Značaj turističke infrastrukture za održivi razvoj turizma

AB  - Sastavni deo turističkih aktivnosti jeste putovanje, odnosno dolazak do  destinacije. U skladu sa tim jedna od osnovnih funkcija infrastrukture je da to omogući.  Pored toga turizam podrazumeva i boravak turista, sa korišćenjem različitih usluga. Budući  da infrastrukturne resurse pored turista koristi i lokalno stanovništvo, teško je napraviti  razliku između opšte (tehničke i društvene) i turističke infrastrukture, odnosno one  infrastrukture koja je namenjena prvenstveno turistima. Postojanje opšte infrastrukture  je preduslov za život na određenom mestu, a time i za razvoj turizma, dok postojanje  turističke infrastrukture predstavlja nadogradnju usmerenu prevashodno ka razvoju turizma  (Лукић и сар., 2021). Turistička i opšta infrastruktura predstavljaju osnovne elemente koji  utiču na pristupačnost, opremljenost i mogućnosti boravka i korišćenja usluga na turističkoj  destinaciji. Održivi razvoj turizma trebao bi biti prioritet za sve oblike turizma i u svim  tipovima destinacija. Principi održivosti odnose se na ekološke, ekonomske i socio-kulturne  aspekte razvoja turizma i mora se uspostaviti odgovarajuća ravnoteža između ove tri  dimenzije kako bi se garantovala njegova dugoročna održivost (Протић и сар., 2022). Ovaj  rad kroz kraći pregled literature koja tretira problematiku turističke infrastrukture i razvoja  turizma prikazuje značaj turističke infrastrukture za održivi razvoj turizma.

AB  - Zanemarujući činjenicu da je infrastrukturna opremljenost preduslov budućeg  razvoja, mnogobrojne pretpostavke opstanka, obnove i razvoja ruralnih područja zasnovane  su na privrednom razvoju (diversifi kaciji, modernizaciji i multifunkcionalnosti poljoprivrede,  ruralnom preduzetništvu, ruralnom turizmu i ostalim alternativnim ruralnim ekonomijama),  bez uticaja infrastrukture. Međutim, mnogobrojna istraživanja ruralnih prostora i naselja  Srbije, ističu da stepen infrastrukturne opremljenosti ovih prostora i naselja uglavnom  nije na odgovarajućem nivou. Stoga je ovo apostrofi rano kao glavni problem i ograničenje  ruralne obnove i ruralnog razvoja. Seoska naselja razlikuju se po stepenu infrastrukturne  opremljenosti što je u direktnoj vezi sa njihovim položajem, istorijskim, prirodnim,  demografskim, kulturno/socijalnim, privrednim i prostornim karakteristikama kao i političkim  uslovima. Izrazita heterogenost ruralnih prostor i naselja isključuje mogućnost unifi ciranog  i jednostranog pristupa u procesu planiranja i razvoja infrastrukture. Cilj ovog istraživanja je da izvrši detaljnu analizu infrastrukturne opremljenosti ruralnih  naselja i prostora Srbije i utvrdi ulogu i značaj infrastrukture za ruralnu obnovu. Analizom  će se utvrditi stepen infrastrukturne opremljenosti ruralnih naselja i prostora, mogućnosti  i potrebe opremanja kao i prioriteti planiranja infrastrukture. Istraživanje predstavlja i  polazište za racionalno, usmereno i svrsihodno planiranje infrastrukture kao determinante  ruralnog razvoja i obnove. Naročito ako se uzme u obzir da je planiranje razvoja  infrastrukture neizostavni segment integralnog ruralnog razvoja, inicijator demografskog i  privrednog razvoja, da doprinosi zaštiti i unapređenju životne sredine i predstavlja osnovnu  determinantu ruralne obnove i održivog ruralnog razvoja.

AB  - The sights of the City of Kruševac are numerous and they enable the realization of various aspects of tourism: cultural-historical, religious, sport, mountainous, spa, rural, and event tourism. This paper contains an analysis of the existing and planned tourism infrastructure, as well as the potential and limitations it is facing on the territory of the City of Kruševac. The subject of the research is tourism destinations in the vicinity of Kruševac – Jastrebac mountain and Ribarska Banja spa, as well as the most impor­tant sites in the tourism offer of the City of Kruševac. Tourism offer has sig­nificantly been improved by the investment into the development of sec­ondary tourism centers – Jastrebac and Ribarska Banja. For quite a short period Jastrebac has become a favorite tourism destination of the citizens of Kruševac and the tourists from other settlements of Serbia and the neigh­boring countries. For its health-care purposes, Ribarska Banja has long been popular among the older population, and recently among younger genera­tions as well, thanks to recreational tourism and natural beauties.

AB  - Model for evaluating the attractiveness and competitiveness of a tourist destinations (ATD) is developed and applied to six competitive mountain destinations in the Balkans, which have not been the subject of similar research. Authors proposed a 15 indicators of ATD model, and classified them into two basic value groups: tourist and functional values. The model is based on survey research with focus on respondents -tourists, who are familiar with all destinations that are the subject of the survey. This study, in addition to the scientific contribution reflected in the presented indicators for assessing the attractiveness of mountain tourist destinations and the developed ATD model, also has a practical contribution. It is seen in the results, which should clearly indicate the attractiveness of the destination, their mutual competitiveness, as well as the segments to which the tourist destinations management should focus in the future when planning and creating a tourist offer, The results indicate differences and similarities among the analyzed tourist destinations, and could help define the development strategies for the destinations, The positioning of mountain tourist destinations in the same field of tourist attraction on the ATD Matrix, indicates that these destinations are competitive.

AB  - The urban microclimate is gradually changing due to climate change, extreme weather
conditions, urbanization, and the heat island effect. In such an altered environment, outdoor thermal comfort can have a strong impact on public health and quality of life in urban areas. In this study, three main urban areas in Serbia were selected: Belgrade (Central Serbia), Novi Sad (Northern Serbia), and Niš (Southern Serbia). The focus was on the temporal assessment of OTC, using the UTCI over a period of 20 years (1999–2018) during different seasons. The main aim is the general estimation of the OTC of Belgrade, Novi Sad, and Niš, in order to gain better insight into the bioclimatic condition, current trends and anomalies that have occurred. The analysis was conducted based on an hourly (7 h, 14 h, and 21 h CET) and “day by day” meteorological data set. Findings show the presence of a growing trend in seasonal UTCI anomalies, especially during summer and spring. In addition, there is a notable increase in the number of days above the defined UTCI thresholds for each season. abstract = "The urban microclimate is gradually changing due to climate change, extreme weather
conditions, urbanization, and the heat island effect. In such an altered environment, outdoor thermal comfort can have a strong impact on public health and quality of life in urban areas. In this study, three main urban areas in Serbia were selected: Belgrade (Central Serbia), Novi Sad (Northern Serbia), and Niš (Southern Serbia). The focus was on the temporal assessment of OTC, using the UTCI over a period of 20 years (1999–2018) during different seasons. The main aim is the general estimation of the OTC of Belgrade, Novi Sad, and Niš, in order to gain better insight into the bioclimatic condition, current trends and anomalies that have occurred. The analysis was conducted based on an hourly (7 h, 14 h, and 21 h CET) and “day by day” meteorological data set. Findings show the presence of a growing trend in seasonal UTCI anomalies, especially during summer and spring. In addition, there is a notable increase in the number of days above the defined UTCI thresholds for each season. This recognition incites a need for securing comprehensive and transdiciplinary knowledge on the complex interplay between LULCCs and their drivers. It should inform land use policy makers and produce adequate sustainable social responses. However, fragmentation in both academic and governmental arenas is an important impediment to the needed application of sustainability to land use policy. With this regard, the study offers a transdisciplinary, bottom-up and reproducible framework for understanding key drivers of LULCCs at the national/regional level where sustainable land use policies should be defined. Its main component is the repeated measure ANOVA of the experts’ survey data. The analysis allows aggregation of experts’ different disciplinary, professional and experiential perceptions and produces comparable results. It is tested in Serbia in three sub-periods during post-socialism. Main results confirm that LULCCs and drivers are complexly intertwined and need to be analysed within a comprehensive and transdisciplinary framework. Furthermore, the study should enable the transdisciplinary discussion, learning and knowledge coproduction that are required to inform land use policy makers about the needed trans-sectoral coproduction of policy responses towards SDGs.

AB  - GIS zaštićenih prirodnih dobara je veoma važan jer pomaže upravljaču za bolje upravljanje zaštićenim prirodnim dobrom, za unapređenje stanja životne sredine na tom području, kao  i razvoj određenih vidova turizma. Kako bi se odredila konfliknost na nekom zaštićenom području  prvo se vrši ocena vrednosti prostora zaštićenog dobra u funkciji zaštite prirode, zatim ocena pogodnosti prostora zaštićenog dobra za određenu delatnost uz odgovarajuća ograničenja i na kraju  sprovedene analize daje ocena potencijalne konfliknosti između zaštite prirode kao prioritetne  aktivnosti na zaštićenom prostoru i izabrane delatnosti. U radu je određena ocena na prostoru  specijalnog rezervata prirode „Obedska bara“ sa mogućnostima razvoja ekoturizma.

AB  - The problems of climate change and the concepts of resilient cities and resilience to climate change have gained considerable attention and interest in Serbia over recent years, especially after the catastrophic floods that hit Serbia in 2014. Now the improvement of resilience in the face of natural, socioeconomic, and political uncertainty and risks has captured the attention of researchers and decision-makers in almost all disciplines and sectors. This paper, through an analysis of the literature on climate change, with a special focus on Serbia, as well as Serbian legal regulations, strategies and planning documents, will show the awareness and understanding of resilience in the Serbian planning policy arena. Special attention is paid to local governments and the issue of climate change, and the problem of how planners, planning policy and decision-makers take into account or deal with the risks that it presents.

AB  - In this paper, we propose a system for river monitoring based on wireless sensor network (WSN) technology. This system consists of sensor nodes that periodically measure several environmental parameters such as flow rate, water level, rainfall and pollution level. Each type of sensor node has two threshold values and measured data is compared with them at the end of the reporting interval. Based on the current situation in WSN and measured data velocity sensors can use three different frequencies of reporting. Simulation of river monitoring system is done using Matlab software tool and the results of river maintenance during one WSN life cycle are presented. Two possible hierarchical system architectures are considered and their performance is compared. The optimal system architecture for this WSN application is discussed based on the obtained results.

AB  - The paper deals with cryoplanation terraces on Kopaonik Mountain (2017m) which had been formed for the first time as a relict relief probably during the last glacial maximum (LGM) of Late Pleistocene. Four sites on the slopes of the southern and eastern exposure of the central part of the mountain range at the altitude between 1390 and 1910 m have been studied. Qualitative geomorphological research has dominated. Quantitative research has not been possible due to the properties of the relict formations and genetic inactivity of this relief, which is also typical for modern periglacial environments. Distinction of cryoplanation terraces on Kopaonik is important for understanding the distribution of this relict morphology both in Serbia and South East Europe. The research presents a contribution to one of the primary goals of the concept of cryoplanation in terms of regional distribution of cryoplanation relief.

AB  - Development of sustainable mountain tourism is based on the principles of harmonising economic development with conservation of natural resources, environmental protection and preservation of authentic cultural identity of local communities in tourist areas, with an increasingly important need to consider the issues of how and how much the current and future climate change will affect the attractiveness, and in some cases even the survival itself of the basic motives in mountain tourist destinations. In order to determine a potential impact of climate change on the planning of mountain tourism development, this paper first provides a brief overview of the hitherto research from the area of climate change and their influence on tourism and mountain tourism in particular; the data on characteristic climate indicators from the meteorological stations on the mountains Kopaonik and Zlatibor (the leading tourist mountains in Serbia) are then presented and analysed; finally the appropriate conclusions are drawn from the consideration of basic theoretical and methodological and practical issues of mountain tourism planning and their relationship with climate change and potential actions to improve the situation in this area are recommended.

AB  - We assessed the influence of environmental values on the proenvironmental behavior of youth in Serbia by assessing the level of their satisfaction with environmental conditions and their sense of personal environmental responsibility. Participants were 168 15-year-old boys and girls who were pupils in their final year at primary schools in Belgrade. We found that 9.5% of the variability in the students' proenvironmental behavior could be explained by individual differences regarding their environmental values, environmental satisfaction, and environmental responsibility. The results obtained from this study should provide curriculum developers, educators, and teachers with a deeper understanding of methods and strategies to use in order to raise environmental awareness and to encourage environmentally responsible behavior among young people in Serbia.

AB  - This paper analyses the impact of infrastructure planning on carrying capacity assessment in mountain tourist areas, aiming to define the procedure, as well as to present an algorithm that could enable the application of carrying capacity methods in the process of developing planning documents. This would, in addition to the common practice of the hitherto used research methods, pay appropriate attention to the impact of infrastructure systems. In this regard, the paper first presents the basic theoretical and methodological problems of carrying capacity assessment, and then it considers the basic characteristics of evaluating carrying capacity in mountain tourist areas. Following this is a review of the basic principles of infrastructure planning, which gives practical recommendations for the infrastructure planning process in mountain tourist areas, with a particular emphasis on the impact of infrastructure on carrying capacity assessment. The example of Tara National Park, a mountainous area in Serbia which served as a place for verification of this procedure, shows the need to review the current planning solutions defined for this protected area.

AB  - 'Good accessibility of European regions improves their competitive position, but also the competitiveness of Europe as a whole' (ESDP European Spatial Development, 1999). The accessibility of the Republic of Serbia territory and its regional entities presents one of the key criteria for success of spatial development and it is one of the most important indicators for determining the spatial aspects of the transport system. The development of transport networks may differently affect the spatial distribution of population and economic activity. The quantity and quality of existing regional infrastructure, as well as the distance (travel time) of the population, play major role in that. It can contribute their spatial distribution on one side through the improvement of transport accessibility in relation to the centers of international significance, and on the other side it may cause even bigger problems, i.e. large distance from connection points to the transport network may lead to the formation of 'empty spaces'. These areas have limited access, which leads to stagnation in development. Quality of the secondary networks is very important here, i.e. such outcome can be avoided by adjusting the density of secondary transportation network, regional and sub-regional, so they follow the expansion of the national network. Thus, with the increase of speed on national networks, the dimensions of space and the importance of the secondary network increase, on one side, while on the other distance between regions and urban centers served by these networks proportionally reduces (Europe 2000+: Cooperation for European territorial development, 1994).
AB  - 'Dobrom pristupačnošću evropske regije poboljšavaju svoju konkurentnu poziciju, ali i konkurentnost Evrope kao celine ' ( ESDP- European Spatial Development, 1999.god.). Pristupačnost teritorije Republike Srbije i njenih regionalnih celina predstavlja jedan od ključnih kriterijuma za merenje uspešnosti prostornog razvoja i jedan je od najvažnijih indikatora za određivanje prostornih aspekata saobraćajnih sistema. Razvoj saobraćajne mreže može različito da utiče na prostornu distribuciju stanovništva i ekonomskih aktivnosti. Kvantitet i kvalitet postojeće regionalne infrastrukture kao i udaljenost (vreme putovanja) stanovništva, u tome igraju veliku ulogu. Može s jedne strane da doprinese njihovoj prostornoj distribuciji, kroz poboljšanje saobraćajne pristupačnosti u odnosu na centre međunarodnog značaja, a s druge strane unapređenje saobraćajne mreže može da izazove još veće probleme, u smislu da velike udaljenosti do priključnih tačaka na saobraćajnu mrežu, dovode do formiranja 'praznih međuprostora'. Tu prostori imaju ograničene mogućnosti pristupa, što dovodi do stagnacije u razvoju. Tu dobija na značaju kvalitet sekundarnih mreža, tj. ovakvi ishodi mogu se izbeći korigovanjem gustina sekundarnih saobraćajnih mreža, regionalne i subregionalne, tako da prate širenje nacionalnih mreža. Znači, sa povećanjem brzina na nacionalnim mrežama, povećavaju se i dimenzije međuprostora i značaj sekundarne mreže, s jedne strane, dok se proporcionalno smanjuju udaljenosti između regija i urbanih centara opsluženih ovom mrežom, s druge strane Europe 2000+: Cooperation for European territorial development, 1994).

The quantity and quality of existing regional infrastructure, as well as the distance (travel time) of the population, play major role in that. It can contribute their spatial distribution on one side through the improvement of transport accessibility in relation to the centers of international significance, and on the other side it may cause even bigger problems, i.e. large distance from connection points to the transport network may lead to the formation of 'empty spaces'. These areas have limited access, which leads to stagnation in development. Quality of the secondary networks is very important here, i.e. such outcome can be avoided by adjusting the density of secondary transportation network, regional and sub-regional, so they follow the expansion of the national network. Thus, with the increase of speed on national networks, the dimensions of space and the importance of the secondary network increase, on one side, while on the other distance between regions and urban centers served by these networks proportionally reduces (Europe 2000+: Cooperation for European territorial development, 1994)., 'Dobrom pristupačnošću evropske regije poboljšavaju svoju konkurentnu poziciju, ali i konkurentnost Evrope kao celine ' ( ESDP- European Spatial Development, 1999.god.). Pristupačnost teritorije Republike Srbije i njenih regionalnih celina predstavlja jedan od ključnih kriterijuma za merenje uspešnosti prostornog razvoja i jedan je od najvažnijih indikatora za određivanje prostornih aspekata saobraćajnih sistema. Razvoj saobraćajne mreže može različito da utiče na prostornu distribuciju stanovništva i ekonomskih aktivnosti. Kvantitet i kvalitet postojeće regionalne infrastrukture kao i udaljenost (vreme putovanja) stanovništva, u tome igraju veliku ulogu. Može s jedne strane da doprinese njihovoj prostornoj distribuciji, kroz poboljšanje saobraćajne pristupačnosti u odnosu na centre međunarodnog značaja, a s druge strane unapređenje saobraćajne mreže može da izazove još veće probleme, u smislu da velike udaljenosti do priključnih tačaka na saobraćajnu mrežu, dovode do formiranja 'praznih međuprostora'. Tu prostori imaju ograničene mogućnosti pristupa, što dovodi do stagnacije u razvoju. Tu dobija na značaju kvalitet sekundarnih mreža, tj. ovakvi ishodi mogu se izbeći korigovanjem gustina sekundarnih saobraćajnih mreža, regionalne i subregionalne, tako da prate širenje nacionalnih mreža. Znači, sa povećanjem brzina na nacionalnim mrežama, povećavaju se i dimenzije međuprostora i značaj sekundarne mreže, s jedne strane, dok se proporcionalno smanjuju udaljenosti između regija i urbanih centara opsluženih ovom mrežom, s druge strane Europe 2000+: Cooperation for European territorial development, 1994).",

AB  - Razvijena saobraćajna mreža predstavlja preduslov privrednog i turističkog razvoja prostora i u velikoj meri prati i omogućava razvoj ljudskih delatnosti. Ukoliko se razvija neplanski, stihijski i bez koordinacije može predstavljati ograničenje sveukupnom razvoju. Cilj istraživanja je definisanje razvojnog osnova za revitalizaciju, unapređenje i izgradnju saobraćajne infrastrukture na prostoru opštine Negotin. U radu će se predstaviti međusobna uslovljenost i funkcionalna povezanost planskih rešenja razvoja saobraćajne infrastrukture i razvoja privrede i turizma, kao i uticaj koji planska rešenja imaju na razvoj ostalih prostornih i gradskih funkcija.

Increasing the urban quality of towns in Serbia through conversion of military facilities/complexes

AB  - Due to urbanization and expanding of towns, most of the existing military facilities got to be located at the outskirts of or inside the towns, resulting in difficult functioning of the military complexes and performance of urban functions. Based on an analysis of requirements and programs of the defense system development, most of the existing military complexes, in Serbian towns, are not prospective for the purposes of the defense system functioning, or are conditionally prospective. The conditionally prospective military complexes are those which are located within the town premises, and therefore should be vacated, namely relocated by constructing a new complex, or provided accommodation for in the existing prospective complexes. Current conversion of military facilities and complexes located in Serbian towns partly makes it possible to activate a significant urban resource, recognized in the developed facilities, communal and other infrastructure, and equipped or unequipped building land. Some military facilities and complexes may be directly included to serve the life of the town through health care, school, preschool, social, cultural, scientific, sports, recreational, hotel, catering, tourist, communal, and other activities. A broad range of uses of the complexes makes it possible to return a part of urban comfort to towns in Serbia, which was lost because the urban and long-term values in urban development were abandoned and/or replaced by pragmatic interests and investment needs.
AB  - Urbanizacijom i prostornim širenjem naselja, većina postojećih vojnih objekata i kompleksa našla se na obodu ili u samim gradovima, što ima za posledicu otežano funkcionisanje vojnih kompleksa i odvijanje urbanih funkcija. Na osnovu analize potreba i programa razvoja sistema odbrane većina postojećih vojnih kompleksa, u gradovima u Srbiji, nije perspektivna za potrebe funkcionisanja sistema odbrane ili su uslovno perspektivni. Uslovno perspektivni vojni kompleksi su oni čije su lokacije, u urbanom tkivu neperspektivni, te ih treba napustiti, tačnije relocirati izgradnjom novog kompleksa ili smestiti u postojeće perspektivne komplekse. Aktuelnom konverzijom vojnih objekata i kompleksa u gradovima u Srbiji delom se omogućava aktiviranje značajnog urbanog resursa, prepoznatog u izgrađenim objektima, komunalnoj i ostaloj infrastrukturi, opremljenim i neopremljenim građevinskim zemljištem. Pojedini vojni objekti i kompleksi mogu se direktno staviti u funkciju naseljskog života kroz: zdravstvene, školske, predškolske, socijalne, kulturne, naučne, sportske, rekreativne, ugostiteljske, turističke, komunalne i druge aktivnosti. Mnoštvo mogućnosti korišćenja predmetnih kompleksa omogućava vraćanje dela urbanog komfora koji su gradovi u Srbiji izgubili, napuštanjem i/ili zamenom urbanih i dugoročnih vrednosti u urbanom razvoju pragmatičnim interesnim i investicionim potrebama.

AB  - Previous studies of the health spa resorts have included just balneo analysis. Spas and health resorts ha changed the concept of treatment. The earlier concept was included only long-term treatment and recovering old people and people with diseases. Today, spas and health resorts are based on prevention of illness. They promote service for people of all ages regardless of health status. Natural curative factors such as mineral water, healing mud, healing gases, healing climate (air bath) are important for the treatment of many diseases, recovery after injury illness, stress, prevention and recreation. This paper try to give a biclimatic analysis of the Visegrad in order to point up recreational value of this therapeutic spa. The subject of this paper is analyses of equivalent temperature, comfort zones and zones of stuffiness that are processed on the basis of the meteorological data for thirty years (1961-1990) observation in town of Visegrad. We use software with related database created by authors.

AB  - The biggest and one of the most interesting landslide in the basin of the river Visocica caused arising of natural accumulation of the water Zavojsko lake. To avoid the risks of uncontrolled waters, Zavojsko lake has been drained, in the second stage, during overhaul of landslide, the hydrotechnic measures have been taken at the dam, which was made stronger,strengthened and exceeded. It provided accumulation of Zavojsko lake with the water.Then, 520 hectare of the land have been flooded. Today, priority of the Zavojsko lake is in the water supply of the Pirot and Nis and hydroenergetic supply of the of the Water Power Plant in Pirot with the power of 80 MW which has been used from 1990. In this paper we describe how can new technologies be used in creating usefull hydro-technical objects

AB  - Spatial plans of communities, returned to legal framework in 2003 and imposed as obligation for all local communities in Serbia, present a strategic document for development, organization and protection of the whole territory of the community. The base for integral observation and treatment of the urban and rural settlements, within the local administrative area, has been set thereby. The current function of villages has been significantly changed regarding traditional organization and the essential role, that they used to have in the past. First of all, it is a consequence of an intensive deagrarization and industrialization/ urbanization, as a result of official (state) strategy in the middle of the 20. century. As a rule, these processes were painful for villages, leaving them depopulized, with varied age structure of the population and with new relation to agriculture, which led to economic stagnation, social fallow and unclear development perspectives as a consequence. The reconstruction of these areas is, therefore, of enormous interest for development of the whole territory of a community, as well as even intra-communal and broader, intra-regional and intra-national development.
AB  - Prostorni planovi opština, vraćeni u zakonski okvir 2003. godine i nametnuti kao obaveza izrade za sve lokalne zajednice, svojim karakterom predstavljaju strateški dokument koji tretira razvoj, organizaciju i zaštitu čitave teritorije opštine. Samim tim, postavljen je osnov za integralno sagledavanje i tretiranje i gradskih i seoskih naselja unutar lokalnog administrativnog područja. Današnja funkcija sela u mnogome je promenjena u odnosu na tradicionalnu organizaciju i suštinsku ulogu koju su ova naselja imala u prošlosti. Ovo je pre svega posledica intenzivne deagrarizacije i industrijalizacije/urbanizacije koja je nastala kao rezultat državne strategije u drugoj polovinini 20. veka. Ovakvi procesi su po pravilu bili bolni za sela ostavljajući ovaj prostor depopulacionim, sa promenjenom starosnom strukturom stanovništva i promenjenim odnosom prema poljoprivredi, koje je za posledicu imalo ekonomsku stagnaciju, socijalni ugar i nejasnu perspektivu razvoja. Zato je danas obnova ovih područja od prvorazrednog interesa za razvoj celokupne teritorije opštine, ravnomerni unutaropštinski i, šire, unutarregionalini i unutardržavni razvoj.

AB  - Planning and development infrastructure in space, mainly means constant physicaltehnical expanding volume of networks and objects. However, neglected fact is conditional and clear link with movable structures, on the first place population, economic and other activities and needs. New planning infrastructure concept, except concerning the fact of constant physical and technological increasing of this systems, maintains exact analyses of sufficit and deficit infrastructure, real needs and possibilities to create bigger economical, social and ecological benefit with already exiting systems. Also, there is a question of chronological development inner and very expensive systems, who in most cases don’t have possibilities of fast pay-out neither direct economical profit, but otherwise their external and strategist value is evident. In that light, we can see a new concept of planning infrastructure in Serbia, witch contains modified experience of developed countries, adjusted to economical and social possibilities and needs of our community.
AB  - Upravljanje prostornim razvojem zahteva mobilizaciju celokupnih upravljačkih i stručnih resursa. Planiranje i razvijanje infrastrukture u prostoru, najčešće podrazumeva stalno fizičko-tehničko povećavanje mreža i objekata. Međutim, zanemarena je uslovljenost i jasna povezanost sa pokretačkim strukturama, na prvom mestu stanovništva, privrednih i ostalih aktivnosti i potreba. Novi koncept planiranja infrastrukture, osim uvažavanja stalnog fizičkog i tehnološkog povećavanja obima ovih sistema, podrazumeva egzaktnu analizu suficita i deficita infrastrukture, realnih potreba i mogućnosti da se sa postojećim sistemima ostvari veća privredna, socijalna i ekološka korist. Takođe se postavlja pitanje hronološkog razvijanja inertnih i veoma skupih sistema koji najčešće nemaju mogućnost brze isplativosti niti direktnog ekonomskog profita, ali je zato njihova eksterna i strateška korist evidentna. U tom svetlu se daje novi koncept planiranja infrastrukture u Srbiji, koji predstavlja modifikovana iskustva razvijenih zemalja, primerena ekonomskim i socijalnim mogućnostima i potrebama naše zajednice. Teži se na konstituisanju PLANIRANOG I PROGRAMIRANOG RAZVIJANjA INFRASTRUKTURE umreženog sa planiranim i programiranim razvojem svih ostalih prostornih struktura. Ipak, zbog nagomilanih tranzicionih problema u manjem obimu za ograničene prostore i korisnike primenjivaće se RAZVIJANjE INFRASTRUKTURE KAO REZULTAT STATISTIČKE VELIČINE, sa svim mogućim neizvesnostima i nepredviđenim negativnim efektima.

AB  - In compatibility with actual recommendations and policy which leads to improvement and preservation of integral environment and especially its natural values, it is necessary to implement active and integral approach to all variety of planning documents. In order to visualize the impact of highway through Belgrade on its surroundings, the solutions of the traffic artery were analyzed from the aspect of the protection of the environment in the sense of definition of harmful impacts and proposals of measures for their prevention or removal. The basic starting point was to get the answer whether and which, from ecological aspect, protection measures should be taken. The paper will show specific details of making the Belgrade highway environmental impact study.
AB  - U skladu sa aktuelnim smernicama i politikom koja vodi ka unapređenju i očuvanju životne sredine u celini, i posebno njenim prirodnim vrednostima neophodan je aktivan i integralan pristup implementirati u sva planska dokumenta. U cilju sagledavanja uticaja autoputa kroz Beograd na okolinu rešenja saobraćajnice analizirana su sa aspekta zaštite životne sredine u smislu definisanja štetnih posledica i predlaganja mera za sprečavanje i otklanjanje istih. Osnovno pitanje je da se dobije odgovor da li i koje posmatrajući sa ekološkog aspekta, mere zaštite treba preduzeti. U ovom radu biće prikazane specifičnosti tokom izrade studije uticaja na životnu sredinu autoputa kroz Beograd.

Comasation as a prerequisite of mountain villages revitalisation

AB  - Process of intensive urbanisation and de-agrarization vitally changes the demographic and economic picture of Serbian territory. The significant differentiation was made, so that there are developed areas with high concentrations of production, inhabitants, services and capital on one hand, and undeveloped, mainly rural mountain areas on the other hand. The prevailing aged population, specially in central parts of Serbia, indicates unavoidable, silent and very painful disappearance of numerous rural settlements. The following points are discussed in the paper: the causers of such situation; the problems that prevented more intensive development of rural regions; potentials and limiting factors in development of mountain regions: and possible measures (legislative, organisational, economic,...) and actions that will contribute to revitalisation, an/or transformation of these ecologically and economically very valuable terrains. .
AB  - Procesi intenzivne urbanizacije i deagrarizacije iz korena su izmenili demografsku i privrednu kartu geoprostora Srbije. Izvršena je značajna diferencijacija, tako da se pojavljuju razvijena područja velike koncentracije proizvodnje, stanovništva, usluga i kapitala, na jednoj, i nerazvijena uglavnom ruralna brdsko-planinska područja, na drugoj strani. Dominacija staračkog stanovništva, pogotovu u centralnom delu Srbije, bez mogućnosti značajnije biološke reprodukcije, nagoveštava neminovan, tih i veoma bolan nestanak (gašenje) mnogih seoskih naselja. U radu se daju: osnovni uzroci nastanka ovakvog stanja; problemi koji nisu dozvoljavali značajnije pomake seljaštva i razvoja seoskog prostora; vrednosti (potencijali) i ograničenja postojećeg ispražnjenog brdsko-planinskog prostora; moguće mere (pravne, organizacione, ekonomske,...) i akcije koje će omogućiti revitalizaciju, odnosno transformaciju ovih ekološki, ali i ekonomski veoma vrednih prostora. .

The following points are discussed in the paper: the causers of such situation; the problems that prevented more intensive development of rural regions; potentials and limiting factors in development of mountain regions: and possible measures (legislative, organisational, economic,...) and actions that will contribute to revitalisation, an/or transformation of these ecologically and economically very valuable terrains. ., Procesi intenzivne urbanizacije i deagrarizacije iz korena su izmenili demografsku i privrednu kartu geoprostora Srbije. Izvršena je značajna diferencijacija, tako da se pojavljuju razvijena područja velike koncentracije proizvodnje, stanovništva, usluga i kapitala, na jednoj, i nerazvijena uglavnom ruralna brdsko-planinska područja, na drugoj strani. Dominacija staračkog stanovništva, pogotovu u centralnom delu Srbije, bez mogućnosti značajnije biološke reprodukcije, nagoveštava neminovan, tih i veoma bolan nestanak (gašenje) mnogih seoskih naselja. U radu se daju: osnovni uzroci nastanka ovakvog stanja; problemi koji nisu dozvoljavali značajnije pomake seljaštva i razvoja seoskog prostora; vrednosti (potencijali) i ograničenja postojećeg ispražnjenog brdsko-planinskog prostora; moguće mere (pravne, organizacione, ekonomske,...) i akcije koje će omogućiti revitalizaciju, odnosno transformaciju ovih ekološki, ali i ekonomski veoma vrednih prostora. .",
