Iz tog razloga osnovni cilj naučnih studija jeste rešavanje akumuliranih ruralnih razvojnih problema kroz iznalaženje mogućnosti i kasniju realizaciju ruralne obnove. Sa svojih 15 seoskih naselja, opština Ćuprija raspolaže značajnim kompleksima kako prirodnih, tako i kulturnih pejzaža. Međutim, kontinuirani, dinamični i strukturalni procesi poslednjih decenija u velikoj meri opterećuju sveukupni razvoj ovog prostora. Metodom neposredne opservacije, polustrukturisanim intervjuima i anketama utvrđeni su glavni ruralni potencijali i problemi u sferi demografskog, socioekonomskog i ekološkog kompleksa. Rezultati empirijskih istraživanja mogu predstavljati polaznu osnovu za formulisanje preporuka i kreiranje mera balansiranog ruralnog razvoja opštine Ćuprije.

AB - Shrinking cities have become almost ubiquitous during the long transition of post-social Serbia,
but the trajectory of urban shrinkage is both spatially and temporary uneven. Since the middle of
the 20th century, various patterns of urban population development of cities in Serbia have been
observed. The very first cities to record a decline in the total population appeared in the 1960s,
but in recent years the majority of cities experienced drastic shrinkage. Since the process of
urban shrinkage does not follow a universal pattern, typological classification of cities is of great
importance in understanding and delineating the variety of cities shrinking over time. Urban
shrinkage trajectory typologies classify cities that have experienced population loss by the path
of their population change over time. Set against this background, this paper offers evidence on
urban population change, to assess their demographic transformation over the studied period
from the 1961 to 2020. The aim of this paper is to reveal the diversity of shrinking cities in
Serbia. In this study, we conducted an analysis about population change of 167 urban
settlements in Serbia. Towards understanding and comparing the transformation of cities, the
typology was performed. Thus, it was possible to distinguish cities with population growth and 5
types of shrinking cities, all of them with various features of urban shrinkage – cities with longterm shrinkage, cities with episodic shrinkage, cities with recent shrinkage, potentially shrinking cities and resurgence cities. Thereby, the outcome of the paper will be the step towards the comprehension of transformations of cities and divergences or similarities between shrinking
cities in Serbia. The results are important for a better understanding of the spatio‐temporal
patterns and the main factors driving urban shrinkage and its regional differentiation in different historical contexts.

AB - The effects and implications of globalization on cities and tourism have been studied through various scientific researches. As some of the most dynamic processes of the modern world, from the tourism perspective globalization, together with urbanization, have both positive as well as negative effects on tourism. Comparative analysis of the urbanization, globalization and urban tourism phenomenon, shows that the period of intensive urbanization, dynamic growth of urban agglomerations and dominance of global cities corresponds with the rapid development of urban tourism and strengthening its position in the development of urban regions. At the same time, the continued growth of tourism on a global level has become a significant factor for shaping and changing the urban areas. However, different tourism development possibilities between large cities and small towns in the global setting arises a questions of the competitiveness of world tourist cities, as well as positioning and survival of small tourist towns and the preservation of their
local identity, diversity and authenticity. Thus, this paper addresses the complex impacts and effects of urbanization and globalization processes on understanding the phenomenon of tourism development within the different urban environments.

AB - The COVID-19 pandemic has had severe consequences for the large-scale movement of populations within and across borders. Moreover, the crisis has had serious impacts on origin, transit and destination countries, as well as on migrant workers and their families. This paper aims to enhance the understanding of migration contexts in times of crises, as well as migrant-specific vulnerabilities, including the characteristics of stranded migrants in Serbia. Two phenomena have interacted to influence the shape and intensity of mobility in the country during the pandemic: that of citizens returning from abroad in the wake of the economic downturn and changing labour markets, and that of irregular migrants and asylum seekers stranded in transit along the Western Balkan Migration Route. An emphasis is placed on the challenges faced by migrants, as well as those faced by the country itself in terms of migration governance and management in times of crisis, questioning the existence of barriers to access to support. Despite the fact that these different groups of migrants will experience crises differently, it is important to explore the capacity of the country to assist them, both while in their country of origin and while in transit.

Navedeni procesi su svoj prostorni, demografski i privredni izraz imali u dubokim strukturnim problemima i ubrzanom propadanju ruralnih prostora, posebno onih lociranih u planinskim, perifernim i pograničnima oblastima.

Transitional Shelters on a Policy Landslide – Experiencing Displacement on the Frontline in Bosnia and Herzegovina

AB - This article sheds light on the status of migrants and asylum seekers in Bosnia and Herzegovina, as well as the state response to the growing challenges in the area of acceptance and protection, following the transformation of the Balkan Migration Route. This shift has caught state-level governmental institutions and local communities unprepared, with high numbers of migrants and refugees stranded upon its territory. A special focus was paid to the Bihać and Velika Kladuša municipalities in Una-Sana Canton, in the northwest of the country, and the ways in which they responded to this situation, in particular the ‘archipelago’ of official and makeshift camps that play a fundamental role in managing migration flows. In order to gain an insight into the problem being analyzed, the methodology applied was primarily based on participant observation and interviews, together with desk research of existing reports and media coverage in different stages of the crisis. The evidence suggests that the unique political infrastructure created after the 1990s has given rise to myriad institutional weaknesses and insufficient coordination between state-level and local authorities in the efforts to prevent a humanitarian emergency.

Forced migrations and Externalization of European Union Border Control: Serbia on the Balkan Migration Route

AB - The article argues that the recent "migration crisis" has been constructed as a security threat to the European Union, which conceals both the multiple causes of forced migrations, and the inability of the Union to respond to the massive influx of people in need of protection. Serbia had taken up a "refugee-friendly" policy, which implied a humanitarian approach. However, due to a change of political discourse in connection with the EU accession, a shift towards the security position occurred. This article sheds light on the actual status of migrants and asylum seekers in Serbia, as well as the state response to the growing challenges in the area of acceptance and protection, following the official closure of the Balkan route. In the conclusion, the authors tentatively plead for return to a balanced humanitarian approach, since there is clear evidence that mixed migration flows will resume in the times to come.

Serbia in the time of COVID-19: between "corona diplomacy", tough measures and migration management

AB - The paper analyzes the specificities of Serbia's response to coronavirus. Two most important issues during the pandemic were the role of the State and the management of migration flows. Being placed in the China-Russia-EU triangle shaped the response on the crises but also the image of the country in the world. Two phenomena shaped mobility patterns. Citizens returning from abroad were caught between accusations of spreading the virus and a plea for healthcare and other key workers from the Serbian diaspora to help in Serbia. The issue of refugees and migrants attracted significant amounts of positive public attention, but in parallel with that xenophobia arose as a new attitude as part of aggressive campaigns against them.

AB - In many Eastern European countries, the standard of living increased as a result of the process of industrialization in the second half of the 20th Century. Consequently, the population in rural areas with small-scale farming decreased due to the availability of employment elsewhere. This directly impacted soil erosion (and thereby sustainability of the land), but the degree and direction are not well known. This study investigates two municipalities within Serbia, their change in population and its impact on land use changes and soil erosion. The standard of living increased after the industrialization process in the 1960s within these municipalities. The erosion potential model is used to calculate gross annual erosion. The changes related to population and arable land in rural settlements are analyzed according to proportional spatial changes. The results show an overall decrease of erosion intensity in the study area. In addition, two basic findings are derived: first, the highest level of human impact on soil is in rural settlements at the lowest elevation zones, where erosion intensity shows the least amount of decrease; and, second, the most intensive depopulation process, recorded in higher elevation zones, indicates a rapid decrease of erosion intensity.

AB - The role of the Republic of Serbia as key transit state along the Balkan migration route has started to become more complicated with the increased importance of this "formalized corridor" for irregular migration of thousands of people since 2015. The unique development of events on the route has allowed migrants to cross the territory of the Balkans within several days, which has caused an unprecedented increase of the total number of asylum seekers arriving in Europe, mainly in Germany. The official closure of the Balkan Route in March 2016 has lead to the creation of a growing number of "stranded" migrants in Serbia, whose stay has lengthened from several months to two years. The subject of this work is a short presentation of the state on the Balkan Route from 2015 until today, with a focus on key events which have lead to significant changes. The goal of the work is to illustrate the role of the Republic of Serbia in managing these flows, as well as its humanitarian response via relevant institutions, first and foremost the Working Group on Mixed Migration Flows.

AB - Population distribution, as one of the key topics in geographical research, reflects the integrity of physical, social, economic and historical factors of certain area. This paper provides an overview of the spatial concentration of population in Serbia at the beginning of XXI century (Censuses 2002 and 2011). The analysis of population distribution and redistribution was performed at different levels of territorial structure of Serbia. The results indicate uneven distribution of population potentials (both in quantitative and qualitative ways) by expanding the area of extremely low and extremely high concentration. However, there remains a need for a broader scientific consideration of migration flows in order to create migration policies. Those policies are of interest to geographers because they represent attempts to manage the flow of people and to alter the geographical pattern of population distribution and characteristics.

AB - The inclusion of migrant children into the formal education system of the Republic of Serbia represents a long-term project implemented by the Ministry of Education, Science and Technological Development with the support of international organizations and civil society organizations. Te education system of the Republic of Serbia in terms of their education faces two key challenges. The first challenge is that they are in transit through Serbia and the length of their stay unpredictable. Another challenge relates to the comprehensive approach and commitment system as a whole. Consequently, the subject of this paper is to identify the legal and institutional framework for the inclusion of migrant children into the formal education system, as well as the analysis of the situation in practice. the aim is to test the implementation of the previous model for the inclusion of migrant children into the formal education system of the Republic of Serbia. the aim of the work is concretized through specific that include the organization and realization of teaching in schools in combined classes of students, but also in the context of reception centers, as well as support to students through additional work after implementation in primary school. By examining the attitudes of all participants involved in the educational process (migrant children, teachers, school director and professional associates) contribute to reducing prejudice and stereotypes about migrant children, as well as the exercise of their rights in the education system. the applied methodology, which included surveys and semi-structured interviews, obtained the guidelines for the effective implementation of the existing normative framework aimed at successful integration of migrant children into society. the results suggest that migrant children in educational institutions acquire functional knowledge and skills in order to adapt to the new environment, socialization, stress relief, a sense of security and freedom.
AB - Uključivanje dece migranata u formalni obrazovni sistem Republike Srbije predstavlja dugoročan projekat koji sprovodi Ministarstvo prosvete, nauke i tehnološkog razvoja uz podršku međunarodnih organizacija i organizacija civilnog društva.

abstract = "The inclusion of migrant children into the formal education system of the Republic of Serbia represents a long-term project implemented by the Ministry of Education, Science and Technological Development with the support of international organizations and civil society organizations. By examining the attitudes of all participants involved in the educational process (migrant children, teachers, school director and professional associates) contribute to reducing prejudice and stereotypes about migrant children, as well as the exercise of their rights in the education system. the applied methodology, which included surveys and semi-structured interviews, obtained the guidelines for the effective implementation of the existing normative framework aimed at successful integration of migrant children into society. the results suggest that migrant children in educational institutions acquire functional knowledge and skills in order to adapt to the new environment, socialization, stress relief, a sense of security and freedom., Uključivanje dece migranata u formalni obrazovni sistem Republike Srbije predstavlja dugoročan projekat koji sprovodi Ministarstvo prosvete, nauke i tehnološkog razvoja uz podršku međunarodnih organizacija i organizacija civilnog društva. AB - Until the mid-20th century, the rural areas had a population of more than three-quarters of the total population of Serbia, which mainly based its existence on agriculture. Subsequent processes of industrialization and urbanization, combined with a declining agricultural sector, have resulted in marginalization, devaluation and devastation of the rural areas. Since the 1960’s, Socialist Yugoslavia has accepted the strategy of rapid, centrally governed industrialization, which strongly hanged the image of rural areas. With rural areas left out of focus in the socialist development trajectory, millions of inhabitants were moved from villages to towns and cities, causing massive depopulation. Focusing socioeconomic development on the urban-based industrialization and the employment of unskilled and semiskilled labour from the villages, rural areas have suffered intensive emigration as well as demographic and socio-economic shrinkage. Consequently, rural shrinkage has become one of the largest structural development problems of Serbian society.

AB - In this paper the relationship between populatiOn and the environment, and their influence on rural sustainability in Serbia, using quantitative typology of rural areas will be examined. The typology is based on the net relative change of population in rural areas in Serbia, according to the difference between the number of inhabitants at the end of the studied period (2011) and a hypothetical population that each rural settlement would have if the population in base year (1961) was changed proportionally to the change of total rural population. Research results indicate types of population dynamics of rural areas with different scale and intensity of environmental degradation: progressive type with favorable human and economic potentials, strong urban influence and huge environmental transformation; stagnant type with advanced agricultural and demographic dimension which imposed pressures to the natural environment; regressive type with heterogeneous demographic, social and economic features, and different impacts on natural and social environment, and dominant regressive type of rural areas highly characterised by the deficient in human and economic potential and preserved natural resources. Based on analysed rural particularities it can be concluded that the different human, environmental and economic potentials and obstacles of determined types of rural areas should be the starting point in defining appropriate sustainable strategies and development directions.

Contemporary world migration - towards new terminology, patterns and policies

AB - In the last decades, after the Cold War and the fall of the Berlin wall, the strengthening of overall population mobility is evident on local, regional, national and global scale. In addition, there are changes in the scope and direction of migration, their structural characteristics and increasing in the number of determining factors and consequences, which affects the complexity of this phenomenon. It is important to point out the emergence of new forms of migration as a result of intensifying pace of globalization, which is an integral part of the migration. The total number of migrants in the world (internal and external) in the first decade of the XXI century reached the highest value in history and is around one billion, with small, but continuous increase in share of total population. This means that one in every seven person in the world has changed place of residence, either within their own country (about 700 million of internal migrants) or moved to another country (244 million international migrants). Therefore some authors points out that all of us are becoming migrants. Also, the number of irregular migrants recently has reached its highest amount, which implies an intensification of government actions to regulate migration through the creation of effective policies, spatial mobility and intensification of bilateral, regional and international negotiations in this domain. Estimates show that the number of migrants will continue to grow, especially the number of climate migrants, persons who left their homes due to changes in the environment. That is why it is of crucial importance in a first place to understand migrations properly and then to create the steps towards the best solutions in solving the problems caused by population movement in space and create proper migration policies.

That is why it is of crucial importance in a first place to understand migrations properly and then to create the steps towards the best solutions in solving the problems caused by population movement in space and create proper migration policies.",

AB - More than two decades there is a tendency in the European Union towards harmonization of migration policies among Member States. However, the slow functioning of European structures, as well as the fact that each country has its own demographic problems, the different level of unemployment, the specifics of the cultural, social and economic development, are an impediment for explicit formulation of unified migration policy. In the time of the great migrations caused by global factors, primarily the relations between the great powers, civil wars and geopolitical implications, it is necessary to harmonize migration policy among all EU member states. This is primarily due to the fact that because such unforeseen migration flows from Africa and the Middle East caused changes in demographic characteristic of the EU, religious structures, with special attention to the integration of migrants and change in population distribution. Thats why is necessary to understand the connection of demographic elements with other elements of social systems in order to create meaningfull policy toward all types of migration flows.

Actuality of phenomena and processes in the population development on regional and global level in the works of Vojislav S. Radovanovic

AB - The aim of this paper is to review the actuality of selected phenomena and processes of population development in the context of specific topics in the work of Vojislav S. Radovanovic, through the presentation of the demographic development of the world, continents, major regional entities and examples of countries. Famous Serbian anthropologist in the mid-twentieth century with lot of knowledge pointed out the necessity of developing new scientific theories, methods and techniques of population studies, as well as the new distinctive effects of social, economic, health, cultural and other lines of development, which will affect the transition directions of the elements of natural regeneration and spatial mobility of the population, the transformation of the population structure and model of deployment and redistribution of population. Population geography was developed from Antropogeography after Second World War. Modern Population geography has a wide range of topics and is theoretically grounded in modern general and specific, modern scientific methodology. The most important topics of the modern world impose on the links between population and resources, refugees and asylum seekers, causes and consequences of international migration, the implications of biological depopulation and low fertility levels at one and expanded reproduction, population expansion and an increase in working-age population, accelerated aging population in certain national and regional levels, large disparities in morbidity and mortality, as well as challenges related dispersion and concentration of the population, along with other issues and problems of demographic development.

Specific relations in the cross-border passenger traffic and the development of tourism in Southeast Serbia

AB - Passenger traffic between Serbia and Bulgaria operates through six border crossing points, one of which is rail. Not so long ago, there were more border crossing points between the two countries, fluctuations of the local population were far greater, but the depopulation of the border area between Serbia and Bulgaria over time resulted in the need to close these crossing points. Dynamic political events on the Balkan Peninsula during the 20th and 21st century have made the border crossing points to be separation points rather than meeting points of the two nations. Besides depopulation, the border area is characterized by extreme economic underdevelopment. The border area of Southeast Serbia in contemporary development plans is commonly recognized as an area suitable for tourism development, where the transit position plays one of the most important roles.
