Residential segregation in a radically changing urban context: experiences from Belgrade

AB  - This article examines the historical perspective of residential segregation in Belgrade and addresses the contextual factors responsible for the dynamics of this segregation. The article considers the decline in social status from the centre to the periphery as the main feature of citywide segregation in Belgrade, along with perpetuated peripheral informality. It also examines the impact of large-scale socialist estates, which were intended to contribute to an egalitarian society and counteract residential segregation. To examine the long-term patterns of residential segregation in Belgrade, we use a combination of sources and research approaches, due to the incomparability and lack of statistical data. Recent changes in segregation patterns during the first two decades of the post-socialist period were additionally analysed at the census-unit level, using data on the education of the population as a proxy for their social status.

AB  - Most Europeans live in an urban environment, and the green future of cities is one of the most important issues for scientists and policy makers across the continent. Serbia is an EU candidate country in the process of incorporating EU legislation into national law, and environmental policy is an important part of this process. Belgrade, the dominant urban region in Serbia and its capital, should be a role model. A green future is recognized by city authorities as an important goal of urban planning and design. Moreover, the growing environmental awareness of citizens makes it necessary to create a more sustainable and livable city. In this article, we analyse the green development of the city of Belgrade, detect announcements and plans, and follow their implementation. We also raise some questions about the green urbanism in Belgrade. In recent years, construction activity in the housing sector has increased, although planning is often fragmented and guided by the profit-seeking interests of real estate investors. We ask for whom the green development is intended - is it part of sustainable development and does it improve the quality of life for city residents, or is it a mean to attract investment and increase investor profits?

AB  - This chapter elaborates policies, processes and phenomena shaping the present housing stock and residential segregation in Belgrade, within historically defined political, economic and institutional contexts. The aim is to reveal drivers, mechanisms, and patterns of micro-segregation in Dorćol, Belgrade's central neighbourhood with housing stock differentiated in quality, age and market attractiveness. Data for this research were collected from official census, registry of purchased housing units, and semi-structured in-depth interviews with experts from real estate agencies, and local population. Besides providing insights in contemporary segregation and market differentiation of the housing stock in Dorćol, the chapter also lays the foundations for the forecasting of their future development trajectories.

Urban Theories in a Post-socialist Context

AB  - Since the collapse of the socialist system, cities in Central Eastern European countries have undergone dynamic transformation processes. Those processes have attracted noteworthy scientific attention, particularly in local academic circles, causing revived interest in urban studies in the region. However, the academic interest in former socialist cities has become the centre of discussion it-self. This interest is mostly related to the validity of theories and methodologies born in the West to the study of former socialist cities. On one side, there is a cohort of academics who have uncritically embraced Western urban knowledge, a priori assuming its universal applicability. This research position is commonly related to the developmental and convergence theories, which take “correction” of the post-socialist cities and their eventual assimilation to the Western city as their model. On the opposite side of the spectrum, the post-colonial approach has developed as a stand which criticizes the alleged scientific hegemonism of the West and insists on a more cosmopolitan urban science that would take into ac-count the experiences of cities worldwide. Simultaneously, this approach advocates for considering urban particularities and complexities, and thus this re-search treats post-socialist cities as distinctive, in many instances, from the cities of the West, as well as from each other. However, as both contemporary academic stands have their limits and flaws, the debate on adequate research of former socialist cities as well as on the future positions of urban science in general, is far from conclusive.

Intra-urban location of foreign and domestic knowledge-intensive business service firms in Belgrade

AB  - While it is widely acknowledged that foreign investments in knowledge-intensive business services (KIBS) play an important role in reshaping the economy and spatial structure of many postsocialist cities, there is a lack of research on their intra-urban locational behaviour, particularly in comparison with domestic investments in the same sector. This analysis is focused on the underlying factors that shape both foreign and domestic KIBS firms’ location choices in Belgrade, a city facing dynamic restructuring induced by the complexity of the postsocialist transition. For the modelling KIBS intra-urban location choices, this study uses disaggregated micro-geographic data on firms opened during 2011-2019 period. The findings suggest that domestic and foreign KIBS firms exhibit both similarities and differences in spatial behaviour. Firms from both groups are attracted by economies of localisation and commercial zones, while avoiding the densely populated areas in Belgrade. On the other hand, domestic KIBS firms are attracted by city’s main transportation arteries and the traditional CBD area, while foreign KIBS firms tend to agglomerate in the emerging new business district in New Belgrade, an area with plenty of new high-quality office buildings, high-status residential areas, good intra-urban accessibility and airport proximity. This study indicates that foreign KIBS firms produce a spatially bounded “global city zone” and raises a question about their local embeddedness and role in the development of the local economy.

AB  - After the dissolution of the Socialist Federal Republic of Yugoslavia (SFRY) in the early 1990s, the Republic of Serbia found itself in an unprecedented social, political, and economic situation. Facing a significant delay in the transition process in comparison with other Central and Eastern European (CEE) states, Serbian governments since 2001 have opted for a model of economic development based on attracting foreign direct investment (FDI). This strategic commitment has led to complex and controversial effects on Serbia’s economy. On the one hand, FDI inflows benefited the local economy by increasing its international market competitiveness, contributing to a decrease in unemployment, and enhancing technology transfer. On the other hand, FDI is related to some negative economic trends such as expansion of labor-intensive jobs and an increasing dependency on unpredictable inflows of foreign capital. The aim of this chapter is to offer insights into the empirical literature on FDI to Serbia in the context of Serbia’s historical development and to explore the spatiality and influences of contemporary inflows with a special focus on prospects and suggestions for Serbia’s economic trajectory over the next 25 years. Conceptually, this text is based on Dunning’s eclectic approach to FDI by focusing upon the origins, location, and internalization of foreign capital in the country.

The Transport Sector in Serbia

AB  - Serbia enjoys favourable geographic position at the crossroads of the main routes linking Central and Western Europe with the southeast of the continent and the Middle East. However, being on the outside borders of European Union, it has not fully benefitted from this geographic leverage. In this respect, the process of integration into the EU is of great importance, accompanied by international transport projects, ranging from pan-European corridors defined during the 1990s to the more recent extension of the trans-European transport network and the core network corridors to the Western Balkan region. These projects have highly influenced Serbia’s transport policies, which aim to upgrade the national transport system according to EU standards and to achieve complete integration into the single European market. A commitment to these goals implies costly infrastructural investments and non-physical improvements in all transport modes, as well as in their efficient interconnectivity and interoperability being embodied in the growing relevance of intermodal transport flows. However, in a country with a relatively deteriorated transport infrastructure, such as Serbia, an excessive focus on the national transport system may worsen intraregional, socioeconomic disparities by neglecting local transport initiatives and the needs of deprived areas.

AB  - This research analyses the changes of hotel geography in Belgrade, from the middle nineteenth century to the present. It confirms the influence that major political and economic factors have on hotel distribution, size, ownership, and rank. Prominent Ashworth and Tunbridge's Tourist-historic city model is used as the foundation of hotel spatial analysis in Belgrade, which is historically divided into three periods. The statehood development period is characterized by highly centralized hotel locations, mostly dependent on ethnical divisions, trade and early transport development. During the socialist period, in the absence of a market economy and private property, dispersion of hotels was caused almost exclusively by centralized political decisions. The transition period started with a complete political and economic overhaul of Serbia and Belgrade in the 1990s. After this difficult time, the Belgrade hotel industry started to recover, with the geographical factors that represented a re-establishment of market mechanisms and entrepreneur initiatives, as well as a focus on both the historic city and urban periphery.

Spatial behaviour of tourists in Belgrade

AB  - For the purpose of destination planning, management and marketing it is imperative to understand the patterns of tourist spatial activities within cities; in the sense of delineating of tourist zones and major pathways, prognosis of the time spent at particular locations and realizing factors which shape the movement of tourists. The aim of this research is to outline the areas intensively used by tourists during their stay in Belgrade and to analyse the influence of various factors on their spatial behaviour. To collect relevant data, 325 foreign individual tourists were interviewed with the aim of collecting data regarding their spatial activities, visit specifics and socio-demographic characteristics. Independent t-test and one way variance analysis (ANOVA) procedures were conducted in order to explore statistically signifi cant differences in spatial behaviour of tourists based on their socio-demographic and visit characteristics. The study confirmed the importance of Belgrade's historical area for tourism and identifi ed various factors regarding internal characteristics of their visit to the influences characterizing spatial behaviour of tourists in Belgrade. The results can be used to create long-term strategies that would promote a polycentric and balanced distribution of tourist activities across Belgrade and in turn prevent negative effects on the city life itself.

Migration and demographic shrinkage in rural areas in Serbia

AB  - Until the mid-20th century, the rural areas had a population of more than three-quarters of the total population of Serbia, which mainly based its existence on agriculture. Subsequent processes of industrialization and urbanization, combined with a declining agricultural sector, have resulted in marginalization, devaluation and devastation of the rural areas. Since the 1960’s, Socialist Yugoslavia has accepted the strategy of rapid, centrally governed industrialization, which strongly hanged the image of rural areas. With rural areas left out of focus in the socialist development trajectory, millions of inhabitants were moved from villages to towns and cities, causing massive depopulation. Focusing socioeconomic development on the urban-based industrialization and the employment of unskilled and semiskilled labour from the villages, rural areas have suffered intensive emigration as well as demographic and socio-economic shrinkage. Consequently, rural shrinkage has become one of the largest structural development problems of Serbian society.

AB  - Проблем руралног развоја је актуелна тема у свету, а решавање овог проблема намеће се kао један од приоритета савременог друштва. Рурални простор општине Књажевац 
 kонтинуирано се мења, а те промене одређују различити фактори. У географској науци није споран регионални утицај као фактор економског развоја, али су ретки покушаји да се кроз одговарајуће концепције и моделе изразе и истраже спреге у систему простор–човек–пољопривреда. Због тога је основни задатак ове студије фокусиран на проблеме системске организације руралног простора, базних елемената и њихових међусобних веза и односа. Увођењем еволутивне анализе у истраживачки процес омогућено је детаљније сагледавање процеса депопулације, деаграризације и сенилизације сеоских насеља књажевачког краја. Деловање физичко-географских и антропогених услова на рурални простор можемо сагледати и као својеврсне катализаторе пољопривредног развоја, али истовремено и као значајне факторе који су битно допринели и посебно уобличили данашњи стадијум развоја руралног простора општине Књажевац. Мрежа сеоских насеља је дисперзивна и карактерише је просторно-демографска ифункционална неравнотежа. Условљена 
међузависност посебно је изражена у просторном размештају, специјализацији, концентрацији и интензивности пољопривредне производње, као и могућности примене савремене агротехнике. Улога природних услова је нарочито изражена у биљној производњи, јер физичко-географске особине простора детерминишу у великој мери размештај биљних култура и висину приноса по јединици површине, а самим тим и економичност производње. Утицај антропогених фактора изразито се рефлектује преко пољопривредног становништва, аграрне структуре, земљишног фонда, достигнутог нивоа агротехнике, доступности до тржишта и изграђености индустријских капацитета за прераду пољопривредних производа. Пољопривредно становништво, посебно његов радноактивни део, веома је значајан фактор који утиче на ниво пољопривредне ефикасности. У поступку параметризације руралног система и разраде системских модела, неопходна су сложена емпиријска и теоријска истраживања. Емпиријска истраживања у овој студији базирана су на релевантним статистичким серијама (1961–2012), док је у домену теоријских истраживања посебан акценат стављен на структуру руралног простора, функције појединих елемената, њихове међусобне непосредне и посредне, директне и повратне везе различитог смера и интензитета, и територијалну организацију развојних потенцијала са аспекта пољопривреде. На овај начин утврђени су егзактни параметри неопходни за евалуацију стања.

Sustainable rural development in Serbia: towards a quantitative typology of rural areas

AB  - This article examines the effectiveness of quantitative approach in establishing the typology of rural areas in Serbia. For this purpose, from the spectrum of multivariate statistical methods available, we employed the principal component analysis to highlight multidimensional nature of heterogeneity of the vast rural space in Serbia. The effort to encompass multidimensionality of rurality is made by engaging numerous demographic, economic, agricultural, and infrastructure indicators in the analysis. The results of this research indicate regions with different developing trajectories: Southwest Serbia with predominant demographic dimension; Northern part of Serbia with stressed agricultural orientation and potential; dispersed economically propulsive regions mainly located in the areas adjacent to major transport infrastructure; and regions with overrepresented urban structures where sprawl of urban influence is obvious in most rural municipalities near larger cities. The resulting principal components could be the starting point in defining appropriate planning strategies and developing directions based on the analyzed rural particularities.

AB  - Academician Vojislav Radovanović, in his studies of territorial development of Belgrade, used a scientific approach to originally interrelate the basic elements of geographic location. V. Radovanović treated geographical position of Belgrade as an important geo-strategic, economic and cultural factor, which continuously influenced territorial development of the city during different historical cycles. Detailed analysis of different socio-historical circumstances, presented by V. Radovanović, is of great scientific importance for the understanding of future trends and perspectives of spatial development of Belgrade and Serbia as a whole.
AB  - Akademik Vojislav S. Radovanović u proučavanjima položaja i teritorijalnog razvoja Beograda koristio je naučni pristup kojim se na originalan način povezuju osnovni elementi geografskog položaja. Geografski položaj Beograda V. Radovanović je tretirao kao značajan geostrateški, ekonomski i kulturološki faktor, koji kontinuirano deluje na teritorijalni razvitak tokom različitih istorijskih ciklusa. Detaljna analiza specifičnih i raznovrsnih društveno-istorijskih prilika, kakvu je predstavio V. Radovanović, od izuzetnog je naučnog značaja za razumevanje budućih tendencija i perspektiva razvoja Beograda i Srbije u celosti.

abstract = "Academician Vojislav Radovanović, in his studies of territorial development of Belgrade, used a scientific approach to originally interrelate the basic elements of geographic location. V. Radovanović treated geographical position of Belgrade as an important geo-strategic, economic and cultural factor, which continuously influenced territorial development of the city during different historical cycles. Detailed analysis of different socio-historical circumstances, presented by V. Radovanović, is of great scientific importance for the understanding of future trends and perspectives of spatial development of Belgrade and Serbia as a whole., Akademik Vojislav S. Radovanović u proučavanjima položaja i teritorijalnog razvoja Beograda koristio je naučni pristup kojim se na originalan način povezuju osnovni elementi geografskog položaja. Geografski položaj Beograda V. Radovanović je tretirao kao značajan geostrateški, ekonomski i kulturološki faktor, koji kontinuirano deluje na teritorijalni razvitak tokom različitih istorijskih ciklusa. AB  - This article highlights the patterns of Advanced Producer Services (APS) in Belgrade and relates them to contemporary spatial and economic intrametropolitan transformations. The locational strategies of APS have influenced the creation of another center called New Belgrade next to the traditional central business district (CBD). Over the last ten years, government planning documents and the location preferences of foreign firms have made New Belgrade the most attractive business location in Serbia. In a sample of the leading APS firms in Belgrade, 129 firms are analyzed in terms of firm sector, ownership, and location. The results confirm the multipolar-monocentric pattern, which appears to be a common feature in many European cities.

Functional Metamorphosis of New Belgrade

AB  - New Belgrade rose "from scratch" on a wasted empty marshland by the river Sava, just across the oldest city center. It started after World War II as an ambitious plan for a future administrative center of socialist Yugoslavia, to be later transformed into a gigantic, grey dormitory. Since 1990s, the role of New Belgrade has completely changed due to the collapse of the state economy, the reappearance of a real estate and land market, an open door policy for foreign investments and a project-oriented type of planning. This was a powerful trigger mechanism for emphasizing the latent advantages of this municipality: its unique central position, abundant space for new construction and good transport connections. The municipality became the primary destination for massive investments that dramatically altered its economic and employment function, especially the area in the vicinity of the city's core business district.

AB  - Informal housing in Southeast Europe is not a new phenomenon by any means. The problem of informal settlements in Belgrade [Beograd] and the rest of post-Yugoslavia goes back to the 1960s, when growing Yugoslav cities suffered a massive housing shortage. Housing policies tolerated private, individual, and often informal construction activities of rural-urban migrants and low-medium income households. These activities continued and intensified during the late Socialist and early transitional periods. According to the 2002 masterplan of Belgrade, informal settlements covered more than 40% of the total residential area. As a result of these long-term, intensive informal developments, this paper concludes that its case study, Kaluderica and the surrounding area, has grown to become one of the biggest informal settlements on the Balkans. This paper analyses these developments with the path-dependency approach. Sub-urbanisation of this kind is characterised by a high degree of informality and social marginality and differs greatly from both the well-known Western pattern, as well as the East-European pattern. Referring to the long-term development, informality is interpreted as a multiple (post-)Communist routine.

AB  - This article explains the genesis, effects of different factors (historical, economic, political- strategic, urban planning ones), and dynamics of spatial-social differentiation of the employed population in Belgrade. Special attention is paid to analysis of recent migration of employees during the period 1991-2002, which corresponds to the initial phase of liberalization of the housing market when financial constraints and subjective preferences of families and households started to act. This analysis represents the basis for scientific forecast of trajectories of socio-residential development of the city.
AB  - Rad objašnjava genezu, delovanje različitih faktora (istorijskih, ekonomskih, političko-strateških, urbanističko-planerskih) i dinamiku prostorno-socijalne diferencijacije zaposlenog stanovništva u Beogradu. Posebna pažnja posvećena je analizi recentnih migracija zaposlenih, u periodu od 1991. do 2002. godine, što odgovara inicijalnoj fazi liberalizacije tržišta stanova u kojoj počinju da deluju finansijska ograničenja i subjektivne preferencije porodica i domaćinstava. Tom analizom je stvorena osnova za naučnu prognozu trajektorije daljeg socijalno-rezidencijalnog razvoja grada.

AB  - Papers dealing with cities often use terms such as urban, suburban and peri-urban, as well as central business district, inner city and others. However, there is no clear, widely accepted theoretical and methodological basis for their conceptual and spatial definition and delimitation. Terminology used varies greatly between states, and sometimes depends on subjective spatial perception of the author. Additional problems caused by the high degree of spatial and administrative aggregation (settlements and municipalities) make it almost impossible to observe the internal differences of the city. In this paper, an attempt was made to emphasize the importance of the application of precise and relevant indicators in the differentiation of urban units of the area covered by the Master Plan of Belgrade, such as the size of residential buildings, the presence of urban physical infrastructure, and the structure of employed population by the sector of activity. This type of delimitation could represent a starting point in applicative geographic and other research, as well as in further theoretical and methodological discussions on the issue of internal urban spatial division.
AB  - U radovima koji se bave gradovima, često se koriste termini poput urbanog, suburbanog i periurbanog, kao i centralne poslovne zone, unutrašnjeg grada i drugih. Međutim, do danas ne postoji jasna, šire prihvaćena, teorijsko - metodološka osnova za njihovo pojmovno i prostorno definisanje i delimitaciju. Upotrebljavana terminologija u velikoj meri varira između pojedinih država, a ponekad zavisi i od subjektivne prostorne percepcije samog autora. Dodatne probleme uzrokuje i visok stepen prostorno-administrativne agregacije (naselja i opštine), čime postaje gotovo nemoguće sagledati unutargradske različitosti. U ovom radu, učinjen je pokušaj da se ukaže na značaj primene egzaktnih i relevantnih indikatora u diferencijaciji urbanih celina prostora Generalnog plana Beograda, kao što su veličina stambenih objekata, zastupljenost urbane fizičke infrastrukture i strukture zaposlenog stanovništva prema sektorima delatnosti. Ovakva delimitacija bi mogla predstavljati polaznu osnovu u aplikativnim geografskim i drugim istraživanjima, ali i daljim teorijskim i metodološkim diskusijama po pitanju unutargradske prostorne podele.

AB  - Contemporary political and economic trends impose the necessity of an efficient inter-regional connection in Europe, which was the reason for establishing the network of Pan-European corridors. The aim is to indicate Pan-European corridors as necessary, but not sufficient condition for the formation of the overall Serbian touristic offer. It is one element of the touristic offer that only in synergy with other primary and secondary elements and factors gives full effects to the touristic trade. An endeavour was made to examine qualitative features of the Serbian touristic offer along corridors through comparative analysis. The conclusion has been derived by implementation of some quantitative indicators.
AB  - Savremeni politički i ekonomski trendovi nameću potrebu efikasnog međuregionalnog povezivanja na području Evrope, zbog čega je ustanovljena mreža Panevropskih koridora. Cilj rada je da ukaže na značaj Panevropskih koridora kao neophodnog, ali ne i dovoljnog uslova za formiranje celokupne turističke ponude Srbije. Reč je o samo jednom elementu turističke ponude koji tek u sinergiji sa ostalim primarnim i sekundarnim elementima i faktorima daje pun efekat u turističkom prometu. Nastojalo se da se uporednim analizama ispitaju kvalitativne mogućnosti razvoja turističke ponude Srbije duž koridora. Zaključak je izveden korišćenjem pojedinih kvantitativnih pokazatelja.

AB  - Gentrification represents a complex revitalization process of the inner city core, which includes a physical improvement or dilatation of housing stock, changes in ownership structure, housing prices incensement and the displacement of poorer working class, which replaces the new middle class with higher incomes. Using data collected in survey research, this paper aims to identify the specific dimensions of gentrification in the central zone of Belgrade. The focus of the research is the improvement of living and housing conditions in the urban core. This condition improvement is the result of investments in the residential space and supporting infrastructure, but it is also largely associated with economic status of immigrant inhabitants - 'gentrifiers', their preferences to the urban lifestyle, as well as to their attitude to residential environment. This paper deals with the subjective dimension of gentrification, e.g. with the actors of that process themselves. The core of this subjective dimension is the perception of the residential area (neighborhood) as a unique component of residential (location) choice of different social groups.

AB  - In this paper we present an analysis of the impact of an intensive process of building rest and recreation houses and the establishment of settlements in the Sićevačka gorge, Serbia, from the 1960s to the beginning of the 20th, century. The analysis is based on field research conducted in 2001/2002nd, as well as official statistical data. In this paper, settlements are defined by their spatial distribution, characteristics of the local position within the existing territory (Atari), and basic trends in development and advanced geospatial changes. Special attention is devoted to the consideration of how the density of temporary settlements (weekend) has impacted the permanent (continuous) population as well as the territorial and population development of existing rural settlements. .
AB  - U ovom radu sagledan je uticaj intenzivnog procesa izgradnje kuća za odmor i rekreaciju i formiranje 15 vikend naselja na naseobinsku transformaciju Sićevačke klisure od 60-ih godina 20. veka. Detaljna analiza formiranja današnjih vikend naselja rezultat je prvenstveno terenskih istraživanja tokom 2001/2002. godine, kao i korišćenja zvaničnih statističkih podataka vezanih za ovu problematiku. Ovom prilikom definisan je njihov prostorni razmeštaj, karakteristike lokalnog položaja u okviru postojećih naseobinskih teritorija (atara), kao i postanak, osnovne tendencije razvoja i savremene geoprostorne promene. Posebna pažnja posvećena je sagledavanju dinamike procesa transformacije privremene (vikend) naseljenosti u trajnu (kontinuiranu) naseljenost i njegovom uticaju na teritorijalni i populacioni razvoj postojećih seoskih naselja. .

Defining the centers of labor in urban area: Example of Belgrade

AB  - Simplifying city organization and its a priori reduction on one urban center, leads potentially toward series of wrong conclusions. Followers of monocentrism base their starting points on the fact that central business city zone mostly remains the dominant center of labor although its relative significance is falling. That is why, for example, urban dispersion is still being defined on relatively simple parametric models, based on one gradient of density in relation to central business zone (here the gradient of density represents the unit of dispersion). However, conclusion on city dispersion based on such an approach may result from wrongly formulated model-mono-centric model in really existing polycentric urban context. Thus, the explanation for the existing gradient of density of working places may be their larger concentrations within sub centers located out of the central business zone (while the significance of the central business zone is falling, it may happen that the total aggregate concentration of working places is getting larger).
AB  - Pojednostavljivanje organizacije grada i njeno a priori svođenje na jedan urbani centar, potencijalno vodi nizu pogrešnih zaključaka. Pristalice monocentrizma svoje polazište baziraju na činjenici da, iako njen relativni značaj opada, centralna poslovna zona grada u većini slučajeva ostaje dominantan centar rada. Zato se urbana disperzija i danas često definiše relativno jednostavnim parametarskim modelima, zasnovanim na jednom gradijentu gustine u odnosu na centralnu poslovnu zonu (gradijent gustine ovde predstavlja meru disperzije). Međutim, zaključak o disperznosti grada zasnovan na ovakvom pristupu može proisticati iz pogrešno formulisanog modela - monocentričnog modela u realno postojećem policentričnom urbanom kontekstu. Tako, objašnjenje za postojeći gradijent gustine radnih mesta, mogu biti njihove veće koncentracije unutar subcentara lociranih izvan centralne poslovne zone (dok značaj centralne poslovne zone opada, može se dogoditi da je ukupna agregatna koncentracija radnih mesta veća).

AB  - In comparison to most of the other former socialist countries, Serbia has started its transition into market-economy with delay. One of the results of economic change of the 1990s, the break-up of Yugoslavia, manifold discontinuities in a geopolitical sense, international isolation etc. is a massive de-industrialisation and a loss of employment accordingly. The paper on hand shows, with a quantitative approach of spatial analysis, the regional differentiation of this rapid change which is radical particularly in regions where alternatives for employment are lacking.

Quantitative indicators of residential segregation

AB  - The first more complex studies of residential segregation appeared during late 1940s and early 1950s. The most common quantitative indicator today - dissimilarity index, is also one of the oldest indicators. Dissimilarity index, as well as other traditional indicators of residential segregation belongs to the category of nonspatial indicators that cannot reveal the geographical aspect of this phenomenon. For this reason, during the last few years more attention has been paid to the development of spatial (geographical) indicators of residential segregation.
AB  - Prve kompleksnije studije stambene segregacije datiraju iz kasnih 1940-ih i ranih 1950-ih. Najzastupljeniji kvantitativni pokazatelj stambene segregacije danas - indeks različitosti, ujedno je i jedan od najstarijih. Indeks različitosti, kao i drugi tradicionalni pokazatelji stambene segregacije pripada kategoriji vanprostornih pokazatelja, koji ne mogu da sagledaju geografski aspekt ovog fenomena. Upravo iz tog razloga se poslednjih godina sve veća pažnja posvećuje razvoju prostornih (geografskih) pokazatelja stambene segregacije.

AB  - The aim of this article is to present the effects of industrial restructuring, which are reflected in structural and territorial changes in the number of employees in Serbia, for one of the most difficult and the most catastrophic periods in its recent history - 1990-2005. This kind of research is of particular importance because it indirectly reveals fundamental processes and key issues of the policy of industrial restructuring and the policy of regional development in Serbia.
AB  - Cilj ovoga rada je da prezentira efekte prestruktuiranja koji se odražavaju na granske i teritorijalne promene zaposlenosti u industriji Srbiji, u jednom od najtežih i najkatastrofalnijih perioda u njenoj novijoj istoriji od 1988-2005. godine. Ovakva istraživanja su značajna jer se kroz njih posredno može zaključivati o fundamentalnim procesima i o ključnim pitanjima politike prestruktuiranja industrije i politike regionalnog razvoja u Srbiji.
