based on the conducted research, it was found that the natural, social-historical, economical, governing-administrative, social and other factors have a decisive importance for development of functional urban regions in the Republic of Serbia. However, differences in genesis are still visible between the macro regions.
The current trends in the movement, distribution and population structures are the result of cause effect relationships, and the connections between the physical-geographic base and demographic, 
socioeconomic and spatial- functional phenomena and processes on the territory of the Republic of Serbia that led to a strong polarization in the space. It is manifested through population concentration in large number of urban and increasing depopulation in rural areas. The key role in initiating and modifying the demographic and spatial (dis)integration processes in Serbia in the last few decades have had the strong industrial centers, notably Belgrade (as well as Novi Sad, Niš, Kragujevac, etc.). Current situation indicates that the processes of demographic, social, economic and other polarization remain very pronounced, with a tendency to continue (rather than minimize), as counterweight to Belgrade still do not exist.
Economic recession and the overall socio-economic situation in the country, led to polarization of Serbian space by centers (markets) of work, so the significant discrepancies are observed, leading to the conclusions that the stronger labor markets retained employees, but that their share in the total population is permanently reducing, which is directly influencing the (re)orientation of commuting contingent workforce and indirectly on distribution and density of the population in the area.
Daily urban systems in the Republic of Serbia were developed in accordance to the general demographic, socio-economic and social conditions in the country. Daily urban systems will prospectively continue to aggregate, and daily migration from periurban ring will strengthen at the expense of what used to be rural. Consequently, it is possible to expect that functional urban regions will reduce, except the parts around the large centers such as Belgrade, Niš, Novi Sad, and ext.
On the basis of all previously emphasized, functional urban regions in the territory of the Republic of Serbia have the following hierarchical structure: (1) At the top of the pyramidal hierarchical structure is monocentric functional urban region of Belgrade which is highly centralized, but with pronounced inner differentiation on suburbs and subcenters of different characters and hierarchical rank; (2) In the second hierarchical level is monocentric functional urban region of Novi Sad that consists of a strong core and its complementary residential suburban areas; (3) In the third hierarchical level are multinodal polycentric functional urban regions of Danube-Sava and West and South Morava development axes; (4) In the fourth hierarchical level are: a) monocentric functional urban regions of Kragujevac, Sombor, Sremska Mitrovica, Valjevo, Loznica, Pirot, Kikinda and Vršac, b) polycentric functional urban regions of Subotica, Zaječar-Bor, Smederevo-Požarevac, Zrenjanin, Šabac, Leskovac, Jagodina and Novi Pazar, (5) In the fifth hierarchical level are other smaller municipality centers that have from 5,000 to 10.000 inhabitants and still insufficiently differentiated larger zone of its influence, so they represent the "islands of urbanity" or small urban enclaves in a rural environment.",

Chronologically is given the continuity in functional connections between the settlements, as well as causes, origin and legal development of the urban system in Serbia. Highlighting the problems in distribution of the settlement system of Serbia, in principle is pointed to possible directions of the spatial and functional organization of the network of settlements, in order to achieve, on the one hand, polycentric, sustainable and balanced regional development of Serbia, and on the other, to involve into the development processes of the closer and further regional environment.
AB  - У раду је дато научно објашњење о узајамном деловању и прожимању географског положаја, елемената природне основе и релевантних друштвено-економских процеса који су довели до територијалног, демографског и функционалног развитка мреже насеља на територији Републике Србије. Хронолошки је приказан континуитет у фунционалном повезивању насеља, те узроци, постанак и законитости развоја урбаног система Србије. Истицањем проблема у размештају насеобинског система Србије, у начелу је указано на могуће правце развоја просторне и функционалне организације мреже насеља, у циљу достизања, са једне стране, полицентричног, одрживог и уравнотеженог регионалног развоја Србије, а са друге, укључивања у развојне процесе ближег и даљег регионалног окружења.

Sustainable city spatial structure research: Quo vadis?

AB  - This article contributes, in the form of theoretical discussion, to the review of relevant methods for determination of city's spatial structure through the retrospective of continuity/discontinuity of understanding their spatial structure from the school of classical sociology to the sustainable development paradigm. Particularly, authors underline significance and analyze main theories and their models (social-ecology, economics, system science and geography) in the researching of spatial structure of the cities. They conclude that urban settlements spatial structure is resultant of complex dynamically-developing processes between settlements networks and systems on the one, and also between their internal components, on the other side. In their essence, cities are not statistical category, but complex and dynamical system whose structure reflects the relations between economic, social and cultural organization of life, adapted to the geographic environment.
AB  - U radu su, u formi teorijske rasprave, dati prikazi relevantnih postupaka za determinisnje prostorne strukture gradova kroz retrospekt kontinuiteta - diskontinuiteta shvatanja prostorne strukture grada od paradigme klasične socijalne ekologije do paradigme održivog razvoja organizacije urbanog prostora. Posebno, naglašene su i analizirane socio-ekološke, ekonomske, sistemske i geografske teorije u istraživanju prostornih struktura gradova i na njima zasnovani modeli. Došlo se do zaključka da je prostorna struktura urbanih naselja rezultanta delovanja složenih dinamično- razvojnih i integracijskih procesa koji se odvijaju u mrežama i sistemima naselja na jednoj strani, i između njihovih unutrašnjih komponenata na drugoj. Svojom biti, grad nije statična tvorevina već je složen i dinamičan sistem u čijoj se strukturi odražava oblik organizacije ekonomskog, socijalnog i kulturnog života, adaptiran uslovima geografske sredine u kojoj egzistira.

AB  - Iako Srbija nije u Evropskoj uniji, zbog specifičnog položaja i regionalnog okruženja, njen urbani sistem treba da bude kompatibilan sa urbanim sistemom Unije. Stoga je u planiranju i usmeravanju daljeg razvoja urbanog sistema Srbije nužno primeniti evropske principe, modele, metode i instrumente, u okviru kojih dominira princip nodalnosti. Deklarativna osnova da se to ostvari postoji, ali ostaje otvoren set pitanja vezanih za legislativno-funkcijsku supsidijarnost, tj. za vertikalnu i horizontalnu raspodelu kompetencija, obaveza i odgovornosti u planiranju i realizaciji planova između države Srbije, regiona, opština i lokalnih zajednica. Odgovor na njih dao bi mogućnost uspostavljanja održive hijerahije nodalnih centara koja bi, na koncu, omogućila policentričan i uravnotežen razvoj nodalne mreže. Tome treba dodati i otvorena pitanja vezana za formiranje materijalne baze implementacije modela nodalnosti tj. pitanja vezanih za koherentno umrežavanje nodalnih centara.

AB  - In this paper are given adapted morphological, demographical and functional determinants of the Novi Pazar municipality development settlement network on the basis of relevant theoretical and methodological assumptions and qualitative and quantitative indicators. Municipality settlement network is observed as a subsystem in the settlement system of Novi Pazar functional area. Specifically are emphasized interdependency and conditionality of settlement functional transformation process, which caused differentiation of community area into an urban core-Novi Pazar, periurban ring- more or less suburban villages and rural surrounding. Suggested is a model of microdeveloping nucleuses as an instrument for community decentralization. On the ground of spatial and functional level of settlement integration some micro functional - micro regional structure of the municipality territory, has been identified.
AB  - U radu su, na osnovu relevantnih teorijsko-metodoloških postavki i kvalitativno kvantitativnih indikatora, obrađene demografske i funkcijske determinante razvoja mreže naselja opštine Novi Pazar. Mreža naselja opštine je posmatrana kao subsistem u sistemu naselja Novopazarskog funkcionalnog područja. Posebno su istaknute međuzavisnost i uslovljenost procesa prostorne i socijalno-ekonomske pokretljivosti stanovništva sa procesom funkcionalne transformacije naselja, koje su uslovile diferenciranost opštinske teritorije na urbano jezgro - Novi Pazar. periurbani prsten prigradska više-manje urbanizovana sela i agrarno okruženje. Model mikrorazvojnih nukleusa je predložen za instrument decentralizacije opštine. Na temelju stepena prostorno-funkcionalne integracije naselja identifikovana je mikrofunkcionalna - mikroregionalna struktura opštinske teritorije.
